This was the policy in place before the confused man from katsina came and destroyed everything, it was during his time people who should have retired at 35 or 60 years were getting extensions, and the head of service could not do anything about it. Now that a listening president is in, things have started going back to normal.

I heard it was directors from a certain part of the country that went to the confused former president to complain that the tenure policy was affecting them badly and that why it was stopped.

The idea is to free up space for career progression of the downlines of civil servants in the Federal civil service.

The Federal civil service is like a pyramid with many downlines and few people at the top. And in time past the downlines were finding it difficult to progress to the zenith of the pyramid owing to lack of availability of opportunity. There were time when civil servants that were due to the rank of directors were stagnated on one level for decades owing to lack of space to accommodate their new rank.

So the Stephen Orosanya Federal Civil service reform was an attempt at ensuring that downlines in the Federal Civil service progresses to the pinnacle of their career.

The policy was started by late Pres. Yar'adua and not the present government.

This is apt and long overdue with the view of reinvigorating the civil service.

What happened is that Directors from state service would transfer to federal service and they would go down to deputy director and after a few years become Directors. The problem with this was that due to the rapid promotions in state services, someone might get to the post of a Director in the states with more that 20 years to retire. So bringing those years to the federal service means he or she could be a Director for the next 15 years there by stagnating those they met in the federal service. That tenure policy was a brilliant idea. Most of them no longer transferred when it was introduced cause it meant they will be gone in 8 years no matter the number of years they had left, till the former president stopped it to favor some section of the country.
