Sure! Majority of those people are most likely Hausa scrap metal traders. But the way it is now, others have joined them. I saw a video where a manhole cover was stolen using a Sienna car to block the side of the road at night so that nobody would see them doing it... it's more sophisticated than you think.

The solution is for them to stop using the steel cover for now...

I haven't heard anyone being arrested and charged to court for stealing manhole covers.
So, no, they haven't been treated as armed robbers in the past.
