The business center has lower overheads, and most people that visit cafes nowadays do so for 'business center related' activities anyway.

If you have enough funds, you can combine the two.

You can have a business center with 3 to 5 PCs for browsing and increase with demand, and/or create a wifi hotspot and let patrons bring in their laptops.

This is just an advice Either it's cafe business or business center you are planning to build make it sure that you apply for a business insurance claims so that your business will have a claims in the future.

It depends on location. A business center in a very busy area is far better than a cybercafe struggling to survive or keep its customers which seems to be the case these days as more and more people are getting more affordable internet connections through their phones and PCs.
