There was a Catholic Church in Ake in Abeokuta having this same challenge. They simply sealed the church until the church bought several plots close to the building for parking purposes. That's when it was opened.

The building should never have been approved in the first place. It is obvious money exchanged hands to get the permit so for that reason, it should be pulled down.
