No they would always be investigation because they were not there when it happened so the story they are being told may not be true

Always engage your handbrake when you park your car and if your hand brake isn’t functioning, pls fix it, the car wouldn’t have moved if handbrake was engaged..

Someone must have leaned on the car and since handbrake wasn’t engage, it started moving and it could be manual car cox if its auto, it will hardly move faster…

A lot is needed to be investigated Brother. Did the driver adhere to all precautionary measures of safe parking in a public place such as activating and engaging the handbrake etc. Any evidence of handbrake malfunction leading to the accident or a possible sabotage by a dubious person.
