As I said, it is legal to print and buy fake diplomas in the USA, but you submitting fake diplomas in an official setting while pretending they are real is a case of fraud anywhere in this world (including the USA). Either way, as I already stated, you are making an illogical argument, Nigeria is not the USA, so even if in the USA, you could legally submit dipolmas which Nigerian law considers fake, tinubu submitted his fake diploma in Nigeria and it is Nigeria's law which takes effect in Nigeria, not USA law.

There is a process. Here is CSU's process below. You fill the form and pay the money and CSU sends you your diploma.

Where we should have blamed Tinubu is: since he knew he was taking the certificate to Nigeria and Nigeria believes in anything that comes from a uni, Tinubu should have applied for a reprinted copy from his uni rather than from a third party company.
He may also believe everything goes in Nigeria and that the level of verification may not be deeper because he is influential.

All in all, prima facie, Tinubu didn’t forge any diploma according to American law.

It is just one company and the order to print the diploma must come from the registrar's office and the request for the printing lust be registered by the registrar's office. The "3rd party" doesn't operate the printing of diploma independently from the university whose diploma is being printed.
Again, the "3rd party" is a company which has been awarded a contract to print the diplomas of the university. With what I already said, you have it all.

By the way, the presidency of the university has to sign every real diploma of the university.
