Athletics is a very performance based thing. If one does well every year, that means more funding from your local federation plus sports ministry, plus offers of sponsorship. If you win, you can get loads of cash, plus more sponsorship. (You have to understand most athletes have to look for funding , especially for things like travel expenses, training expenses, and sporting authorities worldwide have limited cash).

So, to stay ahead, you dope.

Add the fact that some countries think it is in their interest to dope. East Germany did it well well, and the sports where they did it were white dominated sports. A lot of white athletes did it. The first historical evidence of doping even comes from Ancient Greece....
