It's true the Governors are chief security officers of their States...the only thing you left out is that in reality, the Commander in Chief of the Armed forces is actually the technical security officer of every State on Nigeria.

Whoever has the backing of the President can control the state security apparatus.
Try and look for a video where a police officer technically refused the Governor of Lagos State's direct order..telling the Governor he has an order from the above.
