Even the contract agreement from the date FEC approved $1.5 bn says the rehab is in phases

If you were conversant with engineering terms you'll know the difference. Read what the media chief of NNPCL just put out:

The refinery you're calling phase 1 was completed in 1965 while the other one was conceived in the 80s and completed in 1989. Both are not phases of each other. They are independent.
The quote you're referring to is claiming repair has been completed on refinery 1 which is not true
