The executive control the financial resources of any government, show me the session of the bill passed or any constitution that says the legislators has right over the financial resources of a state. The function is oversight not more no less. |

saintopus:I think the COS is more powerful in the sense that he is responsible for the day to day runnings of the Governor and majority of assessment pass through him to the governor, Speaker only have the power in the assembly to override the veto power of the governor and it must come with the support of his members. Generally in Nigeria politics, any office can be powerful or useful depending on your relationship with the boss. For example in Bayelsa state, where the former Speaker was as useless/powerless as Osibanjo, while the government was ran by Gov, chief of staff and his SA political matters. |

Even a primary school students knows that legislators are limited to the found made available to them by the executive, lead by the governor. Even common their salary, governor is the one that can authorised the payment. Can your almighty House of Assembly determine where a common borehole would be sited in state? |

Odidigboigbo: Gbajabiamila resigned as a member of HOR , because it's obvious he cannot be the speaker. The president is from SW, so the speaker cannot be from SW again. In the case of Rivers state, Ehie already knew he will be thrown out by the court because his selection did not follow due process. The other guy was the authentic speaker. So Ehie resigning was just to safe his face from the embarrassment, because the case was already in court. So he has two options, wait for the court to sack him and become a floor member in the house , or resign and be appointed as a Chief of staff. Looking at the two positions, a speaker is more powerful, lucrative and prestigious than COS. In the absence of the Gov and Dep Gov, the speaker takes over power. The speaker has a good pension/gratuity package just like the Gov and Dep Gov. The speaker has a convoy with security details. |

sageb: Chief of Staff is very lucrative. As the Chief of Staff, the Rivers state three jets are under his office. Everything that pertains to the maintenance and payment of salaries of the pilots and air hostess falls under that office. Mind you those jets goes to Germany every year on routine maintenance and the budget is rooted through the office of the Chief of Staff. Beyond the above, as COS, Ehie will be able to influence appointments for his cronies. As a lawmaker, at best what he can influence is one slot for caretaker in his LGA but as Chief of Staff, he should be in the position to influence more. Being chief of Staff gives him direct access to the Governor. Anyone that wants to have an audience with the governor has to go through the chief of Staff. Ehie as lawmaker doesn't control any budget head. Other than his salary and constituency project, nothing more trickles to a State lawmaker. But as COS, he now controls a budget head, wields more influence and will build more political capital through the contacts he will come across with in the course of discharging his responsibility as COS Given that Gov. SIM is a political neophyte, Ehie as COS, will help him in manoeuvre some of the landmines Wike will be placing on Sim's path in the days and months ahead.
