Only Ojukwu agreed to the signing the agreement before consultation. Once Gowon consulted with the remaining SMC people back home in Nigeria, they urged him not to implement it. That's just common sense. In today's Nigeria agreements entered into of that kind have to go to the NASS for ratification

This is one mistake you kids make. Ojukwu only agreed to still remain in Nigeria if only the Aburi accord was implemented.
