Bro, it's not banning Binance that brought down the dollar rate; the government is doing the same pegging that Buhari did, but they are using Binance to divert attention. Niara is no longer floating, there is now an official rate, reason central bank is intervening in the foreign exchange market.

Even EFCC officers will be guilty of this. I know of some officers who are trader on Binance.
