Offhand is used in a statement to mean saying something or giving answers to a question you know without thinking or doing any research. Not in the context of saying or rciting

something which you've memorized. . Like a phone number, national anthem, bank account number and so on.

No it isnt. Check well the meaning in the shots you shared.

Offhand means unplanned, to do something on-the-spot, without preparation. But usually when we Nigerians use offhand, we mean to do something by memory alone without looking at a book e.g to recite a song without looking at the lyrics. However, this is not the same as unplanned as you are already prepared in your mind to do it mostly after having read the subject.

The correct term to use for saying something without reading from a book or phone is "by heart", it doesn't mean you didn't prepare for it. But if someone poses a question to you suddenly and you answer on the spot, then you have responded "offhand".

That's a lie, offhead is the only one that is wrong there. offhand and by heart means the same thing, offhand means reciting something without checking - (in order words from memory) while by heart means from memory.
