The issue here is the contractor failed to build head walls and channel the water properly but it doesn't take away the suitability of the project. It's easy to just condemn without having technical knowledge of how these things work, even big multinational companies also experience some sort of hiccups during construction.

Let the contractor go back to site and correct the anomalies and re do the job. There's nothing too serious here.

This is not true. Even if the government decides to pursue litigation the government will lose out more, the best bet is to get the contractor to go back and identify areas with high run off and build head walls and channel it properly to protect the work at his own cost or at most do a project review to be able to accommodate the cost.

I knew Otti was just an unnecessary hype owning to politicking.
