The should fine those who build where they are not supposed to build and stop those about to build at the foundation level. Only terribly distressed buildings should be knocked down. In Mende, i saw newly build, strong bungalows being demolished. That is wrong. Let them pay heavy fines to be used for diversion of channels and stop new houses from being built.
