What we need is a high teck, digital savvy and 21st century unit. They don't need to have so many boots on the ground. When they need boots they can use police and army.

The unit we need should be analysing data, tracking people's movements and who they are talking to or visiting, let them go buy drones from US used by state law enforcement agents for surveilliance is possible. That is the kind of unit we need. Not another glorified police department that depends on rumour and toture for intelligence gathering!

GEJ is too political, why can't he declare all round in the state, why selecting? Is he protecting the interest of his party at the interest of the people? During Obj's regime, the security challenge is not this worse before he declare state of emergency in the whole state, likewise in Ekiti. Let him do the right thing before the state become empty.

Following the continued deadly attacks of Boko Haram, the Nigerian military may have resorted to seeking help from the United States government which has offered to train its soldiers on how to counter the terrorist attacks.

The US training is expected to equip the Nigerian soldiers on how to tackle the frequent attacks often launched by the group.

In a report by The Guardian of London, military authorities in Nigeria were said to have confirmed that Nigerian soldiers were undertaking trainings in the US.

"The army is in the process of setting up a division that is effectively looking at warfare tactics," a spokesman said. "Various battalions were in the United States earlier this year for training to that end."

US officials confirmed it has a longstanding deal with Nigeria with soldiers travelling to America for training. They could not comment on whether the exercises were aimed at combating Boko Haram.

The US embassy in Abuja said: "We have had a mil-mil relationship with the Nigerians for decades, principally supporting their peacekeeping efforts in Africa (Liberia, Sierra Leone, Darfur) and around the globe. In recent years, and at their request, we have also worked with them on their nascent counter-force. We do not know if any of these elements have been deployed in the North."

THE United Nations (UN) is set to initiate a counter-terrorism implementation task force in Nigeria by November, to educate and make terrorism less attractive to the youth. President Goodluck Jonathan disclosed this in New York, United States, on Wednesday, in his presentation at the ongoing UN General Assembly debate.

He told the gathering that Nigeria would continue to work with the UN and other partners in the global fight against terrorism, adding that to this end, Nigeria was working closely with the UN Counter Terrorism Implementation Task Force (CTITF), the Counter Terrorism Executive Directorate (CTED), as well as relevant international bodies and friendly countries, to sharpen its response mechanisms.

According to him, “in this connection, the UN CTIFT will be launching its first project in Abuja in November 2011, aimed at conflict prevention and countering the appeal of terrorism to youths, through education and dialogue.”

He reiterated the determination of the country to work with all stakeholders, as it enlarged and intensified its partnership.

Jonathan said as part of Nigeria’s efforts to fight terrorism, he had signed into law the Terrorism (Prevention) Bill 2011 and the Anti-Money Laundering (Prohibition) Amendment Act on June 3.

“The new laws not only outlined measures for the prevention and combating of acts of terrorism, but also prohibit the financing of terrorism and laundering of the proceeds of crime,” he said.

Speaking on the the issue of trafficking in small arms and light weapons, the president said if the UN’s idea of resolving conflicts through mediation was to succeed, the problem of trafficking in small arms and light weapons must be frontally tackled.

abegi, we have had a whole year in which gej has been pontificating about effects of a SOE  on economy etal. what is worth doing is worth doing well. shut down the whole state, the whole NW if need be. it will also send out a message to the BH sponsors that the gloves are finally off, if they actually are.

It would have been strategically dumb to impose a state-of-emergency in these states instead of in few LGAs identified as the nuclei. This is a war on terrorism and requires tactical countermeasures. By gaining a foothold in few critical LGAs, you have technically perturbed the states and this is necessary for direct information logging with a concurrent front end assault. If managed efficiently, the surrounding LGAs will either become allies or risk losing their democracy. With this, we can get real time information on mode of operation, movements, sponsors and sympathizers. More importantly, the boots on the ground can provide rapid response. It looks like GEJ have started reasoning critically. My thought was that with the way things were going, he would have been clobbered into blanketing these states with S-O-E which would have been a very bad idea. Maybe the foreign advisors are helping matters.

MEMBERS of the church that lost 25 worshippers on Christmas Day were struggling yesterday to free themselves from the terrible hangover of the horror.

St. Theresa’s Catholic Church, Madalla, near the Federal Capital Territory (FCT), Abuja, was the scene of the Sunday bombings by Boko Haram.

A church member, apparently still shocked by the horrific scene, yesterday relayed how it all happened.

Mr. Francis Raphael said a suicide bomber actually ran into part of the congregation.

His account contradicted that of the National Security Adviser, Gen. Azazi Owoye, who said the perpetrators of the explosions threw bombs at the members of the church who were coming out after an early morning mass.

[size=18pt]National Security Adviser, Gen. Andrew Owoye Azazi said yesterday that the nation’s security outfits were caught unawares by the new dimension introduced by Boko Haram sect, declaring that terrorism has come to stay.[/size]

Gen. Azazi who briefed an emergency meeting of the National Council of State yesterday, attributed the inability of the government to arrest rising spate of terrorist acts to lack of preparedness on the part of security operatives, despite the fact that the activities of the sect started in Nigeria over 15 years ago.

He warned that unless adequate arrangements were put in place in terms of training and retraining of security operatives on modern security management that is technology based, and provision of modern equipment, there might not be an end to the growing insecurity across the country, saying that “terrorism has come to stay”.

The NCS meeting which was presided over by President Goodluck Jonathan, had in attendance three former Heads of State including Alhaji Shehu Shagari, President Olusegun Obasanjo and General Abubakar Abdulsalami; the Senate President, Speaker of House of Representatives, Attorney-General of the Federation, serving and former Chief Justices of the Nigeria; the 36 governors and the Minister of the Federal Capital Territory, FCT.

The NSA who was accompanied by the governors of Benue, Hon. Gabriel Suswan, Jigawa, Alhaji Sule Lamido, and that of Cross River, Senator Lyel Imoke, briefed State House Correspondents at the end of the session which lasted for over six hours, at the Council Chambers of the Presidential Villa.

According to Governor Suswan, the NCS discussed five key issues including terrorism, Jos crises, appointment of National Population Commission, NPC, and prerogative of mercy for deserving prisoners as well as National Honours; but with special focus on terrorism

Then they need more than just members of the armed forces. Vibrant and highly intelligent youths should be recruited into this unit for proper data analysis.

The notion that nobody knows Boko Haram hideouts is a pure lie! May be the Government does not know but dont claim that nobody knows!

Looking at the Nigerian map, I would hope that GEJ also has his eyes on Adamawa state (I do not see boko haram gaining even the slightest toehold in Jigawa, not with the highly rated Sule Lamido in power).

btw, how do you 'close' a border when you don't have a perimeter fence? the only way you can keep people in or out is with a security fence. border means nothing. who says i need to cross the road.

Which state of emergency worked for Iraq or Afghanistan to fight al qaeda?

Man in few days you will understand that it is bad idea, bad decision, it will only spoil matters more. these guys are not in caves located in the states that were declared emergency. They are within the community, and the community isn't aware, they will disappear any minute, they might be on their way to another state right now.

Emergency may not defeat Boko Haram but the message is clear. The affected LGAs should either co-operate with security agencies or they will continue to have militarised zones with occupying forces and a loss of their freedom. It is that simple.

members of Boko Haram are human beings. People know who they are.

The next thing I think is to ensure that this emergency affects Shekau and Qaqa's village. Let us see how they can impose Sharia in the country when their own village has been taken over by the Army.

If they do not surrender place their whole family under house arrest and restrict their movements.

That's simplistic!

If you don't know, for every discerning mind the pressure is now more on the affected state governors to act else there is still a chance of state wide declaration of emergency if situation deteriorates. Of course, governor in other potential Boko haram  states will also be at alert as well. May be they ll volunteer information that will unmask the sponsor as a strategy to survive politically, time ll tell.
