At top clubs, Managers now have full autonomy over transfers.

No club wants to be constantly settling clashes of ego between the manager and the sporting director.

We have even seen top managers reject offers due to perceived interference.

It is in the contract. They only need to hold on to him for 1 more season and City can buy him back for 40m. The wise move for them would be to keep him for nex season and hopefully he helps them get back to the EPL.
