Yaya Toure has quality skills that can help the team win games. His versatility and quality are why he’s given more midfield tasks and also why he’s played in a more advanced position sometimes. That is the reason those players got the nod ahead of him at DM, not because they’re better DMs than he is.

If a coach needs to fill ONLY the DM position and has to choose between Yaya, De Jong and Bousquet. Yaya will come first.
