Enugu Assembly Passes Bill Banning Okada by dono2: 1:49pm On Jul 04, 2012
The Enugu State House of Assembly on Tuesday passed a bill,banning the use of motorcycles within Enugu Capital territory, Enugu North, Enugu South and Enugu East Local Government Areas.

According to the bill, any person who operates motorcycle in contravention of section 3 of the bill is guilty of an offence and on conviction shall be liable to one year imprisonment without an option of fine.

The bill, however, empowers the commissioner for transport to extend the ban to any other part of the state, if need be.

The bill, cited as the `Operation of Motorcycles Prohibition Law, is supposed to take effective on July 3, 2012.

The executive bill, presented at the floor of the assembly was read for the first, second and third time and was unanimously supported by all legislators present.

Opening debate on the bill, the Leader of the house, Mr Sunday Ude-Okoye, (PDP-Awgu North) said it was a wonderful bill, aimed at curbing criminal activities being perpetrated in Enugu State using motorcycles.

``Enugu State is no longer at ease as some of the motorcycle riders have ceased to use it for the genuine purpose of transportation,” he said.

According to him, the riders of such motorcycles have been using the motorcycles for negative purposes such as kidnapping, handbag snatching, killings, spying bank customers among others.

He lamented that the advent of motorcycle as means of transportation had contributed to the dearth of apprentice, artisans and other professional trades.

He observed that many youths had turned their attention to ridding commercial motorcycle as easy means of getting money.

Ude-Okoye also regretted that the reckless driving by some of the riders had exposed them to increased accidents and health hazards.

The deputy leader, Mr John-Kelvin Ukuta (PDP-Uzo Uwani), expressed optimism that the ban would make live more meaningful and safer for Enugu residents.

He said that relevant Assembly committees would liaise with the executive arm of government to mitigate the impact of the ban on both commuters and riders.

Ukuta said that because of the urgency of the situation, the assembly suspended some of the House rules to allow members pass the bill without holding a public hearing.

All the legislators, who spoke on the bill supported its passage, saying that the development showed that the State Government was sensitive to the security challenge confronting the people.

Ruling on the session, the Speaker, Mr Eugene Odo, said that security incidents in the last two weeks necessitated the passage of the bill.

Odo noted that after passing the bill for the use of motorcycles as means of transportation to create employment, the aim of the approval had been defeated.

``We are not in any way trying to describe okada riders as criminals but they were instrumental to 90 per cent of crimes in Enugu State.

``There are genuine ones amongst them, what we are proscribing is not the riders but the motorcycles. Beyond that, okada riding is no business,” he said.

He observed that most of the riders had previously been into other businesses which failed and later took to okada riding as an alternative.

The speaker appealed to the public to understand the rationale behind the ban

They failed on this one angry More annoying is that the deadline was 3rd july 2012, So a man that fed his children with okada money yesterday should suddenly spring a surprise job today and get paid today and then feed his children SMH

Such laws should have the cushion of time. At least fix a deadline for next year or so, so that all those affected would plan for an alternate stream of income within the grace period.

This may lead to a sudden increase in crime just as many lost their jobs suddenly

That was crazy silly move. Any alternative for those getting their daily bread from riding bike.

It wasn't easy 2day at all. I went to coal camp to buy car parts from my side at achara
layout. The okada man I saw after waiting for too long 4 an okada said that I should pay N500. On a normal day, the fare would have been N100. I used bus sha cos money doesn't grow on tree.

less fear of knocking down an okada man when am driving! these guys can ride near your bonnet anytime and it takes more than driving carefully to avoid hitting them.

They need to ban all environmental pollutants like Okade, burning of Animal skins in abattoirs (horrific scenes indeed),etc . I think this is a good move!

The truth is that Keke Napep is WORST than Okada..

You could run over an Okada man and not ruin your car but with Kekes, you cant kill them as easily as Okada men.

Lagos cant try this yet.. They need to bring in a Tram/trains and intercity Mono rail system.... Then they need to also bring in Cab companies and also introduce measures to dissuade people from using their vehicles so as to reduce Traffic.. That way, they can kick Okadas and Keke Napeps out..

Clueless politicians are busy targeting Okada riders while their sons and daughters are being deployed by NYSC to Boko Haram infested areas in the north. Always turning against the common man.

The bill prohibits 'operation of motorcycles'. Does that extend to private bike owners? It sure looks so, and that's really brainless.

banning motorbikes as a 'solution' to robbery has always struck me as a childish, reactive option.

Once people are one step ahead of others on the ladder of life, they want to see those below them crushed to death.
I hope those clapping for this ill-thought and blanket ban won't have the need to ply okada in their life. And that
there is no known person(relative,friend,neighbor) who uses this as a source of livelihood.

Talk of misplaced priorities!!

In as much as I know that this decision by Gov. Chime will put a lot of youths out of their only means of livelihood, I equally welcome the development.
Enugu metropolis is not such a difficult place to navigate without the okada, I think people should embrace the other means of transportation in the state which is readily available.
I personally became increasingly concerned at the rate of violent crimes that was beginning to rear its ugly head in the peaceful city and a large percentage were done using 'okadas'; I am 100% with the state on this one as the value for life is priority over anything else.
Abia state capital did it and today people have gotten used to it, Enugu has a far better transport system and road network than Umuahia so I don't see why it should be a problem.
Been out of town for a while now, cant wait to see how the town will look with this new development.

if these eejits actually engaged in creation of viable job opportunities, would s many people be using okadas in the first place?

have any industries been created which will provide employment for the newly jobless okada riders?

when armed robbery and kidnapping go up in enugu, no one should be suprised

Hopefully Enugu state will order more buses,the current number of buses aren't enough. Hash penalty should also be applied to those Army boys from 82 Division, whom I'm sure will be the first violators of the new law. Even during the ban on Okada ride after 8pm those people violated the ban randomly.

I look at Nigeria and laugh, every where in the world, motor bikes are used, even ones that are bigger and faster,yet no accidents, the accidents are because the roads are bad and small.


As for crime, people who are already inclined to crime would simply devise other means to forge ahead, it;s not the motorcycle that causes crime.

This is just like saying, you are placing a ban on internet usage because youths use the internet for fraud and pornography.

i have experienced an armed robbery once, and they didnt use bikes.


It is very clear,that the average nigerian thinks only about himself, if those fools in the senate knew that people actually send themselves to school using the money they make from Okada, and people feed their families with it, they would not make a stupid decision, like that.

okada riding is not a business, so what is? politics

if they know that people who their businesses have failed are now into okada riding, so what should those ones do, the next day.


before anyone makes such decison, you have to work with the NURTW, let the registered bikers submit their names and find ways of absorbing them into other crafts and professions, but no, people in the realm of power just make stupid decisions that make life difficult for others. when i was in Nigeria, i went to portharcourt and had to trek a whole street to my office, because they ban okada.



This would only increase the crime rate in Enugu. If the senate had any literate person, they would have known that. but they are all biggots rigged in.

God, I beginning to believe that there is actually a curse on Nigeria.

I was pliasantly suprised when i came out to ogui to take a bike to my mechanic to pick up my call and couldnt see even then i remembered and said o la laa,those mad dogs have finaly gone,do u know dat the six young men killed on 16th june were all killed by gun men in okada ,i trust my gov,not given to too much talk bt always acting like oyibo man,this ban is a welcome development

Why is everyone banning Okada?
I am not sure people that are using it as a business loved it, but in a nation where no employment and nothing else, they have to create jobs for themselves, even the people patronizing them, i am sure if we have good roads and no traffik, people will use it less.
