Adobe After Effects is not for video editing, it is mainly for adding effects to your clips, wouldn't see why adobe will have two video editing software on its shelves.

Adobe Premier = video Editing

After Effects = Adding Effects

I will not advise you to attend any priv8 school/center to learn this program, its all waste of money, best bet is get your money, upgrade your system coz photoshop,maya on a pc needs loads of processing time=memory,then use rest money to buy material to learn it, buy generator and start learning all by your self, i say to you, best way to learn is by trial and error. within months, you wont believe how well you good in the program.
