Nigeria is run on informal economy. 90% of nigerians dont pay tax cos their business activities are not recognised yet you cant classify them as unemployed. That woman selling crayfish at your local market is classified as unemployed but in actual sense of a formal economy she is self employed and must fill her tax at the end of the fiscal yr.
