It's an over-kill to say that Bayelsans are apprehensive and in state of fear over tribunal judgement, judgement will come, judgement will go but Senator Douye Diri remains Governor.
However, my take on the expected tribunal judgement is that Vijah Opuama case is technically defective as most of the other cases these are issues of Qualifications which are pre- election matter. The case of ANDP exclusion seems the most potent but also technically deficient.
Senator Douye Diri remains Governor of Bayelsa State.
Same appeal court ruled in favour of inec two months ago. Two conflicting court judgements for that matter. Even the recent judgement didn't say inec should order fresh election in Kogi state

I wonder how these lies take hold. Where in Nigeria does a professor earn N70k? ASUU are the ones always lying to Nigerians and they believe them. Nigerian lecturers are not worse off compared with those elsewhere, even in more endowed countries. I schooled in Europe and I know what the lecturers earn and their lifestyle. They should stop deceiving Nigerians. The only reason these agencies are opposing IPPIS is that they pay themselves what they shouldn't earn. They are stealing from the rest of us and blackmailing the government. They are competing with members of the National Assembly on corruption because that is always their reference.

Stop misleading people. The major issue here is stealing and corruption. They don't want transparency in their salaries and allowances. IPPIS captures every legitimate entitlement. ASUU is the cause of all these rubbish. Their agitations have largely become self serving and other agencies are doing copycat protests.

Both apc and pdp might just end up losing bayelsa...the recent judgment of the appeal court nullifying inec deregistration of some parties is another blow to pdp.the only mistake I see in the petitioners case if in their prayers.they should have asked that diri be sacked and the next party that satisfied the statutory conditions be sworn in not calling for fresh polls.hopefully,it won't be fatal

Senior oil workers attached to agencies under the Federal Ministry of Petroleum yesterday embarked on a three-day warning strike over the failure of the federal government to pay their salaries in the last three months.

The workers under the aegis of the Petroleum and Natural Gas Senior Staff Association (PENGASSAN), in their protest, said they were stopping work following the authorities’ insistence on compelling them to join the Integrated Payroll and Personnel Information System (IPPIS).

The striking workers said the government had not done enough to convince them that the IPPIS was robust enough to handle the peculiarities of the environment they work, noting that it is wrong to lump them up with civil servants on the IPPIS platform.

Members of the union, who protested at the Abuja headquarters of the ministry, were drawn from the Department of Petroleum Resources (DPR), Petroleum Products Pricing Regulatory Agency (PPPRA), Petroleum Equalisation Fund (PEF), Petroleum Trust Development Fund (PTDF), Nigerian Nuclear Regulatory Agency (NNRA) and others.

National Public Relations Officer (PRO) of PENGASSAN, who is also the Rivers State Secretary of the Trade Union Congress (TUC), Mr. Fortune Obi, told THISDAY that if after three days the demands of the protesters are not met, it would become a nationwide issue to be handled by the national body of the union.
There was no immediate response from the government, although the union said almost all avenues for negotiation had been explored without success.

President Muhammadu Buhari, during the presentation of 2020 budget proposal to the joint session of the National Assembly in Abuja had said all federal government workers not captured on the IPPIS platform by October 31, 2019, would not be paid their monthly salaries.

But the PENGASSAN’s spokesman stated that apart from the fact that the IPPIS platform was not secure, it had failed to consider the difference between regular civil servants and oil workers.

He said: “It’s a three-day warning strike by members in the government regulatory agencies under the Ministry of Petroleum, basically because of their inclusion in the IPPIS system, which we have rejected ab initio due to the various challenges we have had with it and the associated inefficiencies.
“PENGASSAN resolved about the system long ago. We want assurance that this system is robust enough to handle the challenges. We are saying we work in a peculiar sector where our members earn some allowances different from the civil service structure.

“Therefore, lumping us into that platform without capturing the peculiarities is unacceptable. Because of that, for the past three months, our members in these agencies have not been paid their salaries.

“We have said clearly that we work in a peculiar environment, where earned allowances are different from the civil service payment system. In the civil service, they don’t work offshore; they don’t work in tank farms; they don’t work in haulage system; so for personnel from the peculiar agencies, there are earned allowances. These are not captured in the IPPIS system.

“We need the guarantee that this system is robust enough to capture these issues. You can’t just go and implement something on a platform that is generally for civil servants and their structure. They must consider us as peculiar operators within the system.”

He stated that there was no problem with the existing platform, suggesting that the government has ulterior motives for insisting on moving the workers to the new platform.

“We work in circles in certain locations; in the civil service, it’s not circle driven. So, if I am working in an FPSO (Floating Production Storage Offloading vessel), located in the Gulf of Guinea and my work circle is 28 days in, 28 out, as I return, how am I going to get my earned allowances.

“What the IOCs (international oil companies) do is to book it into their system- we need the assurances, otherwise, leave us where we are currently, because that same application we are using currently is domiciled with the accountant general, so why the change to a system that’s not reliable?

“Low cadre persons can break the security of that system, it’s not robust enough. We have made frantic efforts to call the attention of the government to our people’s peculiar issues. Nothing is done” he added.

A High Court of Justice in the Ekpoma judicial division today restrained the Peoples Democratic Party (PDP) from excluding Governor Godwin Obaseki and the other cleared aspirants from participating in the Edo State governorship primary.

The court ordered that the PDP and the electoral umpire should not exempt any of the aspirants who have been cleared by the party from participating in the gubernatorial primary slated for the 25th June 2020.

With this decision Governor, Godwin Obaseki has been given the legal green light to participate in the gubernatorial primary.

The authorities of the Rivers State University (RSU) on Wednesday told the Bayesla State Governorship election tribunal sitting in Abuja that the state deputy governor, Senator Lawrence Ewhrudjakpo graduated from the institution in 1996/1997 academic session.

The confirmation came on the heels of a petition filed by a candidate of the Liberation Movement (LM) in the November 16, 2019, governorship candidate in the state, Mr. Vijah Opuama challenging Ewhrudjakpo’s qualification to stand election.

He alleged in his petition that the deputy governor submitted a forged exemption certificate of his National Youth Service (NYSC) certificate to the Independent National Electoral Commission before the election.

The petitioner further told the tribunal that there were discrepancies in the name of the deputy governor on his NYSC exemption certificate.

But clearing the controversy, a staff of the University from the Directorate of Legal Services, Fyne Le Amanyie told the tribunal that the deputy governor actually graduated from the school.

Amanyie, a subpoened witness who testified as RW4 explained that although the deputy governor graduated in 1996/1997 academic session, “but that the ceremony took place in 1998.”

The witness who was led in evidence by counsel to Senator Ewhirudjakpo, Chukwuma-Machukwu Ume (SAN) said he has been a staff of the institution for over 30 years.

“I am a legal officer in the Department of Directorate of Legal Services, Rivers State University. I was served with the subpoena of the tribunal on June 11, 2020.

Making clarifications on the controversy surrounding his National Youth Service Corps (NYSC) Exemption Certificate, of the the deputy governor, Amanyie said that his surname was misspelt, adding that Instead of Ewhrudjakpo, the name was misspelt as Ewhrudjakpa.

“He wrote a letter to to the university dated January 1, 2000 complaining that his name was misspelt in his degree certificate and that it should be corrected.

“The 4th respondent applied to the university for the correction of his name through the Exams/Record Department.”

The witness tendered some documents including the Certified True Copies (CTC) of spread sheet of result of part time students of the University of 1996 including the CTC of the convocation brochure of the school.

“The 4th respondent (Ewhirudjakpo) graduated in 1996 but the ceremony took place in 1998”, he told the tribunal.

On his part, the deputy governor had told the tribunal at there was an error in his NYSC Exemption Certificate, which he explained was the fault of NYSC, adding that ih has been corrected when he applied to Corps authority.

Others who testified were a Principal Registrar II with the High Court of the Federal Capital Territory (FCT), Musa Garba who tendered some documents including an enroll order of the court, the Director Legal Services of the Department of State Security Service, Ibrahim Adbulsalami who tendered copies of correspondence between the Service and the NYSC in respect with the forgery allegations.

Under cross examination, the DSS admitted that the deputy governor was not invited during its investigation into the allegation.

According to Ibrahim, “we did not interface with the 4th respondent or interview him in the course of our investigation.”

Meanwhile, the three-man tribunal has adjourned for the adoption of briefs by parties to the petition on a date to be communicated to them.

This was after the deputy governor had announced through his counsel, Ume that he has closed his case.
