As search for a solution to the legal puzzle created by the defection of Speaker of House of Representatives, Hon Aminu Tambuwal by legal luminaries in the country continues, the Peoples Democratic Party has added to that puzzle by filing a fresh suit seeking an order compelling the Speaker of the House of Representatives, Mr. Aminu Tambuwal, to declare himself as no longer fit to represent the Kebbe/Tambuwal Federal Constituency.

The suit is filed while the one instituted by Tambuwal seeking to stop his removal and declaration of his seat vacant on the account of his defection from the PDP to the All Progressives Congress is pending.
Tambuwal’s suit comes up for hearing on December 3.

Justice Ahmed Mohammed on Monday granted an ex parte application seeking leave by the PDP to commence its suit against Tambuwal.

The office of the Speaker of the House of Representatives; Tambuwal himself; and the Deputy Speaker, Mr. Emeka Ihedioha, are the respondents in the suit.

The court after granting the leave also ordered the plaintiff to put all the respondents on notice.

The court also directed that the court order and the motion on notice to be filed by the plaintiff should be served on the three respondents.

The PDP, in its fresh suit, maintained that by virtue of section 68(1)(g) of the Constitution, Tambuwal’s defection from the party, which sponsored his election to the House of Representatives, amounted to losing his seat.

The plaintiff contended that under section 68(2) of the Constitution, it was mandatory for Tambuwal, as Speaker of the House of Representatives, to declare as vacant the Kebbe/Tambuwal seat, whose occupant had defected from the party which sponsored him to the House.

They are also seeking an alternative order compelling the Deputy Speaker to declare the seat vacant in the event that Tambuwal fails to do so. The prayers being sought by the PDP in its suit filed on November 24 and marked, FHC/ABJ/CS/901/2014, read, “An order of mandamus compelling the 1st respondent (office of the Speaker) to give effect to the provisions of section 68(1) (g) of the Constitution of the Federal Republic of Nigeria 1999 (as amended) by declaring the Kebbe/Tambuwal Federal Constituency seat vacant.

“An order of injunction restraining the 2nd respondent (Tambuwal) from performing or continuing to perform the function of the 1st respondent in the House of Representatives or sitting or continuing to sit in the House of Representatives as a member.

“In the alternative, an order of court compelling the 3rd respondent (Deputy Speaker, Ihedioha) to declare the Kebbe/Tambuwal seat vacant by an order of mandamus in terms of relief (a) supra.”

While moving the ex parte application seeking the court’s leave to commence the suit on Monday, the PDP’s lawyer, Chief Mike Ahamba (SAN), said section 68(1) (g) of the Constitution was not “self-implementing.”

But he added that the provisions must be given its effect by virtue of provision of section 62(2) of the Constitution by compelling Tambuwal to declare the Kebbe/Tambuwal seat vacant.

The matter was adjourned till December 12.

Meanwhile, Tambuwal has petitioned the Chief Judge of the Federal High Court, seeking protection in a fresh suit filed against him by a member of the House, Mr. Abidun Akinlade.

The suit, NO. FHC/ABJ/CS/871/2014, has Tambuwal, the Independent National Electoral Commission and the Federal Government, as respondents.

According to Tambuwal, the suit was assigned to Justice E.S.J. Chukwu of Court 8.

In the suit, Akinlade, a member of the Peoples Democratic Party in Ogun State, is seeking a “judicial interpretation” of an earlier judgment of the same court, where it held that there was no division in the PDP.

The aim of the fresh suit is to justify the PDP’s stance that the defection of Tambuwal from the PDP to the All Progressives Congress on October 28, was “illegal” and in breach of Section 68(1)(g) of the 1999 Constitution (as amended).

But in Tambuwal’s petition, dated November 30, he said he had no confidence in Chukwu to treat the case without “bias”, having given a judgment in 2013 that there was no division in the PDP.

He observed that Chukwu’s judgment had been relied upon for subsequent decisions on defections, such as the one by Justice A.F.A. Ademola of the same Federal High Court, who also declared the December 2013 defection of 37 PDP lawmakers to the APC as illegal.

The speaker appealed to the chief judge to re-assign Akinlade’s case to another judge in the spirit of fairness.

Tambuwal, who is a lawyer by training, noted that the new case was like asking Chukwu to “sit on appeal over his own judgment.”

The speaker added that Ademola’s judgment too had elicited “four” appeals still pending at the Court of Appeal, Abuja Division.

Similarly, the speaker said five other cases filed by “various parties” relating to the same issue of defection were before the Federal High Court in Abuja awaiting disposal.

Tambuwal prayed further, “My Lord, my apprehension is particularly in respect of the presiding Judge, Justice Chukwu, ESJ, having made a pronouncement on similar issues, in similar cases, decided by him, clearly shows that he has an iron-cast judicial position or opinion in respect of Suit No. FHC/ABJ/CS/871/2014, concerning me sir, which has just been assigned to him.”

Meanwhile, there were doubts on Monday (yesterday) whether the December 3 (tomorrow) scheduled resumption of the House would be a reality.

Findings showed that both the PDP and the main opposition APC members of the House would be preoccupied with the primaries of their respective parties, taking place between December 6 and 8.

There was massive tension in and around Ado Ekiti, the Ekiti State capital city, on Monday following an attack on the Federal Prisons by heavily armed gunmen suspected to be Boko Haram insurgents. They allegedly defeated prison officials and freed some inmates.

The assailants, who were said to have besieged the place about 10.30pm, killed a prison official on guard, bombed the main gate with the aid of a rocket launcher and dynamite , just as they killed all the 20 sniffer dogs tied in front of the gate. Reliable sources confirmed to journalists during investigation that the gunmen, numbering 60, arrived in Hilux trucks, brandishing dangerous weapons such as cudgels, cutlasses, AK 47 rifles , charms and chanted ‘Allahu Akbar’ as they shot sporadically into the air .

The source added that the gunshots and the bombing were so deafening that the inmates had to run in different directions to prevent being mowed down by the gun-wielding assailants. The source confirmed that the Minister of Interior , Com. Abba Moro, was on his way to Ekiti to assess the situation .

However, when journalists visited the Prison located along Ado –Afao road, they were not allowed entry into the premises of the prison. Early in the morning, a statement aired on the state radio had alleged that the action was carried out by APC thugs to free a leader of Oodua People’s Congress, Niyi Adedipe, who was imprisoned on the order of the Court for alleged murder of a former chairman of National Union of Road Transport Workers (NURTW), Chief Omolafe Aderiye.

Denying the allegation, APC described it as another ploy by the PDP to tarnish the image of the APC in Ekiti state. The Publicity Secretary of the party, Chief Taiwo Olatubosun, who spoke on the telephone said: "What shall we gain for doing that. We cannot do such things. The 63 senators who are scheming to impeach President Goodluck Jonathan will meet on Monday (today) evening to assess the feasibility of the move and to restrategize on how to make the plan a reality.

According to Punch Newspaper, One of the coordinators of the impeachment plan made this known in Abuja on Sunday, stating that the agenda of the meeting would centre on how to handle the case on the floor of the Senate.
But the senator, who spoke on the condition of anonymity, did not disclose the venue of the meeting for security reasons.

He said, “All of us will meet tomorrow (Monday) evening to discuss when we are going to move the motion on the floor of the Senate. We have an appreciable number already and I believe that more people will join when they see the seriousness with which we are going about it.

“Some of our colleagues were saying that we don’t have the will to move it (impeachment motion) on the floor. We will soon execute our plans because it is in the best interest of all Nigerians”

Already, the senator representing Yobe South Senatorial District in the upper chamber, Alkali Jajere, and his colleague from Niger North, Ibrahim Musa, have explained their involvement in the planned impeachment moves.

The two senators, in separate interviews on Sunday, said they signed up for the impeachment because of their conviction that Jonathan had engaged in a series of constitutional breaches.

Jajere alleged that the poor handling of the insurgency in the North-East by the Jonathan administration despite huge sums of money being voted for the military, was deliberate.

He said, “Are we going to wait and continue to tolerate a leader who, cannot stop the daily physical and psychological torture of people in the North-East. The insurgency in the zone is threatening the corporate existence of Nigeria and the earlier we act, the better.’’

Also, Musa alleged that Jonathan government’s “insincerity” in tackling the economic crisis facing the country was enough grounds to initiate an impeachment move against him.

He said, “The President has been breaching the constitution over the years and we have tolerated it enough. This government has not been implementing the budget and that is why we are having problems with our economy.”

One of the arrowheads of the move to remove Jonathan, on Thursday, showed our correspondent the list containing the signatures of 63 senators.

The source said eight Peoples Democratic Party senators were among the signatories to the planned impeachment notice. There are 109 lawmakers in the Senate.

An All Progressives Congress senator from the North-West, who asked not to be named, told our correspondent that the lawmakers’ major grouse against the President was the manner he had been handling the economic and political affairs of the country.

The senator cited poor implementation of the national budget since 2011, alleged high level of corruption and “gross disregard” for the legislature at both the federal and state levels as some of the reasons they were angry with Jonathan.

Following the suicide bomb explosion at the Kano Central mosque which is the place of worship of Nigeria's top anti-Boko Haram cleric, a rescue official has revealed that the death toll has risen to more than 120 from the 35 released yesterday officially by the police in Kano state. The number of wounded victims is said to have increased to 270.


The bombers and gunmen attacked the Grand Mosque in Kano during Friday prayers.
Emmanuel Ojukwu, a national police spokesman, told AFP that the suicide bombers blew themselves up in quick succession and gunmen then “opened fire on those who were trying to escape.”

There was no information on whether the bombers were male or female. It comes after a number of attacks by women suicide bombers in recent months.

Aminu Abdullahi – one of the worshipers – and Hajara Tukur, a local resident, said there were two explosions followed by a third blast on a nearby road.

In one hospital, 126 people were being treated for their injuries, and a senior rescue official counted 64 bodies.

“Those figures are going to climb,” he said.

The Grand Mosque is next to the palace of the Emir of Kano, Muhammad Sanusi, who is Nigeria’s second highest Muslim cleric after the Sultan of Sokoto. Just last week, he urged civilians of northern Nigeria to take up arms against Boko Haram.

The emir is a very influential figure in Nigeria, which is home to more than 80 million Muslims. The attack on Kano – Nigeria’s second city and an ancient place of Islamic learning – may further inflame tensions. While attacks in rural areas have been common for some time, the growing number of attacks in big cities is having a much more serious impact.

Sanusi became emir earlier this year after running the Central Bank of Nigeria, although he was suspended from his post there after speaking out against government fraud and corruption.

The emir was not in Nigeria during the attack, and is said to have arrived in Saudi Arabia from Paris on Thursday night.

Boko Haram has been waging jihad for a hardline Islamic state in the north of the country since 2009. More than 2,000 people have died as a result.

The United States (U.S.) has debunked rumors making the rounds that it was contemplating withdrawing or reducing N88.4 billion budgeted for implementation of Nigeria's National HIV response.

U.S. Charge d' Affaires, Maria Brewer, disclosed this on Wednesday in Abuja at a programme to mark the 2014 World AIDS Day with the theme; "Focus, Partner, Achieve: an AIDS-free Generation."
"The United States is not withdrawing from its AIDS-related programs. The U.S. contribution to Nigeria's National HIV response has maintained a level of close to a half a billion U.S. dollars a year from 2012 to 2015, with an expectation to continue at the same level through 2016," she noted.

According to her, latest data from UNAIDS indicated that young people represent 40 per cent of all new infections, meaning 890,000 young people were infected every year, or nearly 2500 every day.

However, the United States has said that in the past 10 ten years (2004 to 2014), it has so far supported the Nigerian government with over 3.5 million dollars, which is equivalent to N580 billion in the fight against HIV/AIDS.

Also, since 2012, the U.S. government has been contributing over half a billion US dollars to Nigeria HIV response programme and that the tempo would continue to 2016.

She explained that the U.S. from time to time reviews its strategies in Nigeria to focus on the highest impact interventions in key geographic areas.

"In 2014 alone, nearly 8.7 million people received HIV counselling and testing services. More than 55,000 pregnant women have been provided anti-retroviral drugs for the prevention of mother to child transmission of HIV," she said.

Earlier, Dr Abiye Kalaiwo of the USAID, enjoined parents to educate their wards about sex to prevent them accessing the wrong information elsewhere.

A Chartered plane carrying All Progressives Congress (APC) Presidential aspirant Gen. Muhammadu Buhari was refused landing at the Makurdi Airport yesterday.

Gen. Buhari was travelling from Bayelsa State as part of his mobilisation of party members ahead of the APC presidential primary slated for next month.
Sources at the Makurdi Airport said the plane had been cleared and the General was heading for the North Central city when 30 minutes to landing, the aircraft was told it would not be able to land at the airport.

The prevention of his plane from landing halted the trips of the aspirant who earlier yesterday met party faithful in Calabar, Cross River State and Yenagoa, Bayelsa State.

Party supporters in Makurdi led by state Chairman Abba Yaro who trooped to the airport were disappointed.

Abba told reporters: “We will certainly react to this ugly incident because what they have done was not only callous and wicked but also unacceptable in modern day Nigeria.”

Aviation authorities in Lagos denied knowledge of the development.

Spokesman of the Federal Airports Authority of Nigeria (FAAN) Mr. Yakubu Datti, said the aviation authorities have no control of the Makurdi Airport.

According to him, the military is in charge of the airport.

Earlier in Calabar while addressing APC supporters, Gen. Buhari said: “We have lost so much. What has become of the Nigeria Airways, our shipping lines, railways among others. Infrastructure is going down and also the rising level of insecurity. The Peoples Democratic Party (PDP) has failed badly in their 15 years of being in charge. Everything is going down in spite of all the money. What are they doing with the money.

“We must stop PDP from destroying this country. If we don’t get rid of the PDP, PDP will get rid of Nigerians. We are fed up. Whatever your sentiments let us work together and rebuild this country.”

He urged the people to get their permanent voter cards to enable them vote next year.

State chairman of the APC, Pastor Usani Usani, described Buhari as “humble, discipline and intelligent.”

The Senator representing Abia North Senatorial Zone, Uche Chukwumerije, has condemned the renewed attacks by Boko Haram insurgents in the Northeast, warning that Nigeria cannot afford another civil war within the short space of time.

He was reacting to Tuesday’s bomb attack in Maiduguri, Borno State, where about 35 people were reportedly killed.
The senator, who also called for moderation among the political class as they strive for power in the next year’s general election, said that hurling of abuses on the nation’s leaders all in the attempt at getting power at all cost is capable of derailing the political process.

The chairman Senate Committee on Education told journalists in Abuja that Tuesday’s attack was one too many and a sign that evil men are working tirelessly to truncate the 2015 general election.

He said: “In Maiduguri earlier this week, two young girls in their prime, against their wishes were forced to detonate bombs that claimed lives of many Nigerians. Similar attacks have also been witnessed in the recent past, in a renewed attempt to frustrate the general election.

“But more than ever, Nigerians across the regions are determined to take their destiny into their hands. No amount of intimidation by these agents of darkness can disunite Nigeria again. We fought a 30- month civil war and the imprints are still there. Nigerians are determined never to witness a civil war experience again.”

The Ekiti State Council of Traditional Rulers has urged Governor Ayodele Fayose and the embattled Speaker of the House of Assembly, Dr. Adewale Omirin, to stop heating the polity.

The council expressed concern over the feud between the two arms of government in the state, lamenting that a purely domestic matter had been taken outside the shores of the state.
The Ekiti monarchs noted that both Fayose and Omirin were representatives of the people and therefore should not do anything against the interest of the state.

A communiqué issued at the end of the council’s meeting on Tuesday and read by its chairman, the Onitaji of Itaji, Oba Adamo Babalola, said, “As major stakeholders and leaders of our people, the council has decided to intervene by calling the two parties to order in the overall interest of Ekiti State.

“Having painstakingly considered the issues involved, council therefore resolved to invite the two parties to a roundtable discussion geared towards restoring peace, concord and a harmonious working relationship between the two arms of government.”

Fayose and the factional Speaker of the Ekiti State House of Assembly, Dele Olugbemi, have however said that Omirin and the other 18 All Progressives Congress lawmakers were free to return to the state.

But Olugbemi said Omirin must be prepared to return to the Assembly as an ordinary member and not as the Speaker since he had been impeached.

Speaking after the closed-door meeting with the Council of Traditional Rulers in Ado-Ekiti, Fayose said the claim by the APC lawmakers that their lives were not safe was political and full of lies.

The governor said he would put in place measures to tackle insecurity in the state.

Omirin, who was purportedly impeached by seven Peoples Democratic Party’s legislators last Thursday, had on Tuesday told journalists on the phone that the 19 APC lawmakers would not resume legislative duties until the governor could guarantee their safety.

Answering questions from journalists in Ado-Ekiti on Tuesday, Fayose said, “It is my duty to guarantee the security of lives and property of all Ekiti citizens as the Chief Security Officer.

“What Omirin and his supporters are saying are mere political statements. That they are not safe cannot be true. You know when we are playing politics, we can say anything.

“I have taken the oath to protect the lives and property of all Ekiti men and women, irrespective of their political beliefs and I cannot do anything to negate that oath.

“I want to emphasise that Omirin and I are brothers and I am ready to work with him. I am a man of good conscience in this matter and one with good conscience fears no foe. So, I appeal to them to return home and work for the progress of our dear state.”

Olugbemi, in a statement in Ado-Ekiti on Tuesday by his media assistant, Mr. Femi Iroko, said Omirin and the other APC lawmakers were free to come back to Ekiti if they did not have any sinister motive.

He said, “It is not Governor Ayo Fayose that is preventing them from coming back to Ekiti. If he (Omirin) doesn’t have any sinister motive, he should be free to come back.

“When coming back, he should be ready to return as an ordinary member of the House, more so that he has gone to the court to challenge my election as the Speaker of the Ekiti State House of Assembly.

“He should wait for the outcome of his court case to know what his fate is. I will welcome him just like any other member of the House elected by their constituencies.

“He should be ready to work together with us to move Ekiti forward and out of the monumental debt the former administration plunged it.

“Putting food on the tables of Ekiti people and putting smiles on their faces is more germane to the Fayose administration. We must put the interest of Ekiti people above our own personal interests.”

Meanwhile, the APC has urged Fayose to provide security for Ekiti people to allow social and economic activities thrive.

Reacting to armed robbery cases in the state, the APC publicity secretary, Taiwo Olatubosun, said insecurity in the state negated the campaign promises made by the governor.

Reacting to the recent invasion of the APC Data Centre in Lagos by security operatives, Buhari alleged that the Jonathan presidency had “mastered the art of how to push a nation into chaos within the shortest time possible.”
Also, the APC leadership likened last week’s police invasion of the National Assembly to a coup.

The party, however, called for an independent inquiry to determine who ordered the invasion and for what purpose “with a view to preventing a recurrence and also meting out the necessary punishment to those behind it.”

In a statement made available to Vanguard, Buhari, who decried the invasion of the party’s data centre said “the desperation of the PDP grows by the hour.”

Condemning the abuse of power, he said there was an attempt by the Jonathan administration to level the opposition.

The former Head of State said “almost everyday, the Jonathan presidency seems intent on demonstrating for all to see that they have mastered the art of how to push a nation into chaos within the shortest time possible.

“The early morning attack by security operatives on the APC data centre in Lagos on Saturday, November 22 is one such display in a growing chain of abuse and violation of the constitution and political rights of the people.

It is a reckless act that must be condemned in the strongest possible terms.”

Faulting the invasion, he said the Jonathan government could not claim ignorance, adding: “The security operatives conducting this illegal raid must have been ordered from Abuja. They would not have done what they did unless given the mandate from their high bosses in Abuja.

“Attempting to defend the indefensible, they fabricate a story that the attack was necessary because criminal activity was taking place at the centre. These statements are such plain lies.”

Besides, the presidential hopeful expressed worry that “these acts are but a foretaste of things to come.

From these attacks, this government is signalling to the Nigerian people they have no intention of holding anything resembling free and fair elections.

Their goal is not to create a level electoral playing field. Their goal is to level the opposition into the dust through the abuse of federal power.”

Police invasion of NASS a coup —APC

In a statement by its National Publicity Secretary, Alhaji Lai Mohammed, the party said using weapons to attack an arm of government and preventing it from carrying out its functions are tantamount to a coup, adding that the tear gas that was fired into the National Assembly by an invading force of policemen is a chemical weapon.

It said: “We are demanding the independent inquiry in view of the seriousness of the armed attack on the National Assembly and the danger it poses to our democracy. We are also alerting the international community to the happenings in Nigeria and urging them to show interest because of their investment in the country’s democracy.”

The party said denial by the Presidency of its involvement in the “senseless attack” is not enough to stop the finger-pointing at it (Presidency), “especially because no one, not even the Inspector General of Police, will have the temerity to stop the nation’s number four citizen from entering the National Assembly without an express order from the President.”

According to the party, “this is why we have continuously held the President responsible for last week’s show of shame,” noting that the IG is just a tool in the hands of a President that has perhaps done more than any other President before him to truncate the nation’s democracy.”

Police in Kano State have arrested a fake female suicide bomber, following a bomb scare in the commercial city of Kano.

The incident occurred around 12.30p.m. on Monday, when the police guard on duty at the Kwali Police Division suspected a strange middle-aged woman in Burqa heading to the station, reports Vanguard, citing eyewitnesses.

“The strange woman refused to stop for scrutiny, when ordered by the police guard at the security post,” a source told Vanguard.
The policemen subsequently mobilized themselves and surrounded the strange woman for failing to comply with police order.

“I am ready to die. But mark you, there are two others at large in the city,” the source quoted the woman as saying.

A security source, who also spoke to Vanguard confirmed the incident. “We acted fast and got her sleeping with a substance fired at her,” he said.

“To our surprise, the woman had covered herself with used pomade containers and sundry harmless objects.”

He added that preliminary investigation showed that the strange woman is mentally deranged, but the police will make no conclusions on this until an expert confirms it.

Kano State Police Public Relations, ASP Magaji Majia, could not confirm the incident, as he said he was out of the country.

Another Borno town, Damasak, fell into the hands of the terrorist sect, Boko Haram tuesday when 300 soldiers were chased away from the town.

A military source revealed to THISDAY in Maiduguri that the insurgents had earlier attacked the town in the northern part of the state on Friday but lost five men and came back yesterday morning in a reprisal.

The military source, who was not authorised to speak, said the insurgents came in large numbers, attacking Damasak at about 5 am.
He said: “When they attacked on Friday we saw them from afar and shot a mortar at them which hit their vehicle killing five persons instantly and they had to beat a retreat.

“We were also able to capture one of their buffalo vehicles as they did not know what hit them.”
But with yesterday’s reprisal, the military source said the small victory they recorded last week had been wiped out, “as my colleague who was among the 300 in the company at the Damasak camp called me from Gubio that the insurgents attacked today (Monday) at about 5am and overran the camp”.

He said: “No one is sure of the casualties on both sides but it was considerable. The residents did not go unaffected either, as the insurgents killed so many people in the town and equally sent many fleeing.”

When asked if the town had been captured, he said: “I do not know how to answer your question when 300 soldiers have fled a town and there is presently no military presence. What other language can be used to describe the situation other than capture?
“But if you are asking me if they have hoisted their flag, I cannot offer a reply for everyone fled the town.

“As I speak to you, the insurgents are still in the town and people have all deserted, fleeing in differs directions.”
A resident of the town, Abba Lawan, who spoke to THISDAY on the phone, said: “Right now, I am on the run with many other people. Our town was attacked today (yesterday) and we have all fled for our lives, some of us are moving towards Niger.”

But as Nigerian troops were forced to flee from another community in the North-east, the military was more concerned about information on the involvement of local hunters and the Civilian JTF in the war against Boko Haram, stating that the group mostly provides local intelligence for the armed forces in the combat zones.

Responding to THISDAY inquiries yesterday, the Director of Defence Information (DDI), Maj-Gen. Chris Olukolade, expressed dismay in the way totally unfounded combat exploits were being attributed to the hunters in a bid to undermine the military.
Olukolade stressed that while the military has not abdicated its combat duties, the hunters and vigilante groups have been very useful at assisting with surveillance and information.

“They mainly assist in survellance and information but are never at the forefront of the operations,” he clarified.
According to him, all the flimsy and exaggerated claims of hunters’ exploits in the ongoing operations are simply intended to foster a mischievous campaign aimed at disparaging and depreciating the professional efforts of the Nigerian military at containing the terrorists especially in Adamawa.

It is obvious, he said, that the intention is to ridicule and discourage the military, adding that the troops are not moved.
“While appreciating the efforts of the hunters and citizens who have been supporting our troops in the onslaught, the military still remains in the vanguard of the mission to rid the nation of terrorists and their activities.

“We will remain focused and utilise only well-meaning support and advice in the ongoing campaign to wipe out terrorists,” he said.
The Defence spokesman also alluded to the fact that some politicians were exploiting the security situation in the North-east to further their personal ambitions to the detriment of the nation's territorial integrity.

Olukolade however assured Nigerians that the military was still on course in its renewed “Operation No Mercy” campaign, saying that the result would soon be manifested for the whole world to see.

He said: “As much as we are aware of the politicians who are promoting these campaigns for whatever reasons, we will not be distracted by their antics.

“The result of present efforts will soon manifest for the whole world to see and Nigerians and the military will not be diminished as intended by those engaging in the campaign of calumny against the Nigerian military.”

Olukolade further cautioned Nigerians not to allow themselves to be hoodwinked by some false reports on the so-called liberation of certain areas by hunters, adding: “We can only vouch for areas where the military has reported have been cleared of terrorists.”
In the same vein, a senior military officer speaking on the condition of anonymity wondered why members of the public believed reports that it was the hunters who liberated Mubi and other towns.

“Yes, we collaborate with hunters and other vigilante groups but mostly for information. So people have wondered how the hunters with dane guns could engage the same terrorists they claimed have sophisticated weapons that our military could not match?” the source said.

The officer continued: “Now do you see that the same Mubi they claimed was liberated by hunters for over a week now is still being contested. There are on-going operations there and military will officially confirm and communicate to the members of the public after the total liberation of the town.

“How can people start spreading the rumours that Mubi and other areas were liberated by local hunters, when operations are still on-going by our troops?”

Meanwhile, President Goodluck Jonathan yesterday in N'Djamena, the Chadian capital, reiterated the need for Nigeria and her neighbours to intensify joint actions and cooperation to win the war against terrorism.

Speaking to reporters at the Presidential Palace in N'Djamena after a closed-door meeting with his Chadian counterpart, President Idriss Deby Itno, Jonathan said their talks focused mainly on security and economic cooperation.

The president said Boko Haram has a lot of external influence from outside Africa and it had become even more imperative for all countries in the region to work together to overcome terrorism and other criminal activities across their borders.

“If you look at the economies of Nigeria and Chad both are linked. Boko Haram does not take permission to move from Chad, Niger, Cameroun and Nigeria.

“If the countries do not cooperate, we will not find it easy to win the war, because when the heat is strong in one country, the criminals and terrorists will go to another one and hide.

“So we must work together and we are discussing along that line," Jonathan told reporters.

He recalled that his visit to Chad was the second in the last one month, noting that it underscored the importance of building a “robust relationship” between both countries to improve trade, economic and security ties.

According to Jonathan, discussions between both countries on cooperation in the ICT sector were ongoing and expressed optimism that more proficient use of modern technology would help greatly to address economic and security challenges in the region.

Jonathan was accompanied on the one-day official visit by the Minister of Foreign Affairs, Ambassador Aminu Wali, and the Director-General of the National Intelligence Agency, Ambassador Ayodele Oke, and has since returned to Abuja.

Strong indications have emerged that Nigerian troops are being withdrawn from the state of emergency states in the aftermath of the failure of the National Assembly last week to approve President Jonathan’s request for an extension of the state of emergency in the three north-eastern states of Adamawa, Borno and Yobe.

This is coming just as the insurgents killed 48 fish vendors in Borno State, near the border with Chad on Thursday.
Although, Peoples Daily could not independently confirm the development as at the time of filing this report, a very reliable source who spoke to our reporter, on condition of anonymity, said yesterday that over 20 military vehicles left Yola, the Adamawa state capital.

Efforts to get the reaction of the military authorities was not successful, as the Defence spokesman, Major-General Chris Olukolade did not respond to calls and text messages sent to his mobile phone.

President Goodluck Jonathan had last Tuesday sent a request letter to the National Assembly to extend the emergency rule in the three northeast states over the constant Boko Haram brutality in the areas.

Many stakeholders are of the view that Boko Haram will now have a field day in those states as soldiers leave. The source said the President re-introduced the state of emergency, but that the House of Representatives have fallen into the trap as they opposed the state of emergency, pointing out that the president can deploy the military to any part of the country without declaring any state of emergency.

Meanwhile, 48 fish vendors were gruesomely murdered last Thursday, AFP reported yesterday.

“Scores of Boko Haram fighters blocked a route linking Nigeria with Chad near the fishing village of Doron Baga on the shores of Lake Chad on Thursday and killed a group of 48 fish traders, who were on their way to Chad to buy fish,” one Abubakar Gamandi has said.

He said the insurgents set up a barricade at Dogon Fili, 15 kilometres from Doron Baga, and stopped a convoy of fish vendors around midday, slaughtering some of them and drowning others in the lake.

“The Boko Haram gunmen slit the throats of some of the men and tied the hands and legs of the others before throwing them into the lake to drown,” Gamandi told AFP by telephone from Maiduguri, the Borno state capital.

Doron Baga, 180 kilometres from Maiduguri, is the base of the Multi-National Joint Task Force (MNJTF), comprising troops from Nigeria, Chad and Niger fighting the insurgents.

Gamandi claimed the assailants killed all of their victims without using their guns.

“The attackers killed their victims silently without the use of the gun to avoid attracting attention from the multi-national troops,” Gamandi said.

A military officer in Maiduguri confirmed the attack but said details were sketchy.”We heard of the attack near Doron Baga but we don’t have any details because the area falls under the operational jurisdiction of the MNJTF,” the military officer said.

Incessant Boko Haram attacks have disrupted fishing and farming along the shores of Lake Chad and fishermen from Doron Baga were forced to abandon fishing and turned to importing dried fish from neighbouring Chad. Gamandi said the Dogon Fili route provided the safest passage for traders from Doron Baga to Chad as other routes are infested with Boko Haram gunmen who rob and kill travellers.

However, the Defence spokesperson, Major-General Chris Olukolade, has appealed to the international community to be more objective by showing understanding for the peculiarity of Nigeria’s current security situation.

He particularly criticised the hard stance of some western countries over perceived negative human rights record of Nigerian military saying it was ill informed and based on wrong mindset.

Olukolade, who spoke while receiving the prestigious Alfred Daniel King Foundation award as a distinguished Military Information Expert, in Atlanta Georgia, United States of America noted that the Nigerian Armed Forces have always strived to operate in line with the global professional best practices.

Urging the world to recall that Nigeria had survived a civil war, social and political unrests, and several religious upheavals in the last 100 years of its existence as a nation, Olukolade dismissed certain notions that the raging terrorists in the North East of the country have overwhelmed the military as not only ridiculous but utterly baseless and conspiratorial in nature.

According to him, it is important for critics to realize that the war against the terrorists is not conventional but purely a guerilla warfare where terrorists fight sporadically and melt back into the social system.

Unfortunately, he noted, some international interests are desperate to portray Nigeria as a failed state; show the world that democratic governance is not good for Nigeria; ridicule the Nigerian armed forces and make them seem incapable of safeguarding the sovereignty of the Nigerian state.

The Defence spokesman said “if, with the sophistication of global coalition, money and military resources so far deployed to fighting the Islamic State (IS), western powers are yet to dislodge ISIS from Iraq and Syria, then it is imperative they should show more understanding in respect of Boko Haram war in Nigeria.”

He emphasized that the insurgency was a passing phase in the history of Nigeria as very soon, with the concerted efforts of the Nigerian military, the support from the Nigerian government, more understanding from the international community and more importantly, with the support of the Nigerian people, Boko Haram will be defeated.

Thursday’s show of shame where detachments of the policemen invaded the National Assembly Complex in Abuja, to prevent members of the House of Representatives from gaining access to the hallowed chamber, has been described as an invitation to anarchy.

Speaking with journalists in Ibadan, Olu Abiala, one of the gubernatorial aspirants in Oyo State under the banner of Labour Party (LP), asked President Goodluck Jonathan to concern himself more about the future of Nigeria, rather than his second term ambition.

Abiala, a former Secretary of the state wing of the Nigeria Union of Teachers (NUT), also berated the Inspector-General of Police, Suleiman Abba, for allowing himself to be used against the corporate and common interest of Nigerians from whose tax his remuneration was being paid monthly.

The LP governorship hopeful described as illogical and unreasonable, the defence being put up by the Presidency, exonerating it from the ugly episode, noting that such should be told the marines in view of the antecedents of the current administration.

He called on the President to be legacy conscious, because, whatever happens during his tenure would be recorded against his name and become reference point for him in the future.

Abiala recalled that it was under this presidency that a former Police Commissioner in Rivers State, Mbu Joeph Mbu, allegedly backed five lawmakers to forcefully remove the Speaker of the State House of Assembly, which was stoutly resisted by the majority of the members.

“Currently, the drama going-on in Ekiti State, where seven lawmakers out of 26 claimed to have impeached the Speaker as it was attempted in Rivers State, also with the connivance of the police, is signalling one thing, that the Nigeria Police Force is an appendage of the ruling Peoples Democratic Party (PDP).

“Certainly, this is contrary to the letters and spirit of the nation’s constitution, which is why President Goodluck Jonathan must watch it if the leadership of the Nigeria Police Force lacks the competence, dignity, morality and professional etiquette to tell the President the simple truth”, the LP chieftain canvassed.

Still wondering why the police would disallow some members of the green chamber from gaining access to the House when others were allowed in, Abiala posited that the police had acted beyond their constitutional power and in doing that, they had assaulted Nigerians and trampled upon their inalienable right.

Upon entering Kokori community in Ethiope East local government Area of Delta State yesterday, one would think it was a Ghost Town. This follows an order by military personnels that the community market, shops and schools be closed over threat by Ijaw groups to attack the community if the kidnapped monarch was not released by Friday.

A source had earlier revealed that members of the group had visited the community two days ago to issue the ultimatum for release their traditional ruler, threatening to close down the community if the traditional ruler was not released. According to sources, the Ijaw monarch was on his way to see his herbalist when he was kidnapped.
