A Gudu Upper Area Court, Abuja, on Tuesday ordered, Salisu Zuru, to pay four million naira debt to Paul Golu, a lawyer.

The Upper Area Court judge, Alhaji Umar Kagarko, made the order after Zuru pleaded guilty to the claims against him.
Golu of Area 3, Garki, Abuja, who is the plaintiff and counsel, had told the court that Zuru collected four million Naira from him sometime in 2015.

He said the defendant, a staff of the National Assembly Complex, Abuja, collected the money from him on behalf of Adamu Entonu for the purchase of election forms for the Federal elections.

He further said Zuru, who served as an intermediary in the transaction, made an undertaking to pay back the money on or before the conclusion of the said elections which held in 2015.

The plaintiff said Zuru, however, defaulted without giving any reason, adding that the said money was client’s monies in his custody.

He, however, urged the court to compel Zuru to refund the said money with a monthly 10 percent interest and one million Naira as damages.

The Counsel to the defendant, Ahmed Jega, admitted the claims against his client, saying that Zuru was ready to pay back the said four million Naira.

He said the action of Zuru was not intentional, adding that he did not pay the money back due to the said Entuno not paying as agreed.

He, however, urged the court to do justice and look into the 10 percent interest charge and one million Naira for damages that the plaintiff demanded, saying it was too much.

Following Jega’s application, the plaintiff urged the court to go ahead with its order and remove the prayer he had earlier made for payment of interest charges and damages.

The Presidency is insisting that two Supreme Court Justices and four others must step aside ahead of their trial for alleged corruption, it was learnt last night.

It also faulted Chief Justice Mahmud Mohammed’s claim that the Judiciary had issues with the Department of State Services (DSS), not the Federal Government.It was also learnt that the DSS refused to release the evidence against the judges under probe to the National Judicial Council (NJC) in order not to prejudice their trial.

Those under investigation by the DSS are two Supreme Court Justices -Justice Sylvester Ngwuta and Justice Inyang Okoro; the suspended Presiding Justice of the Court of Appeal, Ilorin Division, Justice Mohammed Ladan Tsamiya, who was picked up in Sokoto; Justice Adeniyi Ademola (Federal High Court); the Chief Judge of Enugu State, Justice I. A. Umezulike; Justice Kabiru Auta of Kano State High Court; Justice Muazu Pindiga (Gombe State High Court); Justice Bashir Sukola and Justice Ladan Manir, from the Kaduna State High Court.

Of the nine judges, the NJC has recommended sanctions for Justice Tsamiya; Justice. Umezulike and Justice Kabiru Auta.

The Economic and Financial Crimes Commission(EFCC) is investigating six judges of the Federal High Court. They are: Justices Mohammed Nasir Yunusa; Hyeladzira Ajiya Nganjiwa; Musa Haruna Kurya; Agbadu James Fishim; Uwani Abba Aji; and Rita Ofili-Ajumogobia.

But the NJC has refused to suspend six of the judges because, according to the Judicial agency, the DSS is yet to submit petitions and evidence against them.

The government however said the judges must step aside to clear their names instead of facing trial while on the bench.

A top government source, who spoke in confidence, said: “The government has made its position known to the CJN. On why the judges should step aside ahead of their trial. The government will not yield ground on this.

“If we go ahead to arraign them in court, the same CJN and NJC will accuse the government of desecrating the Judiciary. The right step now is to allow the judges to face trial and clear the allegations against them.

“It is unfortunate that what the CJN told the government on how to handle the case of the judges was different from the statement he issued.

“We are suspecting that the CJN might be under pressure from his colleagues or he wants to leave the fate of the judges to his successor.

“He cannot rationalise by making a distinction between the Federal Government and the DSS. The government was in support of the sting operations of the security agency. So, the DSS did not act unilaterally.

“We will not take up issues with the CJN because the Nigerian Bar Association(NBA), some former Supreme Court Justices and the Body of Benchers have supported the position of the government that the judges should step aside.”

The source added: “Some of the judges in their letters to the CJN admitted having huge cash at home as if their houses are banks. In some jurisdictions, no judge can have up to $5,000 dollars at hand.

“We have a case of a judge who had never withdrawn a kobo from his salary account. How does he feed? Yet, the CJN was put into confidence on some of these issues at a meeting with some government officials. In what other way can the government respect the Judiciary?

It was learnt at the weekend that the NJC might meet this week or before the November 10 exit date of the CJN on the petitions against some judges.

It was gathered that the NJC session scheduled for Saturday was suddenly shifted following pressure from some quarters.

A member of the NJC said: “Yes, our meeting was postponed at the last minute because of certain circumstances. We are hopeful that we may meet this week, depending on the disposition of the CJN.

“What is however clear is that we will hold a meeting before the exit date of the CJN. We have to take a decision on some petitions against some judges before the council. One of the petitions is a high profile one.

“It is also statutory that we meet to bid the CJN a farewell and ratify some recommendations on some judges.”

It was gathered that the DSS refused to release evidence against the embattled judges to the NJC in order not to lay all the cards on the table before their trial.

The DSS suspects that there is no way the judges will not be privy to the evidence against them and they may begin to frustrate their trial with preliminary objection.

The agency prefers encounters with the judges in court instead of the NJC, which is a disciplinary body.

A security source said: “With the suspicious manner the NJC threw away some cases/ petitions against some judges, the DSS cannot take such a risk to make all its evidence available to the body.

“Take the case of a judge who was implicated in a N500million bribery, the Petition Review Committee of the NJC cleared him. This is a judge who admitted on tape to have collected bribe.

“It took some persistence by a petitioner before the NJC could accept to sanction the Chief Judge of Enugu State. He was retired after about four petitions against him.

“Another judge accused of demanding N200million was retired by the NJC when the law is explicit on what should be done.

“To give evidence to NJC will amount to prejudging the judges. The DSS conducted sting operations in some judges’ quarters; it believes the law should take its course through trial.

“Once the evidence are made available to the NJC, the trial of the judges will suffer a setback from the outset because they will know what the government has against them.”

Dr Junaid Mohammed, a second Republic member of the House Representatives has thrown a shade at President Muhammadu Buhari over his comments about Aisha, Nigeria’s First Lady.

The international community was stunned last week when the president replied to the wife’s comment during an interview conducted with the BBC in London during a recent visit.President Buhari said that he does not know the party that the wife belongs to, but he was sure that she belonged to his kitchen, the living room and the other room, a statement which made many think he was against women.

The Russian-trained Medical Doctor has also lent his voice to those who condemned the president for using such comments against his wife.

In a recent interview with The Sun Dr Mohammed said: “Well, the question to ask is, is the President right to have upbraided the wife publicly and putting her in certain situations? Well, I don’t believe a wife, should cease to be a wife simply because she has a different political view from her husband. We are living in the 21st century, if madam Buhari, had commented on issues that have affected her position as wife, vis-avis the General, it would have been improper for me to comment.

“But she commented as a Nigerian citizen who has all the constitutional right to comment. Whether the north is conservative or not, is a matter we can resolve another day, at another session. And you don’t look at a wife who has a Master’s degree and expect her to behave like a house girl. It doesn’t happen that way.

“I have received calls from my friends from the Southern part of the country, telling me they don’t know our women can be bold to talk the way Madam Buhari did, and I just laugh. Are they saying the air we breathe in the north, is different from theirs or what? And we also have to look at the culture. There is nothing she did, which is wrong, because she is playing politics, the way her husband is playing it.

“And the truth is that the country has been badly shortchanged by the individuals she mentioned and who we know. What is wrong with that? If you have not elected somebody, why should you keep quiet when the person is exercising political power?

“This individual is not a government appointee, yet, he wields more powers than the President. We elected Buhari, but this individual, even uses the Presidential jets, more than the person we willingly elected to exercise political power. And if the President’s wife is now complaining, what is wrong with that?”

The Ibadan zonal office of the Economic and Financial Crimes Commission (EFCC) has recovered the sum of N57, 316,607.15 from suspected fraudsters between February and September, 2016.

The Head of the zonal office, Mr Akaninyene Ezima,‎ who was flanked by the Deputy Head Kazeem Oseni, Head Public Relations Ayo Oyewole and the Commission’s Head of Administration, Oyekemi Kayode-Afe, diclosed this while presenting the score card of the commission to journalists in the last nine months of its operations in the zone.
According to Ezima, “between F‎ebruary and September, we received over 200 petitions out of which 123 are under investigations.

“Eighty suspects were arrested during the course of investigation. Out of these cases, eight are already before the courts at various stages of trial.

“For us, these figures indicate a steady progression ‎in our activities and a commitment to the Commission’s mandate.

“For the record, the Ibadan Zone is not limited to official corruption cases. We are at advanced stages in the investigation of some advance fee fraud cases and other forms of infractions.

“Going forward, we encourage th‎at the performance so far would be better as we forge ahead and diligently pursue our cases in court to ensure that justice is served accordingly.

“This optimism is informed by the new practice directive by the Chief Justice of Nigeria on the expeditious handling of corrupton cases in court.

“We strongly hope that before the end of the year, the Ibadan Zonal Office will have a number of convictions in her kitty.”

Ezima said the biggest challenge of t‎he commission is paucity of information from th public, stressing that the commission cannot succeed without information from the public.

He appealed to the public to provide adequate information to the anti-graft body, promising to treat such information with the greatest confidentiality and respect it deserves.

The Federal High Court, Abuja, on Friday struck out the suit of Abdulmumin Jibrin, a former Chairman, House of Representatives Committee on Appropriation, challenging his suspension from the House.

The judge, Justice John Tsoho, struck out the matter after Jibrin’s Counsel, Mr Chukuma Nwachukwu, told the court that his client had filed a notice of discontinuance.Tsoho decline the request of the defendants for a N200,000 cost, holding that the defendants were “strong institution and personality”.

At the hearing, Jibrin’s counsel, Nwachukwu, told the court that there was a notice of discontinuance filed on Oct. 11, urging the court to discontinue the matter.

The Counsel to the defendants, Mr Kalu Onuoha, did not oppose the application, but asked for a cost of N200,000 for the processes filed by them.

He said the defendants filed many processes in this case before the court went on vacation in July 2016.

Nwachukwu, however, opposed the application with the fact that the defendants did not filed any defence in this matter.

It will be recalled that Jibrin, a lawmaker from Kano State, was suspended by the House of Representatives for 180 legislative days.

The embattled legislator’s suit seeking stop the House was still pending in court. (NAN)

Adamawa Command of the National Drugs Law Enforcement Agency (NDLEA) has arrested 20 suspects in connection with 61.465kg of hard drugs.

State Commander of the Agency, Musa Kibo revealed this to newsmen in Yola, Thursday saying the suspects were arrested at Yola abattoir and Jambutu Central Motor Park, adding that the arrest was made possible following the command’s efforts to raid the society free of drugs in the state.He pointed out that the operation was conducted to dislodge some major drug abuse joints in Yola saying large quantities of Tramadol 250 mg was seized from the suspects.

“The command, during its relentless raid, dislodged drug joints which include Yola Abattoir Market, Jambutu Motor Park, Madam Street and Falujah market.”

“A total of 20 suspects were arrested, including the seizure of 61.456 Kg of assorted hard drugs such as Cannabis Sativa ,Tramadol 250 mg, Diazepam, Rophnol, Cough syrup with codeine and extol-5.”

The Commissioner for Youths and Sports Development in Sokoto, Alhaji Musa Ausa, said the state government had concluded plans to construct a new Stadium in Sokoto township to enhance sports development.

Ausa told the News Agency of Nigeria (NAN) on Friday in Sokoto that “the present administration in Sokoto is fully committed to ensuring the general reforms of sporting activities in the state.“So, we will ensure that no sector of sports is left behind to encourage our teeming youths to become more productive and useful in sports participation,” Ausa said.

He said that arrangements were in top gear to renovate all the playing grounds at Giginya Memorial Stadium, Sokoto.

The commission said the state government was determined to develop all sporting activities in the state and also develop the talented youths to enable them participate actively in sporting activities. (NAN)

In its bid to empower rural women and make them self-reliant, the Jigawa Government has distributed 600 goats to 200 women in Auyo local government area of the state.

Hajia Binta Farindutse, Woman Leader, All Progressives Congress (APC), made the disclosure on Thursday in Auyo in an interview with the News Agency of Nigeria (NAN).She said that the animals were distributed under the Goats Breeding Scheme initiated by the government. She said that each of the women received three goats.
She said that the gesture was aimed at assisting the women engage in animal husbandry and make them self-reliant.

“The gesture is aimed at reducing poverty, empower mothers and encourage livestock production,” she said.

Farindutse said the beneficiaries were selected from 10 wards in the local government.

According to her, the scheme is aimed at boosting beef and milk production and improve socio-economic well-being of women in the state.

One of the beneficiaries, Halima Ahmadu, commended the government for the gesture, saying it would provide alternative means of livelihood for women.

NAN reports that Jigawa government had distributed over 20,000 goats to women in the last two years.

The beneficiaries, who included widows and divorcees, were drawn from the 287 wards in the state.

‘A 16 years old boy Master Ihere-serg Mascot from Ebonyi State just presented a car he assembled by himself to the Executive Governor of Ebonyi State Engr. David Nweze Umahi at the Governors office, Government house, Abakaliki.
Master Ihere made it known to press men that his car does not emit gas neither does it use fuel but its powered by solar energy. The young Ihere was allowed to drive the car around and it’s movement can be seen in the video attached to this news.

The Economic and Financial Crimes Commission has arrested two serving commissioners in Enugu State in connection with investigations into the $115m (N23bn) allegedly disbursed by a former Minister of Petroleum Resources, Diezani Alison-Madueke, during the build-up to the 2015 presidential election.

The Commissioner for Water Resources, Chief Charles Egumgbe, was the chairman of the Peoples Democratic Party campaign office in the state during the 2015 polls, while Commissioner for Tourism, Rita Mba, was the secretary.Besides Egumgbe and Mba, the chairman of the PDP in the state during the 2015 elections, Chief Ikeje Asogwa, was also arrested by the anti-graft agency over the matter.

Asogwa is currently the chairman of the board of Enugu State Universal Basic Education Board.

EFCC zonal head, South-East zone, Mr. Johnson Babalola, confirmed the arrests while addressing journalists in Enugu on Wednesday.

The EFCC official revealed that the trio – Egumgbe, Mba and Asogwa – were detained, and later released on bail.

Responding to questions by journalists, Babalola said, “They were detained, they made statements and they were later released on bail.”

According to him, the EFCC is still investigating former Enugu governor, Sullivan Chime, who was alleged to have received N450m out of the N23bn disbursed by Dieziani Alison-Madueke.When Chima was initially quizzed by the EFCC over the campaign fund, Chime reportedly told detectives that he handed over the money to the secretary of the campaign office, Mba, who was also the state’s Commissioner for Special Duties and Inter-Government Affairs at the time.

Chime allegedly explained that the money was brought by two of his former commissioners, Joe Nmamnel and Mba, in company with Asogwa and a PDP chieftain, Prof. Osita Ogbu.

The former governor was said to have stated that he gave the money to his orderly for safe keep, with instructions that only Mba should have access to it to facilitate her work as secretary of the campaign office.

Babalola added that the anti-graft agency was also investigating how about N450m of the N23bn was disbursed in Abia State.

THE National Agency for Food and Drug Administration and Control has arrested a 56-year-old man, Christopher Nnabuihe, for selling faked Peak Milk.

The suspect, who lives at 42, Cameroun Road in Calabar, Cross River State, has confessed to the crime.A NAFDAC statement made available to Southern City News on Tuesday quoted Nnabuihe as confessing that he procured cheap powdered milk and branded and branded it as Peak Milk, which is more expensive.

“I buy the already printed (Peak Milk) 440g packs from Ariaria Relieve Market in Aba, Abia State and bring it to Calabar for refilling. I seal them up with candle light.

“One 50 kilogram of the milk will fill 27 pieces and that is two cartons and three pieces. I sell one carton of the fake Peak Milk for N6,000 and make a profit of N1,000 per carton.

“You can only suspect it to be counterfeit through the taste because the packaging for the fake and the original is the same,” he was quoted as saying.

The Cross River State Coordinator of NAFDAC, Dr. Isaac Kolawole, said the agency acted on a tip-off to arrest Nnabuihe.

“We have been receiving complaints of adulterated Peak milk from consumers, which made us to swing into action. The suspect was arrested when he was supplying the products to departmental shops.

“Taking such an unwholesome and questionable product may result in some form of health problems as nobody can vouch for the content of the fake product and the good hygienic practice. We will carry out laboratory analysis on the product,” he said.

Kolawole warned that the agency would continue to track persons who indulge in adulteration of NAFDAC regulated products for arrest and prosecution.

He said the prosecution of Nnabuihe had commenced at a Magistrate’s Court in Calabar while judgment had been fixed for November 28, 2016.

DUBAI/LAGOS Oct 19 (Reuters) – Two international airlines have announced plans to suspend flights to the Nigerian capital Abuja by next month due to falling demand as a currency crisis in Africa’s top economy deepens.

Emirates Airline on Wednesday became the latest to suspend its four times weekly service between Dubai and Abuja starting Oct. 30, a company spokesman said.The decision to stop flights to and from Abuja was made “after a review of the airline’s operations to ensure the best utilisation of its aircraft fleet for its overall business objectives,” the Emirates’ spokesman said.

Domestic and international carriers operating in Nigeria have struggled with the plunge in the local currency that has made their jet fuel bills in dollars ever more expensive and also hurt their profitability as their passengers pay in naira.

Nigeria is facing its first recession in 25-years brought on by low oil prices, which has cut government revenue and created chronic dollar shortages. The situation has seen many firms halt operations and lay off workers, compounding the economic crisis.

On Friday, Kenya Airways said it will suspend some destinations as part of a route restructuring including flights to Abuja from Nov. 15. A spokesman said this reflected demand.

Both Emirates and Kenya Airways will continue to serve Nigeria from the country’s most populous city, Lagos.However, United and Iberia both stopped services to Nigeria earlier this year. Limited access to foreign currency has contributed to some businesses pulling back from Nigeria due to difficulties repatriating income.

The Emirates announcement comes just a day after its President Tim Clark said the airline could reduce the frequency of flights to Africa or cut them altogether because of persistent financial challenges on a continent that has seen steep currency declines.

Emirates, which had already cut its daily flights to Lagos and Abuja to one a day from two, said last month it had started refuelling its daily flight to Abuja in Accra, Ghana.

So far this year, Nigeria’s naira has plunged in value against the U.S. dollar due to the impact of low oil prices and a central bank move in June to scrap a currency peg that overvalued the naira in the hope of attracting investment.

But four months on, the naira keeps falling while investors stay away, leaving the central bank as the main supplier of greenbacks. Many analysts wonder how much further the local currency can fall.

To avert a full blown currency crisis, the central bank on Friday held a two-month dollar forward auction to clear a backlog of demand from airlines, manufacturers and other companies. But result of the auction is yet to be announced.

The World Health Organisation has warned health authorities worldwide on the need to move much faster to prevent, detect and treat the “deadly epidemic” of Tuberculosis.

The Director of the WHO’s TB programme, Mario Raviglione, on Friday said in a statement in Geneva that the move has become imperative if they are determined to reduce TB infections and deaths by 2030.Quoting a 2015 report, Raviglione said that six countries, including Nigeria, accounted for 60 per cent of tuberculosis cases.

He said that the annual report on tackling TB, showed that progress had been dismal and called for “bold political commitment and increased funding.

The statement said, “For a highly contagious lung disease which kills more people each year than HIV and malaria combined, without it, the world will continue to chase the epidemic rather than get on top of it.

“The dismal progress in the TB response is a tragedy for the millions of people suffering from this disease.

“To save more lives now, we must get newly recommended rapid tests, drugs and regimens to those who need them. Current actions and investments fall far short of what is needed.”

Raviglione said that available data showed that there were an estimated 10.4 million new TB cases worldwide in 2015.

It said, “The report found, with six countries accounting for 60 per cent, the countries are first India, then Indonesia, China, Nigeria, Pakistan and South Africa.

“Some 1.8 million people died from TB last year, of whom 0.4 million were co-infected with the human immunodeficiency virus (HIV) that causes AIDS.”

The report noted that while global TB deaths have fallen by 22 per cent between 2000 and 2015, the disease was still one of the top 10 causes of death globally in 2015.

Greg Elder of the international medical charity Médecins Sans Frontières said the figures constituted “a shockingly bad report card”.

He said, “Countries are failing to diagnose and treat millions of people with TB.

“Governments need to get their heads out of the sand and realise that TB is not a disease consigned to the 1800s, we see and treat TB in our clinics every day, and it’s a deadly threat to all of us.”

Margaret Chan, WHO’s Director General, called for a massive scale-up of efforts, or countries would continue to run behind the deadly epidemic.

She said that the report warned of a widening gap between the finances needed for TB care and prevention in poor and middle-income countries, and actual funds available.

She said, “A 2-billion dollar shortfall now, from some 8.3 billion dollar needed for 2016, will widen to 6 billion pounds by 2020 if funding is not increased.’’

Chan said that more than 84 per cent of the TB funding available in low and middle-income countries in 2016 was domestic.

She added that this was mostly accounted for by the large and relatively wealthy BRICS countries of Brazil, Russia, India, China and South Africa.

Chan stressed that other less wealthy countries rely heavily on international donor financing, with more than 75 per cent coming from The Global Fund to Fight AIDS, TB and Malaria.

A bomb attack at a bus park on Wednesday left eight persons dead and 15 others injured in Maiduguri, the Borno State capital.

The Senior Information Officer, National Emergency Management Agency, Mr. Sani Datti, and the Public Relations Officer of the Borno State Command, Victor Izukwu, confirmed the attack, at the Muna Garage.Izukwu told one of our correspondents that an improvised explosive device was used in the attack, which occurred around 8:30am.

He said, “There was an IED explosion onboard a Golf motor vehicle with reg. No JERE 349 XA, body S/No RTEAN 7179 taxi colour carrying five passengers (four females and a male driver) by Muna along Maiduguri /Gamboru Ngala road.

“The explosion occurred when the taxi was attempting to join the convoy of other vehicles heading to Gamboru town.”

Datti on his part explained that those injured in the attack were rushed to different hospitals in the state.

He said, “About eight persons lost their lives, while 15 injured persons were evacuated to specialist and teaching hospitals in Maiduguri. Already, emergency workers have been deployed to the scene.”

The explosion at Muna Garage junction is coming barely 24 hours after some suspected members of Boko Haram invaded Kwashebe village, near the garage, killing five residents and injuring many others before looting foodstuff and livestock.

Sources at the Abuja headquarters of NEMA further stated that some members of the Police Anti-bomb Squad and other humanitarian agencies like the Borno State Emergency Management Agency also mobilised to the scene to assist victims of the blast.

The naira is expected to make a surprise recovery from today as Travelex, a global foreign exchange (forex) dealer, begins the sale of $15,000 weekly to each of the 3,000 Bureaux De Change (BDC) operators.Association of Bureau De Change Operators of Nigeria (ABCON) President Aminu Gwadabe, who broke the news yesterday, said $45 million will flow into the financial system with each of the BDCs getting $15,000. The exercise, he said, would strengthen the naira in both the official and parallel markets.

The naira was yesterday exchanging at N473 to dollar in the parallel market and N310 to dollar in the official market. The local currency has lost over 70 per cent of its value in both markets year-to-date due to plunge in crude oil prices which cut the country’s dollar earnings.

Gwadabe explained that the funds to be disbursed to BDCs today, were from the Diaspora remittances estimated at $21 billion annually. He said the CBN took the right steps by authorising Travelex to take responsibility of disbursing the Diaspora to licensed BDCs. He said the $15,000 weekly dollar sales, was an improvement from the initially approved $10,000 weekly, would deepen dollar liquidity in the system and strengthen the naira against the dollar.

The ABCON boss said the experience and integrity of Travelex will be key in getting the dollars down to BDCs.

He urged all BDC operators, as a matter of urgency, to visit CBN branches in their respective zones to validate their en-cashers and signatory mandate cards for Travelex biometric data capturing excercise.

Gwadabe said the biometric data capturing project would enable the BDCs access the International Money Transfer Operators (IMTOs)/Travelex dollars window.

He said remittances have direct positive and significant impact on consumption, investment, and demand in the country as it can be used to address short-run output shocks, and even long run growth. He said that remittances tend to be stable and to increase during periods of economic downturns and natural disasters.

He said the CBN is reaffirming the country’s commitment to building an enabling environment and level-playing field for international money transfer services to Nigeria.

He said that by increasing the number of IMTOs from three to 14, the CBN under its Governor, Godwin Emefiele, is setting the economy on the path of development in the medium- to long-term and also, restore integrity in the international money transfer business.

Gwadabe said the ongoing dollar sales to BDCs would strengthen the operators to meet the forex demand at the retail end of the market so that they can continue to enhance employment generation in the country.

The ABCON boss believes that despite the challenges facing the economy, the CBN and BDCs would continue to work together and find sustainable solutions that can help the country wriggle out of the ongoing forex crisis and achieve full economic recovery.

He pledged that ABCON would continue to ensure that purchased funds were sold to end users and for eligible transactions and also render returns promptly. He further promised to ensure strict compliance to the provisions of the anti-money laundering laws observance of appropriate Know Your Customer principles in the handling of forex transactions.

Few days after Erisco Foods Limited threatened to shut down its tomato factory, Dangote Industries Limited yesterday disclosed plans to stop tomato paste production because of the harsh operating environment that gives advantage to imported production.

Group Vice President of Dangote Industries Limited, Alhaji Sani Dangote disclosed that the group recently stopped tomato paste production because of the harsh operating environment that gives advantage to imported products.
He also said the company would not be able to pay farmers from whom they get the raw materials unless government did something urgently.

Although, the Central Bank of Nigeria (CBN) said it would not give dollars, Dangote noted that countries like China give their people huge support and waivers that allow them access to finance that they do not really feel the forex crunch being faced by their Nigerian competitors.

Dangote who spoke at the 2nd group meeting of the Zero Hunger Committee in Abuja, expressed dissatisfaction over the delay on the part of the ministries and agencies involved to address the issue of tomato importation. The Chairman of Nigerian AgricBusiness Group (NABG) insisted that the only way out was for government to put in place a clear cut policy on tomato importation and local production, stressing: “We have bee n talking for the past one year and up till now there is no clear cut direction where the government is heading.”

He further said that the forex policy being implemented by the CBN has not stopped importers from making profit from importation instead it is the local industries that are recording losses.

According to him, forex was not the problem but establishing a policy that would restrict the importation of tomato.

“We are not looking for forex. We are only saying that government should put up a policy where we are producing tomato concentrate to those industries that are into packaging; we are not into retail packaging,” he said.

So, that about 30 of those retail companies in Nigeria that are importing would stop and buy from us and repackage into smaller sachets, tins and so on.

“If we are talking about importers and we are talking about local producers; there is no way we can have a common ground because they are looking at 100 per cent import and we are looking at 100 per cent local production.

Dangote, who stated that “some companies have opened industries in Ghana and other free zones under the disguise of ECOWAS and are importing”, was however, optimistic that President Muhammadu Buhari would key into the issue and find a lasting solution.

Recall that Erisco Foods Limited had indicated plans to shut down its tomato paste processing business in Nigeria owing to unfavourable operating climate which will lead to loss of about 1,500 jobs.

Nigerian soldiers involved in military operation in Niger Delta

The Nigerian army operatives involved in the Operation Delta Safe have arrested five suspected militants operating in the Niger Delta region, Sahara Reporters says.
Lieutenant-Commander Thomas Otuji, deputy spokesman of the joint task force, in a statement said that the troops also foiled a kidnap attempt after receiving a distress call from members of the public.

He disclosed that during the last ten days at least five oil militants were nabbed in different operations launched by several arms of the force.

According to him, the soldiers also destroyed several illegal refineries during the operations.
The statement added that a detachment of Operation Delta Safe, positioned in Delta state, foiled a kidnap after receiving a distress call from members of the public.

It reads in part: “Troops immediately swung into action and rescued the victims. One Mrs. Vanessa Ilepi and Mrs. Tega Okoro were kidnapped at gunpoint along Amukpe in Warri. One of the suspects was arrested while two escaped.”

“Troops of Sector 4 while on patrol apprehended two suspected militants that stole two high-power outbound boat engines from boat operators.

“They were about selling the engines at Aqua Beach when the troops arrested them. The arrested suspects, Mr. Elijah Daniel and Francis Shedrack were subsequently handed over to Nigeria Police Force for further action”

“No arrest was made as bunkerers fled the site on hearing the sound of own patrol boat. Similarly, while on anti-illegal patrol at Ogbongha and Bille creeks at Bonny local government area, troops found five illegal oil dumps with five drums of stolen crude oil.

“The troops also found one 85 HP speedboat, four pumping machine, one welding machine, three parks of welding electrodes, two compressors, one generator, six shovels, three handsaw, one manual jack and 10 bags of cement”, he said.

“Troops immediately swung into action and rescued the victims. One Mrs. Vanessa Ilepi and Mrs. Tega Okoro were kidnapped at gunpoint along Amukpe in Warri.

“One of suspects Mr. Daniel Egbelu was arrested while two escaped. Effort is ongoing to apprehend the escaped suspected kidnappers. A locally cut-to-size made single barrel gun was recovered from the arrested kidnapper.

“Members of the public are therefore urged to provide useful information to own troops in order to apprehend these criminals. Operation Delta Safe will continue to ensure conducive environment for legitimate businesses to thrive within its joint operation area in line with its mandate.”
In a related development, illegal refineries at Opumami and Okogho creeks in Warri South and North local government areas of Delta State were destroyed by the soldiers in Sector 1 of Operation Delta Safe.

The military spokesperson added that troops responded to a tip-off and arrested three suspected militants in a hideout at Okon Mkpa Community of Efut Esighi, Bakassi local government area.

According to the Niger Delta militants the current economic recession in Nigeria was caused by the militancy in the Niger Delta region.

The country remains burdened by rapidly declining government revenues due to low oil prices—an issue that is part of a vicious cycle of renewed militancy in the Niger Delta , current security challenges in the northeast, an inflation rate that reached 16.5% in June (an 11-year record), and investor uncertainty.

The federal government has summoned Hakan Cakil, Turkish ambassador to Nigeria, over the detention of Nigerian students studying in the country.
Last week, the Turkish government allegedly ordered the arrest of 50 Nigerians. While some have been deported, others are being kept behind bars.
On Thursday, Geoffrey Onyeama, minister of foreign affairs, said the government had asked its Turkish counterpart to free the students.

“Turkish Amb. H. Cakil Summoned: Nigerian Students Release Demanded,” he wrote on Twitter.
One of the affected students had earlier told TheCable that he was captured like Abubakar Shekau, leader of the Boko Haram sect.

The electrical engineering undergraduate of the University of Fatih, said Turkish officials found nothing incriminating on him but deported him all the same.

“Well, right now, I’m inside the flight commencing my first leg of my return journey back to Abuja. After being marshalled in like Shekau that they just caught,” he had said.

“So, I came back, with an open mind considering since I was back in the country, I’ve been hearing reports about how returning students were being treated. But I felt, okay here I am, as innocent as ever, supposed to even have graduated with my set this year but for minor visa complications in that past that made me miss a semester.

“I handed my travel documents to the officer at the passport control desk. I gave him the documents, he looked that them, then asked me for my father’s name. I gave him. I didn’t think anything about it, then I saw him hysterically punching numbers in a cell phone and giving orders to people; that was when I starting getting worried.

“I still kept quiet all these while, though. Still managing to smile, until suddenly two armed policemen came next to me and demanded I follow them. I complied, still smiling even though they all were giving me hostile looks and had no kind emotions either of their faces. Anyways, they ushered me to a waiting area just close to the passport control area. Here, they made me wait for about 10 minutes; I could see them photocopying my passport, talking to one another in hurried sentences and what not. It all seemed frantic.”

A total of 184 civil servants were disciplined for their different roles in the padding of the 2016 budget.

This was contained in Buhari’s authorised biography, ‘Muhammadu Buhari: The Challenges of Leadership in Nigeria’, written by Prof. John Paden and presented to the public on Monday.
Of the 184, Paden said 22 top officials were dismissed from service.

He said the President viewed the padding as an attempt to scuttle his administration’s innovations, hence his decision to wield the big stick against the culprits.

The author wrote, “Buhari himself was frustrated by earlier padding of the budget by bureaucrats in some of the ministries.

“This was interpreted by the Buhari team as an attempt to scuttle the innovations proposed by the President by inflating their costs.

“When Buhari found out, he was reported to be angry and ordered a purge of the ministries involved from the Director-General down.

“Twenty-two top officials were dismissed, including the budget director. In all, 184 civil servants were disciplined.”

He added that even after the budget had been adjusted downward by the National Assembly, the country would still have to borrow $3.5bn, as a result of the drop in oil prices.

In February, Buhari had while addressing the Nigerian community in Saudi Arabia, vowed that all those involved in the padding of the 2016 national budget, which led to the discrepancies in the document, would face severe punishment.

He had said the alterations, which he described as embarrassing and disappointing, made the document, being debated in the National Assembly at that time, completely different from what was prepared by the Ministry of Budget and National Planning.

Describing those responsible for the distortion of the budget proposals as entrenched interests, the President had said since he had been holding public offices, he had never heard about budget padding before the incident.

Buhari had added, “The culprits will not go unpunished. I have been a military governor, petroleum minister, military Head of State and headed the Petroleum Trust Fund.

“Never had I heard the words budget padding. Our Minister of Budget and National Planning did a great job with his team.

“The minister became almost half his size during the time, working night and day to get the budget ready, only for some people to pad it.

“What he gave us was not what was finally being debated. It is very embarrassing and disappointing. We will not allow those who did it to go unpunished.”

Reaffirming his government’s zero tolerance for corruption, Buhari said the war against corruption was a monumental task that he was determined to tackle successfully.

Governor Rochas Okorocha has received more than 200 Avengers who have been terrorising Imo state.

The militant group has been operating in Ohaji/Egbema local government area of the state but agreed to a ceasefire and surrendered to Governor Okorocha at the state house inn Owerri.
Vanguard reports that security agents were on hand to witness the disarmament ceremony.

Governor Okorocha said other militants had till the following week to also surrender their arms and said the government was communicating with them.

The governor said: “I am here to rescue my children so that there will be no shooting by the Police and Army. I am here also to receive your message and deliver them to the Federal Government. I am speaking to you as a father of the land and assure you of proper reintegration into the society.”

Some of the militant leaders at the ceremony were Banga, Bobby Uzoma (commander general), Modestus Gift (No mercy).

They urged the government to compel oil companies to engage in developmental projects that will see to the development of the region.

Uzoma said: “we have been abandoned since 2011 we submitted our arms since 2011and because the government neglected us we went back to creek. We are also pleading that the oil companies in our area should begin empowerment of our people.”

A very disturbing story is developing from Kumbe Balindo, Ndian Division in the South West region that two little boys, aged 7 and 10, have reportedly raped and killed a 1 year old girl. CIR sources in Mundemba, capital of Ndian Division reported that, after the act the two boys forced the girl into a pit toilet and then used a stick to hit her to death.

Even with the presentation of the two kids to the public earlier today by the forces of law and order, Cameroon Intelligence Report staff man, Cham Victor Bama quoted a traditional ruler of the area who opined that the young boys cannot get an Attention and are also not capable of destroying the late baby’s private as the medical reports indicated. There are suggestions that someone is using the children to hide a ritual crime. In Italy, masturbation in public is no longer a crime, the country’s Supreme Court has ruled according to a report by the Cable News Network (CNN).

The court ruled that such ‘self-service’ in public is not a crime as long as it is not done in the presence of children.
The apex court in the country, La Corte di Cassazione, gave the ruling in the case of a 69-year-old man, simply identified as ‘PL’, who was caught masturbating in Catania, a city on Sicily’s east coast.

The report said the man was convicted in May 2015 after he was caught masturbating in front of students on the University of Catania campus.

He was sentenced to three months in prison and ordered to pay a fine of €3,200 (around $3,600), according to CNN.

PL’s lawyer appealed the case to the Supreme Court, which ruled in his favour in June this year but made its explanation public on why it came up with the ruling.

As a result of a change in the law of the country concerning the act, the court’s judges ruled that public masturbation is no longer considered a crime.

The new law stipulates a prison term of up to four-and-a-half years for those who masturbate in the presence of minors.

The report said the case has now been sent back to local courts in Catania to determine exactly what the administrative fine between €5,000 ($5,651) and €30,000 ($33,912) will be.

Governor Ayodele Fayose of Ekiti state has alleged that the All Progressives Congress (APC) influenced the postponement of the Edo state governorship election because it feared that it will lose the election.

The governor in a statement on Thursday, September 8, signed by his special assistant on public communications and new media, Lere Olayinka, said the APC is ready to employ whatever crude means to subvert the wish of the people in Edo state.
The governor criticised the administration of President Mohammadu Buhari for allegedly using security agencies to arm-twist democratic process.

He said: “I warned Nigerians not to elect Buhari because he lacked capacity mentally, morally and intellectually to superintend over any civilised society, now we are all seeing the results. Our economy is in recession and democracy is also in recession!

“Apart from the security agencies that they instructed not to provide security for the election, Central Bank of Nigeria (CBN) was under instruction since yesterday (Wednesday) not to release electoral materials to INEC.”

He described the postponement of the election as a game by the APC-led federal government to frustrate the people of Edo state from kick-starting the journey of changing the APC “one-chance change in Nigeria”, adding that the power of the people will always be greater than the power of those in power.

Fayose queried the rationale behind postponing an election less than 48 hours to the scheduled date, asking what manner of security concern could prevent an election in just one state from taking place when elections were held in northeast states that are confronted by Boko Haram insurgents.

He said: “Obviously, this is a sign of what to come in 2019 and Nigerians should not be amazed if in 2019, they tell us that elections cannot be conducted. “This is sad! It is a sad commentary for democracy in Nigeria and I only hope this Buhari’s APC government will not collapse democracy in this country.”

Governor Fayose urged the Edo people to be vigilant and wait patiently for that day they will use their votes to change the “APC one-chance change”.

Meanwhile, the postponement of the Edo governorship election has been greeted with extreme repugnance from the Peoples Democratic Party (PDP).

According to the main opposition party in the state, the postponement of Saturday’s governorship election is illegal and a coup against the people, The Nation reports.

In a statement by Prince Dayo Adeyeye, the party spokesman, the PDP said the date should be kept sacrosanct.

The Nigerian government recently proposed a bill to place a 10 percent tax on phone calls, SMS and internet data packages.

The bill was submitted to the National Assembly and is expected to be passed into law.
As expected, this proposition has been criticised by some human rights bodies but Nigerians aren’t yet paying enough attention to it and what it might mean for mobile phone users.

Here are some of the reasons every Nigerian should be kicking against the proposed tax.

1. According to NCC statistics, Nigeria now has about 146 million active mobile phone lines as at July 2016. A large majority of Nigerians are subscribed to at least two network service providers simultaneously.

A 10 percent tax on virtually all the services offered by telecoms company will amount to a huge income for the Nigerian government. According to the minister of Communications, Adebayo Shittu, the projected earnings from this taxation effort is about N20 billion every month.

2. The communication ministry has said the earnings from the tax will generate revenue for the Nigerian government and will reduce heavy reliance on oil revenue. That’s laudable, but why do Nigerians have to pay for the government’s mistakes? This is a case of robbing Peter to pay Paul and it is yet another insensitive move by the federal government.

3. The communication minister justified the new tax proposal by saying that there are deficiencies in the telecommunications sector and the lack of proper infrastructure is the reason for poor quality. How are the masses responsible for that situation? Why do we have to pay to fix such holes?

Isn’t 10 percent too much to impose on the common people who are already struggling to keep up with the high costs of phone call and internet data?

4. Nigeria is officially in a recession and as much as we deny it, poverty is sweeping across the nation. One would expect the government to be adopting new ways of alleviating poverty and comforting citizens in the face of this recession but instead, FG is throwing new taxes at citizens as if we didn’t have enough to moan about already.

5. Communication experts have projected a decline in consumer spending if this proposed tax becomes reality. President of the Association of Licensed Telecoms Operators of Nigeria, Engr Gbenga Adebayo has said if passed into law, the tax will reduce subscribers’ level of data consumption and affect the contribution of the sector to the the country’s GDP.

A two-year-old girl identified as Susan Ayuma was reportedly buried alive in a shallow grave by her playmates aged five, six and seven, in a village in Kakamega County, Kenya.

According to NairobiNews, they reportedly dug up a hole at the back of a house, filled it with water, pushed her into it and covered the hole. They later retrieved her dead body and dumped it next to a banana farm.
Before the unfortunate incident, her mother, a single parent who works in Nairobi, had left her in the care of her grandmother in the village. One of her relatives, Everlyne Ndombi, later noticed she was missing and searched the compound.

Ndombi said,

“I left home early to go to work and returned at midday and noticed Susan was missing. Her grandmother had left her playing in the company of other children to go to the market.”

She added that one of the children told her that Susan had died after they pushed her into a hole filled with water and covered it with soil.

“I could not believe what the child had told me and screamed for help drawing the attention of other villagers,” said Ms Ndombi.

Describing the incident as a big misfortune, late Susan’s grandfather, Mr Meshack Etanda, said,

“We suspect the children who are underage were playing innocently and tried to imitate what they see in burials in the village.”

The boy said to have led the others in performing the mock burial has reportedly fled the village in fear of a reprisal.

Confirming the incident, Western region police boss, Mr Moses Ombati, said the death of the girl was accidental, adding that investigations were, however, ongoing to establish the circumstances under which she died.
