THE UNIFIER COUNCIL CHAIRMAN OF CHANCHAGA, THE PACE SETTER; UNIFYING CHANCHAGA WITH HIS UNIFIER MANTRA:

The name (Hon. Aminu Yakubu Ladan aka the Unifier) has become the man/name on everybody's lips, He said and I quote "Any effort to strengthen health systems in any country or state must begin at the primary healthcare level or grassroots, as it is the foundation of a nation’s healthcare." He said.

To boost Chanchaga PHC system, Hon. Aminu Ladan far away in Minna, North Central Nigeria is following in the footsteps of Katsina State Government ordering all its Council chairmen to at least provide three functional and well-equipped primary health centre in each of the local government in the state. You can recall, Same approval was given by His Excellency, the farmer Governor Mohammed Umar Bago and we can proudly note; Chanchaga Local Government Chairman, Hon. Aminu Yakubu Ladan is the first Council chairman under the current administration to put that into practice in Niger State, and North Central Nigeria.

The commitment of Hon. Ladan to this same project has given PHCs like Mrs Elizabeth Shaba maternal and child health clinic in Ninkangbe community a new lease of life.

After a tour of health centres and infrastructure across the council in his first few months at the helm, what he discovered were dilapidated health centres, infrastructure, aged equipment as well as a significant dearth of health care workers. This necessitated this urgent intervention to rededicate commitment to maternal and newborn health kickstarting with the Mrs Elizabeth Shaba maternal and newborn clinic in Ninkangbe community, Minna Niger State.

Beyond just physical infrastructure, we know also it is important that every PHC had well trained, and motivated human resource for health (HRH), the Chanchaga mayor through the State Ministry of Primary Health care has leveraged the Basic Health Care Provision Fund calling on the state government to employ and deploy about 5 doctors and 30 midwives to the Mrs Elizabeth Shaba PHC while the funds provided would also be used to stock the facilities with essential medicines and health equipments.

The workaholic and most vibrant Council chairman in Niger State by miles currently and across the North Central region of Nigeria, Hon. Aminu Ladan has brought a fresh breath of modalities to bank on the need for Public-private partnerships (PPP) which can help bridge the funding gap to maintain, build & equip more Primary health centres across Chanchaga. By leveraging the strengths of both the public (Philanthropist) and private sectors, PPPs can help address & improve access to quality care.

More people oriented projects would soon grace the air in due course, the journey is a continuous one threading the path of glory. You wouldn't wanna be left out, do you Of course No...

UNPROFESSIONAL JOURNALISM ACCOMPANIED WITH STATEMENTS MADE TO NEGATIVELY INCITE THE PEOPLE AGAINST THE EXECUTIVE CHAIRMAN OF CHANCHAGA LOCAL GOVERNMENT COUNCIL;

Today, 12th September 2023, our attention was drawn to statements authored on this morning's episode of Crusaders Radio Program, Ahmed Isah Sakpe aka Ahmed Lee was quoted as saying the Honorable Chairman of Chanchaga Local government council might have someway or the other enabled or trying to cover up the Councilor of Tudun Wada North of "allegedly" siphoning 5 Million Naira from the 20 Million Naira palliative funds meant for the Ward.

Secondly, Ibrahim Gimba of Prestige aka IGP was also quoted accusing the Chanchaga Council chairman of seating at home enjoying the soothing cold of Air Conditioner (AC) alongside luxury and not monitoring the effective distribution process/template of the palliatives across Chanchaga LG council.

We want to state unequivocally that this is utterly unprofessional Journalism from the two aforementioned, for not finding thorough information from the stakeholders involved because in a democractic setting every individual is entitled to fair hearing. The Council chairman has been up and doing, from one ward to the other ensuring the palliatives were acquired and distributed forthwith, but remember the Council Chairman is a Human being not a Supernatural being expected to be at each polling unit. Though it will interest you to note that, covert monitoring officials were placed strategically in each of the Wards/Polling Units across Chanchaga for feedback to the Council chairman.

Before questioning the veracity of the purported statement, we are supremely concerned first, for the implications of such statements on the peace and calmness in our Local Government not to negatively incite the public against their representatives in Government, because of the biased sentiments it has conveyed.

As passionate colleagues in journalism, we are acutely aware of the burden of professional responsibility, which must accompany accurate reportage for the consumption of the public.

Chanchagalites would agree on this that, Rt. Hon. Aminu Ladan was in Badeggi FM Radio yesterday Monday morning (11th of September 2023) to give an in-depth details and analysis of how the funds meant for the palliatives were acquired from the State government through the Council Government and equally handed over to the palliative distribution heads of each of the 11 wards, the issues faced in the course of distribution, e.t.c. was all brought to the fore including, truth of the matter as regards to the allegations brewing like a wild fire in Tudun Wada North of Chanchaga Local Government Council.

We have also noticed some emotional mobilisation to deflect attention from the crux of this matter, which is injurious falsehood and defamation, which cloaked our necessary reaction as a breach of freedom of expression. This total misrepresentation of the issue is simply roguish, petty and mundane.

We have, therefore, considered it necessary to address you on this matter, for your adequate information...

Acting Chanchaga LG Chair assumes office, prioritizes security and empowerment.

Jubilation as the acting chairman of Chanchaga local government area of Niger state Hon. Aminu Yakubu Ladan assumed office yesterday in Minna given priority to security and empowerment of the people as 'sacrosanct'.

The former house leaders took over the affairs of the council following the three months suspension of the embattled chairman Alhaji Ibrahim Abubakar Lalalo and his vice for alleged abuse of office, corruption and constitutional breaches.

Hon. Ladan while addressing the council staff, supporters and stakeholders at the secretariat said that his emergence was a constitutional mandated on him by the legislature as resolution to take over the mantle of leadership as the house leader to pilot the affairs of the council for the next 3 months.

He explained that he will pay much priority to the security of lives and property and empowerment of youths, women as well the masses hence to immediately sent an invitation for security meeting with all relevant stakeholders to overcome the crisis rocking parts of Minna to maintained law and order.

He lamented over the current insecurity experienced in the council with no effort from the executive however charged on the security agencies to exhibit capable action to curtail the menace, hence to begin with roundtable dialogue with all that is involved.

Liman further called on every well meaning individuals and groups to join hands with his administration for the progress and development of the council, adding that his tenure will operate an open door policy for advises and constructive criticism by carrying alone everybody.

Consequently, the suspension of Honorable Ibrahim Abubakar Lalalo was endorsed by seven out of 11 Councillors of the local government area during their sitting on Tuesday.

In the notice of suspension made available to journalists after the Legislative Sitting, the Councillors had noted that the suspended Chairman had been given two weeks ultimatum to respond to the allegations made against him but the Chairman failed to respond.

"With reference to our letter to you dated 4 May 2020, 11 August 2020 and 21 January 2021 tagged House Resolution on (abused of power) copies attached in which we demanded an explanation and to be furnished with details of the activities of the council which included Revenue Generation and Distribution, the Council Expenditure, Federal Allocation and Minna Development funds (26 per cent).

"And also to provide an answer to the allegations of abuse of office, corruption and breach of code of conduct for public officers.

"Recall also on the 17 March 2021, we forwarded a letter of reminder tagged "Call for Caution" in which we gave you two weeks ultimatum to respond to the above-highlighted issues which you
failed to honour.

"Consequent upon which we hereby unanimously make the following
resolutions. That the Chairman, Honorable Ibrahim Abubakar Lalalo and his Vice-Chairman, Honorable Salisu Saidu are hereby suspended for three months effective from 6th April 2021."

The Speaker of Chachanga local government Council have been directed to immediately take over as the acting Chairman of the Council pending when the issue is settled.

The Councillors declared that all approvals and financial transactions by the suspended Chairman and Vice-Chairman should be stopped immediately.

The Executive Governors of the 36 states of the Federation have filed an action against President Buhari before the Supreme Court of Nigeria over the Presidential Executive Order No. 00-10 of 2020 which grants financial autonomy to the legislature and the judiciary in the 36 states of the federation.

The suit signed by Aikhunegbe A. Malik, SAN; and filed on behalf of the 36 states via Originating Summons on 17th September, 2020 by their lawyers:
Augustine O. Alegeh, SAN FCIArb [UK];
Babajide Koku, SAN;
Solomon Umoh, SAN;
Garba Tetengi, SAN;
Tawo Eja Tawo SAN;
Olaseni Adio SAN;
Ekeme Ohvwovoriole, SAN;
Paul Harris Ogbole, SAN;
Aikhunegbe A. Malik, SAN;
Afam Osigwe, Esq., FCIArb. Among others


In the suit which was marked Sc/Cv/655/2020 sighted by TheNigeriaLawyer (TNL), the governors are seeking determination of two questions, namely: whether by sections 6 and 81(3) of the Constitution of the Federal Republic of Nigeria, 1999 (as Amended), read together with Item 21(e) of the Third Schedule thereof, the Federal Government “is not constitutionally obligated and/or charged with the responsibility for funding all capital and recurrent expenditure of the High Courts, Sharia Courts of Appeal and Customary Courts of Appeal of the States of the Federation of Nigeria, being Courts created under Section 6 of the CFRN.”




The Governors also want to know whether by sections 6, 80, 81, 120 and 121 of the Constitution, it is not unlawful for the Presidential Executive Order No. 00-10 of 2020 to compel the Governors to fund State High Courts, States Sharia Courts of Appeal and Customary Courts of Appeal

The Governors urged the court to answer the questions in the affirmative and order president Buhari to refund all monies expended by states in funding capital expenditure of the High Courts, Sharia Courts of Appeal and Customary Courts of Appeal of states being courts established by section 6 of the constitution

They are also seeking an order “setting aside the Presidential Executive Order No. 00-10 of 2020 made by the President of the Federal Republic of Nigeria on 22nd May, 2020 on the ground that same is in violation of the express provisions of the CFRN and, therefore, unconstitutional.”

In an affidavit of 36 paragraphs deposed to by one Chinweoke Onumonu Esq., a lawyer in the Law Firm of A.O. Alegeh & Co., the governors claimed that it is the duty of federal government to fund all the capital and recurrent expenditures of all courts created under section 6 of the constitution, namely, the Supreme Court of Nigeria;

the Court of Appeal;
the Federal High Court;
the National Industrial Court; the High Court of the Federal Capital Territory; the High Court of a State; the Sharia Court of Appeal of the Federal Capital Territory;
the Sharia Court of Appeal of a State; the Customary Court of Appeal of the Federal Capital Territory; and
the Customary Court of Appeal of a State.

They said since 5th May, 1999, FG has not funded the capital and recurrent expenditure of the High Courts, Sharia Courts of Appeal and Customary Courts of Appeal of States, apart from paying only the salaries of the judicial officers of the said Courts adding that such burden

In addition, the governors said they have been made to not only fund both the capital and recurrent budgets of those courts, but have also been providing housing for judges, cars, training, books etc

“That the Defendant has made it a pre-condition for the appointment of Judges and Khadis for State High Courts, Sharia Courts of Appeal and Customary Courts of Appeal for the Plaintiff States to provide Court Houses, Judges’ residential Quarters and brand-new Cars for the proposed appointees…

“That the Plaintiffs have also been compelled by the failure and neglect of the Defendant to fund the recurrent expenditure of the said Plaintiffs States’ Courts by providing for the training, official clothing, Law books, healthcare and overall welfare of the judicial officers serving in the High Courts, Sharia Courts of Appeal and Customary Courts of Appeal of the Plaintiff States. I know that the Defendant funds all of these matters for only judicial officers in the Federal Courts.” the Affidavit partly reads

In a written address in support of the Originating Summons, Aikhunegbe Malik, SAN, argued on behalf of the governors that the provisions of sections 6(5), 81(3) and Item 21(e) of the Third Schedule to the Constitution are plain, simple straightforward and unambiguous and should therefore be given their ordinary grammatical meanings. He cited many decided cases including A.G Kano State v. A.G Federation (2007) 6 NWLR (Pt. 1029) 164, where the Supreme Court, held at page 188 at Paragraph H that:

“The Court has a duty to interpret the words contained in the Constitution and any Statute in their ordinary and literal meaning. In other words, it is not the duty of the court to go outside the words used in a statute to import an interpretation which may be or is convenient to the court or to the parties to one of the parties”

Malik, SAN, argued further that the Presidential Executive Order is unconstitutional because it seeks to states to fund recurrent and capital expenditure of the State High Courts, Sharia Courts of Appeal and Customary Courts of Appeal, which form part of the Courts whose funding is the prerogative of the Federal Government in line with the provisions of Sections 6, 81(3) and Item 21[e] of the Third Schedule to CFRN.

He added that sections 80 and 120 of the CFRN provide for the establishment of a Consolidated Revenue Fund for the Federation and States from which the judiciary is paid as provided by sections 81 and 121 “and the draftsmen of the Constitution did not contemplate a situation whereby the Federal Executive would interfere with the authorization of expenditure from the Consolidated Revenue of the State as envisaged in the provisions of the Presidential Executive Order No. 00-10 of 2020.”


He concluded that powers vested in the Accountant-General of the Federation by the Executive Order to make deductions from funds which form part of the Consolidated Revenue of the States is inconsistent with the provisions of Section 120 and 121 of the CFRN and therefore void.

One sub-sector of the economy that has had devastating blow from the pandemic is the Small and Medium-scale Enterprises. The lockdown order and death tolls has depleted alot of the businesses and personnels.

The attendant effect of this on the economy is tremendous, considering the pivotal role of SMEs in jobs and wealth creation. This training is therefore coming at the right time to enhance the participation of our SMEs in procurement procedures for contract award in Niger State.

Ladies and Gentlemen, knowledge on procurement procedures for contract awards by our SME operators is paramount to the development of the sub-sector and overall economy. This is so particularly considering the existing regulatory laws in Nigeria aimed at enhancing fiscal accountability, transparency and sustainability.

I therefore wish to once again appreciate the initiative and commitment of the organisers of this workshop while imploring participants to ensure that they utilise this opportunity.

Without gainsaying that, the Government and people of Niger State anticipate that you all would use the knowledge gained to advance your various enterprises and the overall economy of Niger State and Nigeria at large.

THE IMPACT OF SICKLE CELL DISEASE ON THE NIGERIAN CHILD

Sickle cell disease is a multisystemic genetic disorder characterized by chronic anaemia, episodes of acute and possible chronic pain, progressive organ failure and a possibility of reduced life expectancy. It is originally a blood disorder that is inherited from one's parents but it can end up affecting all body systems. Although it has been declared a global disease, the highest burden of the disease is amongst the black race and Nigeria has the highest incidence of sickle cell disease in the world. The disease has a way of affecting every area of the lives of those that inherited it which has inspired this write up. I will be highlighting the health, psychosocial and financial implications of sickle cell disease on a Nigerian child with a focus on the interplay of these implications and possible solutions.
The health impact of sickle cell disease are the complications which remain the scariest implication of the disease. The red blood cells of people with sickle cell disease are sickle shaped instead of being biconcave. This abnormal shape makes the blood sticky and rigid , as a result it obstructs blood vessels and impairs blood flow to organs causing different complications in the process, the abnormal shape also causes blood to break down more easily and frequently. Pain crisis is the most distinctive feature of sickle cell disease . It is said to be the most common symptom in people living with the disease who are over 2years of age. This pain can be mild, moderate or severe, it can last for hours, days, weeks or even months. Another complication is chronic anaemia, the sickle shaped red blood cells breaks down easily and puts the body in a chronic anaemic state. Therefore, many people living with the disease usually need blood transfusion regularly depending on their disease severity. They are also predisposed to infections, impaired blood supply to the spleen caused by the sickle shaped red blood cells causes the spleen which is important for immunity in the body to shrink and stop functioning, thus predisposing people with sickle cell disease to numerous infections. Other complications include renal failure, retinopathy which can cause blindness, acute chest syndrome and pulmonary hypertension which are pulmonary complications, neurological complications like stroke, one of the commonest causes of stroke in children remains sickle cell disease. Not to forget complications like sensorineural deafness, leg ulcers, avascular necrosis, stunted growth, developmental delays, physical disabilities, enuresis, gallstones, heart diseases to mention a few, progressive organ damage due to inadequate supply of blood and oxygen to body organs occurs in sickle cell disease. Multiple organ failure and many of the other complications mentioned above can lead to early mortality in people living with the disease. It is important to note that manifestations of sickle cell disease and complications experienced can differ from person to person depending on the severity which is determined by various factors.
The psychosocial implication entails how people living with sickle cell disease are affected psychologically and socially by the disease. It is one aspect that needs more attention but is usually overlooked. First, I would like to discuss the stigma associated with the disease in Nigeria, many Nigerians wrongly believe everyone living with the disease will die before 18years of age and they are usually vocal about it even to the affected. This stigma makes people living with the disease hide their status from the world , it makes many of them feel abnormal and puts them in a bad psychological state. Apart from stigma the complications of the disease take its toll on the mental health of people living with the disease. Complications like developmental delays which makes people living with the disease feel abnormal when their body doesn't grow like their contemporaries, a 19yrs old female without breasts is most likely to develop psychological problems about it. Falling sick often is often associated with increased unemployment rate among people living with sickle cell disease , frequent absenteeism due to bad health usually costs many of them their jobs. Many people living with sickle cell disease are also single because people are scared that people living with the disease will die early which is not always the case and do not want to date or marry them, some are divorced due to marital challenges related to their health conditions,all these result in psychosocial problems like depression, anxiety, social withdrawal and loneliness. Psychological complications like depression and health complications like chronic pain syndrome can also result in social withdrawal and loneliness.
The financial implications of sickle cell disease especially in low economic regions like Nigeria also has an important role to play. Many countries in Africa have no health insurance schemes or free health for people living with the disease. These people fall sick very often and have to visit the hospital regularly , with the high rate of poverty in Africa , it will be difficult for people living with the disease to cope with the financial implications. Sickle cell disease is an expensive disease to manage, due to this a lot of people living with the disease die because of poverty and not necessarily because of the virulence of the disease. Many parents manage their children or family members with the disease at home because of the cost of taking them to the hospital. Several studies have shown life expectancy for people living with sickle cell disease in Africa is much lesser in comparison to developed countries where we have advanced medical care and health insurance schemes.
It wouldn't be wholesome to emphasize on the implications of sickle cell disease on a Nigerian child and not discuss possible solutions to them. One of the solutions that can be helpful will be increasing sickle cell awareness, this is to educate about genotypes and genotype compatibility because choosing a genetically compatible partner will prevent having children with sickle cell disease. Increased education about the disease, complications and management , correction of myths and stigmatisation associated with the disease will also go a long way. Introduction of newborn screening of sickle cell disease is one of the best ways to promote effective management and prevention of sickle cell disease, which is almost non-existent in Nigeria, Nigerian government needs to initiate this as soon as possible to help with the management and reduction of incidence of sickle cell disease in this country. Provision of standard health care and granting funds for sickle cell disease related researches will also help in managing and prolonging the lives of people living with the disease. New drugs like adakveo and oxbryta have recently been approved for the management of sickle cell disease abroad, these drugs are expensive and not available in Nigeria, Nigerian government should help make these drugs available and affordable to those that need them. Provision of regular psychological evaluation and management of the affected can be helpful when it comes to the psychological implications. Good family and social support will help with social withdrawal and loneliness. The government should also provide a free health care and health insurance scheme for Nigerians living with the disease to help with the financial implications.
In conclusion, we can see the grievous impact that sickle cell disease has on the health, psychosocial and financial life of people living with it. Hopefully the government can take to the proposed solutions and make life better for that Nigerian child living with sickle cell disease .

The first duty of the police is to maintain law and order in a state not behave unlawfully or cause disorder in the state. We are faced with improper arrests and forceful violation of freedom without proper situation analysis and investigation.

The police cannot keep arresting students/Comrades/Journalist/Activist carelessly based on a tip-off or if they were offered money to do such.

This has to stop as we cannot take it anymore..

Comr. Usman Alfa is a student of Bida Poly, for the fact that he voiced out his thought concerning police recruitment which without any iota of doubt, it's exact what is happening, after a son of common had suffered to undergo every procedures, at the end of the day, his efforts will be given to another person.

From the information on ground, that he is under detention in police headquarters. We are calling on the government and authorities to do the needful. Comr. Usman Alfa is not a criminal and must not be treated as such.

The good people of NIGER STATE, days have come and gone, weeks have come and gone, month have come and gone, years have come and gone, yesterday was a history, tomorrow is a mystery and today is a gift that's why we called it present.

*#MIM* is not the best among the rest but with Allah our people have chosen him among the few to lift up our people from retrogressiveness to progressiveness from darkness to light ,from primitive conditions into the light of life and the happiness of contentment.

*#MIM* is nobody but a somebody chosen by overwhelming majority of our masses to serve as an ordinary pencil or instrument carrying out ALLAH'S will and desires.

It is very glaring and clear to all who care to look, listen and perceive that the past years Niger State is been marginalized, isolated, neglected and deprived of any tangible capital project. As such, we don't have to be rich or old in age before contributing our quarter to the development of our dear State. Our problem and difficulties will still be with us, they will have to be solved and overcomed, and it's we who will have to solve them. Whatever may be our political party or political differences with one common goal in which we strive the maximum good for the maximum number of people in our political horizons of our macro society.

My fellow youth and able politicians, we should avoid political bickering, rumor mongering, character assassination, cheap blackmail, hypocrisy, sycophancy and physical violence that is capable of dividing us. We shouldn't waste today regretting yesterday instead of making a memory for a better tomorrow. Our past leaders cannot be changed, but we can change our tomorrow by our actions today. Remember in 1999 only few individuals believed with sustainability of our democratical setting, and since then from 2003, 2007, 2011, 2015 and 2019 respectively, we have more membership engaged in the field of politics, including retirees, graduates, farmers and well wishers.

However, in this field of politics that we use to fight for our legitimate right and Civic responsibility, we should not be impatient in approaching issues, because in any group of people you are bound to have deferring opinion on the same subject and the more membership you have that accept the facts and figures, the more strongly will such differing opinions be held. We should try as much as possible not to burn our fingers by warning our hands.

The journey we are embarking upon today calls for loyalty, compassion, wisdom of Justice , equity, accountability, probity and dedication. We call for personal and group discipline as well as exemplary behavior as we chart a new course in the political engineering of our society. We must work collectively and work hard to leave an enviable legacy for succeeding in this quest. Leadership and governance is not a easy task. It is a covenant between the masses and their leaders in which the leader take the oath to protect and to run the activities of their people honestly, selflessly, without fear or favor, as such and for the interest of our people and better future,our political offices and positions should not be put into hands of political sycophants or intellectual vegetables but in the hands of clear headed individuals that are dedicated and committed to the service of humanity.

With #MUHAMMED_IDRIS_MALAGI we saw window of opportunity to explore and to bring to fruition our own art of ingenuity in leadership, that is, by participating earnestly and actively in moving our dear State to the promise Land.

lastly, we solicit your support physically, financially, morally and spiritually to revisit this usual course in making our history as a group.
