I think you forgot to check the preceding verse. NEVER has the Qur'an preached oppression against the weak. No Jihad was fought against a group of weak people in Islam. No war was declared on an individual for refusing to accept islam. The Muslims fought in defense of themselves. After that, ONLY! ONLY!! ONLY wars against a kingdom that didn't give freedoms to its citizen to choose their religion was fought. If not that, Jizyah (tax paid by the Non-Muslim in a state ruled by the Shari'ah) wouldn't have existed in ISLAM. Every nation captured by the muslims would have compelled every of its citizens to be Muslims.
