The embargo need to be lifted before appointment letter can be given and in a situation that the appointment letter has been typed before place an embargo the ministry can decide to give you the appointment letter but you won't be able to captured on IPPIS until when embargo has been lifted.

Note: has we all aware that there is interstate restriction now due to coronavirus pandemic no ministry will call you for collection of appointment now until the restriction being lifted.

To pick federal employment form it has to do with your geo-political Zone and when you get to their federal Secretariat just ask for establishment department and you will be directed or you tell them that you want to pick federal employment form.

Note: To be candid with you federal employment form doesn't work now a days if you don't have a contact your form will just end in dustbin.

Your appointment letter is secured. It took some 7-8months before being call for capturing after assumption of duty while some in the range of 3-4month after collection of appointment letter.

You can only know when embargo was placed but you can't know when embargo would be lifted. The only way for you to know is when you start hearing that appointment letter being flow hear and there which is an indicator.

You are absolutely correct on the template uploaded but there are some ministry that their take-home is more than what you have on your appointment letter but you won't know until you enter because the allowance not being added to the figure on your appointment letter. Like Ministry of foreign affair also enjoy such allowance and some other ministry too starting from 10k upward.

I know for a fact that civil servants are elevated a step further every year until they due for promotion. And once they are promoted to the next level, they start from step one. If you say step 13, do you imply that people spend 13years on level 9 without promotion?

Sir, I don't pray you experience that and based on the template upload which was prepared by National Salary, Income and Wages Commission and is meant for Consolidated Public Service Salary Structure ( CONPSS). In Civil Service Commission we have Level 1 -17 and also Step 1 - 15 which means someone can even be on Level 9 Step 15 when individual promotion being delayed and there are many factors that warrant it. If your promotion move normally level 9 - level 10 should be 3years but it doesn't work like that most times and that's when you see some being promoted in a department while some will not be promoted because not everybody will pass the promotional exam and for someone that fails exam will only be upgraded on steps while some due to educational factors there promotion will slow. We have many factors that hinder promotion to be delayed

3. What is the difference between a step and level?

Once you are working in a Core Ministry that's your gross pay for level 9 Step 2 but in some instance some department in some Ministry add to the salary ranging from 5k - 10k

I think the civil service rule says promotion from one level to the other is dependent on ur cadre.

Non officer staffs i.e level 1 - 7(Junior cadre): 2 years.
Officers i.e level 7 -13 : 3 years
Management staffs i.e level 13 - 17: 4 years

If is being done the way being analysed by you there is no way the Junior cadre won't meet up with the Senior ones. When it comes to promotion in Civil Service steps goes a long way because salary of someone on Level 9 step 13 is more than someone on Level 10 Step 2 because the one on Level 9 Step 13 have spend longer year on that level but because there is no promotion exam in some year they will just increase the person steps.

The appointment letter is real based on the content and logo but you know Nigeria of now adays it can also be forged and the figure on your appointment letter is for old minimum wage. Level 9 step 2 after the minimum wage is now N960, 604

Note: it is unethical to post your appointment letter online I suggest you remove it for security purpose

Based on the civil service rules it take 3years to move from one level to the other but in some instance where there are many people in the level to be promoted to or there is no promotion exam in that year they will just increase your steps like two or three steps up it depends on the ministry discretion.

As regards the allowance, it depend on the department in that ministry you fall into.

Hello, your gross pay as level 8 step2 should be N68, 850 after deduction your take - home will be up to N60,000 while level 9 step 2 gross pay is N80,050 while take home is N72,000 unless your Appointment letter bear old salary before the minimum wage.

Why are you troubling yourself from moving from one Ministry to another agency which is not easy unless you apply in an agency afresh. I suggest you stick to your ministry and look for a business to increase your source of income. Afterall as level 8 step 2 in a ministry after minimum wage is N65,000 take-home, while level 9 Step 2 is N72,000 take-home. If you do business that gives you just 30k returns you know what it means.
