WHAT IS CATTLE COLONY? The idea behind the Cattle Colonies is to cater for the needs of cattle herders in terms of availability of resources to take care of their cattle while avoiding unnecessary clashes and tussles over economic resources such as land and water between them and farmers. Cattle colonies are expected to be large expanses of land procured by the Federal Government, in collaboration with States (already 16 States have indicated interest in this), where water, grass and security would be provided to cattle herders who would in turn pay for rent and other services provided by the Government. DIFFERENCES BETWEEN CATTLE COLONY AMD RANCHING 1. A Cattle Colony is bigger in size than a Ranch, and caters for more cattle. A cattle colony can cater for as many as 40 ranchers. 2. While a ranch is provided for by the Herders, a Colony is provided for by the Government who collect rent from the herders to use these facilities. The reason for this is that ranching is a Capital intensive venture and cannot be embarked on by rural subsistent low earning herders, if ranching were to be made compulsory, it would be hard for rural herdsmen to comply with it. 3. In Cattle Colonies the Federal Government collaborates with the States to provide these lands (note that lands, by virtue of the Land Use Act are vested in the Governors of the State), water and security, while in ranches the herders have to provide this for themselves. BENEFITS OF HAVING CATTLE COLONIES 1. Safety of lives and property and a drastic reduction in farmers and herders clashes 2. Cattle produce healthier beef when they are kept in colonies, and also produce more milk 3. Farmers do not have to worry about the safety of their crops and thus more production is ensured for the farmers, which means more economic activity in the agriculture sector 4. Cattle colonies would put a stop to cattle being rustled by thieves and terrorists 5. The Federal Government says work will commence next week on cattle colonies in states that has indicated interest to establish them. Chief Audu Ogbeh, the Minister of Agriculture and Rural Development, disclosed this on Friday during a visit to the Agriculture and Veterinary Complex of the Ahmadu Bello University, Zaria. Ogbeh said that the National Economic Council on Thursday set up a 10-member committee comprising the Vice President, Prof. Yemi Osinbajo, as Chairman and nine governors to facilitate the commencement of the cattle colonies in interested states. “We are happy that we are making progress in agriculture now. “One of the most topical issues we have today is that of farmers and herdsmen clashes. “If we do not deal with it quickly, we run the risk of damaging the harmony and the co-existence of Nigeria as a country. The killings are getting too many. “In our attempt to solve the problem, we have proffered certain solutions but perhaps we were not sensitive enough to Nigeria’s fragile sensitivities and suspicions. “When we spoke of colonies, we were immediately greeted with reactions that this was an attempt to cease Nigeria’s land and give to the Fulanis to colonise. “The intention is not for Fulanis or anyone to colonise any territory. It is to provide a haven for cattle to graze in peace under controlled environments to prevent the conflicts between farmers and herdsmen. “Only yesterday, a committee was set up by the Vice President with members, most of them, state governors discussing this matter an The minister said that the Federal Government would engage the services of the National Animal Production Research Institute (NAPRI) to assist in the production of fodder for cattle. According to him, open grazing is posing serious challenges and it is not too efficient for the cattle. Ranching is better than open grazing Cow dung is a huge business opportunity. If you ranch, it will provide you a base for collecting them and adding value to them. Cow dung is no small enterprise in China. You can negotiate for a farm space/land to grow grasses for your cattle all year round. You can irrigate and grow grasses regardless of climate. You can create a cattle feed market, it will employ your folks. (I will invest in it too), because it's cheap money. The fulanis in Nigeria are just ignorant of their opportunities. They will make more money and have a huge economy if they ranch. Do you know that Cow dung is a vital source of fertilizer. Do you know that China is exporting processed cow dung to other countries. As cattle farming scale enlarges day by day, the quantity of cow dung has become larger and larger. According to the report, the manure produced by one cattle per day equates about 5%-6% of its weight, in other words, a cattle with 450kg weight can excrete about 25kg manure per day averagely, then there is more than 9000kg for one year. In general, all types of cattle produce large amounts of manure: milk cows(62 kg/day), bulls (42 kg/day), beef cows (37 kg/day), steers (26 kg/day), heifers (24 kg/day) and calves (12 kg/day), so the quantity of cow dung from a cattle farm with certain scale is very huge . how can you collect the dungs if you don't stay in one place. Freedom Of Speech Is Not Everyone Agreeing On A Single Idea, Opinion or Thought. When we were kids in Nigeria we were never allowed to talk at home especially, when adults were around. My father was a bit liberal and he would allow us to talk but once visitors came in we would shut up ourselves or be giving a gagging order. I had a friend that only received a monologue from his father and was never allowed to speak back. At 16 he was already robbing people in Benin. I wonder why? They called it respect in Nigeria. But actually, it is muzzling of creativity and Freedom. That generation of adult that muzzled freedom of speech are still in government in Nigeria. Freedom of speech; is a principle that supports the freedom of an individual or community to articulate one's opinions and ideas without fear of retaliation, censorship, or sanction. When I went to America it was difficult for me to adjust to that part of life that children talked back at you because it was against my upbringing. I later on learned to appreciate it fully and now all my white nephews and nieces call me by my first name. Fellow Africans think they don't respect me. But in contrary, they have more respect for me that those in Nigeria. calling me by my first name is for them normal. In Nigeria they rather call me Chairman. That is also normal for them. But they will be the first to arrange for others to come and attack me if they are angry at me. This actually happened. I don't know about you, but I prefer to be called by my first name and my life is safe at your hand. You may not like the idea expressed based on that freedom. Many people will fight and argue until everyone sees and express the same idea they have. That is coercion to enforce uniformity of thought. It is a gagging order, the opposite of Freedom of speech. A gag order is an order, typically a legal order by a court or government, restricting information or comment from being made public or passed onto any unauthorized third party. Everyone of us is a completely different entity from any other person on earth so I can express my opinions based on my experiences in life which forms the interpretation of my reality. I don't expect you to agree with everything I say because your reality is different. So please don't expect me to agree with you on all your opinions. WHO ARE FULANI HERDSMEN? THINGS TO KNOW ABOUT THEM But the issue is not new - clashes between different groups of Fulani herders and farmers have killed thousands of people in Nigeria over the past two decades. In 2014, more than 1,200 people lost their lives, according to the most recent Global Terrorism Index. This made the Fulanis the world's fourth deadliest militant group, the report said. February's massacre of some 300 people in central Benue state and last month's raid in southern Enugu state, where more than 40 were killed, caused outrage across Nigeria. Properties were destroyed and thousands of people forced to flee their homes. This led to growing anti-Fulani sentiment in some parts of the country with the hashtag #fulaniherdsmen trending on social media. President Muhammadu Buhari, himself a Fulani, has responded to the public outcry and ordered the security forces to crack down on the cattle raiders. But the issue is much more complicated than this. Who are the Fulanis? They are believed to be the largest semi-nomadic group in the world and are found across West and Central Africa - from Senegal to the Central African Republic In Nigeria, some continue to live as semi-nomadic herders, while other have moved to cities Unlike the more integrated city dwellers, the nomadic groups spend most of their lives in the bush and are the ones largely involved in these clashes They herd their animals across vast areas, frequently clashing with farming communities They are often linked with another group, the Hausas, having lived together for a very long time. Some refer to the Hausa-Fulanis but they are different groups The Fulanis played a key role in 19th Century revival of Islam in Nigeria What is the fighting about? 1.Disagreements over the use of essential resources such as farmland, grazing areas and water between herders and local farmers are said to be the major source of the fighting. 2.Fulani herders can travel hundreds of miles in large numbers with their cattle in search of pasture. They are often armed with weapons to protect their livestock. 3.They frequently clash with farmers who consistently accuse them of damaging their crops and failing to control their animals. 4.The Fulanis respond that they are being attacked by gangs from farming communities who try to steal their cattle and they are just defending themselves. 5.The clashes used to be confined to Nigeria's central region, with the mainly Christian Berom farming community in Plateau state engaging in tit-for-tat killings with Muslim nomadic herders. But the continued effect of climate change on grazing lands has pushed the Fulani herdsmen further forward south in search of grass and water. This has widened the scope of the conflict with deadly incidents being increasingly reported in southern parts of the country, raising fears that the violence could threaten the fragile unity that exists among Nigeria's diverse ethnic groups. Why is the conflict so vicious and complicated? Apart from clashes with farmers, there have been allegations that some Fulanis have been involved in armed robbery, rape and communal violence especially in central and northern part of the country. Similar accusations have also been made against them in Ghana and Ivory Coast. Their association with the Hausa ethnic group and their nomadic nature has also made them vulnerable to attack, and they have been caught up in ethnic clashes not of their making. Much of the violence in central Nigeria dates back to the 2002 and 2004 clashes in the Yelwa-Shendam area of Plateau state in which thousands lost their lives. This saw ethnic, political, economic and religious tensions overlap and the consequences are still seen with deep distrust between mainly Muslim Fulani herders and mostly Christian farming communities, who see the Hausa-Fulanis as outsiders trying to take their land. The Fulanis are also sometimes attacked and have their animals stolen by bandits, prompting brutal reprisals. This is not unique to central Nigeria but the country as a whole. Police recently announced the arrest of several suspected Fulani militants armed with "dangerous weapons" outside the capital, Abuja. The men say they were on their way to recover their stolen cattle. Fulani associations have consistently denied any links to militants, saying they are being blamed for crimes committed by others. "It is not fair to blame us for every incident because in most cases we are the victims," Sa'idu Baso, a senior Fulani leader in eastern Nigeria, told the BBC. "Nigerian authorities need to do more to protect our people and their cattle," he added. Where do the weapons come from? The deadly nature of the violence has left many people wondering about the source of the arms being used to carry out the atrocities. The most common weapon used in these types of conflict is the AK47 assault rifle, Abubakar Tsav, a former federal police commissioner, told the BBC. He says that the conflict in Libya and Mali has increased the proliferation of small and large arms into the country because Nigeria's porous borders are uncontrollable. "Some people are exchanging stolen crude oil for arms and these are being easily shipped through our sea ports." Another theory being suggested is that the herders get their weapons from black markets across West and Central Africa, because they live in the bush and travel throughout the region. How serious is the conflict? The conflict has cost Africa's largest economy more than $14bn (£10bn) in the three years to 2015, according to the UK-based humanitarian organisation, Mercy Corps . It has "impeded market development and economic growth by destroying productive assets, preventing trade, deterring investment, and eroding trust between markets actors," it added in a report last July. The recent upsurge also represents a fresh security challenge for a country already stretched by the seven-year Boko Haram insurgency in its north-eastern region. Unlike that crisis which is concentrated on a fraction of the country, this conflict is occurring in almost every part of Africa's most populous nation. The UN says it is worried by the " complete impunity enjoyed so far by perpetrators of previous attacks", and called on the government to do more to protect its citizens. Reports in the local media say MPs are working on a law that will establish grazing areas across the country to douse the tension between the rival groups. But the move has proved unpopular with many, especially in the south. "The Fulani herdsman is running a business with his cows, why should we have to give up our lands for his interests," one man said on Twitter . However, it is difficult to generalise anything related to the Fulanis because in most cases, these nomadic herdsmen don't even know each other and carry out their activities independently. There is certainly no evidence that Fulani groups have a single political goal. So in many ways it is inaccurate to describe them as a single militant group. NEWS UPDATE: Kogi State Governor visits Minister of Agriculture, wants Kogi to be pioneer state for FG's cattle colony programme. The Governor of Kogi State – Alh. Yahaya Bello was today received by the Hon. Minister of Agriculture and Rural Development – Chief Audu Ogbeh on a courtesy visit in Abuja. Governor Bello who was accompanied by his Commissioner for Agriculture - Mr. Oloruntoba Kehinde and Special Adviser on SDGs – Arc. Abdulraheem Okara, said he was visiting the Minister to acquaint him on the progress being made in the agricultural sector in the state; seek FG’s support for specific programmes including the management of the Silos in Lokoja and to request that Kogi State be the pioneer state for the planned cattle colony programme of the Federal Government. According to the Governor, the state has effectively managed herders/farmers peaceful co-existence so far through regular stakeholders’ consultations and the inclusion of the cattle breeding community in the traditional administration of the various communities. The Governor also briefed the Minister on the giant strides recorded by the state in livestock, dairy and rice production. With the recent unveiling of Kogi's ‘Confluence Rice’, Gov. Bello said the local rice would be available in the 10 neighbouring states, upon the complete installation of Kogi rice Mill with a milling capacity of 50 tonnes per day by the end of the first quarter of 2018. Hon. Minister, Chief Audu Ogbeh congratulated the Governor for his foresight and interest in the new cattle breeding programme and commended his general achievements in agriculture. Chief Ogbeh noted that Kogi State is very important to Nigeria’s Value Chain Development Programme especially in Cashew and Cassava: “Kogi is the largest producer of cashew nuts in Nigeria and your large production capacity in Cassava has great foreign exchange potential through the production of ethanol, syrup and industrial starch. Kogi state has been earmarked for massive land clearing this year and we are also looking at establishing a cashew processing factory in the state.", he said. The way Forward: Start With A Total Cow Meat BoyCott. People ask me what is the way forward? I always have the same answer. ACTION. Nigerians don't take a collective actions. The only people that have always stick with themselves are the Fulanis and Hausas. That is why they have dominated the country so long. You may not like it but it is the way it is. Edo Man will rather stick with an Hausa man than help an Esan man. Vice versa. Yet he will complain that he is being dominated. Why will he not be dominated. It is the survival of the fittest. Everybody wake up daily and look for their own food, even the educated ones. Nobody call the other to say, what do we need to do today collectively to move our situation further. Every single victim killed by the Fulani herdsmen has a Governor, Senator, Representative, A chief and even a King or Oba and probably a Pastor. What did they do? NOTHING. Go and kill a Fulani in his hometown and see what will happen to you. Take the Fulani Herdsmen menace. Many of us know the Fulani cattle herdsmen leaders who are orchestrating this violence by name and the security operatives know them too. In Edo State the names of some of these people are on the document on this page. I have dealt with them. They have shot at me with AK47. I stood my ground until some Edo citizens decided to help the Fulanis to finish the Job and kill me then my wife forced me to leave. So I am surprised the government don't know them. Nigerians must one day stop talking, hissing and sighing and do something. First, the South, East and Middlebelt must stop eating cow meat. Total Boycott and demand that this mess stop otherwise nobody will eat meat anymore. That doesn't cost anybody any money and Buhari cannot force you to eat meat. right? However, It is the same Eastern, the Southern and the Middlebelt indigenes that will betray any leader of such movement in Nigeria to the Fulani. Why? Most of the people profiting from this cattle nonsense in Nigeria are from these regions. So The Fulani will always roam, kill and lame. It is just the start. Nothing ever gets fixed unless people work on them. For one reason or the other, When money is involved most Nigerians have not learned to do what is right no matter what?
