[b]b]For the first time since records began black and mixed race people form the majority of Brazil's population, the country's latest census has confirmed

Preliminary results from the 2010 census, released on Wednesday, show that 97 million Brazilians, or 50.7% of the population, now define themselves as black or mixed race, compared with 91 million or 47.7% who label themselves white.

The proportion of Brazilians declaring themselves white was down from 53.7% in 2000, when Brazil's last census was held.

But the proportion of people declaring themselves black or mixed race has risen from 44.7% to 50.7%, making African-Brazilians the official majority for the first time.

"Among the hypotheses to explain this trend, one could highlight the valorisation of identity among Afro-descendants," Brazil's census board, the IBGE, said in its report.

According to the census, 7.6% of Brazilians said they were black, compared with 6.2% in 2000, and 43.1% said they were mixed race, up from 38.5%.

In 1872, when Brazil's first census was conducted, the population was split into just two groups: free people and slaves, who then represented 15% of the population.

The IBGE said that while its researchers had detected the trend about three years ago, the 2010 census was the first full nationwide study to recognise the phenomenon.

In an interview last year Brazil's minister for racial equality, Elio Ferreira de Araujo, attributed the change to growing pride among his country's black and indigenous communities.

"People are no longer scared of identifying themselves or insecure about saying: 'I'm black, and black is beautiful,'" he told the Guardian.

Ivonete Carvalho, from the government's racial equality ministry, said African-Brazilians were increasingly willing to stand up and be counted: "I'm here. I'm me. I'm not ashamed of my history."

Race campaigners welcomed the growing number of self-declared African-Brazilians, but the census also underlined how the vast social divide between Brazil's white and non-white populations persists.

The 2010 census – a massive operation which involved about 190,000 census takers visiting 58m homes – found that in major cities white inhabitants were earning about 2.4 times more than their black counterparts.

In Salvador, a former slave port with one of Brazil's largest black populations, the findings were even worse: whites earned 3.2 times more than blacks.

"It is a vicious circle," Marcelo Paixão, an economist from Rio's UFRJ University told O Globo. "Poor salaries lead to worse education, which is a barrier to getting a good job. We need more public policies."

A parallel study, released this week by the Data Popular Institute, provided further evidence of the racial divide that continues to blight Brazilian society. The wealthiest group of Brazilians – known as "Class A" – was made up of 82.3% white people and just 17.7% African-Brazilians.

In contrast "Class E" – the poorest section of society – was 76.3% African-Brazilian and 23.7% white.

The same study found that 31.3% of Brazil's white population had private health plans, compared with just 15.2% of the black population.

In an interview this week Ivone Caetano, a prominent African-Brazilian judge in Rio de Janeiro, painted a bleak picture of life in the place some call South America's "rainbow nation".

"In Brazil every black person is going to be a victim of racism, prejudice [and] discrimination, whatever your position," she said. "Our prejudice is disguised and hypocritical."

A news report on the census findings aired by the Brazilian channel Record TV said the rise in Brazil's officially black and mixed race population was "a signal of growing pride among the descendants of Africans". The story was presented by a white reporter and introduced by two white news anchors.

Brazil has overtaken the UK as the world's sixth largest economy, an economic research group has said.

The Centre for Economics and Business Research (CEBR) said its latest World Economic League Table showed Asian countries moving up and European countries falling back.

The CEBR also predicted that the UK economy would overtake France by 2016.

It also said the eurozone economy would shrink 0.6% in 2012 "if the euro problem is solved", or 2% if it is not.

CEBR chief executive Douglas McWilliams told BBC Radio 4's Today programme that Brazil overtaking the UK was part of a growing trend.

"I think it's part of the big economic change, where not only are we seeing a shift from the west to the east, but we're also seeing that countries that produce vital commodities - food and energy and things like that - are doing very well and they're gradually climbing up the economic league table," he said.


A report based on International Monetary Fund data published earlier this year also said the Brazilian economy would overtake the UK in 2011.

Brazil has a population of about 200 million, more than three times the population of the UK.

Brazil's economy grew by 7.5% last year, but the government has cut its growth forecast for 2011 to 3.5% after the economy ground to a halt in the third quarter, with analysts blaming the country's high interest rates and the worsening situation in the eurozone.

And although Brazil currently sells more to China than it imports, Brazilian manufacturers have complained that their industries are being affected by cheap mass-produced goods from the Asian giant.

The CEBR also said that Russia moved up one spot in its league table to ninth in 2011, and predicted that it would rise to fourth spot by 2020.

It predicted that India, the world's 10th biggest economy in 2011, would become the fifth largest by 2020.

And it said European countries would drop down the table, with Germany falling from fourth in 2011 to seventh in 2020, the UK from seventh to eighth, and France from fifth to ninth.

[b]Nigerian Liquefied Natural Gas Limited (NLNG) is moving its entire headquarters operations presently located at C&C Towers in Victoria Island, Lagos to Port Harcourt with immediate effect. The movement involves over 400 staff and would be completed by the end of November.

Authoritative company sources told The Nation on Sunday that the decision to fast-track the relocation is causing considerable unease within the company. It was the single item issue that came up for discussion at the NLNG board meeting which held in Dubai last week.

The board was reportedly divided over the wisdom of the sudden relocation. However, the Presidency is said to have come down on the side of those backing the movement. Originally, the transfer was to be effected in phases, with the process concluding in 2013.

The movement is part of the company’s measures to save costs, ensure greater efficiency by moving operations to the region where the NLNG plants are located. The company operates six liquefaction units (LNG trains) on Bonny Island in Rivers State where it produces 22 million metric tonnes of LNG per year - roughly 10% of the world’s consumption.

Staff opposed to the move – many of whom have resided in Lagos for very long - are said to be worried about the disruption of family life that the relocation would cause. Others are said to be afraid that their career prospects could be adversely affected by the movement to Port Harcourt. There are issues of job alignment between staff holding parallel positions in Lagos and Bonny.

Such is the level of anger and disquiet that the planned relocation causing that some senior management staff are said to threatening legal actions and, in some instances, resigning from the company altogether.

A senior manager who spoke to The Nation on Sunday anonymously said: "A lot of people are not happy with the way the matter is being handled by a select few. It is against the established practice and tradition in the company." A staff briefing is expected to be carried out shortly by NLNG management to inform workers on the modalities of the movement.

The movement which would be a boost for the Rivers State economy would affect Lagos State negatively as she stands to lose millions in corporate taxes paid by NLNG to the state government.

Nigeria LNG Limited was incorporated as a limited liability company in 1989, to produce LNG and natural gas liquids for export. It is jointly owned by Nigerian National Petroleum Corporation (NNPC) 49%, Shell Gas B.V. 25.6%, Total LNG Nigeria Ltd 15% and Eni International 10.4%.




In recent years the company has been trailed by controversies over bribes of $180 million allegedly paid by the TSKJ consortium of engineering companies to Nigerian federal government officials between 1994 and 2004 to obtain contracts worth more than $6 billion for building the LNG facilities.

AGAINST the backdrop of plans by the Boko Haram sect to hit some government’s targets (National Assets) on or before today (October 1, 2011), military authorities in Abuja who got cracking following the groups’ threat to dent the nation’s 51st anniversary celebrations, have arrested about 950 suspects made up mostly of foreign national from Niger, Chad and Sudan.

The suspects Saturday Vanguard gathered, were arrested in the dead of the night (Between 2am and 4am) at several entry points into the federal capital city including Suleija, Zuba and Mararaba by military intelligence and military Police operatives of the three Battalions that make up the Guards Brigade in conjunction with soldiers of the Army Headquarters Garrison Abuja.

Saturday Vanguard was told that the arrest of the suspects who obviously had sinister motives for wanting to flood the country, was made possible due to the discovery that many of these nations’ who hitherto entered the country from across the borders in large numbers using trailers and trucks as mode of transport, re-strategized and resorted to using taxi’s and Kabukabu with a view to beat security checkpoints.

Several dangerous weapons including AK 47 rifles, Pump Action guns and dangerous/poisonous arrows were said to have been recovered from some of the arrested suspects who could not tell security agents what they were coming to the FCT to do.

A source said, “From the look of things, it appears these people were on an invasion mission because there is no other explanation why so many Nigeriens, Chadians and Sudanese would head for the nation’s capital at this particular time with bows and arrows, guns and other dangerous weapons”.

Meanwhile Saturday Vanguard can report that the truth behind some of the mysterious and unrelentless mode of bombings and gun attacks on innocent Nigerians by the Boko Haram sect which for many months defied understanding by security agencies in the country, was becoming clearer as the military task force in Borno is said to have apprehended several members of the sect particularly the ‘strike force’ department of the group in Maiduguri, Borno State.

The Military Task Force was however shocked to discover that many of the suspects arrested following intelligence findings and confessions by fellow members of the sect included Igbo youths, retired and serving soldiers, retired serving Policemen and as well as Immigration personnel whose roles included paving the way for foreign recruits of the sect to come into the country for which they have benefitted to the tune of millions of naira from the sect.

The Task Force also discovered that the leadership of the Boko Haram sect had been playing a fast one on security agencies by using some of these Igbo youths who are the least group of persons to be suspected because they or their kilt and kin resident and doing business in Maiduguri and other Northern states like Bauchi, Katsina, Niger and Kaduna states, have suffered a lot during the attacks and bombings.

So while the Army and other security agencies were gunning for stock of the Hausa/Fulani tribe as suspects, the sect was actually discovered to be using Igbo youths many of whom were born and bred in the North, in these areas to perpetuate the dastardly act for sums of money ranging from N300, 000 to N500, 000 depending on the success of the blast, the destruction caused, and the impact such attack must have made on the nation’s mass media.

It was further gathered that most of the bombs used for that attacks which are assembled locally, were also done by experts some of who are either retired military or retired police personnel, who arm those that are sent out to detonate the bombs and kill innocents citizens while most of the assassination of either politicians, religious leaders or influential persons that may have spoken out and condemned the perpetrators of the menace are usually carried out by trained snipers from either the military or the police.

As a result of the suspected involvement of retired military personnel, who could be members of Boko Haram Vanguard learnt that the Army authorities are now working or taking a second look at the possibility that the bombing of the Army Barracks Mammy Markets in Bauchi this year and Abuja last year, may have recorded success because of the input of this ex-officers.

Consequently, there are indications that new intelligence screening measures would be put in place by the Army authorities to try and fish out personnel in the system who may be sympathetic to the course of Boko Haram and may still abound in the force to prevent further danger to not only the military itself but to Nigerians as a whole.

Saturday Vanguard also learnt that the difficulty in security agencies being able to trace the hideouts and arrest the leaders of the Boko Haram sect, was due to the fact that prompt information detailing the plans of security agencies always gets to them from their informants within the security apparatus whenever their (Boko Haram) camps were to be raided.

On the involvement of Politicians, some elders of the area and other influential Nigerians from the North, Saturday Vanguard was told that judging from the amount of money said to be involved as benefits when these murderous attacks are carried out, the finances are definitely coming from rich people who will soon be unraveled by the task force.

Asked what role some suspected officials of the Immigration service would have played to be involved, Saturday Vanguard was told that the involvement of citizens from Niger, Chad and Sudan, in the activities of Boko Haram may have been facilitated by the Immigration officials who allow them into the country unchallenged after inducements. They also open the borders for these foreigners to escape when security agencies are in pursuit of them for the various atrocities against the nation.

Consequently, we learnt that the successful detonation of the twin bombs at the Police Force headquarters in Abuja on the 16th of June this year, followed accurate information passed by ex-Policemen who are members of the group, to the bomber on the timing and movement of the IGP and how to beat the security at the entrance into the Police headquarters by staying at a strategic position and speeding through, moments after the IGP would have entered force headquarters.

It would be recalled that the Interim Report on the Police headquarters bombing showed that the car carrying the bombs, captured by the CCTV recording, was stationed opposite the Total Filling Station, near force headquarters and sped through few minutes after the IG entered and made for the IG’s parking lot before ASP Nangor Damtip and other officers accosted him and forced him to move to the general car park where the bombs exploded and the ASP, father of 10 children, who later took charge of the vehicle, was blown to pieces.[/b]

The video had circulated for weeks around the campus of Abia State University near Nigeria's southern oil-rich delta before being posted on the Internet.

It appears to take place in a single-room dormitory or student hostel.

Nigeria's Youth Minister Bolaji Abdullahi has issued a statement calling for the university and police to arrest and prosecute the men shown in the video, as well as offering assistance to the woman.

However, the university and state government officials have denied the video's authenticity and that it took place near or on school grounds, Effah-Chukwuma said.
Abia state police spokesman Geoffrey Ogbonna said that no one reported the rape to university officials or to any of the state's police precincts.

Nigeria's federal police force also remains largely incapable of investigating crimes, as its officers routinely harass motorists for bribes at checkpoints and arrest citizens randomly to collect so-called "bail money."
Activists say they fear for the woman shown being attacked in the video, who now may be shunned by those who can identify her face.
'Why should I come out and speak of my victimization when I'm going to receive secondary victimisation?' Effah-Chukwuma asked.

After a while she gave in and instead of fighting, she started pleading, and after her pleas fell on deaf ears, she begged them to kill her that she couldn’t take the pain anymore. These boys laughed at her, made fun of her and told her that if she didn't co-operate, they would keep her in the room and continue raping her for two days.

After a while she gave in and instead of fighting, she started pleading, and after her pleas fell on deaf ears, she begged them to kill her that she couldn’t take the pain anymore.
