Speaker of House of Representatives, Dimeji Bankole, may not come out unscathed from a fresh offensive being planned by some of his colleagues, who are regrouping to open another inquest into the N2.3 billion car purchase scandal and the N5.2 billion rural electrification scam involving Hon. Ndudi Elumelu and three others.

Also some principal officers of the House have been fingered in a fresh N150 million scam, said to be used for the second anniversary celebration of the legislative chamber under Bankole. This is even as some lawmakers who were shut out in the sharing of the money, are demanding for a full account of how the amount was spent.

Meanwhile, Daily Champion gathered yesterday that the renewed offensive followed alleged involvement of some principal officers of the House in the N5.2 billion electricity scandal.

There are fears in the House that more heads may roll as Elumelu and other principal actors in the scam had vowed to open up on the details of Bankole’s involvement.

Daily Champion also gathered that the anti-Bankole group is unhappy with how the N2.3 billion car purchase scandal was swept under the carpet and the image problem it created for the House.

The new group which is already collecting signatures for possible impeachment move, was said to have frowned at the way Elumelu and others were sacrificed while Bankole was shielded.

A source told Daily Champion that the new group is closely linked to disgraced former speaker, Patricia Etteh, who it was gathered, wants to use the opportunity to cut her pound of flesh.

The source said the group had enlisted the support of some vocal lawmakers for the renewed offensive against the House leadership.

Daily Champion gathered that trouble started last weekend following a fresh allegation that the leadership of the House influenced the report of the Ethic and Privileges Committee which absolved Bankole and his leadership of complicity.

The Committee on Ethics and Privileges had earlier absolved the speaker of any complicity in the said scam.

The source told Daily Champion that leadership of the House, which had earlier resolved to sacrifice the deputy speaker Hon. Bayero Nafada, who was at the centre of the scam, made a u-turn when the deputy threatened to spill the beans.

It said the deputy speaker had at a meeting declared that he would not go down alone, and that he would open up on the transaction if the leadership fails shield him.

Daily Champion gathered that the speaker was forced to call for a meeting between the House leadership and the Economic and Financial Crime Commission (EFCC) during which a bail out was secured for the deputy speaker.

It is believed that re-opening the car purchase scandal would consume Bankole who has been increasingly growing unpopular among his colleagues especially with the power scandal.

Though efforts have been made to speak to Bankole on the matter, he has preferred to remain mute. A close aide however told Daily Champion that the speaker has been wary of talking to the press for fear he may be brought to task to answer questions over his involvement in the numerous financial scams rocking the House he leads.

Lamentations of marginalisation against the South East geopolitical zone are as old as Nigeria's Independence. It was this same allegation of social and ethnic subjugation that led to the Nigerian civil war. Shortly after the war, all Igbo men that had accounts in banks before the war were given just two pounds and most of their possessions before the war were labelled abandoned property. The level of impoverishment and economic stagnation, which this policy foisted on Ndigbo led them to take their destinies in their hands. They went into commerce and later industry. Most water and electrification projects in Igboland were 80 per cent self-help, while governments of various states contributed the remaining 20 per cent. Roads construction and maintenance were largely undertaken by individuals, cooperative societies and town unions. Today, what is seen as infrastructural growth is credited to the people, not to governments.

Former Ohanaeze Ndigbo President, Dr. Dozie Ikedife, told Daily Independent that, "What this shows is that we are still a conquered race and the then Federal Government's policy of reconciliation, rehabilitation and reconstruction was mere lip service. Our people have almost resigned to fate and this is most unfortunate. Every Federal Government project in Igboland is not handled with dispatch, and the type of politics they play with them is indeed a show of shame. We shall continue to clamour and shout against this marginalisation and to make the powers that be remember that this country stands on a tripod of Igbo, Hausa and Yoruba, and should be treated as such. No group is less Nigerian than the other, so we should be given our pride of place in the Nigerian polity."

While Ikedife laments the ruins of the South East, the National Assembly members of Igbo extraction appear to have taken the war to the chambers of the Senate and House of Representatives. Leading the pack, so to speak, is Senator Annie Okonkwo, representing Anambra Central zone in the Senate. When he spoke with Daily Independent in Awka over the weekend, the picture was that of rising hope. Okonkwo, who is also Deputy Chairman, Senate Committee on Environment, lamented that ecological disaster has become the bane of the South East and Anambra in particular.

"The ecological fund is something the Federal Government has introduced that is geared towards checking the menace. No state government will claim it does not receive ecological funds monthly. This is not part of the states' budget or allocation. But it is unfortunate that some of the governors use the money for something else than the purpose for which it is meant.

"To this effect, we are creating an agency that will properly manage these funds and not leave them in the hands of the Federal Government. Like in Anambra State, we are setting up an Erosion Trust Fund, which is targeted at generating N100 billion to tackle erosion in the state. The fund has eminent Nigerians from all sectors of the economy and the funds shall be applied towards reclaiming of sites, research and preventions.

Also, displaced families and communities would be assisted through these funds. We shall also go a step further in carrying out similar projects in all states of the South East and get well-to-do members of the communities and the private sector to also contribute to this venture. This would play a complementary role to the Federal and state governments' efforts," he said.

Okonkwo was even more passionate about the decay of infrastructures owned by the Federal Government. "More than N600 billion was spent on works, but nothing was seen in the South East zone. The Senate set up a committee on that and we discovered that the South East is the worst affected. But we have been able to include most of the roads in the 2009 budget. The issue of second Niger Bridge has been very controversial. We discovered loopholes in the contract paper and the idea of building it through public private partnership is unacceptable to us. Financial contributions of the Federal Government is enough to complete the project, so, the PPP business is more or less politics, and I must tell you that no contract was actually awarded. Currently, the South East senators are already putting up a case for funds to be provided for the project and in no distant time work on would commence," Okonkwo said.

When asked about Enugu Airport, Okonkwo announced that the Federal Government has upgraded the Enugu Airport to international status. "Very soon, funds would be made available for us to put facilities in place for it to function effectively as an International Airport, and this would also improve economic activities in the South East."

The agitation for construction of a seaport in Onitsha and the dredging of River Niger formed part of questions asked Senator Okonkwo, and indeed it drew t the emotion of the Senator, as he lamented the fate of businessmen in the South East.

"It is unfortunate that people do business of importation and manufacturing and go through hell. People have made several demands for a seaport and dry port so that goods and vessels can come into Onitsha. If that is done, and with the International Airport in Enugu, the South East will be better off.

"We believe something will be done about the River Niger. But the Federal Government alone cannot do it. The South East states can also contribute to dredge the Niger and build port for our people. Corporate bodies can also participate in the project and ensure it becomes a reality. This would save our people the risk of transporting containers and other goods through roads, and also improve the revenue of the respective states," he said.

Okonkwo did not fail to announce that as part of his constituency project 23 communities have benefited from his community development project in seven local government areas, adding that 10 more communities would also benefit, and in no distant time the 58 communities that make up the zone would have benefited from his community projects.

I passed through Chicago (O'Hare) airport barely two weeks ago flaunting my green [b]pali [/b]and no one subjected me to one single check different from the routine check meted to other travellers. Infact, in all my sojourn abroad counting 7 years now, only once was I stopped at an airport in Europe, and that was even before I was asked for my passport. They later apologized and explained that I had passed through a ''wrong'' place and so they suspected I was up to something. What is the ado about? Nigerians like to hype and magnify everything. Dora must have been checked out like any other person would be, but she thinks her ministerial powers exceed the boundaries of her country.

Imo and Abia are oil producing. Anambra and Enugu are oil-bearing which oil is capped (reserved), waiting for when the ND oil finishes. In terms of gas, Anambra and Imo also produce/contain gas. ND people should bluff with oil for the north and not for Ndigbo, as we have enough to sustain us should Nigeria break up.
Importantly, Ndigbo do not need land or oil/gas from ND land.

I will like those envious, hate-filled anti Igbo elements on this forum to see the names of those who have contributed significantly in rendering Nigeria's economy comatose. The bribe monies are enough to undertake one developmental project or another. When these individuals are added to the gamut of others with corruption cases pending with the EFCC, it becomes clear from where, in the main, rain began beating Nigeria. Meanwhile, *Jona, Billymuse, Becomerich aka Hisname, Lamidi-Obi and Submacgun, amongst others should take note.

Halliburton: Suspects’ passports seized

•Obaseki, Etiebet, Kupolokun affected

MALACHY UZENDU, Abuja

The joint security panel probing alleged complicity of some Nigerians in the$180 million Halliburton bribe scandal, yesterday ordered the witnesses who have appeared before it to deposit their international passports with them.

The panel also asked them to be reporting to them every week until investigation into the allegation was concluded.

The panel headed by the Inspector-General of Police (IGP), Mr. Mike Okiro invited former head of state, General Abdusalami Abubakar (rtd), former petroleum ministers, Chief Jackson Gaius-Obaseki, Funso Kupolokun, Chief Dan Etete and Obong Don Etiebet.

Also said to have been interrogated by the committee was the former Director-General (DG) of Nigeria Security Organisation (NSO), Alhaji Umaru Shinkafi, for allegedly playing a prominent role in the bribe scandal which has attracted global attention.

All the witnesses were allegedly listed among prominent Nigerians invited to the panel for clarifications. They spent over three hours with the panel.

Last Week, sources at the Okiro panel told our reporter that Abubakar had obtained the panel’s permission to travel abroad for medical treatment and to report back this week.

Former Inspector-General of Police (IGP), Alhaji Mohammed Dikko Yusuf, had appeared at the panel and gave evidence on what he knew concerning the scam.

Shinkafi and Etiebet were said to have arrived at the Louis Edet House, Abuja as well as Gaius-Obaseki and Kupolokun were drilled by the panel, on the money they allegedly received as bribe as well as any information said to be available to them on the alleged bribe money.

Daily Champion also gathered that Obaseki and Kupolokun also appeared before the panel and gave evidence last week.

As at press time, it could not be ascertained if Etete, another former petroleum minister, who was also asked to appear before the panel, had honored the invitation.

Owing to wide outcry over the complacency of government in investigating the Nigerian counterparts in the Halliburton contract scam, for which several individuals and companies have been punished in the United States, President Umaru Yar’Adua administration’s empanelled the Okiro-led body to look into the matter.

However, following startling revelations said to have been made by witnesses at the panel, the dragnet of witnesses was extended.

Apart from these prominent figures, some aides of some former top leaders were also said to have been named in the scam.

The Halliburton bribery tale has been a worrisome issue since it broke in 2003, following an investigation of KBR, a Halliburton subsidiary, over payments to a range of high profile Nigerian officials in the executive, Nigerian National Petroleum Corporation (NNPC) and the Niagerian Liquified Natural Gas (NLNG).

The contract was worth $6 billion. Kellog, Brown and Root (KBR), the Halliburton subsidiary that got the job, was part of a four-company joint venture on the project. The company has already pleaded guilty and agreed to pay a fine of $520 million.

In the USA, KBR admitted that before the award of the contracts, KBR’s former boss, Albert Jack Stanley and others met with three successive former holders of a top-level office in the executive branch of the Nigerian government to ask the office holders to designate a representative with whom the joint-venture should negotiate bribes to Nigerian officials.

Two representatives were accordingly hired - a consulting company, Tri-Star, based in Gribraltar and a trading company based in Tokyo. Tri-Star was paid $132 million, while the Tokyo Company got $50 million. All the monies were said to have been passed to Nigerian officials, according to documents on the website of the US Justice Department.
