Fleeing robber jumps to death in Lagos

A suspected armed robber, weekend, in Lagos jumped and hit his head on a staircase in a bid to escape police arrest. Police sources said the suspect and his gang members were dispossessing some residents somewhere in Victoria Island of their valuables including cash when a distress call was sent to the police. A team of anti-robbery squad from the Adeniji Adele Division reportedly rushed to the scene and engaged the hoodlums in a shoot-out following which one of them identified as Akeem Rasaki Olore was arrested.


However, another member of the gang whose identity was yet to be ascertained at press time took a fatal leap and landed on his head. He died on the spot.

The state command spokesperson, Mr. Frank Mba, who confirmed the incident said the case was already before the Special Anti-Robbery Squad (SARS), Ikeja, adding that the arrested suspect was helping the police in their investigations.

According to him, one single barrel gun, seven live cartridges and a bag containing assorted mobile phones were recovered from the hoodlums.

The military in Nigeria has been accused of killing 1,000 civilians during an upsurge in operations against militants in the oil-rich Niger Delta.

"They, bombard entire communities from the air, sea and land," said the Ijaw National Congress which represents the region's largest ethnic group.

A Nigerian military spokesman dismissed the allegations as unfounded.

The army has freed 17 hostages, mostly foreigners, held by militants fighting for a greater share of oil revenues.

But the military action has "resulted in over a thousand deaths, because we dared to ask for our rights," said Victor Burubo, spokesman for the Ijaw National Congress.

He called on the United Nations to intervene in a BBC interview.

The Movement for the Emancipation of the Niger Delta (MEND) declared "all-out war" on the Nigerian government after an attack on one of its camps deep in the swamp lands on Friday.

'Rescue operation'

A second hostage being held by Mend militants was killed in fighting with government forces.

In the upsurge of violence - the worst in months - the military have used naval gunboats and there are claims of helicopter gunship attacks, the BBC's Caroline Duffield reports from Nigeria.

The army says the offensive is a rescue operation to save the crews of two ships hijacked by gunmen last Thursday, and that nine Filipinos, four Ukrainians and four Nigerians have been freed so far.

A Mend statement said: "We regret to announce that two hostages have been killed by the indiscriminate shelling."

It said their bodies would be given to the Red Cross, but gave no details of nationality.

However they are involved in extortion and massive oil theft as well as kidnapping, our correspondent says.

They had ordered oil companies to pull out their staff by Saturday. The group also says it blew up two major gas pipelines over the weekend.

Analysts expected renewed violence between militants and the military after Mend rejected an amnesty offered by the government.

The government has still not officially said the offer is off the table.

The project will lead to increased carrying capacity of goods as the carrying capacity of barges and tanker barges are much more than those of trailers and other road based vehicles.

The capacity of most barges is 1,000 tonnes upwards, which consists of more than 33 trailers of 30 tonnes each. When the River Niger is dredged, it will improve economic activities in the adjoining communities as it will bring increased shipping activities along the dredged channels. Commerce would be enhanced and employment will be generated especially along the port areas. It is obvious that this project when completed will ensure cheaper and safer means of transportation. A 1,000 tonnes barge carrying goods from Port-Harcourt to Onitsha is expected to consume less than half the quantity of fuel as would a trailer carrying only 30 tonnes of goods for the same distance. When the cost is distributed among units of goods, it must be noted that the prices will definitely come down. It should be noted that carrying these goods in a dredged channel is also safer since probability of accident is negligible, "

Umbrella body of the militants in the Niger Delta, Movement for the Emancipation of the Niger Delta (MEND), has sent out a chilling signal, threatening an impending attack on the Federal Government, and particularly, Northerners who occupy prominent positions in the oil industry.

"Our message to the Northern Sultans and Emirs is this: The period of exploiting the Niger Delta is coming to an end. It is not the birth right of your people to rule the Federal Republic of Nigeria.

"The war is just beginning and by the time it ends, Nigeria will practice true federalism such as fiscal federalism which will benefit the entire populace. Let your people brace themselves to develop their resources and such a bold change will be remembered," Jomo Gbomo, MEND's spokesman said in an electronic mail on Sunday.

The threat came a few hours after the Special Adviser to the Rivers State Governor on Budget, Austin Ngor, was kidnapped and moved to an unknown destination.

It was not clear what the demands of the kidnappers are, but the governor's Chief Press Secretary, Blessing Wikinaka, has warned them to free the man immediately as there was no just reason for his abduction.

Meanwhile, MEND two of the hostages in their custody killed "in the course of the war".

It said the remaining one has been relocated to an unnamed camp in Delta State.

MEND dared the security outfit, Joint Task Force (JTF), to destroy all its (MEND's) camps, which it said, were spread in many places across Niger Delta region.

The MEND's spokesman said, "The British hostage, Mr Matthew Maguire, has been relocated to Delta State and will be a guest of one of the camps there".

He added: "Nigerians should now brace up for the worst from the decisions of an incompetent leadership.

"The Niger Delta people who have endured injustice and genocide for over 50 years must be ready to fight for change as our destiny should not be in the hands of others but ourselves.

The group said it was embarrassed at the "performance of the Nigerian Armed Forces who performed like poorly trained amateurs by bombing indiscriminately into civilian communities using helicopter gunships and fighter jet planes.

"Civilians should have been allowed to leave the area before the attack. This simply has shown that the government is insensitive to the Niger Delta people.

"If the Army's mission was to also rescue the hostages, then that again was a botched and ridiculous attempt because the hostages were not at any immediate risk except for their temporary freedom.

"We regret to announce that two hostages have been killed by the indiscriminate shelling and two more are still in our custody.

"We are happy that all of them were not killed by the Army. The bodies of the dead men will be handed over to the Red Cross. MEND deeply regrets the avoidable deaths".

It denied claims that the Army captured a plane from one of its camps.

"If my memory serves me right, the plane in question is a toy remote controlled plane which can be purchased from any toy shop. It is rather shameful that they cannot distinguish the difference between a toy plane and a drone.

"As promised, we have begun nibbling again at the oil infrastructure. Already, two major trunk pipe and gas lines, which were recently repaired, have been blown up. This is just the tip of the series of attacks we plan to carry out.

"For the Nigerian government to declare victory, troops must be able to secure every inch of pipelines and eliminate the over 500 camps stretching from Ondo to Akwa Ibom.

"What the government has been successful in doing is committing genocide against the Ijaw communities whose offence, it seems, is discovering oil in their backyards," the group said.

FG gets states' backing on River Niger dredging

RIVER Niger's host state governments have finally endorsed the proposed dredging of the river from Baro in Niger to Warri in Delta State by the Federal Government. The N36 billion project is expected to commence next month while the Environmental Impact Assessment (EIA), which was conducted many years ago, is to be revalidated.

The result of the EIA then was favourable although it revealed some negligible negative impact, which could be managed by the government.

Commissioners for Transport and Environment from Delta, Edo, Niger, Imo, Kogi. Rivers and Bayelsa states had a parley with the Minister of Transport, Alhaji Ibrahim Bio, in Abuja last weekend over the dredging project and they all expressed their support which they described as laudable.

The Commissioner for Transport in Edo State was the first to register his support for the project when he commended the Federal Government for conceiving the idea to dredge the river for the benefit of the people in the host communities. He said the Benin people were already enjoying the positive impact of the river in the city that was dredged sometimes ago by the state government.

To Mrs. Comfort Chinwe Chukwu, Commissioner for Works and Transport in Imo State, the Federal Government would have to be commended for initiating the project that could transform the host communities.

"While I commend the Federal Government for this laudable project, I want to suggest that there is need for sensitisation in order to disabuse the minds of the local residents", she said as she advised on the need to the constitute committees that would highlight the benefit of the dredging to the rural dwellers.

Her Delta state counterpart, Mr. Penakeme Benafa, was more agitative, as he asked to know if the tributaries of the River Niger in Delta State would also be dredged to give the project the desired meaning to the people.

He also said if the government would provide alternative source of portable water to the communities along the river in the state since most of them depended on the river for their portable water.

"I want to thank the minister and the President of the Federal Republic of Nigeria for this project. Delta State will be affected by this because we have about nine local governments along the River Niger. The dredging will definitely affect our fishing activities since our livelihood depends on fishing. The water will be polluted and we drink from the river. How are we going to be getting drinking water. The Escravos channel needs to be dredged for big ships to come into the ports".

The Commissioner for Transport in Rivers State also spoke for his people. He said: "The dredging of the River Niger has been in the pipeline for sometime now, but if the Federal Government wants to do it now, we have no choice than to support it even if it will have some negative effect on our communities since the gains will far outweigh the disadvantages. But we want to know if the dredging will include the removal of wrecks from the waterway".

Some Ijaw youth leaders were also at the ministerial parley in Abuja where they registered their support for the dredging project, which will hopefully commence next month.

Beki Apera is the president of Bayelsa Youth Federation. He said: "We once opposed the dredging, but I will now go home to convince our youths because we have been properly briefed and informed about the dredging. We will tell them not to kidnap while the dredging last because it is of benefit to us".

The Director in charge of EIA at the Federal Ministry of Environment, Dr. Oluwole Ameyan, said one of the conditions to be satisfied before the commencement of the dredging was the revalidation of the EIA report carried out many years ago since the various variable then may have changed.

He said the only authentic EIA on the project was the one earlier conducted because it was based on a lot of modelling.

According to him, the project can not commence without the validation of the EIA "as the variables in the earlier report are likely to have changed by now". He also said there was the need for consultation with the communities involved "to resolve all confrontations in a project of this magnitude".

The government awarded the dredging contract of the river to six contractors in five slots last month. They are Fungtai Nigeria Limited, which was awarded the first slot, slot two went to Dredging International while lots three and four were awarded to Van Oord. The company that dredged the Calabar channel two years ago, while the last of the slots went to Williams Lloyds Nigeria Limited.

All the dredging companies are to be paid over N35 billion for the job while the consultants that would supervise their job on behalf of the Government would be paid about N1.2 billion for their consultancy services. The consultants are AIMS Consultant Nigeria Limited, Royal Haskony, Dredging and Marine International, Enplang Group and Jayuta International Limited.

The dredging contract was first awarded by the Chief Obasanjo's administration in 2007 but the contractors were unable to move to site due to fund paucity.

The project initial hitches included the litigation against it by the people of Niger Delta as the Ijaw National Congress took the Federal Government to the Federal High Court in Benin to seek an injunction to prevent its commencement unless the EIA of the affected area was undertaken. The government complied and the EIA was produced.

Before and shortly after independence, inland waterways transportation was a major mode of movement of passengers and goods in Nigeria. Companies such as UTC, CFAO and UAC transported a lot of imported goods from the ports to the hinterland and also moved all agricultural goods from the hinterland to the southern parts of the country through the River Niger. During the Nigerian civil war, the River Niger was intensively used for the movement of arms. These advantages of water transportation have since been eroded with the advent of road network in the country.

The Plateau State government yesterday described some Fulani herdsmen who were deported from Bashar in Wase Local Government as terrorists who invaded the area with a hidden agenda. The government also wondered why a group of people will suddenly appear in large numbers in a place at a sensitive period of crisis with arms, and yet would want to impose themselves on those they met on ground. Speaking with our correspondent yesterday, the state commissioner for information, Mr. Gregory Nyellong, said it was unfortunate that the issue was being given a religious and political colouration when it was purely a security matter. He said, "the truth of the matter is that there were some indigenous Fulani herdsmen who migrated to Bashar in 1984 and have been living there. “Suddenly, four trucks of new sets of Fulani men arrived recently in the area, and were complete strangers to their brothers who are on ground. “The indigenous Fulanis have to raise alarm and these intruders were quickly sent back. “The Wase local government took the action based on security reports made available to it and the state was only informed. So, for any right thinking person to link our governor with it is mischievous." The commissioner added, "Those people are bandits and armed robbers who would have been serious security liabilities to the community. “The emir of Wase and the police and SSS know about it and they acted well to deport the strangers. “The indigenous community have been complaining of their cows being stolen by these bandits. “They became apprehensive of their presence and the proper thing to do is to send them away. Plateau State is for peace, and we will not condone any act that may create another tension." Those Fulani that came are not part of us. We don't know them and what brought them. So we have to report to the local authorities and we are happy they were deported back to where they came from."

Orji Commissions N10b Aba Malting Plant

Abia State Governor, Theodore Orji, has commissioned the N10 billion Aba Malting Plant, which is located in Obingwa Local Government Area of the state.

Orji, who performed the ceremony at the company's complex over the weekend, commended its management for the massive investment.

He said the company's decision to site the ultra-modern plant in Aba has further underscored the investment potential of the state, assuring that the government would provide the enabling environment to encourage the setting up of more industries in the state.

He also pledged to ensure the security of lives and property and charged the state's Commissioner for Police to carry out this mandate efficiently.

Orji, who led top members of his cabinet to the occasion, later unveiled the commemorative plaque and went on a facility tour of the plant, accompanied by senior management of the company.

In his address, Mr. Michiel Herkemij, managing director/chief executive, Aba Malting Plant, described the investment as a manifestation of the company's unalloyed support for the growth and development of Abia State.

He recalled that Aba Malting Plant, formerly known as Universal Malting Plant, was incorporated on October 8, 2004, by a group of investors to produce and supply high quality malted sorghum for the food and beverage industry.

Noting that the strategic initiative was conceived to create employment opportunities for Nigerians through technical support to farmers and other entrepreneurs, as well as empower them to produce the vital raw material locally, he said the Aba Malting Plant acquired the Universal Malting Plant on March 1, 2008.

"As at December, 2008, Aba Malting Plant had invested about N10 billion in this project to ensure its sustenance," adding, "Aba Malting Plant is an ultra-modern highly automated sorghum malting plant with the latest technology for the sorghum malting process. The plant is the biggest of its kind in the whole of Africa."

According to Herkemij, the plant would assist in ensuring high quality malted sorghum for the production of beverages of the highest quality for consumers.

"The plant will also become a centre of excellence for sorghum malting knowledge and skills.

"Our goal is to assume the role of an African regional knowledge centre for sorghum research. In addition, it will create sustainable employment through direct engagement in sorghum farming and other activities related to sorghum supply chain management," he said.

"All these massive investments," he said, "have made the company one of the highest investors in the state."

Besides, he appealed to stakeholders to support the government's vision for quick industrial growth and investment promotion in the state by creating the enabling environment for businesses to thrive.

Dignitaries from all walks of life-including traditional rulers in the locality, top officials of government parastatals and agencies, graced the occasion, while Chief Kola Jamodu, the Chairman of Aba Malting Plant, led the company's management team to the ceremony.
