Report cautions against deepening corruption in oil sector
A new report by Global Witness, an international non-governmental organisation, has warned of a high risk of corruption in natural resource contracts in Nigeria and Angola.

A new report by Global Witness, an international non-governmental organisation, has warned of a high risk of corruption in natural resource contracts in Nigeria and Angola.

The report, titled ‘Rigged: The Scramble for Africa’s Oil, Gas and Minerals,’ calls for more transparency in the oil, gas and mining industries to prevent deepening corruption.

According to the report, released midweek, small and obscure companies involved in resource deals in Nigeria and Angola could be acting as fronts for government officials or their proxies.

Global Witness stated that in Angola, several small companies that have won access to the oil sector, sometimes partnered with multinationals, do not identify the beneficial owners of the companies and are owned by people with the same names as government officials.

In Nigeria, several obscure companies, one of which appeared to be controlled by a senator and another by an ally of a president, who was still in office, won lucrative oil contracts.

A handful of companies have resolved cases based on alleged violations of the U.S. Foreign Corrupt Practices Act in Angola and Nigeria.

Obviously on this basis, the group called on the U.S. Securities and Exchange Commission to release long-awaited rules governing a new disclosure requirement covering oil, gas and mining company payments to foreign governments.

The report also raises concerns about opaque sales of mining assets in the Democratic Republic of Congo to offshore companies.

The U.S. disclosure rule, mandated by the Dodd-Frank financial reform package, has been a source of controversy, and the oil industry has fought hard to weaken the proposed rules, much to the concern of NGOs.

Global Witness warned that blunting the rules could undo years of increased transparency.

The group noted in a recent statement, ‘that positive trend has been cast into doubt as international oil companies threaten legal action in the U.S to stop the Securities and Exchange Commission implementing strong transparency rules.

‘Oil companies are also lobbying to water down plans for similar rules in the European Union. Despite “big oil” calling for a global “level playing field,” it appears to be fervently undermining efforts to create just that: a new global standard for transparency of revenue payments.’[/b]

A lot of people seem to be coming around to Zacharias’s way of thinking. According to the Greek farmers’ union, between 2008 and 2010 — even before the crisis reached its height — 38,000 people lost or gave up their jobs, as their dream of euro-capitalism died, and returned to the land, often to their home villages on the islands.

Improbably enough, a Greek economist named Yanis Varoufakis has been drawing attention in many of the hot spots of global finance lately, offering the Minotaur myth as a metaphor for understanding recent macroeconomic events. As Varoufakis writes in his recent book, “The Global Minotaur,” the world in which we have been living until recently functioned thanks to the voracious consumption of a different kind of beast. After World War II, the U.S. built up the infrastructure of its European allies as well as its former enemies, all of whom became trading partners. The U.S., with its great industrial and financial might, became the world’s surplus nation: its profits flowed out to its allies in the form of aid and investments. By the early 1970s, however, other countries had robust economies, and the U.S. was a debtor nation. “At that moment, certain very bright men within the American financial hierarchy made a stunning realization,” Varoufakis told me. The realization was that it didn’t matter if the U.S. was the biggest surplus or biggest debtor nation. What mattered was controlling the world’s primary currency, which would allow the United States to continue to recycle the global economic surplus. The idea was not unlike the thinking behind a casino — whichever gamblers are winning or losing, the house, which sets the terms and takes its cut, always wins.

So a new system came into being, in which a huge part of the world’s capital flows went to service debt originating in the United States. American debt, and the need to feed it, would be the modern Minotaur. The Wall Street financial houses became the handmaidens of the Minotaur. “The massive flow of capital into Wall Street gave it the impetus for financialization,” Varoufakis said, referring to the creation of derivatives and other risky financial vehicles. “And so Wall Street created a great deal of private money, with which it flooded the world and created huge bubbles, in the U.S. housing market and elsewhere.”

When that system came crashing down in 2008, Varoufakis says, “it was then only a matter of time that the euro would come into crisis.” Europe’s powerhouse economies — essentially, the northern countries — no longer had a place to sell their goods.

HBO's 'The Loving Story' victory on interracial marriage ban

They had known each other since she was 11 and he was 17, a friendship homegrown in a rural corner of Virginia that simply gave way to love. So they wed, hopeful that the intolerance and politics of the times — he was white, she was African American and Native American — wouldn’t forbid them a life together.
Five weeks later on a warm July night in 1958, as the couple slept in their bedroom, the framed marriage certificate hanging on the wall above, they were roused by deputies and dogs and the blinding glare of flashlights.

Their love was not illegal. Their marriage was, a violation of Virginia’s Racial Integrity Act banning interracial marriage.

Richard and Mildred Loving were both sent to jail, charged criminally, convicted of felonies and banished from Virginia, the harsh beginning of a nine-year journey in which the mixed-race couple would fight all the way to the Supreme Court for the right to love and be loved without boundaries, for the right to go home as husband and wife.

By 1967, the courts would strike down the laws banning interracial marriage.

Now, more than four decades later, on the holiday dedicated to love, the story of the Lovings comes to life in The Loving Story, an HBO documentary film debuting Tuesday.

“Ultimately, this is a film about love and race and tolerance,” says Nancy Buirski, who directed the documentary. “It is a reminder to the public that we need to experience each other’s humanity, that we need to get to know each other and respect each other.”

The Loving victory was bittersweet. They returned to Caroline County, Va., to live in the cinder-block house Richard had built and raise their three children. Eight years later in 1975, Richard died in a car accident at 41.

Mildred, never a public figure after the case, lived a quiet life until her death in 2008. She had never remarried.

In some ways, her obituary revived the story that had helped to shape the course and conversation of the civil rights movement.

“I read the obit and was struck by how important a story this was and I knew so little about it,” Buirski says. “They were at the heart of this case, and their story deserved to be told to give people the human side. It’s one thing to have the law change, but we needed to know more about the people behind it, about the suffering.’’

Buirski searched for the tiniest, and often heartbreaking, details to offer a compelling, realistic portrait of the Lovings and life in 1950s Virginia.

The film’s greatest gift may be the collection of 70 rare photographs by Life photographer Grey Villet and archival footage by filmmaker Hope Ryden — stored in a closet nearly 40 years — which offer an intimate, fully-realized family, the vast gap in color lost in their ordinariness.

The opening shot shows Mildred and Richard holding hands, their stride unbroken. In another, she is seen putting on her daughter’s socks and patent leather shoes. In another, Richard is loading a fireplace with wood.

Woven together, the vintage moments allows the Lovings to show and tell their own story, a remarkably calm, contemplative narrative set against the fire of the civil right struggle.

Mildred, lovely and willowy with a sweet, soft voice, talks about that night when Sheriff Brooks busted down their door. It was 2 a.m.

“They asked Richard who was the woman he was sleeping with and I said, ‘I am his wife,’ ” she says in a voice that belies what happens next. “The sheriff said, ‘not here you are not. Come on, let’s go.’ ”

The couple was essentially exiled to Washington, D.C., where they had been married.

They frequently slipped back, in separate cars, to visit but always had to return to where they could live legally as man and wife.

In 1963, Mildred wrote Attorney General Robert Kennedy for help, and he directed her to the American Civil Liberties Union to pursue their case. Four years later, in Loving v Virginia, the Supreme Court unanimously ruled that marriage was a basic civil right, striking down the Virginia statute and other states’ anti-miscegenation laws.

“The documentary is so amazing because it really tells the truth about my parents’ life,” says the couple’s youngest daughter, Peggy Loving Fortune, 52, who lives a half-mile from the family home in Virginia. “The reality is that they fell in love, got married and came home believing they could raise their family like everybody else. Because of all they went through, people can now marry anybody, any race.”

We then drive all the way to everglades (sorry but  am so in love with that place), and wrap it up with lunch at Kirby Storter Park. Very peaceful.

A yachting tour plus fishing while enjoying the cool breeze in the afternoon.

In the late afternoon time to go dance salsa at the Bayside and enjoy Pina colada and Margarita 

Evening is my favorite. Miami Beach Marina is a perfect spot for the perfect sea dish. 

If we still got any energy left we go to ocean drive for more salsa dance and relaxation till morning.

NAIROBI, Kenya — Rapper 50 Cent is teaming up with the World Food Program to see firsthand the effects of hunger in Somalia and Kenya.

The rap star flew to Dolo, Somalia, on Wednesday. Tens of thousands of women and children have fled there over the last year to flee a devastating famine that killed tens of thousands of people across Somalia.

WFP said the rapper, whose real name is Curtis Jackson, has committed to provide 1 billion meals for the hungry, and is donating to WFP 10 cents from every sale of a new energy drink called Street King that he is promoting.

The U.N. last week declared an end to Somalia’s six-month famine, though it said tens of thousands of people still need food aid to survive. The British government estimates that between 50,000 and 100,000 people died from the famine’s effects.

Iran Didn’t Bring Down the RQ-170. A Chinese Cyber Whiz Team Did

After establishing the cause of the crash of the unmanned American spy drone, the stealth RQ-170, over Iran on Dec. 4, 2011, the US is continuing to use that type of UAV, Air Force Chief of Staff Gen. Norton Schwartz said on Jan. 13. Without disclosing the results of the investigation, he said, ”The key thing is that it’s an ISR system that we use to provide capabilities to the combatant commanders and we’ll continue to do so.”
US officials reject Iran’s claim that it brought down the Lockheed Martin RQ-170 Sentinel but remain tight-lipped about what caused the crash.
Both American sources, while insisting that the RQ-170 was still in commission, never said it was again flying over Iran.
DEBKA-Net-Weekly’s military and intelligence sources offer three disclosures to explain the publicity strategy pursued by US officials:
1. The Americans know Iran did not bring the RQ-170 down because their intelligence agencies discovered the culprits were a Chinese cyber warfare team which seized control of the drone; Iran was given the passive role of being told where and when to hold out their arms to catch it.
The Obama administration is keeping this information to itself so as not to compromise US economic relations with China, especially in a presidential election year.
- Republican contenders would seize on this information as valuable campaign ammunition against President Barack Obama. They already accuse him of being soft on North Korea and he cannot afford to have US inaction against China added to their campaign fodder.
American needs to keep China on its side
- The US is casting about for levers to bring Beijing aboard the oil embargo on Iran. Wednesday, Feb. 1, German Chancellor Angela Merkel traveled to China at Obama’s request to try her hand at persuading Beijing to at least reduce its crude purchases from Tehran, if not join the embargo. Getting into a row with China over the stealth drone would not help persuade its leaders to cooperate in sanctions against Iran but might risk bringing US-Chinese relations to an unprecedented low.
- Washington needs Beijing’s cooperation in the global financial crisis and even more, to shore up the dollar’s value as an international currency. China holds a large part of its reserves in US government bonds and dollars. A diplomatic falling-out between Washington and Beijing might well spur the Chinese to turn away from the dollar, as Moscow, Tehran and New Delhi are in the process of doing. They have indicated their willingness to take this course on past occasions.
2. US intelligence has not discovered whether the Chinese cyber warfare team is still in Iran or has gone, leaving behind instructors and high-tech equipment for Tehran to counter US drones and planes on its own. Another RQ-170 flight over Iran might provide some answers, but President Obama is flatly against this. If Iran – and China – were to get hold of a second advanced American UAV, he would have no option but to hit back at the Islamic Republic – or even at Chinese targets in Iran.

3. The result of this standoff and its complications is that the United States has no aerial vehicles on surveillance missions over the Iranian interior, excepting only spy satellites.
The US Navy’s customized RQ-4 Global Hawk UAVs (BRAMS-Broad Area Maritime Surveillance), after two years of tests, now monitors sea traffic off the Iranian coast and the Strait of Hormuz, circling at 22,500 meters (70,000 feet) over a Persian Gulf carrier task force.
Anything suspicious is checked out by the carrier, land-based aircraft, or warships in the vicinity. The BAMS craft fly 24-hour sorties every three days, but do not venture deep into Iranian airspace.
DEBKA-Net-Weekly’s military sources report that Israel, which received sensitive intelligence input on Iran from US drones, is now stuck for a comparable source, just when it is gearing up for a possible strike against Iran’s nuclear facilities.
Soon after RQ-170 flights were stopped over Iran, Israel began adapting the Heron TP, its largest drone which was designated for strike sorties against Iran, for surveillance missions over that country. On Dec. 29, the Heron crashed near the Tel Nof Air Force base south of Tel Aviv on a test flight conducted jointly by Israel Aerospace Industries and the Israeli Air Force. IAF commander Maj. Gen. Ido Nechushtan said the Heron had been testing new technology. He didn’t elaborate.
But our military sources disclose that it was experimenting with a new gadget installed in its left wing for evading Chinese or Iranian cyber attacks like the one that downed the American RQ-170.
For now, Israel has halted those tests.

Brown U. Student Uncovers Lost Malcolm X Speech

PROVIDENCE, R.I. (AP) — The recording was forgotten, and so, too, was the odd twist of history that brought together Malcolm X and a bespectacled Ivy Leaguer fated to become one of America's top diplomats.

The audiotape of Malcolm X's 1961 address in Providence might never have surfaced at all if 22-year-old Brown University student Malcolm Burnley hadn't stumbled across a reference to it in an old student newspaper. He found the recording of the little-remembered visit gathering dust in the university archives.

"No one had listened to this in 50 years," Burnley told The Associated Press. "There aren't many recordings of him before 1962. And this is a unique speech — it's not like others he had given before."

In the May 11, 1961 speech delivered to a mostly white audience of students and some residents, Malcolm X combines blistering humor and reason to argue that blacks should not look to integrate into white society but instead must forge their own identities and culture.

At the time, Malcolm X, 35, was a loyal supporter of the black separatist movement Nation of Islam. He would be assassinated four years later after leaving the group and crafting his own more global, spiritual ideology.

The legacy of slavery and racism, he told the crowd of 800, "has made the 20 million black people in this country a dead people. Dead economically, dead mentally, dead spiritually. Dead morally and otherwise. Integration will not bring a man back from the grave."

The rediscovery of the speech could be the whole story. But Burnley found the young students in the crowd that night proved to be just as fascinating.

Malcolm X was prompted to come to Brown by an article about the growing Black Muslim movement published in the Brown Daily Herald. The article by Katharine Pierce, a young student at Pembroke College, then the women's college at Brown, was first written for a religious studies class. It caught the eye of the student paper's editor, Richard Holbrooke.

Holbrooke would become a leading American diplomat, serving as U.S. Ambassador to Germany soon after that nation's reunification, ambassador to the United Nations and President Obama's special adviser on Pakistan and Afghanistan before his death in 2010 at age 69.

But in 1961 Holbrooke was 20, and eager to use the student newspaper to examine race relations — an unusual interest on an Ivy League campus with only a handful of black students.

Pierce's article ran in the newspaper's magazine and made her the first woman whose name was featured on the newspaper's masthead.

Somehow, the article made its way to Malcolm X. His staff and Holbrooke worked out details of the visit weeks in advance. Campus officials were wary: Malcolm X had been banned from the University of California-Berkeley and Queens College in New York.

Tickets — 50 cents — for the Brown speech sold quickly. About 800 people filled the venue, the 19th-century, Romanesque Sayles Hall, meant to hold about 500.

Pierce introduced Malcolm X and recalls him vividly.

"He came surrounded by a security detail," she recalls. "You got the sense — this is an important person. He was handsome, absolutely charismatic. I was just bewildered that my class paper could have led to something like this."

In his speech, Malcolm X outlined Black Muslims' beliefs and argued that black Americans cannot wait for white Americans to offer them equality.

"No, we are not anti-white," he said. "But we don't have time for the white man. The white man is on top already, the white man is the boss already,  He has first-class citizenship already. So you are wasting your time talking to the white man. We are working on our own people."

Richard Nurse, one of three black students in his Brown University class in 1961, came to the speech with his mind made up against Malcolm X.

"I very strongly believed in integration," Nurse said in a telephone interview from his New Jersey home. "These were ideas I had accepted, adopted. Here I was at this Ivy League university. But he confounded me a little bit. I had never heard a black man in public speak as forcefully as Malcolm X did that night. It was cataclysmic."

Nurse, now 72 and retired from teaching at Rutgers University, said the speech didn't cause him to change his views. But he said he understood Malcolm X's message better years later when, in the U.S. Army, he was barred from all-white USO clubs and movie theaters in the South.

"Now things have changed to the point where that kind of notion (separatism) is no longer even considered," he said.

Pierce said the speech exposed her and other students in the audience to a different side of America. She gives Holbrooke credit for bringing Malcolm X to campus.

Holbrooke joined the foreign service after graduation and was posted to Vietnam in 1962. He visited Pierce in Hong Kong, where she worked as a teacher. She went on to work on international refugee projects and at Yale University and now creates computer training programs.

She said she wasn't surprised when Holbrooke became the diplomat presidents dispatched to hotspots like Bosnia and Afghanistan.

"He was a very good friend," she said of Holbrooke. "I was saddened to hear of his death, sad for myself and sad for the world."

The recording of the address is in pristine condition. Pierce obtained the tape after the event — she isn't sure who made the recording — and it sat in a box of mementos for years before she mailed it to the university archives.

Burnley has had the tape digitized and plans to air excerpts next week at an event hosted by the Rhode Island Black Heritage Association.

Lehigh University professor Saladin Ambar, who is working on a book about Malcolm X's 1964 visit to Oxford University, said any new recording of him is reason to celebrate.

"Malcolm's best speeches, they're just gone," he said. "He's not nearly as well-documented as he should be, when you consider his power as an orator."

Exclusive: Asia buys record Africa oil volumes after Iran cuts

(Reuters) - Asia's imports of crude from West Africa are at record highs as sanctions on Iran cut supplies from the Islamic Republic to China, a Reuters survey of West African oil flows suggest.

Asian imports of West African crude oil will hit an all-time high in the first quarter as purchases of Iranian oil decline and as Chinese and Indian refiners build stocks from alternative sources, trade and shipping sources said.

North American, Asia and European refiners compete to buy West Africa's high quality, low sulphur crude oil. Increasingly it is a favorite source of fuel for Chinese, Indian and other Asian refiners.

The region is a natural alternative source of oil for Asian buyers who wish to avoid sanctions imposed by the West over Iran's nuclear program that the United States and its allies say aims to produce Iranian nuclear weapons.

Tehran denies it is planning an atomic bomb and says the program is designed to meet domestic energy needs.

The Reuters survey shows West African oil imports by Asian countries will average 1.81 million barrels per day (bpd) in March, 1.8 million in February and 1.84 million in January.

This brings the average for the first quarter of 2012 to around 1.82 million bpd, up from a previous record of 1.79 million in the first quarter of 2011 and 2011's average 1.57 million.

Not all the crude oil cargoes due to load in March from Nigeria, Angola and other West African exporters are placed yet, and the totals could rise over the next few weeks, traders say.

Sources close to Chinese state-owned oil trading companies say imports of Angolan crude oil are up by as much as 20 percent in March from December and the increase largely reflects a decline in purchases of Iranian crude.

"HALF A DOZEN MORE"

"Chinese companies have taken half a dozen more cargoes in March and these are almost replacements for Iranian barrels," said one senior West African crude oil trader.

But trade and shipping sources are unsure whether the trend away from Iranian crude will continue into the second quarter.

Chinese companies are now negotiating hard on long-term purchase contracts with the state National Iranian Oil Company, and traders suggest the recent dip in imports by Chinese may be part of a strategy to force Iranian crude selling prices lower.

Industry sources close to the negotiations in Asia say China will halve its crude imports from Iran in March compared to average monthly purchases a year ago, as the dispute over payments and prices stretches into a third month.

Sinopec, through its trading arm Unipec, has already snapped up extra cargoes from Saudi Arabia, Iraq, Russia and Australia in addition to its higher imports from West Africa.

The refiner is likely to buy more crude from the spot market to cover March requirements, traders say.

Chinese buyers took 31 cargoes of West African crude, mostly from Angola, in March, compared with 30 cargoes in February.

Nigeria and Angola are Africa's two largest exporters, shipping as much as 3.5 million bpd to international markets.

Taiwanese buyers are also buying West African crude as an alternative to Iranian, traders say, and have so far bought around 14 million barrels of West African this year, up slightly from recent averages.

Japanese buyers have also imported cargoes of Angolan and Gabonese crudes for burning, trade sources said.

Why black British actors are heading for the US

The UK's black stars are succeeding at the American box office – but are they working there because some parts offered in the UK are off limits, while others play to stereotypes?

When Resident Evil: The Retribution, starring Milla Jovovich, is released in cinemas in the autumn the arrival on screen of the man they call One, the mysterious leader of a commando unit, may surprise British audiences. And not just because he was chopped up into pieces by a laser in the first of this franchise of American action films. No, the reappearance of One is unexpected because he is played by British actor Colin Salmon, also known to television viewers from the ITV1 show Law and Order: UK, among many other popular homegrown television drama series.

Salmon, 49, is one of a growing group of distinguished black British stars making big budget US film and television projects to supplement a British acting career. But whether black talent is drawn to Hollywood by the money, or by the more substantial roles on offer, is not clear.

Last week David Harewood, 46, the acclaimed Birmingham-born actor who played Martin Luther King in The Mountaintop on stage in London in 2009, criticised the British TV industry for failing to take risks with black casting. He was speaking in London at the launch of Homeland, the Golden Globe-winning US thriller series shortly to be aired on Channel 4.

"Unfortunately there really aren't that many roles for authoritative, strong, black characters in this country. We just don't write those characters, that's a fact," he said. "I don't want to trash this place, but I do think there is a certain lack of ambition in terms of telling a global story."

Like Salmon, who has made regular appearances in the US TV show Single Ladies, Harewood has gained kudos from crossing the Atlantic for a role in a TV hit. Fellow black actors Idris Elba and Adrian Lester have both executed a similar manoeuvre. Elba has just won a Golden Globe for the British show Luther, but first made his name in The Wire, while Lester, who returns to the National Theatre next year to play Othello, has appeared in Hollywood-made films and TV shows such as Girlfriends, the sitcom produced by Kelsey Grammer.

"It's not possible to sustain a film career just by working in Britain. Black or white, whoever you are," Lester said last year.

London born and bred Chiwetel Ejiofor, who received a Laurence Olivier Award for his Othello at the Donmar Warehouse in 2007, has punctuated his stage roles with Hollywood work too, notably in the films Salt and 2012. Another acclaimed star of the British stage, David Oyelowo, the first black actor to play an English king in the Royal Shakespeare Company's 2001 Histories series, starred in last year's release The Help and now has a part in Steven Spielberg's Abraham Lincoln biopic to occupy him. It is a career path already taken by Marianne Jean-Baptiste, who went from Mike Leigh's Secrets and Lies to the hit US television show, Without A Trace.

Yet the strong evidence that worthy parts come only to those black actors who travel is disputed by the iconoclastic US director Spike Lee. Speaking at the Sundance film festival last week, Lee said he had made his latest feature, Red Hook Summer, with low-cost kit partly to avoid Hollywood. "They know nothing about black people," he said, questioning how Hollywood producers could have any idea about the area of Brooklyn where his film is set. "Bleep no! We had to do it ourselves!" he concluded.

Lee's words echo those of Viola Davis, the Oscar-nominated US actress who stars alongside Oyelowo in The Help. Last autumn she told the Observer: "We're made up of so many different pieces of a puzzle as human beings and I find that when you're a black character, you only have maybe seven puzzle pieces to work with all the time… Really all you have is funny, strong, sassy, dignified, wise, and that's pretty much it."

Last month Pam Grier, the veteran US star of 1970s blaxploitation movies and a Golden Globe-winner in the lead role in Quentin Tarantino's Jackie Brown, made the same point. Speaking in Toronto last week, she said: "I know a lot of African American women that didn't want to see The Help because they had lived it as little girls and it was a circumstance that shouldn't have been and it was so problematic for them. It brought back horrible memories and they couldn't see it, nor will they read the book," she said.

Star Wars director George Lucas has also recently complained about how hard it was to raise the money to make Red Tails, his film about black US airforce pilots, because there were no white stars. The film, which also stars Oyelowo, was eventually completed, however, and made $19m at the box office on its opening weekend in the US last month.

Since Hattie McDaniel won the first Oscar for an African American with her part in Gone With The Wind, black actors in Hollywood have had to struggle with the accusation they are taking stereotypical roles, drawn up by white men. But British actors seem to have no such fears. The issue is all too clear, according to Harewood: "I can remember talking to Idris years ago about these frustrations and he told me 'I'm going to America' and I kind of thought, 'What are you doing that for?'

"Look at him now. He's a huge star; he made the right decision, even though it took him a long time to crack the US. I knew what I needed to do. I simply wouldn't have been given a role of that strength and authority in the UK."

British actor Giles Terera, 35, who has played Sammy Davis Jr in the West End as well as appearing at the National Theatre, has heard this advice many times. "A friend of mine who has just come back from LA said to me what black actors always say: 'Go out there and get parts rather than just playing another drug dealer or mugger over here'." But Terera is happy with the mix of work he finds in Britain. "I can do the work that suits me, but it is true there is an issue here that goes very deep."

Terera has noticed that while actors of mixed race are cast in black roles, they are not cast in white roles. "It is all to do with what audiences will accept, as much as to do with directors and casting directors," he said. "Sometimes I am frustrated at the parts white friends get, but it is more difficult to be black anyway, not just in the theatre. When I want to hail a taxi in London, I know it's going to take three or four before one will stop for me."

Terera played Horatio in Hamlet at the National last year and remembers a friendly, older white audience member explaining to him that Horatio would "never have been black in real life". The actor, who is 35, felt like pointing out that the cast were also all speaking English, not Danish. "It is all about suspension of disbelief again," he said this weekend. "A lot of people feel like David Harewood, because you can feel excluded from a whole area of casting, say from that Sunday night costume drama area. It is off limits."

Cush Jumbo, 26, star of the National's new production of She Stoops To Conquer, is more optimistic. "The majority of roles I have played so far have been classical and that is not what I expected, growing up in Lewisham and having a bit of a south London accent. And I hope it was not because the director wanted to make a statement."

Jumbo, who attended the Brit School before going on to Central School of Speech and Drama and who appears in ITV's crime series Vera, believes there is good television work for black talent in Britain too. "I understand what David Harewood is saying, though, because there is so much good quality television made in America. Here it's about having an agent who will push you towards roles that are non-colour specific.

"When I go back to the Brit School to talk to kids, especially to black kids, I tell them to make themselves the most versatile actor they can. That way you can give them 'the kid from the council estate', if they want, but you can also give them Shakespeare's Rosalind.
