A 10-year-old boy says he is "too scared" to walk to school after racist graffiti was daubed outside his home.

David Yamba found "No Blacks" painted on three doors in his block of flats in Salford on 8 February, five days after his family had moved in.

His father Jackson reported it to Greater Manchester Police on the same day but said on Saturday they "still haven't been here to investigate".

The force has since apologised and said it would review its approach.



Recalling when he found the graffiti before going to school, David said: "I started crying because I thought that something was going to happen to me or they may have been waiting there.

"I got frightened and I was holding my dad's shirt because… I didn't want to get hurt."

"I kept asking my daddy was the police going to arrive yet."

His father Jackson, who is training to become a lawyer, said the police worker who took his call was "quite nice [...] she told me that they would be sending someone over".

But he said there was then "no phone call, no visit, nothing at all" until he tweeted about it on Saturday night.



Responding to Mr Yamba's posts, GMP chief constable Ian Hopkins apologised on Twitter, saying: "That is frankly just not good enough. There may have been other issues at the time, but we should have followed up quickly. It's an appalling crime you and your family have suffered."


Adding there had been "104 open incidents in Salford that morning", he wrote: "It was dealt with on the telephone initially in agreement with the victim. It is after that we have failed to follow up quickly enough."



Ch Insp David Gilbride, who visited Mr Yamba at his flat on Sunday, said: "This is an abhorrent crime and there is no room for hatred and prejudice in our society.

"We always strive to provide the best possible service to the public that we can, and provide an appropriate and expedient response.

"Where we fall short of this, we will review our approach and look to learn from it."

Andy Burnham, mayor of Greater Manchester, tweeted: "This has no place whatsoever in Greater Manchester. Glad GMP investigating but Chief Constable right to inquire why this wasn't done sooner."

CHARLOTTE -- The NBA and FIBA jointly announced their plan Saturday afternoon to launch a basketball league featuring 12 club teams across Africa -- marking the first time the NBA will be part of the operation of a league outside of North America.

"The Basketball Africa League is an important next step in our continued development of the game of basketball in Africa," NBA commissioner Adam Silver said in a statement. "Combined with our other programs on the continent, we are committed to using basketball as an economic engine to create new opportunities in sports, media and technology across Africa."

The new league, which will be called the Basketball Africa League, or BAL, will be built upon existing team competitions FIBA is already organizing in Africa. It is scheduled to begin play in January 2020.

In order to determine which teams will be participating in the venture, the NBA and FIBA are jointly planning to conduct qualification tournaments later this year to identify the 12 teams that would represent several countries -- including Angola, Egypt, Kenya, Morocco, Nigeria, Rwanda, Senegal, South Africa and Tunisia. There will be no more than two teams from any single country in the league.

In addition to the announcement about the creation of the BAL, the NBA introduced two other measures to continue bringing the sport to the continent: by the start of the 2019-20 season, a revamped direct-to-consumer offering of NBA games for fans in Africa, and (along with FIBA) dedicated financial support and resources toward the continued development of the sport on the continent -- including training for players, coaches, referees and infrastructure.

Port-au-Prince, Haiti, Feb 14, 2019 / 12:25 am (CNA/EWTN News).- Following deadly protests against Haiti’s president and the drowning deaths of at least 28 people in an illegal crossing to the Bahamas, the country’s Catholic bishops have said all Haitians must come together for a wise solution to the country’s dangers.

“We must wake up to take together the full measure of the danger that threatens us all. This is the moment to join our forces and our intelligence to save our common boat, Haiti, which is our pride,” the Catholic Bishops of the Episcopal Conference of Haiti said Feb. 11.

They cited the Gospel of Matthew passage in which the seaborne disciples cry out to Christ as their boat starts to sink: “Lord, save us, we are perishing!”

“The hour is serious because there is violence against life. We deplore the losses in both human lives and property recorded recently in illegal travel and demonstrations,” they added. “We take this opportunity to present our sympathies to the victims and relatives of the victims.”

Four days of political demonstrations against President Jovenel Moise drew thousands of people, but also led to unrest that contributed to four deaths and dozens of injuries, BBC News reports.

Opponents accuse Moise and other leaders of corruption after a court report alleged that Haitian officials and former ministers misappropriated loans from Venezuela made to Haiti after 2008. The report suggested the president had a role in the irregularities.

The protesters have called on Moise to step down. He has been president since 2017.

Haiti’s Catholic bishops stressed the urgency of the country’s situation.

“The hour is serious, the misery is increasing, the common good is threatened. The country is on the edge of the abyss! This situation cannot be prolonged,” they said. “Let us wake up to listen to God, Master of wisdom and Principle of all life. Let us listen to the people he loves so much.”

Migrants leaving Haiti by boat have sometimes risked their lives to enter other countries.

In early February, a boat of migrants sank six miles off the coast of Marsh Harbour in the Abaco Islands in the north of the Bahamas, BBC News reports.

The Royal Bahamas Defence Force rescued 17 people, but the bodies of 28 migrants were recovered, BBC News reports.

About 300 people from Haiti have been caught attempting illegal entry into the Bahamas.

Haiti is the poorest country in the Caribbean. Sixty percent of people there live on less than $2 per day. The deadly boat sinking happened nearest to the island of Fowl Cay, where luxury villas cost as much as $4,300 per night.

People from Haiti who attempt illegal crossings also attempt to reach the Turks and Caicos Islands. Most migrants are intercepted at sea and deported back to Haiti.

The bishops’ Feb. 11 message fell on the feast day of Our Lady of Lourdes and the Catholic Church’s World Day of the Sick.

“We must find a solution of wisdom that takes into account the best interests of the nation and the defense of the common good,” the bishops said. “In this sense, we appeal to the citizen conscience of the various parties for a patriotic decision, even if only at the cost of great sacrifices.”

They asked for prayers for Haiti and for the country to turn towards God.

“Please, Sir, I want some more.”

The words of Charles Dickens’ character, the orphan, Oliver Twist begging for more gruel immortalized the grinding poverty so common during Britain’s Industrial Revolution.

Now, 180 years later, it is a shock to find children still going hungry in one of the richest countries in the world.

But that is the situation being reported by teachers in communities across the UK – children arriving at school so hungry that they are filling their pockets with food, or even scouring bins for scraps.

Food insecurity among children


Siobhan Collingwood, a headteacher at a primary school in Morecambe in Lancashire, told the BBC that she has seen pupils arriving with nothing in their lunchboxes, and parents bursting into tears because they have no means of feeding their children.

Unfortunately, her story is not unique. Other teachers have reported children who are thin, with “grey skin, poor teeth, poor hair”, tired by 9.30am because they haven’t eaten.

The UK is the world’s fifth-biggest economy, with a GDP per capita four times the global average. Yet, UNICEF figures show 19% of children under 15 in the UK live with adults who struggle to buy food – among the worst rates in Europe, but on par with the United States.

That has prompted a parliamentary committee to call for a “Minister for Hunger”, to deal with growing food insecurity.

Although the UK government provides all children with free school meals for the first three years of their education (up to the age of seven), Prime Minister Theresa May was forced to abandon plans to scrap those free meals after the 2017 election. Free school meals are provided to all children of any age whose parent or carer qualifies for income-related benefits.

And in fact, the figures suggest the number of children eligible for free school meals has actually fallen, as the number of benefit claimants has decreased.

In work but in poverty

Changes to benefits since the election of the Conservative-led government in 2010 have proved controversial. The government itself argues that work is the best route out of poverty, and that the welfare system should be designed to encourage people into work. And indeed it can point to record numbers of people in employment.

But ministers have admitted there are significant issues with the roll-out of the flagship Universal Credit welfare reform, with reports of delays in payments, and many families receiving less than previously. The often highly charged debate even prompted Ken Loach’s award-winning film I, Daniel Blake.

The charity Child Poverty Action Group claims that 30% of children in the UK live in poverty – that’s 4.1 million children. Particularly surprising is their finding that 67% of children in poverty live in a household where someone works.

That is evidence of a growing trend: people who have jobs, but who still struggle to afford the basics.
