The penalty success rate in La Liga over the last 6 seasons is 81 %, Bundesliga 81.56 %, Serie A 79.15 %.
It is basically 80-20 although when you get to the highest level of competition like UCL and the World Cup it is lower, more like 70-30.
These are statistical facts not prognostications from NL analysts

According Jordet et al in the Journal of Sports Science the success rate of penalties in the World Cup is 71.2 %, Copa America and Euros is above 82 % and even the 5th penalty which has the lowest success rate is above 64 %.
Penalty is not 50-50, more like 80-20 and there is no attacking action easier to implement in football than a penalty kick apart from maybe an empty net tap in.
