The Igala PDP Unity Forum has described the sporadic shooting, security breach and disruption of the Kogi Gubernatorial primary election as a calculated agenda of the Okun's to hijack ticket through the backdoor after failing all attempts. The group accused Kogi West Senator Dino Melaye of masterminding the attack and gunshots. It also accused PDP National Publicity and Barrister Eyitayo Jegede of complicity and connivance to make the wicked plan happen.

The group's spokesperson Lawrence Adejoh claim thas there is credible intelligence that a meeting was held between Senator Dino Melaye and the aforementioned officials prior to leaving Abuja, Lawrence Adejoh says Senator Dino followed this up with phone calls that we've received its recording because his lines have been monitored for a while. The group says Sen Dino Melaye personally called one Ibrahim Gambo a Kaduna man who brought in the armed thugs.

The group alleged that the intention is to deny Igala the rightful opportunity to produce the next Governor, knowing that an Igala son was going to win. "I say it boldly today that the midnight attack was the outcome of the conspiracy among Senator Dino Melaye, Kola Ologbondiyan and a member of the Electoral Committee, this attack was the plan B arrived at should their attempt to buy delegates fail, after being out spent these evil planners resorted to this criminal act. Don't forget that it is not in the habit of Sen Dino to allow transparency in any primary election he is involved in. The same way Ologbondiyan foisted him on people of Kogi West in the last Senate primary will not work this time" Adejoh says

It will however be recalled that Senator Dino applied similar methods to win APC primary in 2015 and recently concluded PDP Kogi West election in 2019. The group however calls for immediate resignation of Kola Ologbondiyan given his shameful and inglorious role in that despicable act.

Meanwhile the group has demanded for immediate counting of the votes in order to declare the winner of the primary, "since voting has since been done and sorting of ballot completed, we urge the unbiased Chairman of the panel, Governor Fintiri to go ahead and count the votes. We reject any attempt for the party to impose a candidate on us, any attempt to do that will spell doom on fortune of the party " Adejoh says.

It will be recalled that the group raised alarm earlier of plans by some elements to disrupt or undermine the primary election. Meanwhile the deadline for submission of names to INEC is less than forty eight hours, the party has to do everything possible to arrive at a candidate before the time.

The gubernatorial primary election of the Kogi state People's Democratic Party (PDP) held in Lokoja the state capital was disrupted by unknown gunmen alleged to have been sponsored by the former governor of Kogi state, Alh. Ibrahim Idris.

An eye witness account said, "After the voting, sorting commenced. When the counting began there wasn't any problem until Engr. Musa Wada was in a clear lead of the Ex-governor's son Abubakar. It was dawn on them that Engr. Musa was coasting to victory so they had no alternative than to engineer their thugs to start shooting sparodically."

It was reported that one life was lost and many injured.

In a similar vein, Concern Engr. Musa Wada Supporters has decried the desperate moves by the Ex-Governor to make sure his son wins the Kogi governorship primaries.

The group said from the counting that was ongoing before the gunmen invaded the venue, Engr. Musa Wada was in a clear lead.

They urge the national body of the party (PDP) to sanction the destructive act of the desperados who wants to clinch power at all means.

They concluded that any short change of the delegates verdict will lead to a massive porting of Engr. Wada's supporters.

KSU Staff Strength Before and After Screening, the Fraud And Okala Synopsis

Yesterday, July 11, the governor of Kogi State, Alh Yahaya Bello continued his tour to all state’s owned higher institutions to the Kogi State University, Anyigba where he held a town hall meeting with the management, staff and students of the institution to discuss various issues affecting the institution and on how to reposition the school for greatness. The governor who was received by staff, management and the students of the university in their large number expressed sadness for the time lost by the students during the strike action.
Earlier, the states Auditor-General Hon Yusuf Okala who was head of the just concluded screening exercise embarked upon by the government gave the status of the university’s workers before and after the screening and equally disclosed to the gathering; staff of the university who were involved in fraudulent practices over the years.

According to Okala, the total number of staff of the university before the screening in January, 2016 was 1,744 while 1,193 staff were successfully cleared and have been receiving their salaries. Okala said 337 staff were on uncleared list but out of this number, 161 were given clemency by the government. He further disclosed that 63 staff had no record while staff with issue of age disparity totaling 110 were part of those, clemencies was given. He said 6 staff were identified as Diaspora civil servants while another 6 were found to have been collecting salary from double sources and 267 2015/2016 employees.

Okala further disclosed The salary wage bill of the University as at January 2016 was one hundred and ninety four million, three hundred and eighty four thousand, four hundred and fifty naira, fifty kobo (N194, 384,450.50) per month which will amount to two billion, three hundred and thirty two million, six hundred and twelve thousand, nine hundred and eighty six naira (N2, 332,612,986) annually.
To buttress his point, Okala did not hesitate to mention the names of some staff who were involved in fraudulent practices in the presence of the entire university management, staff and students
Among those that received double salaries, Okala said a 34-year-old Mrs Adishetu Usman, a native of Dekina Local Government Area of Kogi State was employed by Dekina LGA on the 1st of June, 2006 as an adult instructor on grade level 3 and has grown to a grade level 6 as at January 2016. Thereafter, as at 2nd June 2014, she was employed by the Kogi State University as a chief porter in the registry department and did not resign her first appointment with the LG. Mrs Adishetu claimed she has hence been working for both Dekina local government and Kogi State University since June 2016 and has been collecting salaries from both LG and the state governments. Her monthly salary at Dekina LGA was Nineteen Thousand, Six hundred and Twenty Nine, Sixty Eight Kobo (N19,629.68) while Thirty Two Thousand, Six Hundred and Nine Naira (N32,609) was her salary at the university.

Another person that fell into Okala’s dragnet was Dr.Solomon Olabode Adebayo, a lecturer 1 in Kogi State University was discovered to be receiving double salary between March 2012 and 2015. According to Okala, Adebayo was purported to have resigned from the Teaching Service Commission (T.S.C) in 2012 and took appointment in Kogi State University according to his confessionary statement.
He was aided by a staff of his former organization by name Mr. Oshadari in other to remain on the payroll of the Teaching Service Commission where he no longer works. He and his accomplice share the proceeds of the dubious act on monthly basis. The duo has made a huge sum of money from the government until the screening exercise took place in 2016.
Prior to the screening exercise he was earning One hundred and Ninety Seven Thousand (N197, 000) per month from March 2013 to March 2016 which makes a total sum of Seven Million, Ninety Two Thousand Naira (N4,728,000) he and his accomplice embezzled.
On a larger scale, Mr Usman momoh was identified to have defrauded the state government to the tune of Ninety Eight Million Naira while serving as pay officer at the College of Education Technical, Kabba before he gained employment as a lecturer in Kogi State University. Mr Momoh, after preparing the schedule will add fictitious names on the payroll with fake account numbers which he will latter withdraw with the connivance with bank officials.

These were very few cases of the fraud the screening committee discovered in the course of their assignment. When you put this money together, over one hundred million naira went into the pocket of just three persons in a state that was synonymous with underdevelopment. The trend must change and Bello is changing it with God on His side.

Kogi Receives N13.11b From Federation Account in 6 Months

The Kogi Government said on Tuesday that it received N13.11 billion from the federation account between January and June.

The State’s Commissioner for Finance, Mr Idris Ashiru, disclosed this at a stakeholders meeting held in Lokoja Monday evening.

Ashiru said that the amount was N9 billion less that the N22.85billion that accrued to the state in the same period in 2015.

He said that the sharp drop in revenue had constituted a major barrier to the implementation of programmes, policies and payment of workers’ salary.

According to him, while the allocations to the state in May and June stood at N 2.01 billion and N 1.8 billion respectively, the workers monthly wage bill remains at N2.77 billion.

He, however, said that government was able to release running costs to ministries, agencies and departments up till May.

The commissioner said that workers in 45 MDAs had been paid between three months and four months salaries, since the inception of the present administration in January.

In his opening remarks, Gov. Yahaya Bello appealed to lecturers of the Kogi State University, who had been on strike for almost two months, to call off the strike in the interest of the students.

He said that he had met 80 per cent of their demands and wondered why the lecturers had remained adamant.

Present at the meeting were politicians, youths, bankers, lawyers, members of academic community, security agencies, state legislators, religious leaders, civil society groups, women groups and traditional rulers.

Screening Committee Report: 12 Percent of Kogi Workers Are ‘Ghosts’

The committee on staff screening and verification in Kogi has discovered 9,720 ghost workers in the payroll of the state government.

The Chairman of the committee, Mr Jerry Agbaji, announced the development during a stakeholders meeting in Lokoja.

Agbaji said that the figures represented the number of workers in ministries and local governments who did not show up at all for the screening.

He said that the figure comprised of 4,060 state government workers, 3,054 teachers and 2,936 local government workers.

Agbaji, who is currently the acting permanent secretary in the ministry of information, arts and culture, said the committee screened more than 81,000 workers during the exercise.

He said that 22,272 workers in the 21 local government councils presented themselves for the screening while 22,608 primary school teachers submitted themselves for the exercise.

He said that the number of ghost workers would go up as many workers had issues ranging from forged certificates, double salary collection, bank verification number, fake letters of appointment and non-availability of bank statements, among others.

Also addressing the meeting, the Auditor-General in charge of local governments, Alhaji Ahmed Ododo said that the names of 40 unscreened workers were smuggled into the report.

Ododo, who chaired the backup committee to vet the report of the screening, explained that this anomaly and others discovered in the report showed that there were individuals bent on sabotaging the efforts of the government.

The auditor-general said that a member of staff of the College of Education, Ankpa, who had been in service for the past 39 years, was given a clean bill and asked to remain in service by the committee.

“Also in Kogi State University, there was a case of double employment where a man filled two forms signed by him and he was cleared.

“He is on the staff of the university and also on the staff of its teaching hospital. This man draws salaries amounting to N560,000 each from the two places,’’ he said.

Ododo said that the committee also discovered that the payroll of the Kogi State Polytechnic in Lokoja contained 1,200 non-existing workers, urging the government to raise an independent team to ascertain this and bring the perpetrators to book.

Earlier while declaring the meeting open, Gov. Yahaya Bello said that it was called to lay bare the interim report of the screening committee.

He reiterated that the exercise was not to witch hunt anybody but to reposition the state’s civil service and get rid of ghost workers.

Bello appealed to the genuine workers to remain calm, saying that their outstanding salaries would be paid as soon as the exercise was concluded.
