Details of the Monday/ Tuesday marathon meeting between President Goodluck Jonathan and the leadership of Academic Staff Union of Universities have begun to emerge. It was gathered on Tuesday evening that a key component of the agreement reached by the parties was that the Federal Government would inject N1.1tn into public universities in the next five years. A reliable source, who made this known, also hinted that the strike would be called off anytime next week. He said the government team which was led by President Goodluck Jonathan would release N220bn yearly into the sector beginning from 2014. The source added, “The meeting should be the longest that we have ever had on this crisis but I can tell you that both parties were frank all through the discussions. “The parties also showed commitment towards ending the crisis. The President in particular showed that he was serious about ending the strike and that was why he offered to release over N1tn to the universities in the next five years. “The money will be released on a yearly basis at N220bn per annum beginning from 2014. For the outgoing year, the government will only release N100bn and this has been processed.” He said that the government, in order to show its commitment to a fresh pact, accepted that “the fund(N1.1tn) should domiciled at the Central Bank of Nigeria” “The money will be released on a quarterly basis to the universities. So, there won’t be any problem about funding the deal,” the source said. The National Universities Commission and the Trade Union Congress, according to him, will be the joint guarantors of the agreement while the Minister of Education will be the implementation officer. The source also said that the government agreed among other things, to revamp the public universities by ensuring that all those issues that always led to strike were dealt with once and for all. It was learnt that the negotiating team of ASUU led by Dr. Nassir Faggae met on Tuesday night to further deliberate on the deal. Though the details of the meeting were not known as of 11.22pm on Tuesday, it was gathered that ASUU might call a National Executive Council meeting on or before Saturday where the deal would be tabled before all its branch executives. Jonathan had while shaking hands with Fagge after the marathon meeting in the Presidential Villa, Abuja said, “My President, I hope it (strike) will end today(Tuesday). Our children have suffered enough. We must find a solution.” All those in attendance responded with a loud “Amen.” When greeting Omar, he said, “My President with you around, there will be no problem; our agreement is signed, sealed and delivered.”. Faggae told State House correspondent on his way out of the Villa, that his team would take back a message to varsity teachers before a decision would be taken on the next line of action. “We had a lengthy meeting with Mr. President, and we looked into how best to address the problem of university education in this country. We now have a message from Mr. President that we are going to take to our members and we are expecting that our members will respond appropriately to his message,” he said. Fagge added that since the message was meant for members, he would not divulge it to the press. When asked whether university teachers would be called upon to return to the classrooms, he said that the decision was left for them to take. When further asked if he was impressed by the President’s message, Faggae cautioned journalists against putting words in his mouth, insisting that only ASUU members would determine that. The Minister of Labour, Chief Emeka Wogu, who listened to Faggae’s encounter with journalists, later said progress was made during the discussion. He said, “We made progress. The President of ASUU told you that they are going back with a message from the Federal Government back to their members and the message is full of high expectation and hope.” When asked whether ASUU would call off the strike, Wogu said that was why he described the message as full of expectation. “Our prayer is that they will come back with positive outcome. They might even not come back to meet us. They might take decision there that will meet your expectations “ he said. He added that the offers made by the government during the meeting were those that were in line with the contentious 2009 agreement. He said since the issues that led to the strike bordered on the 2009 agreement, the government did not go beyond the pact. No fewer than 197 students graduated with distinctions in the Ordinary and Higher National Diploma programmes at the 28th Convocation of the Yaba College of Technology, Lagos on Thursday. The institution graduated 7, 040 students out of which 3,740 were of the 2010/2011 set, while 3,300 belonged to the 2011/2012 set. Rector of the college, Dr. Margaret Kudirat Ladipo, who gave the figures at the convocation, said in the 2010/2011 session 24 students had distinctions; 409 students got upper credits, 815 had lower credits and 171 students graduated with ordinary pass at the HND level. She said at the ND level, 61 got distinctions; 461 students got upper credit while 930 students graduated with lower credit. Chairman, Famfa Oil, Mrs. Folorunso Alakija and a commissioner with the Independent National Electoral Commission, Dr. Nuru Yakubu, were also conferred with the college fellowship awards. Ladipo explained that the college had recorded improvement in its academic programmes as it got the approval of the National Board for Technical Education to start seven new programmes. She said Book Publishing and Mechanical Engineering Technology were introduced at the HND level; while Marketing, Agriculture and Bio-environmental Engineering Technology, Marine Engineering and Polymer Technology were introduced at the ND level. Ladipo added that the governing council had also approved the introduction of Leisure and Tourism course at the institution’s campus at Epe. PUNCH Metrolearnt that the incident was caused by a gaseous substance emitting from a neighbouring laboratory, close to the school. The chemical was said to have engulfed the entire school. When our correspondent visited the school premises, it was deserted. However, a security guard, who did not identify himself, said the incident occurred around 1pm. He said, “I was just by the gate when I perceived this offensive smell. I quickly ran to a corner and covered my nose with my shirt. “Pupils came running, saying some of their colleagues had fainted. When the smell subsided, teachers rallied around and rushed them to a hospital. “I don’t know the exact number of pupils affected but they were over 20. A few minutes later, emergency officials came around to attend to the victims.” Panic-stricken teachers reportedly fled in different directions, using clothes to cover their nostrils so as not to be affected by the foul smell. Moments later, the teachers rushed four of the pupils to Blue Cross Hospital, Ijaiye Road, Ogba, Lagos, while the others were attended to by emergency officials. PUNCH Metrolearnt that the rescue officials went around the compound in a bid to identify where the smell emanated from. Our correspondent learnt that the odour was traced to Ogba Shopping Arcade, Ijaiye Road, which shares a fence with the affected school. Director, Lagos State Fire Service, Razaq Fadipe, said it was discovered that a photo laboratory located in the complex was emitting the substance. He said, “On getting to the school, 22 students were unconscious. LASAMBUS was able to revive most of them and their parents took them home. “Four were not alright and had been taken to Blue Cross Hospital. We were able to trace the odour to the complex which shares a fence with the school. “We spotted the laboratory where the smell was coming from and the place has been cordoned off. Investigations are still on.” When asked why it was only those in the school that were affected by the chemical, Fadipe said it was probably because the lab faced the school directly. PUNCH Metrolearnt that the matter had been reported to the police while the Lagos State Environmental Protection Agency had taken up the case. An official of LASEPA, who wished to remain anonymous, said, “We will revisit the laboratory on Friday (today). If it is discovered that the laboratory was run illegally, then those running the place will be prosecuted. “However, it is too soon to jump into conclusions; we will inform the public of our findings.” When our correspondent visited Blue Cross Hospital, a nurse on duty said the pupils had been revived and transferred to the Lagos State University Teaching Hospital. “Four children were brought here and we were able to stabilise them before transferring them to LASUTH. Supervising Minister of Education, Mr. Nyesom Wike, on Tuesday met with the Academic Staff Union of Universities in Abuja. It could not be ascertained if the meeting which lasted barely one hour produced desirable results. The ASUU President, Dr. Nasir Fagge and the minister refused to speak with journalists after the meeting. Fagge did not respond to questions on the outcome of the meeting and the next line of action of the union. He simply told one of our correspondents that, “I am not in a position to talk.” At the meeting were the Executive Secretary of the National Universities Commission, Prof. Julius Okojie; the Vice-Chancellor of the University of Ibadan, Prof. Isaac Adewole and a few national officers of the union. Also, Vice-President Namadi Sambo on Tuesday met briefly with stakeholders in the nation’s education sector. The stakeholders were led to the meeting which was held at the Presidential Villa, Abuja by Wike. Other members of the delegation included Okojie and Adewole. At the end of the brief session, none of the participants agreed to speak with journalists when approached. Other members of the team who came out of the venue of the meeting a few minutes before Wike came out had claimed that the minister would address journalists. But Wike refused to answer questions when he emerged from the Vice President’s office. He joined other members of the team in a brief consultation at the forecourt of the Presidential Villa before he hurriedly jumped into his waiting car. No official statement was also issued by the Vice President’s office on the meeting. Meanwhile, the Pan-Yoruba Socio-Cultural group, the Afenifere has appealed to both the Federal Government and the striking members of ASUU to shift grounds in the interest of the future of the students and education sector in general. This was contained in a communique issued by the group and read to journalists by its Publicity Secretary, Mr. Yinka Odumakin, after the meeting of the group, on Tuesday in Akure. It expressed worries that both parties had failed to shift grounds on the industrial action which had been on since July 1. The meeting, which was held at the residence of the Afenifere Leader, Pa Reuben Fasoranti, in Akure, also noted that the development was not healthy for the nation’s educational sector. In a related development, the National Association of Kwara State Students has called on President Goodluck Jonathan to take a pivotal role by personally being involved in the negotiation to resolve the strike. In a statement signed by its President, Ajadi Muhideen and Public Relations Officer, Sulyman Alimi, on Tuesday in Ilorin, NAKSS said such act by Jonathan would further show his commitment to education growth and advancement. It hoped that the direct involvement of Jonathan in the negotiation would enhance the quicker resolution of the crisis. According to the association, Nigerian students are tired of suffering inadequate provision of infrastructure as well as lack of motivation for their lecturers and insufficient funding. It stated that there was inadequate lecture rooms in many tertiary institutions, adding that under-furnished lecture halls, poorly equipped or lack of laboratories were some of the challenges facing the nation’s institutions. NAKSS urged other labour unions in the country to embark on solidarity strike. It said, “The Nigerian students are intellectuals and can see where the wrong is coming from. According to the SSS, Adebayo had solicited the help of his girlfriend, Kehinde Alonge, to kidnap Emmanuel from his residence at 2, Solomon Street, Ilu-Nla, Aradagun, Badagry. The director, SSS, Lagos State, Mr. Ben Achu-Olayi, said Adebayo reported the incident to security agents, pretending to be distraught. He said, “On October 7, 2013, the command received a report from Adebayo Samson, who complained that his son was kidnapped on October 3. “Consequently, the command swung into action with the aim of rescuing the victim and arresting the culprits. Preliminary investigations confirmed the kidnapping by Alonge, who had demanded a N350, 000 ransom. “She demanded that the ransom be paid into a United Bank of Africa account 2050908899, belonging to one Taiwo Faloye. Unknown to the suspects, we had set up a flag on the account with the bank’s cooperation and were alerted when N230, 000 was remitted.” He said Alonge was arrested when she went to withdraw the money from a UBA branch at Ilesha, Osun State, adding that during interrogation, Alonge, a hairdresser, fingered the victim’s father. He said, “Following Alonge’s confession, Adebayo was arrested. He confessed that he planned his son’s kidnap in order to extort money from some of his church members and sympathisers.” Achu-Olayi warned parents to avoid endangering the lives of their children for the sake of money. He said, “We have noticed that crimes of this nature are usually committed by parents or close relations and we are warning them that we will not tolerate such acts.” The suspects, however, traded blame over the incident when our correspondent spoke with them. Adebayo accused Alonge of coming up with the plan in order to raise N200, 000 for a beauty salon. Alonge however denied this. She said, “I was in Ilesha when he (Adebayo) called me to come to Lagos that some people owed him money. He said the only way to collect the money from them was for me to come and take his son away, while he pretends that he had been kidnapped. “I came to Lagos on October 4, 2013. I intended going to the school to pick the boy but Adebayo advised that I pick him from the house. Since the children knew me, I told the boy to follow me to get something outside, only to enter the next available vehicle to Ilesha, Osun State. “His father even gave me N3,000 for transport. When we got to Ilesha, he sent another N3, 750 worth of recharge cards for his feeding. He even called his son on the telephone on daily basis. “He was the one that asked me to demand N350, 000 but at the end of the bargain, he said I should accept N200,000. Since I had no bank account, I asked one of my relatives to give me his account details. But we were arrested at the point of withdrawal.” Adebayo said, “I agreed to the plan because I was broke. I have been a vulcaniser for 20 years and I am poor. I have two kids and my wife is at a church, where she is being healed of paralysis. “Kehinde was the one that brought up the idea that we should kidnap my son and I agreed because I needed the money too. My share would have been N100, 000 if we had succeeded. “I feel so ashamed of myself because what I did was wrong. I hope the government forgives me and let me go home. Following the delay caused by a software leak, BlackBerry has officially resumed the release of its BlackBerry Messenger app for Android and iPhones. Samsung customers in Nigeria and other sub-Sahara African countries can now download the BBM app from the Samsung Apps Store, while iPhone and other Android-based smartphone users will be able to download the app in three days’ time, a release from BlackBerry on Tuesday indicated. The deployment was halted last month when an unauthorised copy of the app was leaked for Android smartphones and caused problems with the BlackBerry Messenger platform. When that leaked, the company said around a million people downloaded it for their Android smartphones. What they have now revealed is that more than one million people also found creative ways to “side load” BBM onto their iPhone. In order to avoid the problems and manage server loads, the company is phasing the rollout of the BBM app for other devices. The six million people who registered to be told about the launch will be able to use the app immediately. Other users will have to download the app and register, and then will be sent a message when their account has been activated. The app is now available on Google Play and iTunes. The BBM has more than 60 million active customers monthly on BlackBerry alone, and the overwhelming majority use it an average of 90 minutes per day. BBM customers collectively send and receive more than 10 billion messages each day, nearly twice as many messages per user per day compared to other mobile messaging apps. Messages on BBM are typically read within seconds, reflecting how truly engaged the BBM customers are. The Executive Vice-President for BBM at BlackBerry, Mr. Andrew Bocking, said, “BBM is a very engaging messaging service that is simple to use, easy to personalise and has an immediacy that is necessary for mobile communications. “With more than a billion Android, iOS and BlackBerry smartphones in the market, and no dominant mobile messaging platform, this is absolutely the right time to bring BBM to Android and iPhone customers.” According to BlackBerry, the BBM will continue to evolve quickly, as later this year, BBM channels will provide a forum for active, real conversations between people, brands, celebrities, artists, service providers, communities and more. The 7 Division of the Nigerian Army said on Tuesday that it had killed 37 suspected Boko Haram militants after an operation in Borno. The Spokesman of the division, Captain Aliyu Danja, made the disclosure in a statement in Maiduguri. “Based on available intelligence, troops of 7 Division of the Nigerian Army launched attacks on a suspected Boko Haram camp located in Alagarno in Borno. “The operation, which commenced last Monday, involved a coordinated ground and air assault,” he said. He said it was a coordinated attack by troops of the 7 Div. in conjunction with 79 composite group of the Nigerian Air Force, Maiduguri, aimed at destroying the terrorists’ camp. “A total of 37 suspected Boko Haram militants were killed in a gunfire exchange while several others fled with gun shot wounds,’’ the spokesman said. He also said that, “arms and ammunition were recovered. Three Hilux vehicles and several motorcycles belonging to the suspects were destroyed.’’ Danja also confirmed the killing of four persons during last Sunday’s attack by suspected Boko Haram militants in Logomani village near Gamboru-Ngala border. “In the early hours of Sunday, suspected Boko Haram terrorists numbering about 50, armed with AK 47 rifles and rocket propellers, blocked the Gamboru Ngala Dikwa Road at Logomani village, killing four civilians and injuring two. “They also set ablaze four trailers, two fuel tankers and snatched an Isuzu pick up loaded with provisions,’’ he said. As part of its corporate social repsonsibility, Mobil Producing Nigeria, has donated medical equipment worth N7m to support maternal services at the General Hospital, Otukpo, Benue State. The donation from MPN included general health care equipment, maternity care items and power infrastructure support such as stabilisers and UPS systems, as well as additional funds for the purchase of extra equipment for the maternity unit. The General Manager, Public and Government Affairs, MPN, Mr. Enyinnaya Onokala, said the donation was a practical demonstration of the organisation’s commitment to corporate citizenship and community development. Onokala, who was represented by Ms. Susan Eshett, also noted that the equipment was intended to enhance the standard of health care delivery and help address some of the root causes of infant and maternal mortality in the community. No fewer than 100 buildings were demolished on Monday and countless persons displaced when the Ogun State Government embarked on its road expansion project. The demolition, which began around 9am, affected structures on both sides of the Ojodu/Alagbole road at Yakoyo and the Sango/Ijoko road all the way down to Ogba-Ayo. Shops, residential buildings and shanties were lost to the demolition which was carried out to clear structures within 22.7 metres from the road. It was said to have lasted well over six hours. At Ogba-Ayo along Ijoko road, a shopping complex housing over 70 shops, two petrol stations and scores of residential buildings were destroyed. As of 4pm, Sango residents, whose buildings had also been marked for demolition, were seen hurriedly moving their valuables in preparation for the demolition that would continue on Tuesday (today). Some landlords and few of the residents at Yakoyo, who spoke with PUNCH Metro, lamented the demolition of their buildings without adequate notice to prepare them for the exercise. They alleged that the Governor Ibikunle Amosun administration did not compensate them or map out a resettlement plan for the people affected by the demolition. The owner of a two-storey building at Yakoyo, Mr. Nuhu Aruwa, said he built his house with the money he had saved from 35 years service as an officer of the Nigeria Customs Service. He said, “I have been living here for the past 26 years. I am a retiree and I manage a paint manufacturing company here. Early last year, the Bureau of Land and Survey came and marked our houses, saying it wanted to expand the road and that people should file their claims for compensation. “We told them to let us know how they intend to compensate us. At least, my present house is worth N50m. “Later in September this year, the ministry officials said we should await letters of acquisition and after we agreed on the value of our houses, we could move out. “They said they would pay us first before we would move out.” Aruwa, who hails from Kogi State, said he was awaiting the letter when he was told that his house would be demolished on Monday morning. He said, “No kobo has been paid, no alternative has been provided and they now say I should move out. Move to where? Are we goats? We have children schooling here. Do we terminate their academic programmes? I have served this nation for more than 35 years. I am now retired, and they want to take all I have built in my whole life away from me.” Another landlord, Mr. Moshood Yusuf, said he built his house in 1986 and caters for his15 member family with the money he makes from rents. He said the state governor disappointed residents when he visited the area a day to the demolition, without interacting with the landlords to know how they felt. He said, “The permanent secretary and governor came here yesterday (Sunday). Amosun merely walked with his entourage from Alagbole to Yakoyo Bus-stop without talking to anybody. And all he said was that work would start today and left.” It was learnt that many of the landlords were confused because their buildings had been marked three different times. A source said the state government had said initially, that it would only clear structures within 5.2 metres distance from the road. This was later increased to 13 metres and then 22.7 metres. Many residents were caught unawares by the demolition and appealed for time to evacuate their property. Others protested the demolition and were seen making frantic calls to officials of the state government. PUNCH Metro observed that some residents were not at home when the caterpillar began pulling down some structures. Around 9.30am, an officer from the Bureau of Lands addressed a group of landlords. The unidentified officer said, “All I will advise you is that you should take the pictures of your property and take to the Bureau of Lands for documentation. The issue of forms and letters do not concern the governor. Once he comes and gives orders that work should begin, we must begin to work. If there is any report that nothing has been done, they could send in policemen and I don’t want that here. Just get evidence that you are the owner of the house.” As the demolition continued, some of the residents wept. A resident, Rukayat Moshood, said, “We didn’t know it would happen like this. It was too sudden. At first, we were told it would only affect the shops and a little part of the building. Then the governor came yesterday and said work would begin. We don’t know where we are packing to now; we have no idea.” The Permanent Secretary of the Ministry of Works and Infrastructure, Kayode Ademolake, told our correspondent on the telephone that the residents were opposed to change in the state. He said, “They were served two years ago and even in the last three months, we still reminded them. But you know that even if you give some people 1,000 years, they will still continue to be there. When development is about to take place, there will be resistance, so we are not surprised. “No responsible government will however continue to watch a road that has been degraded for over 30 years without doing something about it. “Some of these people don’t even have proper documentation for their houses, and yet the government is ready to compensate them for their losses. A mobile policeman attached to the Special Task Force in Jos shot and killed his colleague on Saturday. Two other people were also said to have been injured in the shooting, which occurred in the early hours of Saturday in Jol, Riyom Local Government Area of Plateau State. The injured people, who had not been identified as at the time of this report, were said to be on danger list at Vom Christian Hospital, near Jos. The Executive Director of Stefanos Foundation, Mr. Mark Lipdo, told our correspondent that they had yet to understand the motive of the shooting. Plateau State Police Commissioner, Mr. Chris Olakpe, told our correspondent that investigations were on to ascertain the cause of the incident. He said, “I am right now addressing the men to calm them down so that the incident will not dampen their spirit. We will not like anything that will affect their morale, especially at this time we are preparing for a crucial task of the local government elections in the state. President Goodluck Jonathan on Saturday warned that the nationwide strike embarked upon by the Academic Staff Union of Universities might endanger the lives of Nigerian youths if further prolonged. The President spoke in Ado Ekiti, the state capital during the inauguration of the College of Engineering, Afe Babalola University. He urged ASUU to take into consideration the plight of the learners as patriotic citizens, saying, “The future of the country should not be sacrificed on the altar of industrial disharmony. This can endanger the future of the country. “I want to beg ASUU to reconsider its stand on the current impasse rocking our universities, which has kept students out of school for four months. “This hard stand and protracted crisis can endanger the collective destiny of millions of the future leaders. The future of the country should not be altered on the altar of industrial dispute.” ASUU on Friday however ruled out the possibility of accepting a new offer from the Federal Government, insisting that the 2009 agreement it had with government must be fully implemented. The National Treasurer of the union, Dr. Ademola Aremu, told SUNDAY PUNCH that the university lecturers were not making new demands. He said, “What we are saying is that ASUU is not making a fresh demand. For the N600bn that is being touted, they said N200bn would be included in the budget next year, the year after and the year after. But the agreement of 2009, says government will inject N1.5trn in universities in three years. Then, in 2012, the MOU says government will inject N1.3trn in four years. “Government now making a new offer shows that it wants to unilaterally repudiate our agreement. There was not a place in that agreement that said government should release N600bn in three years. An agreement is a covenant and a covenant must be obeyed and respected,” he said. Also, Jonathan on Saturday, pleaded with the disengaged workers of the unbundled Power Holding Company of Nigeria not to embark on industrial action. He gave the assurance that those who had yet to be paid their severance entitlements would soon be settled. Jonathan spoke at the official commissioning of the National Integrated Power Project 500MW Omotosho Phase II Power Station in Omotosho, Ondo State. “I will like to reassure all PHCN workers and our dear labour leaders that are yet to receive their full severance package that government is working hard to ensure that all of them get what is due to them. There is no need for industrial action,” the President said. He described the event as part of his administration’s efforts to provide adequate, reliable and sustainable electricity supply to Nigerians. He said with the implementation of his administration’s power sector reform, things could only get better for the country and its citizens. The President said his administration’s target was to boost power supply in the country by 4,700MW through the 10 NIPP projects. Having commissioned two of the projects starting with that of Geregu, Kogi State, Jonathan said the commissioning of the remaining eight would be concluded before the end of first quarter of next year. He added that at completion, all the 10 projects would be fully privatised. “Our interest is on how we can stabilise light and we promise that before the middle of next year, light will be reasonably (I am not saying total) stabilised in this country. Any difficulty we still experience from fluctuation in supply should be understood to be temporary, not endemic again.” Governor Olusegun Mimiko of Ondo State said his government and the people of the state were elated to host such a gigantic project that would not only serve the people of the state but indeed all Nigerians.
