WARRI—THE Federal Government has ignored the threat of the Niger Delta Avengers, NDA, not to repair oil facilities blown up by the militant group during the period of conciliation for dialogue or risk resumption of hostilities. “We are going to redirect and reactivate all our activities if the government, oil companies and their services firms do not heed these modest warnings of not carrying out repair works and suspend the buying of crude oil from our region, as we await the right atmosphere that will engender genuine dialogue,” the militant group had warned on June 13.This came as suspected kidnappers waylaid the outspoken Ibe-Benimowei (Chief Mobilizer) of Gbaramatu Kingdom, Chief Godspower Gbenekama and his wife at Effurun, Uvwie local government area, of Delta State, but he escaped by the skin of his teeth. Vanguard gathered that government was carrying out repairs on the Nigeria Gas Company, NGC, pipeline recently destroyed by militants at Ubefan Creek in Gbaramatu Kingdom, Warri South-West Local Government Area, Delta State with a heavy military presence.NDA bombed the said pipeline on Wednesday, May 26. It confirmed in a tweet, May 27: “At 11.45 on Thursday, @Niger Delta Avengers blew up other NNPC Gas and Crude trunk line close to the Warri pipeline that was heavily guarded by the military.” Community sources confided in Vanguard that soldiers were escorting badges, tugboats loaded with equipment and personnel heading for the repairs of the damaged facility of a NGC, a subsidiary of the Nigeria National Petroleum Corporation, NNPC,on Sunday. Chairman of Kunukunuma Federated Communities, Chief Moses Bebenimibo, who corroborated Vanguard’s findings, grumbled that the contractor carrying out the maintenance, Melcurt Nigeria Limited, did not involve the host community. He sulked at the development, saying that government did not consider his community hosting the facility in any manner. Bebenimibo accused the Federal Government of being interested only on the oil that flows in the communities and not the well-being of the people, adding: “They are good in using the military to always intimidate and subdue us in matters that affect us as a people from this end.” Gbenekama, wife thwart kidnappers A Gbaramatu leader, Chief Daniel Ekpebide, confirmed the attack on Chief Gbenekama, saying that he escaped from the gunmen and his wife, whisked away with another person, later broke away too. “It is like God put confusion in their midst,” he added. Vice President Yemi Osinbajo has said that laws should not be made to restrict the freedom of worship in the country. Osinbajo said this in a keynote address at the “First National Judicial Roundtable on The Intersection between Law and Religion’’ at the National Judicial Institute, Abuja on Monday. The vice president insisted that in a situation where the laws were made in line with provisions of the Nigerian Constitution, such laws must be “reasonably justifiable’’. He averred that the protection of freedom of worship and the practice of one’s beliefs was crucial especially in a democratic society. “Those laws according to the Nigerian Constitution where they restrict freedom of worship, must be “reasonably justifiable” in a democratic society in the interest of defence, public safety, public order, public morality or public health. “Or for the purpose of protecting the rights and freedom or other persons. “It is this test that restrictive laws should satisfy every law that seeks to restrict religious freedom, that is, is this legislation reasonably justifiable in a democratic society for the protection of one of the listed public goods? “The crucial question with respect to such laws is whether they should be allowed to exercise prior-restraint? “For example should there be licensing of places of worship or the dissemination of religious information? “Or should the laws punish offending conduct when it occurs, such as the dissemination of hate speech? “Is it reasonably justifiable in a democratic society to make laws that restrict freedom of speech by the fact that it says you must seek permission before you can make certain types of public utterances?’’ Osinbajo noted that prior-restraint “is open to abuse, will unduly restrict freedom of worship and is probably unconstitutional’’. He acknowledged that freedom of speech is not only a fundamental right (in its own right) but it is also the vehicle for the realisation of other rights. He, however, said that the laws must however be enforced to punish offensive conduct such as the dissemination of hate speech or the perpetration of unlawful acts under the guise of religious beliefs. The vice president emphasised that courts must be more careful to maintain their neutrality in the trial of such matters. Osinbajo said that there was the need to deal with violent extremism emanating from religion. He said the ideology of violent extremism such as that perpetrated by Boko Haram or ISIL rejects the common basis for human interaction under domestic laws of most societies and international law. “The extremists reject the inalienable freedoms and rights of others, they reject the known universal mechanisms for negotiation, compromise, and resolution of differences. “They seek to impose their world-view by force of terror on others. “Consequently there is no reasoning with these groups. “The rest of society who reject this bloodthirsty approach to spreading a set of beliefs must be prepared to sustain a war against extremism which must lead to the military defeat of its forces but more importantly victory in the ideological battle.’’ Osinbajo said there is no question at all that there are important intersections between law as an instrument of social control and religion especially in so far as it tends to define moral parameters and borders. The Administrator of NJI, Justice Roseline Bozimo, represented by the Institute’s Secretary, Mal. Abubakar Maidama, said the roundtable was aimed at forging harmony and eliminating religious extremism. She said religion ought to be used as a tool for promotion of societal development rather than violence adding that both religion and law established standards for development. The Chief Justice of Nigeria, Justice Mahmud Mohammed, represented by Justice Kudirat Kekere-Ekun, noted that there was great relationship between religion and law as most legal systems drew from religious practice. Deputy Senate President Ike Ekweremadu yesterday declared himself innocent of the forgery allegation in the upper chamber. He also said he had not received any police invitation for questioning over the matter. Charges preferred against suspects in the alleged forgery are pending before a Federal Capital Territory High Court. The police last week invited Ekweremadu and others as part of the investigation into the matter. But, in a statement yesterday by his Media Adviser, Uche Anichukwu, the Deputy Senate President said he had nothing to fear about the invitation. The statement said: “We are, therefore, as surprised as other Nigerians at the current twists and turns by the same police one year after and also after they had since submitted to the Attorney General of the Federation their investigation report, which neither indicted nor even made the slightest mention of Senator Ike Ekweremadu. Moreso that the petitioners never named Ekweremadu in their petition in the first instance. “We wish to state that we read the reports of the so-called police invitation and charges allegedly preferred against Senator Ekweremadu; the Senate President, Senator Bukola Saraki; and others on the pages of the newspapers, like other Nigerians. “Even as we try to reconcile the reports of the simultaneous police invitation and court processes, nobody has, till date, served the Deputy President of the Senate any letter of invitation by the police or court summons. “The office or person of the Deputy President of the Senate is not in the moon. The concerned authorities know how and where to reach Senator Ekweremadu if they want to. “But, so far, everything remains in the realms of the usual propaganda onslaught to malign, bully, intimidate, and divert attention from the real challenges presently confronting the nation. However, when the bird jerks in the air, we can fathom where it would perch.”

ABEOKUTA—Following the killing of no fewer than 15 persons in Ogun State allegedly by suspected militants from the Niger Delta region, the State Commissioner of Police, Abdulmajid Ali, yesterday confirmed that the militants are desperately looking for a safe haven in the state. File: MilitantsFile: Militants The police chief, who spoke with newsmen in Abeokuta on phone said militants are apparently finding it difficult to operate in the Niger Delta region following increased military deployment to check their nefarious activities. Ali, who spoke against the backdrop of Friday’s invasion of Imushin community in Ogijo area of the state by suspected militants, warned that the development must not be treated with levity. Over 100 militants, who stormed the community on Friday night, reportedly killed 15 people during a shooting spree that also left several persons injured and property destroyed. The commissioner, however, insisted that only three persons were killed when rampaging militants invaded Imushin community on Friday. He said the heavy deployment of military in the region has promoted the militants to be breaking new grounds in order to continue to perpetrate oil theft, pipeline vandalism and illegal bunkering. He said the riverine areas of the Gateway State have thus become attractive to the militants, who carry out attacks from the creeks and rush back. Ali pointed out that the same militants had been behind the recent spate of pipeline vandalism and economic sabotage in the Arepo axis along the Lagos-Ibadan Expressway. The commissioner said he had already reported the emerging security threat to the ‘highest authorities.’ “It’s not true that 15 people were killed there. The DPO Ogijo was on ground; he reported that only three people were killed and their bodies have been recovered from the scene,” Ali said. He argued that if adequate measures were not taken, the militant activities may snowball into insurgency. He added: “The militants are finding it difficult in Niger Delta and Ikorodu area of Lagos State. They are now moving to our side in Ogun.
