Criminals are exploiting the migration crisis to dramatically increase the trafficking of Nigerian women and girls into Europe – and many could end up being exploited in the UK, the independent anti-slavery commissioner has warned.

Kevin Hyland said Britain has a responsibility to act and called for an immediate response to the crisis before it worsens.

There are up to 13,000 victims of modern ‘slavery’ in the UK, according to government estimates with Nigeria cited as consistently been one of the top countries of origin among victims identified, Mr Hyland said.

Separate figures indicate that 5,633 Nigerian women and girls reached Italy by sea last year – nearly four times the level recorded in 2014. Estimates suggest that close to four in five are trafficking victims who criminals plan to force into the sex industry across Europe.

Mr Hyland said:” Simply put, this is now one of world’s major human trafficking crises. It has been going on for a number of years, and a failure to act has allowed the criminals to take advantage of the current migration crisis.

“The rise in the numbers is staggering. Nigerian women and girls are enslaved and sexually exploited here in the UK. We must act now.”

Last month, Prime Minister Theresa May announced a new £33 million International Modern Slavery Fund. Mr Hyland argued preventing trafficking from Nigeria at source must be one its core focuses.

Describing Edo State as Nigeria’s ”trafficking hub”, the former Metropolitan Police detective said: “Unless we bring focus to this region, criminals will simply continue to move huge numbers of women and young girls into Europe to be exploited and profited from, as if they were a mere commodity.”

Gangs are feared to be targeting women and girls and deceiving them with promises of a life of opportunity in Europe.

Mr Hyland added: “These vulnerable people, many of whom are young girls, have no understanding of the conditions under which they will ‘work’, the violence and threats they will receive, the size of the debt they will incur and the brutal exploitation they will suffer.”

Former Super Eagles captain, Chief Joseph Yobo was part of a delegation of Niger Delta traditional rulers who paid a visit to President Muhammadu Buhari earlier today.

Yobo who was recently conferred with a chieftaincy title, the Mene Aborlo 1 of Ogoniland noted that the visit was connected to the ongoing efforts by the President to clean up the environmentally devastated region.

President Muhammadu Buhari’s tweet about the presence of the former captain at the villa was met jokingly via a tweet which noted that the President forgot to call him Chief.

The player who hails from Ogoniland since the announcement of his retirement from professional football, has been involved in several high level efforts to ensure that the clean up of Ogoniland is successful.

MAIDUGURI — The Nigerian Army, yesterday, court-martialed 20 officers and men for various offences allegedly committed within the Theatre Command of Operation Lafiya Dole in the North-East sub-region of the country. Of the number, four are officers and their offences, according to the Army, range from selling ammunition to terrorists to murder.

Victor Ezugwu, said the court martialing of four officers and 16 men was to achieve timely and quick dispensation of justice within the framework of the statute books. Discipline, according to him, is the bedrock of the military profession, adding that to have a disciplined body of officers and men, there must be justice.

“It is when there is justice that discipline can be achieved,” said Ezugwu while inaugurating members of the GCM. He said it was important for the prosecution and the accused persons, including their counsels, to be mindful of this fact; and strive to shun all forms of antics that could result in frivolous adjournments and delays in trial processes. Ezugwu, who noted that justice delayed was justice denied, said: “For the President, Brig-Gen. Olusegun Adeniyi and six other members of the court martial to dispense this all important assignment in accordance with the extant laws, ensure that your opinions on all the cases brought before you are not in any way beclouded with bias, external pressure or by extraneous factors.” He said the outcome of the court martial must be based on careful appreciation of the whole facts of each case and evidence placed before the court martial.

For the accused, Ezugwu said: “Be assured that you are all presumed innocent until this honourable court finds otherwise. Your rights to fair hearing and other fundamental human rights would be adhered to throughout this trial.” He said the Nigerian Army, through the court martialing, would not condone cases of violation of laws of armed conflict in the discharge of constitutional responsibilities. He, however, noted that the accused persons could appeal verdicts passed by the GCM at the Appeal and Supreme courts.

The Assistant Inspector-General of Police (AIG) in-charge of Zone II, Abdulmajid Ali, yesterday spoke of plans by the police to build stations at the riverine communities in Lagos and Ogun states to keep militants at bay.

Ali, who stated this at the Zonal Headquarters in Marina, added that the Marine Police in the zone will be empowered to patrol the waterways to guard against the resurgence of the militants.

The AIG gave marching orders to the commissioners under his Command to reduced crime to the barest minimum.

According to him, the newly established Zonal Intervention Squad (ZIS) has been empowered to deal with any criminal element, caught disrupting the peace in the the two states.

Ali warned persons illegally manufacturing police uniforms and accoutrements to desist from the act, or face arrest. He also warned that land grabbers would henceforth be treated as armed robbers, kidnappers and murderers.

Parading 15 suspects arrested by the zone, Ali said 11 of them were suspected armed robbers, three alleged fraudsters and a ‘cultist’.

Some of the suspects are Keke Meme, 28, Samuel Agbonyinu, 29, Sunday Adepo alias Olota, 37, Olanrewaju Gbadamosi, 33, Lukman Akinola, 33, Dele Rotimi, 37, Taiwo Olabode, 38, Uche Anthony, 27, Taiwo Ayodele, 27, Tuned Taiwo (a.k.a Eniba), 23 and Adegoke Wasiu (a.k.a Sobo), 24, were arrested in different locations in Ogun State.

He said six locally-made guns, 21 live ammunition and one imitation gun were recovered from the suspects.

“On July 28, at about 12pm, the command received information that a gang of robbers terrorising Idiroko Border communities were on their way to rob a fish depot at Ijoko area, Otta, Ogun State. We dispatched a team of operatives and two of them were arrested at Ohunbe area.

“A locally made gun was recovered from them with 10 rounds of live cartridges. In the course of investigation, the thrifty suspect was arrested at Idiroko. They confessed to have committed several other armed robberies with two of them having served prison terms. They also confessed to have snatched an AK47 rifle from a policeman.

“On August 1, around 10am, a syndicate that specialised in hijacking trucks at gun-point along major highways were meeting at a hotel in Ore, Ondo State. A police team was detailed for the operation where six suspects were arrested at Ore, Fiditi and Ibadan (Oyo) and Ogijo (Ogun). Two locally-made short guns and a dummy gun were recovered from them.

“The syndicate confessed to have hijacked about four trailers in Ogun since last year. They were also involved in serial kidnappings in neighbouring states including Ondo.’’

Continuing, the AIG said two of the suspected fraudsters – Samuel Ephraim, 21 and Dosumu Gafar, 26, who allegedly tricked a lady in the United States of America (USA) into paying $40,000 into their accounts, were arrested with the help of their parents.

He said the transfer of the money was facilitated by Bureau De Change operators.

The third fraud case, Ali said, involved one Oluwatobi Obogo, who issued a N38 million dud cheque and obtained money under false pretences from one Kennena Nwosu.

Admitting to being a hijacker, Gbadamosi told The Nation that he usually sold the stolen products for N2 million, adding that the buyers knew the items were stolen.

He said he hijacked two heavy duty vehicles, one containing groceries, which was sold to Mrs Taiwo Olabode and a truck containing Premium Motor Spirit (PMS) sold to one Alfa Kabiru for N2 million each.

He said: “I knew Mama (Olabode) through my father’s friend. You know she said that my father gave her money but that’s not true. I want to say that she does not pay my father but she pays us. My father is not even aware that she pays us. When we gave her the product, she was paying us installmentally.

“The second one we did was fuel. We gave it to Alfa Kabiru. He said he would pay us N2 million but paid only N750, 000. He gave us, N500,000, N100,000 and N150,000.

“I was in Ibadan and told one of my friends that I don’t have money so he said he would look for money for me. Later on, he came to where I was, I didn’t know the man talking to him was a police officer. That’s how I was arrested. I am not the ring leader but I had to tell them that I would cooperate with them because I am a changed person.

“I was the one who helped them to arrest everybody here. I am even honest with them. You can ask my IPO. I believe God knows the purpose why they arrested me. Maybe I would have been killed on the next trip. I have gone for this operation just twice and I made up to N300,000.

“They don’t always pay well. They pay small small. Normally I do plank business. I got into crime when I went to the village. That my friend who took me to the village was the one who introduced me to the business. I just want to plead that I would never do it again.”

Ongoing combined military and police action against pipeline vandals in the creeks of Arepo, Ogun State and parts of Ikorodu in Lagos State is another demonstration of the Federal Government’s determination to crack down on criminals wherever they congregate. In an offensive coded ‘Operation Awathe’, Arepo axis came under bombardment penultimate weekend, with casualties recorded. Air Force helicopters were deployed in the onslaught while the Navy, Army and Police boarded combat boats and combed the creeks. The objective is to flush out the criminals terrorising riverine communities in Ikorodu and its environs from their hideouts through sustained aerial and amphibious assaults. The joint military action appears to be yielding results. There are reports that some of the criminals had fled the area to other riverine locations. Pockets of others are still hiding in the deep recesses of the creeks. Residents have continued to flee the affected communities for fear of further attacks. The military response came a little late but it is welcome. Many innocent lives have been lost since the criminals became active in those areas. Several families were displaced with their property abandoned while their owners vowed never to return. Those who managed to secure theirs before the situation escalated hurriedly sold them off cheaply. It needs to be reiterated that the government has the duty and responsibility to protect the people as enshrined in the constitution. The military authorities are, therefore, right to defend the people without waiting for them to resort to self help. The intervention also prevented the situation from assuming an ethnic coloration. Parts of the affected communities are areas inhabited by riverine people who depend on the creeks for their survival. The right of such people to earn a living should be respected while fishing out the criminal elements among them. Care should be taken to avoid civilian casualties and collateral damage. Conscious efforts should be made to avoid a repeat of the Gbaramatu community incident in Delta State where local people were harassed by soldiers during the hunt for Niger Delta Avengers. We commend the military efforts so far but urge them to exercise restraint in enforcing their rules of engagement to forestall avoidable casualties. Local residents should partner in the effort by providing intelligence reports on suspicious characters and identified criminals operating in their areas. The identities of such people should not be shielded. We commend Governor Akinwunmi Ambode and the Lagos State Government for their efforts to ensure the return of calm to the troubled areas, and hope the Federal Government will deploy the same vigour and fire power to curtail the excesses of rampaging herdsmen and armed bandits across the country.

Dr. Femi Olunfunmilade is the Head of Department of Political Science and International Studies, Igbinedion University, Okada. A staunch believer in President Muhammadu Buhari, he was a member of the Buhari-Osinbajo Presidential Campaign Organisation. In this interview, he scores the administration of President Muhammadu Buhari high in the fight against terrorism and anti-corruption, but laments what he describes as the abandonment of those that worked tirelessly to make him president. Excerpts:

How would you rate the administration of President Buhari?

President Buhari promised three major things during his presidential campaign to the Nigerians. He promised to eliminate insecurity which was on the high side, because at that time, over 20 local governments were under the control of the Boko Haram terrorists. He also promised to fight corruption and to revive the economy. To an extent, he has tried to fulfil these three promises. Today, terrorism has been severely degraded, and I do not think that the terrorists are controlling any local government and the North East is fairly safe now. People are returning to their homes. Those who are still in the Internally Displaced Persons (IDP) camps are being rehabilitated. Farming activities and trading have resumed and the evidence is clear for us to see. It’s true we still have occasional bombings but we have reclaimed our territories from Boko Haram. In terms of security, I will give him a pass mark. In terms of fighting corruption, those who are older than us who were already adults during the first republic and have seen it all will tell you that no government apart from that of Muhammed Buhari from December 31st 1983 till August 17th 1985, can compare in terms of fighting corruption. It has been an all-out war and no one is considered sacred. It is no longer business as usual. In the National Assembly, even the lawmakers are doing house cleansing and it is all to fight corruption.

But are you impressed with the administration’s method of fighting corruption?

It is not by taking people to court and prosecuting them alone; there are also institutional reforms aimed at fighting corruption. Look at the Treasury Single Account which showed all kinds of loose funds that no one knew existed. Some of them have over 40 accounts; this is an avenue for leakage. Now it is easy to know what comes in and monitor what goes out. There are other things that are being done in terms of institutional reforms. At the Federal Ministry of Finance, there is an efficiency unit which is meant to take a hard look on various expenditures in the government just to save funds because we are in an era of scarcity. Items like conference bags, elaborate brochures and other gifts should be discarded, even the programme of events shouldn’t be more than one page and it should be in black and white not coloured, because every kobo counts.
We are not only fighting for the billions; we are fighting for the thousands of naira too. In terms of anti-corruption, I will score Buhari high. However, the challenges are there, those who are being prosecuted have the money to hire the Senior Advocates of Nigeria (SANs) and some people will try to make it an ethnic issue by saying the president is persecuting one ethnic group but he is doing very well.

Opinion in many quarters is that nothing has been achieved in the area of economy; what’s your take?


When we talk of the economy, from the government side, it is having money to embark on developmental projects and ensuring there are no leakages. We have a huge infrastructural deficit; but a look at the items in the 2016 budget would show that they unprecedented. We have the coastal railway which will move from Lagos to Calabar but also connect other states; another one will move from Ibadan to the North connecting various states and capitals. The plan Buhari has, is to make sure that every capital will be connected by rail and when that is done; our roads would be saved form quick depreciation. The price of barrel has quite changed; also the serious sabotage by the Niger Delta Avengers is making it all worse. In general, the president has tried.

There is this friction with the National Assembly; what can say about relationship between the Presidency and the legislators?

We have to put things in their proper context. As far as the president and the National Assembly are concerned, I think they have had good relationship. All the appointees that have been sent to the National Assembly have been cleared without any unnecessary delay. The only issue is with the national budget. I want believe that it is an issue that has come and will also go. If there is anything that would come out of it, it is the National Assembly becoming better and stronger. Looking at it from another angle, the President and his support base have a good relationship; the support base refers to his party, the All Progressives Congress (APC) and the various support groups round the country. All the support groups have been left in the lurch and I can tell that people are not happy. I carried out the need assessment survey for Buhari’s campaign on the platform of the support organizations. It was decided that I conduct a research. I proposed it and it was approved by them. It was meant to find out the peculiar needs of each state and the Federal Capital Territory and condense these needs to bullet points. After the survey, we told them to promise those in Ekiti State a Federal Secretariat Complex because the state doesn’t have one. In Cross River, the people are still unhappy about the Bakassi issue, they were told to promise them to revisit the issue of the displaced persons. It was done nationwide and I was supported by the coordinators of the Buhari Support Group across the 36 states. A lot of Northerners who were part of his support base are not happy, so people should stop having the impression that he is only favouring the Northerners. He cannot give everyone an appointment but he can make symbolic gestures. We have leaders and most of them have what it takes to serve in the government.

Are you saying that his appointments so far have been in order?

Many of those who were appointed were unknown to us and you can quote me. In the Buhari political family, we have professors, and some of the vice chancellors that were appointed were unknown to us; they just came out of the blues. Many of the people appointed in National Examinations Council (NECO) and other tertiary institutions were not known. Maybe they are people known by him, but we did not know them. We are not saying that if he finds qualified people he shouldn’t pick them; he should go ahead and pick them. We are happy that he put a professional in the oil sector. We don’t even know how the appointments are made. How many people have access to the Secretary to the Government of the Federation? Sometime last year, the leaders of the party asked us to send 50 names, what became of that exercise?
I do not know the criteria the President uses for the appointment. It is not about me getting an appointment, because, even during his presidential campaigns, I always spent my money to lodge in hotels.

Many say that the president is not behaving like a politician going by the lopsided nature of his appointments. What is your take?


President Buhari appears to fit the description of him by former President Obasanjo. I watched a documentary over 20 years ago, and I was one of those who wept when he was over thrown. About six months after he was removed, I saw the direction IBB was going and I wept for the country. I remember what Obasanjo said when they asked him to comment on Buhari, he said, “Well, Muhammadu believed in the righteousness of his mission and his mission was a patriotic one indeed. However, he was only a good administrator and not a politician.” Today I think that description still fits him. President Buhari is a good administrator, he likes efficiency and wants things to be done the right way but we are in a democracy. In the university, we do not teach Nigerian politics in isolation. The course is called Nigerian government and politics and we do not teach government in isolation. It is a basic fundamental course in any political science department. Governance and politics must be balanced. You cannot divorce governance from politics and vice versa. He is carrying out a lot of reforms, but if he doesn’t balance his governance with politics, his reforms will end in 2019, because he wouldn’t be able to return to power. It is like a house without foundation. I am not tongue tied when it comes to appointment because I suffered and laboured for President Buhari to be in power. He should allow people like us to come close to him and tell him the truth in order to avert the impending tragedy. Most of the leaders cannot talk to him, they are afraid even when they themselves are not happy.

What about the relationship between Buhari and Tinubu?

Tinubu’s media aide was recently appointed as a commissioner in the National Communication Commission (NCC); that shows that he is being carried along because he wasn’t or isn’t a politician just an aide to Tinubu. So, for him to have been elevated to that level, it means that he is still reckoned with him. I knew Tinubu from a distance but though at the time, I never had an interaction with him. After I published a book which I dedicated to Buhari, I sent him a memo that I wanted to meet with him, but I did not get any response. I want them to work together that will benefit Nigeria. It is normal to have personal differences but for the sake of Nigeria, they should close ranks and reposition the party. It wasn’t only APC that delivered power to Buhari; the support groups played a very critical role. They shouldn’t think that because they are big leaders, other people do not matter.
Everyone matters, even the person that supported with one vote matters. If today an election is conducted with the way the party and its support groups are I do not think we will win.

The call for restructuring is growing by the day. What do you have to say?


The people who talk about restructuring cannot articulate it. There are various levels of restructuring. There is the aspect of constitutional restructuring, economic restructuring, restructuring the country politically. Some think restructuring deals with the region running the show. If you go to South West today and decide to return the old western region, we would not have Ekiti, Oyo, Osun, Ogun and even Lagos states. We will just have one region; I do not think that the people will support your idea. What we are to do is work more towards developing the country economically. The call for restructuring is also a product of frustration because people are not fulfilled. They feel that if power is taken from the centre and put in the regions, their life would be better. Creating a new layer of government will only add to the administrative cost of running the government. The best thing to do is to restructure the states. The civil service in the various states are bloated; they are not generating any income and yet the little taxes that people pay they are consuming it and now there is nothing to consume. The type of restructuring we need is to make the machinery of governance run effectively.
