A viral video has shown residents in Benue State flocking to a riverside where a stash of cash was found. In the video, the residents said billions of old notes kept in sacks have been defaced beyond repairs. The move by the Central Bank of Nigeria to redesign some naira notes have piled pressure on currency hoarders. This comes as CBN prepares to introduce new naira notes into circulation on December 15, 2022. CBN policy piles pressure on currency hoarders The CBN stated that the old naira notes would cease to be legal tender by January 31, 2023. The Central Bank of Nigeria has on October 26, 2022, stated that it is embarking on redesigning the naira notes because about 80 per cent of the money in circulation is outside the banking system. The bank stated that it is redesigning N200. N500 and N1000 notes. According to the CBN, it has received over N1 trillion of old notes and deposited the same amount with the banks. The CBN, which reduced withdrawal limits to N100,000 weekly for individuals and N500,000 for corporate bodies, have been under pressure from politicians to rethink the policy as it would affect Nigerians. CBN under pressure The bank said it remains unwavering in its resolve to continue with the cashless policy to strengthen the naira and economy. The move by the CBN has led to currency hoarders releasing old naira notes in their possession. Recently, a truck allegedly loaded with defaced N1,000 notes was seen heading from the north. Nigerians were alarmed that a huge stash of cash have been hidden by Nigerians while many are impoverished. The World bank recently assessed Nigeria’s capacity to build the kind of infrastructures the country is currently seeking funding for. The assessment shows that Nigeria’s current level of infrastructure is low, and it would take quite a lot to get it to where it needs to be. It also noted that there is a huge discrepancy with the country’s level of borrowing and its infrastructures. The Nigerian government has in the past justified its borrowing expenditure by asserting that the funds would be used to build state of the art infrastructures. Last month, the president of the country, Muhammadu Buhari , explained his rationale behind the Nigerian government's borrowing, stating that it is imperative that infrastructures are built to create more opportunities to grow the Nigerian economy, and for this to happen the government needs external aid. “We have also continued to accelerate our infrastructure development through serviceable and transparent borrowing, improved capital inflow and increased revenue generation by expanding the tax bases and prudent management of investment proceeds in the Sovereign Wealth Fund.” The president said. However, the World Bank has disclosed that Nigeria’s physical infrastructure gap would likely reach $3tn in the next 30 years, and at this rate, it would take the country 300 years to close the infrastructure gap, which would cost the country 4% of its yearly GDP. The Bank’s public finance review report on Nigeria reads in part; “the level and quality of Nigeria’s infrastructure quality is low, with the country ranked 132 out of 137 countries for infrastructure in the 2018 Global Competitive Index. Nigeria’s physical infrastructure gap is estimated to reach $3tn over the next 30 years.” The report also discloses that Nigeria’s development outcomes were among the lowest globally. In 1997, 14 year old Nathan Zohner presented his science fair project to his classmates, seeking to ban a highly dangerous chemical from its everyday use. The chemical in question? Dihydrogen monoxide. Throughout his presentation, Zohner provided his audience scientifically correct evidence as to why this chemical should be banned. He explained that dihydrogen monoxide: Can cause severe burns while it’s in gas form Corrodes and rusts metal Kills countless people annually Is commonly found in tumors, acid rain, etc. Causes excessive urination and bloating if consumed Zohner also noted that the chemical is able to kill you if you depend on it and then experience an extended withdrawal. He then asked his classmates if they actually wanted to ban dihydrogen monoxide. And so 43 out of the 50 children present voted to ban this obviously unsafe chemical. However…this chemical isn’t typically considered toxic at all. In fact, dihydrogen monoxide is simply an unconventional name for water. Nathan Zohner’s experiment wasn’t a legitimate attempt to ban water, but instead an experiment to get a representation of how gullible people can really be. Also, all of the points that Zohner used to convey his point were 100% factually correct; he just skewed all of the information in his favor by omitting certain facts. One journalist eventually dubbed this event as ‘Zohnerism’, where true facts are used to mislead people towards false conclusions. And this occurs a lot more often than you think, especially when politicians, journalists, etc., use proven facts to persuade people into believing false claims. The fact that people can mislead, and be misled so easily, is highly unsettling. |

WASHINGTON, Nov 5 (Reuters) - The Biden administration is privately encouraging Ukraine’s leaders to signal an openness to negotiate with Russia and drop their public refusal to engage in peace talks unless President Vladimir Putin is removed from power, the Washington Post reported on Saturday. The paper quoted unnamed people familiar with the discussions as saying that the request by American officials was not aimed at pushing Ukraine to the negotiating table, but a calculated attempt to ensure Kyiv maintains the support of other nations facing constituencies wary of fueling a war for many years to come. It said the discussions illustrated the complexity of the Biden administration’s position on Ukraine, as U.S. officials publicly vow to support Kyiv with massive sums of aid "for as long as it takes" while hoping for a resolution to the eight-month conflict that has taken a big toll on the world economy and triggered fears of nuclear war. The paper said U.S. officials shared the assessment of their Ukrainian counterparts that Putin is not for now serious about negotiations, but acknowledged that Ukrainian President Volodymyr Zelenskiy's ban on talks with him had generated concern in parts of Europe, Africa and Latin America, where the war's effects on costs of food and fuel are felt most sharply. "Ukraine fatigue is a real thing for some of our partners," the Post quoted one unnamed U.S. official as saying. The German government at the conference confirmed reports it would approve a delivery of anti-aircraft tanks to Ukraine. This was announced by German Defence Minister Christine Lambrecht. Under the plan, Berlin will grant weapons company Krauss-Maffei Wegmann permission to send “Gepard” anti-aircraft cannon tanks — the German word for cheetah — to Ukraine. Ms Lambrecht also said Ukrainian soldiers were being trained to use artillery systems in Germany. “We are working together with our American friends in training Ukrainian troops on artillery systems on German soil,” DW quoted her as saying. Other countries are also lending their support by donating various warfare equipment: the UK said it has distributed more than 200,000 items so far, including 4,800 NLAW anti-tank missiles, and a small number of Javelin missiles. It has also provided Starstreak anti-air missiles and tanks. France is sending its Caesar mobile howitzer, and the Czech Republic is delivering its older self-propelled howitzers. As well as also sending howitzers, Canada is to deliver guided “Excalibur” shells that can travel more than 40 kilometres (25 miles) and deliver precisely targeted munitions.

The formal diplomatic note from Moscow, a copy of which was reviewed by The Washington Post, came as President Biden approved a dramatic expansion in the scope of weapons being provided to the government in Kyiv Russia this week sent a formal diplomatic note to the United States warning that U.S. and NATO shipments of the “most sensitive” weapons systems to Ukraine were “adding fuel” to the conflict there and could bring “unpredictable consequences.” The diplomatic démarche, a copy of which was reviewed by The Washington Post, came as President Biden approved a dramatic expansion in the scope of weapons being provided to Ukraine, an $800 million package including 155 mm howitzers — a serious upgrade in long-range artillery to match Russian systems — coastal defense drones and armored vehicles, as well as additional portable antiaircraft and antitank weapons and millions of rounds of ammunition. The United States has also facilitated the shipment to Ukraine of long-range air defense systems, including Slovakia’s shipment of Russian-manufactured Soviet-era S-300 launchers on which Ukrainian forces have already been trained. In exchange, the administration announced last week, the United States is deploying a Patriot missile system to Slovakia and consulting with Slovakia on a long-term replacement. On Friday, Russian Foreign Ministry spokeswoman Maria Zakharova confirmed the diplomatic note, and said that similar démarches on arms shipments to Ukraine were sent to “all countries,” including the United States, Russia’s Interfax news agency reported. Shipment of the U.S. weapons, the first wave of which U.S. officials said would arrive in Ukraine within days, follows an urgent appeal to Biden from Ukrainian President Volodymyr Zelensky, as Russian forces were said to be mobilizing for a major assault on eastern Ukraine’s Donbas region and along the coastal strip connecting it with Russian-occupied Crimea in the south. In a public announcement Wednesday, Biden said it would include “new capabilities tailored to the wider assault we expect Russia to launch in eastern Ukraine.” The document, titled “On Russia’s concerns in the context of massive supplies of weapons and military equipment to the Kiev regime,” written in Russian with a translation provided, was forwarded to the State Department by the Russian Embassy in Washington. The Russian Embassy did not respond to requests for comment. Among the items Russia identified as “most sensitive” were “multiple launch rocket systems,” although the United States and its NATO allies are not believed to have supplied those weapons to Ukraine. Andrew Weiss, a former National Security Council director for Russian, Ukrainian and Eurasian affairs, and now vice president for studies at the Carnegie Endowment for International Peace, recalled that Russian President Vladimir Putin, in a speech on the February morning that the invasion began, warned that Western nations would face “consequences greater than any you have faced in history” if they became involved in the conflict. Attention at the time focused on Putin’s reminder that Russia possesses a powerful nuclear arsenal, Weiss said, but it was also “a very explicit warning about not sending weapons into a conflict zone.” Having drawn a red line, he asked, are the Russians “now inclined to back that up?” Such an attack would be “a very important escalatory move, first and foremost because it represents a threat to the West if they aren’t able to keep supplies flowing into Ukraine, which by extension might diminish Ukraine’s capacity for self-defense.” That risk “shouldn’t be downplayed,” he said, noting the added risk that an attempt to strike a convoy inside Ukraine could go awry over the border into NATO territory.
