fatdon2: Over £400bn worth of Nigerian money is being stashed away in Europe, Asia and America, says a group, Africa Secretariat.
Currently, President Muhammadu Buhari is seeking the assistance of the United States and European countries to recover looted Nigerian funds kept in foreign banks.
Coordinator of the United Kingdom-based group, Mr. Ben Oguntala, told SUNDAY PUNCH on Friday that his group had suggested ways of recovering the looted funds to President Buhari.
He said, “The image President Buhari is projecting is his promise to fight corruption. He cannot do this alone and it is for this reason that we have sent the President our proposal for addressing corruption.
“There is over £400bn worth of Nigerian money being fraudulently held in Europe, Asia and America. When we met with the President on his visit to London (earlier this year), he asked us to find out how Nigerians in the Diaspora can contribute to the development of Nigeria and we see fighting corruption as a cornerstone of that change that Nigeria is leading across Africa.
“The perpetrators thought they got away from the Nigerian law but now, finally, the law can be extended to bring them to account.”
According to Oguntala, an anti-corruption agency which will be established in Britain has been suggested to Buhari.
“The Nigerian Corruption Amnesty Commission proposal has been suggested and submitted to the President. It will be headed by one of the most talented lawyers in criminal law in the world. The commission will be answerable directly to the President and will be held in the UK, using the UK and European Union laws to target perpetrators who thought they were out of the Nigerian legal jurisdiction,” he said.
The proposed commission, Oguntala noted, would invoke the powers of UK’s Bribery and Corruption Act of 2010 and its EU and US equivalent, in collaboration with the Serious Fraud Office and the Metropolitan Police and international fraud agencies that already have names of those that defrauded Nigeria on their radar.
The NCAC will also allow Nigerians in the Diaspora and their country to give evidence to the commission.
Oguntala added, “Using social media and the Internet, witnesses will be able to give evidence from any location across the world, providing evidence of corruption they know. The commission will also give a window for perpetrators to confess and return their loots or face the book being thrown at them.
“As part of the confession they give, the commission will demand details of how they carried out the corruption and the information will be used to plug the loophole in the commensurate sources in Nigeria to ensure we prevent such graft from happening again.”

But if I were a girl, I would never for whatever reason put myself in a situation where i'm alone unprotected (as in without a concealed carry) in a lonely secluded place with a man (i'm not dating / don't ever want to date ) who was angry / disappointed / begged me to "come alone" next time, after I showed up with other people the first time he invited me over to his place. I remembered back then as a novice in 100L visiting male friends didn't occur to me as a big deal. I can vividly recall 3 cases of 'escaped' rape.

In discussing this very volatile issue, let me make one point very clear. I speak from a very informed perspective. This is not just one of those social commentaries. I worked in the downstream petroleum sector for about 36 months as legal counsel and this was at the peak of the subsidy crisis. I handled and prepared critical documents, advised on transactions and participated in the subsidy scheme as a staff of the one of biggest indigenous players in the sector. I have a perfect understanding of the system from the point where these products are negotiated and bought from refineries abroad to the contract for their shipping....from arrival at the Port in Nigeria to the inspections and the final destination at designated tank farms, so I speak with authority. When the subsidy probe started, I also made several submissions to the National Assembly Committees and also was at the EFCC during the investigations. Weak and reactive leadership is a disaster to any organization that has it. The hallmark of great leadership is the ability to identify risks and institute effective risk management systems. No organization in this world can survive uncontrolled hemorrhage of scarce resources. The subsidy scheme became an issue under President Obansanjo. It was under him that the concept of petroleum importation became full blown. For reasons best known to the wily Owu Chief, our four refineries were left to rot while our country relied on fuel importation. That policy remained the biggest disservice former President Obasanjo did to this country. However, as bad as that policy was under OBJ, there was still some level of sanity and control. At no time under OBJ did subsidy payments exceed 190 billion Naira annually. There were stringent measures that controlled the participation of companies under the subsidy scheme. Just before OBJ left office, he sold two of our refineries to Dangote and Otedola, a measure that would have worked if fully implemented. It is beyond doubt that the private sector remains the best economic and commercial managers. Government is a cesspool of waste and corruption. When late President Yar'adua took over, he rode on a staccato of uninformed voices to reverse the sale of the refineries. He reversed the sale but did nothing to bring the refineries back to work. He continued to run the subsidy scheme and kept the restive sanity in the system. As at the time Yar'adua died, Nigeria's subsidy burden was about 230 billion Naira per annum. Now for the uninformed, the petroleum subsidy scheme is a system where the federal government, on a bid to reduce the cost of fuel paid by Nigerians chooses to pay the difference between the landing cost of petrol imports, the prevailing price of the commodity at the international market and what is actually sold in Nigeria. For instance, if the landing cost of petrol in Nigeria is, say, N 115, and after adding lightering charges and other logistics costs, the price of petrol should be N147, the federal government asks the marketers to sell at N97 and decides to pay the marketers the difference per litre. Now enter President Goodluck Ebelechukwu Azikiwe Mainasara Jehoshaphat Effiong Jonathan! Under him, subsidy costs jumped from 200 billion Naira to over 1.2 trillion in the first two years of his government. Why? What happened? Did the population of Nigerian triple within that period or did the number of cars quadruple? Was there an industrial revolution? The answer is simple. Again, I speak from an informed position. Due to weak regulatory regimes, the downstream sector became an all comers affair. Every Tom, Dick and Harry entered the business. Companies with no verifiable addresses, no tank farms, no vessels, no financial structures, no bank guarantees all became fuel importers. It was a bazaar. It is only in Nigeria that such bizzare things can happen. Emergency millionaires were made in days. Time and space won't allow me to give you details of the unbelievable things that happened. Every top official of the federal government became an emergency fuel importer or middle man. Importation licenses were hawked openly. All you needed was for the PPPRA to give you a license to import. You could sell it for millions just outside the door. Now there is a complex web that links the Petroleum Ministry, the DPR, thE Navy, the NPA, NIMASA,PPPRA, DMO, CBN and Commercial Banks in this fraud. Documents like the sovereign debt statements and the sovereign debt notes flew about and our money kept disappearing. From about 30 companies in the scheme, the number shot up to 300. Monthly, billions of Naira were paid out to people who have never had any contact with a Jerry can of fuel in their lives. No verification, no authentication, nothing. Money was being paid with reckless abandon. Dr Okonjo Iweala and Mrs Alison Madueke were all there watching! It got so bad that some people will arrange with ship owners......take a two day hire of an empty ship, move it to Lagos Port, berth it there. Officials of the PPPRA, Petroleum Ministry, DPR will come there to inspect an empty vessel and certify that the empty vessel carried 10,000 metric tons of petrol, collect their money and walk away. The vessel simply sails away and three weeks later, close to 6 billion Naira will be paid as subsidy when not even a single drop of petrol was brought in. It was when the government saw that it could no longer sustain that level of waste that GEJ made that attempt at removing subsidy which was stoutly and rightly rejected by Nigerians. If you recall, the call for the probe of the Subsidy fraud didn't even come from the Presidency. GEJ never called for any probe. Neither did Alison Madueke nor Okonjo Iweala. The call for probe was triggered off by the submissions of Senator Bukola Saraki on the floor of the Senate when he took time to tell the sad story of the biggest fraud in modern Nigeria called FUEL SUBSIDY. Nigerians should ask GEJ to tell us how our subsidy burden jumped from 200 billion to 1.4 trillion in two years. Between 2008 and 2013, the PPPRA was about the most corrupt government office in Nigeria. People who worked there lived like Emperors. They spent dollars like there was no tomorrow. Only the privileged found their way there. Each time I went to their office in Abuja then, I left with a heavy heart. This country is in serious trouble. The only time sanity came to that sector was when GEJ brought Reginald Stanley, former Group General Manager of PPMC who also headed the London Branch of the NNPC into the picture. Reginald Stanley cleaned up the PPPRA, redeployed close to 80% of the workers and rejigged the subsidy program. It was then discovered that more than 60% of the funds paid as subsidy in the last three years were paid wrongly and fraudulently. That was when the subsidy probe started. Out of the over 300 companies that were collecting subsidy, it was found that not up,to 30 were really importing fuel. Close to 700 billion Naira were stolen in the subsidy scheme. Till date, not a single person has been convicted. Again, throughout the five years that GEJ ran this country, not one single attempt was made to even find out what is the problem with our refineries. And yet, people say I shouldn't blame GEJ! Katastrofy: THE Nigeria Labour Congress, NLC has demanded for a review of the present minimum wage paid to workers in accordance with the economic realities.
The Comrade Ayuba Wabba-led faction of NLC yesterday in Abuja after its National Executive Committee, NEC, meeting also said that an increment of workers salary would help to reduce corruption in the polity.
He said that it was unacceptable for Nigerians including the labour force to live in abject poverty while few privileged people continue to steal the nation’s resources and starch it in foreign banks.
Comrade Wabba who assured that the labour movement would lead the protest to ensure that the federal government recovered the looted funds said that NLC would organise a symbolic national one day protest to ensure that such funds in the hands of individuals were recovered.
He explained that the NEC would demand from government and the tripartite partners for the review of the minimum wage.
He also noted that the pitiable state of the nation’s economy has become of great concern to the labour union as it has affected the working class and had led to many states not being able to pay salaries as at when due.
While appreciating the efforts of the Council of States for approving the bailout for states that had been unable to pay salaries to workers, he said that NLC was disturbed that despite the federal government gesture, the effect of the bailout was yet to be seen.
According to him, while in some states relative progress had been made, few states had remained chronic, adding that the Central Working Committee, CWC of the union was of the view that payment of salary should be a matter of national priority and that the NEC would not fold arms watching workers not to be paid as at when due.
For the states that had received the bailouts, Wabba called on the Federal Government to also put in place mechanism to monitor how the funds were utilised and also frowned at the development where some banks withheld the bailout fund as a result of the indebtedness of some the states to the banks.
NLC condemned the waiver granted to some establishments in the country which had denied the country money while workers were subjected to pay taxes, and said that nobody should be allowed to evade taxes in any form.
He urged the judiciary to hasten the trials of those indicted for looting the nation’s treasury and other allegation of treasury and also told the anti-corruption agency to always device a process to promptly responding to allegations of corruption.

koboko69: The immediate past National Security Adviser, Col. Sambo Dasuki, (retd), has given a hint that some arms and ammunition procured by the Jonathan administration had not arrived the country.
The former NSA said that some elements whose identities he did not disclose were frustrating the nation’s efforts to get the critically needed equipment to fight the Boko Haram insurgency.
According to Dasuki, the government had to issue queries to some arms suppliers for the delay in the supply of the items paid for by the government.
Dasuki was quoted as having made the comment in an interview with PR Nigeria, an Abuja based Media Consultancy outfit for the Nigerian military and security agencies.
He was also quoted as having said that some of the equipment procured by the Jonathan administration would arrive in the country very soon.
“It was unfortunate that some elements are frustrating the efforts. We even had to query some suppliers for the delay in the delivery of arms and ammunitions,” Dasuki was quoted as saying.
Dasuki said that the previous administration acquired a lot of highly sophisticated equipment to fight and reclaim 22 local government areas from the insurgents after years of frustration by Western countries.
It was stated that the items procured included “Alpha jets, Armoured Personnel Carriers, MRAP vehicles, advanced artillery pieces, assorted arms and ammunition, highly sophisticated surveillance drones, T72 and carried out modification of F7 supersonic jet fighters.”
The items also include armoured tanks with comprehensive NBC protection system, Mine-Resistant Ambush Protected vehicles with capacity to withstand explosions, Improvised Explosive Devices and assorted armoured personnel carriers with effective protective system against small arms fire and shrapnel.
He said that the equipment were effectively utilised to recover 22 local government areas then under Boko Haram control and prevent the Boko Haram from disrupting the 2015 general election.
Dasuki was also quoted as having said that the security forces were able to use the equipment to prevent the leader of the sect, Abubakar Shekau, from releasing videos of threats against the country.
“We are glad that we also provided assorted Armoured Personnel Carriers to transport troops to the battlefield. They were armed for self defence and to provide protection from attacks from shrapnel and small arms fire.
“All these were acquired in the last one year after years of frustration by Western powers who denied us of the equipment and sabotaged our efforts to acquire same from other sources which are reasons for some delay in delivery,” he added.

londongal03: By Emma Ujah, Abuja Bureau Chief, & Emmanuel Elebeke ABUJA — A total probe of the administration run by immediate past president, Dr Goodluck Ebele Jonathan is underway as the National Economic Council, NEC, Ad-hoc Committee on the Management of Excess Crude Account Proceeds and Accruals into the Federation Account, headed by the Governor of Edo State, Mr. Adams Oshiomhole, is to hire two international forensic audit firms to probe revenue that accrued into the Federation Account and how it was spent under former Dr Goodluck Jonathan as President.
Mr. Oshiomhole told journalists at the end of the first meeting of the committee in Abuja, yesterday that the auditors would cover the period January 1, 2010 to June 1, 2015.
It put paid to calls by the opposition Peoples’ Democratic Party, PDP, that Buhari should extend his probe to the administrations of Jonathan’s predecessors, Alh. Umaru Yar’ Adua.and Chief Olusegun Obasanjo. President Goodluck Jonathan and Gen. Muhammadu Buhari

Already, some revenue generating agencies have been invited to brief the committee which will take detailed briefings from all Ministries, Departments and Agencies, MDAs of the Federal Government that deal directly with revenue.
The focus will be on the Nigerian National Petroleum Corporation, NNPC, the Nigeria Customs Service, the Central bank of Nigeria, the Nigeria Extractive Industries Transparency Initiative, NEITI, among others.
Other members of the committee included Gov. Nasir Ahmed El-Rufai of Kaduna State, Ibrahim Dankwambo of Gombe, and Udom Emmanuel of Akwa Ibom.
He said that the committee did not want its actions to be bogged down by political interpretations and that the members were not professionals. Even if they were professionals, he said that their duties as governors would not allow them the time to do a thorough work.
His words, “We held our first primary session today here with some of the revenue generating agencies that are supposed to remit funds to the federation account. We had a successful session with Customs, NPA, NEITI, SEC, FIRS, and quite a number of others and next week we will also hear from CBN, Ministry of Finance, Office of the Accountant-General of the Federation.
For the remaining ones, we agree we are going to meet on Thursday next week, NNPC, NPDC, DPR, NIMASA and other remaining agencies.
We have started the work, with the idea to hear them out, what they have been doing, with particular emphasis on revenue accruing from these organizations and whether or not these have been remitted to the Federation Account for judicious distribution.
His words: “We realised that this is a task and given our mandate, even if we were professional accountants because we are sitting governors, we would not have the time to do a forensic audit which this assignment entails.
“Therefore, we have agreed in line with our mandate to appoint two reputable international audit firms to carry out a thorough forensic audit, not only of NNPC, which is more of excess crude, but other monies that accrued to the Federation Accounts. We have other revenues like bonuses, royalties, taxes, VAT that flow into the Federation Account.
“We are taking a holistic review of the entire process, looking at all the agencies that make contribution of funds to the federation account.
We are convinced that by appointing audit firms, we will allow professionals to carry out this exercise, so that it will be free of any political colouration and also we will ensure the outcome of the investigation will.
“We have learned, we have listened and asked questions. I think we all have a clear picture of what is happening in those organizations before now. Some have information to supply and we have drawn attention to those areas, they are willing to oblige. We believe in the end, we will be able to not just establish what had happened over the period but much more important, going forward with the changes the President has promised the country.
“It is not going to be business as usual. He started on a clean slate and everybody knows the new rules of the game and in particular as the laws apply to the various institutions are implemented in full. So I think we started very well. We are very confident that we are going to come out with something that is going to be of immense benefits to the Nigerian people”.
On the rationale for embarking on another audit report with regards to the alleged missing funds, he said “Some reports were produced by PWC but in that report the PWC expressed their frustration and pointed to the fact that they were not able to access all the information they needed and that what they were able to produce was to the extent of information that was made available to them.”
He added: “Audit can only be credible as much as information that was made available to auditors. The good news now is that with President Buhari, all the books will be open, no agency has any protection. Any agency that refuses to open the books then is ready to go on confrontation with the authority.
“The forensic audit will act on the whole truth and nothing but the truth so that all stakeholders will have basis to formulate good policies and that Nigeria will never find itself in this circle where huge sums of money are allegedly diverted and unaccounted for. Audit has become a way of life for all public institutions.”
On the duration of the audit exercise, Oshiomhole explained that the committee had looked at it professionally. “We are focusing on a five year circle. What we have agreed is that we are going to carry out an audit for five years from 1st January 2010 to 30th June 2015.
“If the audit report reveals that we need to go backward, then we can do that. But for the first instance, this is the period that we consider good.
“We can’t impose a time frame on them but will engage them and by Thursday we will be able to make it public. We need to listen to them and agreed with them on how much time will be okay for them. We are all in a hurry to ensure that the right thing is done. The emphasis is not on time but doing thorough job.
“By next week we will meet with the big ones and we will then be able to tell you the audit firms that we have appointed. They are firms I am sure Nigerians will have confidence in.
“At the end of the audit we will hear them out and reconcile them with what the laws says and arrive at a position. Given the volume of work and complicated nature of issues, we agreed we need professionals to carry out the audit. It is only the professionals that can handle it. So if you want to talk of poll results statistics in the SW, then statistically GEJ failed in the SW, statistically GEJ was a loser in the SW...because he's no match politically for the Jagaban, despite all his presidential powers. You can't even begin to compare the political prowess and clout of the Jagaban with GEJ, otherwise then that's the real joke here. The Jagaban is a self-made political magnate that built his political empire with his back bent to the ground; in Nigeria's political jungle, he's a lion that tooth and clawed his way up to the top. Unlike GEJ, a political leech so to speak, whose entire political career was a handout of some sort. Politically GEJ was too undersized to fit the shoes of a president, hence his perpetual stupefying blunders, incompetence and eventual defeat! To the likes of you, Tinubu might be irrelevant on national scale, just like people like you said OBJ was irrelevant; but to the people that matter, Tinubu is indispensable. The people that matter have spoken with their votes, and that's why Buhari is president. Jagaban won, and is still winning. The real contest here now is between Atiku and Tinubu because Saraki is too small to vie with Tinubu. It keeps getting clearer that one of the main reasons why politicians in Nigeria continue to have a field day with their ignoble deeds and are very convinced they can escape the consequences is because Nigerians are too emotional. Just appeal to their emotions and they automatically become puppets that can be easily manipulated en masse to behave in a certain way repeatedly. In fact, some people can be set on auto-pilot mode. Look at where our emotions have gotten us as a country since 1960 - NO WHERE goddammit  !!! It is a shame that this country with such enormous potential is bereft of critical thinkers, who think with their brains, and not with their feelings. |
