N 2 , 563, 499, 248. 00 by the Federal
Executive Council to Messrs.

Global Projects Limited The project
has been completed but abandoned
and left in ruins before the current
management resuscitated and turned
it into use .

Managing director/ CEO of NIWA,
Senator ( Dr . ) Adeleke Olorunnimbe
Mamora speaking at the weekend
after he visited the Baro River Port to
ascertain the level of work done so far ,
said the River Port cargo handling
equipment would soon start operation.
Mamora , who was impressed by what
he saw while the contractors were
fixing the last equipment , was given
assurance by the contractors that the
project will be ready in in the next one
week or two . Mamora also
commended the contractors for a job
well done and the community for being
a good host and encouraged them to
ensure the safety and security of the
River Port .

He said Baro River Port, which is the
flagship port in the northern part of the
country , will be commissioned very
soon by President Muhammadu
Buhari .

Meanwhile , Mamora has promised to
improve his staff welfare . He made the
promise while delivering a speech at
the NIWA 2018 end of year party held
at the NIWA headquarters.

Mamora said the NIWA amendment
Act is still alive with the National
Assembly and all efforts are being
made to ensure the successful
passage of the Amendment Act. He
encouraged staff to always put in their
best and promised to pay the
thirteenth month salary in order to put
smiles on the faces of the workers
during the Christmas season .

The new Theatre Commander of the
Nigerian Army overseeing war efforts
in the North-east tagged “Operation
Lafiya Dole”, Major General Benson
Akinruloye, declared yesterday that the
army lost gallant soldiers and
equipment to terrorists because of
“unseriousness and cowardice” on the
part of some soldiers.

The army said 39 soldiers fell when
terrorists overran 157 Task Force
Battalion, Metele, Borno State, last
month but other sources within the
theatre of war said over 100 soldiers
were killed by the insurgents.

This is coming as Army Headquarters
released another batch of postings and
appointment of senior officers,
including General Officers
Commanding (GOCs) and brigade
commanders.

Speaking while declaring open an
orientation and induction cadre for
commanders and staff officers at the
Maimalari Cantonment Officers’ Mess,
Maiduguri, Akinruloye expressed grief
over the “cases of negligence,
lackadaisical and cowardly attitudes of
some personnel during Boko Haram
terrorists offensive actions in the
north-east,” adding that such
“unprofessional and disgraceful habits
led to the death of gallant colleagues
while weapons and equipment were
carted away by the adversary.”
General Akinroluyo, who said such
“unwholesome attitudes must not be
allowed to continue,” recalled the days
when the Armed Forces of Nigeria
received global accolade for combat
efficiency outside the shores of Nigeria
and urged the newly inducted officers
to repeat those glorious battlefield
successes in Nigeria.

The theatre commander reminded the
incoming officers that their selection,
posting and appointment into the
operational theatre was premised on
the confidence reposed in them by the
Chief of Army Staff, Lt. General Tukur
Yusuf Buratai and therefore urged
them to work hard to justify the
confidence reposed in them.

He further noted that the cadre was the
first of its kind in the theatre and that it
was aimed to equip the officers with
vital information that they would
require in planning for effective
command and administration in their
respective posts.

While urging the officers to take the
cadre course very seriously, the
commander pointed out that the
course for the newly inducted officers
was designed to actualise the army
chief’s vision to enhance
professionalism in the Nigerian Army
through training, seminars,
management retreats and exercises.
Meanwhile, the Nigerian Army
yesterday released another batch of
posting and appointments of some of
its senior officers. Those affected by
the exercise include Major General AA
Nani, who is to remain in Army
Headquarters Department of Policy and
Plans (AHQ DAPP) and appointed
Chief of Policy and Plans (Army);
Major General MM Mshelia, from
Warrant Officers Academy (WOA), Jaji,
to Nigerian Army Training Centre
(NATRAC) and appointed Commander.
Others include Major General G
Oyefesobi, from NATRAC to Defence
Intelligence Agency (DIA) and
appointed Director Administration,
while Major General AB Omozoje will
move from DIA to AHQ DAPP and
appointed Deputy Chief of Policy Plans
(Army) and Director Staff Duties.
Similarly, Major General I Attahiru is to
remain in Defence Headquarters (DHQ)
and appointed Chief of Defence
Logistics, Major General KO Ogundele,
will move from Armed Forces
Command and Staff College (AFCSC),
to Defence Space Administration and
appointed Director Policy, Plans and
Research, Major General EJ Enenche
from Army War College Nigeria
(AWCN) to DHQ and appointed
Director Technical Support Services.

A leader of the pan-Yoruba socio- cultural organisation, Afenifere , Senator Ayo Fasanmi, has predicted that President Muhammadu Buhari will defeat the presidential candidate of the Peoples Democratic Party, Alhaji Atiku Abubakar , and other contestants in next year ’ s presidential election .

But the Yoruba Youth Socio-Cultural Association maintained that Buhari would lose presidential poll in the South - West.
Fasanmi, a 93- year -old pharmacist and staunch follower of Chief Obafemi Awolowo , expressed confidence that Buhari would win the election .

He warned Nigerians not to make the mistake of voting for a wrong person , stressing that such action could reverse all the gains made by the Buhari administration.

He said Buhari inherited a very bad situation which he noted was caused by massive corruption.

Fasanmi stated, “ I am very confident that President Buhari will win again . The record is there to show . What he met on the ground is complete wreckage and to build on such , it will take a lot of time . He has done his best . The level of corruption he met was gargantuan. But today, the anti -corruption forces are very strong .

“ President Buhari will win not only in the South - West but will emerge the overall winner in the contest.

“ We should be patient with him because tough times never last but tough people do. We must make sure that the legacy which Chief Awolowo left behind is not destroyed . ”
The YYSA , however , said in a statement made available to our correspondent on Friday by the National President , Olalekan Hammed , and Secretary , Olawale Ajao, that Buhari would stand no chance in the South - West.

They said this while reacting to the comments made by Governor Kayode Fayemi of Ekiti State and the Minister of Works , Power and Housing , Babatunde Fashola , that Buhari would win in the region.

The statement read , “ The people of the South -West are not gullible and no amount of deception can make the region to vote for Buhari in 2019.

“ Despite supporting President Muhammadu Buhari in 2015, the standard of living of an average man has continued to fall. The financial hardship in the country has led to broken homes as the situation has become worse compared to how it was before May 2015.

“ Although the Federal Government claims that it has put in place various programmes , such as agriculture loans and N -power to assist Nigerians , the truth is that the majority of these initiatives are not real as a lot of people are unable to benefit from the programmes .

Jonathan’s service chiefs were more visible in Abuja supervising their private estates than in the N’East were innocent lives were being wasted by the minute. The mess they left behind is still being cleared by Buhari and his service chiefs.

Ministers:

Under the leadership and guidance of “Chief-Minister” Diezeni Alison Madueke, this group was the single biggest contributor to Jonathan’s lost. Revelations of the atrocities committed by this group is no longer hidden in the safes of government offices but out in public domain. Most, if not all, members of this group are under investigations for their past misdeeds. Madueke, Leader of the gang, is presently a fugitive in UK.

Ordinary Nigerians:

You and me and doesn’t need to wait for former President Obama to tell us who to vote or who not to.

Religious leaders:

The compromised gang that were never found on the pulpit but always laughing their ways to the bank with the same frequency Nigerians cried their ways to hospital morgues to identify and claim relatives lost to insecurity.
The events of 2015 are still fresh in the minds of Nigerians. It’s too early to rewrite this history.

Nasir el-Rufai, Governor of Kaduna State, has described the vice-presidential candidate of the Peoples Democratic Party (PDP) as a "tribal bigot".
The Governor stated this on Friday via a post on Twitter.
Although, he did not expressly state what provoked the statement, he also accused the former Governor of Anambra State of being behind his detention by the Department of State Service (DSS) in 2014.
He said he eventually sued the DSS and was awarded N4 million in damages.

El-Rufai expressed his grievance via a tweet that read: "Peter Obi is a tribal bigot. LEADERSHIP - Police in Thailand have arrested an HIV - infected soldier Sgt. Maj. Jakkrit Khomsing who allegedly blackmailed and raped more than 70 teenage boys .

Police said in a statement that they received a complaint that Khomsing was using fake social media profiles on Facebook and the gay dating app Blued to win the trust of his victims .

Police Lt . Col. Nacharot Kaewpetch said the victims would send their nude photos to Khomsing before agreeing to meet him.
When they found out he was not who he pretended to be online , he would threaten to make their nude photos public if they refused to have sex with him.

Kaewpetch said police discovered medicine for treating HIV when they arrested the 43 - year - old Khomsing at his home Wednesday in the northeastern province of Khon Kaen.
They said tests confirmed he was infected with HIV .

So far police have determined that Khomsing had more than 70 victims between the ages of 13 and 18 .
“ Even though the suspect is a soldier, this behavior — and I ’ ve consulted with army commanders — is a personal issue, not an organisational one, ” police Maj. Gen . Surachate Hakparn said .
Police said they are widening their investigation and attempting to contact other victims who have not yet filed charges .

Police have so far charged Khomsing with six offenses , including sex with a minor under 15 with or without their consent, punishable by 4 - 20 years in prison .
Other charges are indecent assault of a minor under 15 using threats, punishable by up to 10 years in prison ; separating a minor under 15 from their parents without reason , punishable by 3 - 15 years in prison ; blackmail , punishable by up to 3 years in prison ; and coercing minors to conduct inappropriate acts, punishable by up to three months in prison .

LEADERSHIP - Imo Resident Electoral Commissioner , Prof . Francis Ezeonu has disclosed that the commission still has 500 , 525 unclaimed Permanent Voter Cards (PVCs ) from Imo State in its custody .
According to him, out of over 380 , 000 cards of 2011 and 2014 registrants released in April 2017 about 343 , 742 cards are yet to be claimed .

He also said that of the 72 , 237 cards received in respect of all those who registered in 2017, about 49 , 252 were yet to be collected.
Ezeonu made this known in Owerri at the flag off of a road show embarked by the commission in the state and a media briefing to announce the display of voters register .
He said , “ recently , we received 110 , 627 PVCs for people who registered in the first quarter of 2018 , only a paltry 3 , 096 have so far been collected in the last three weeks , leaving us a balance of 107 , 531 uncollected.

“ All together , a total of 500 , 525 PVCs are yet to be collected in Imo State as at Oct.29 . This is worrisome as no person will be allowed to vote with a temporary voter ’ s card, ” he said.

The REC advised all registered voters , who have not collected their PVCs , to take advantage of INEC deployment to Residential Areas (RAs), go to where they registered with their temporary voters card (TVC ) to collect their PVCs .
“ The commission will ensure that the process of collection is simplified with minimum inconvenience to the citizens of the state .
“ We , however, wish to remind all of the commission ’ s policy that no PVC will be collected by proxy . We have been informed that the PVCs for the last batch of registrants will be released before the end of the year , ” he said .

Professor Ezeonu noted that INEC has being following the activities heralding the 2019 general elections which included the conduct of primaries by political parties, submission of lists of candidates for presidential and national assembly elections and the publication of particulars of candidates for public consumption .
He said that in accordance with Section 19 and Section 20 of the Electoral Act 2010 (amended ), the commission has approved the display of National Register of voters at all polling units in the country between Nov .6 and Nov. 12 .

The REC said the display was to address the removal of ineligible voters which include deceased registered voters, non-Nigerians , registrants with still pictures , under - aged voters and multiple registrations.

He said that submission of claims and objections as well as collection of PVCs at RAs would start by 9 a .m to 4 p .m each day and would last for only seven days (weekends inclusive) adding that hearing of claims and objections should be at the RA within same period .
According to him, PVCs for all those who registered in 2011 , 2014 , 2017 and first quarter of 2018 (January - March ) are available for collection .

He enjoined the media to assist in bringing the programmes of the commission to the front burner of public discourse and help popularize the national voters register to sensitise the citizens on the need to collect their PVCs .

Ezeonu said the Imo INEC was embarking on a road show as part of the voter education and sensitization campaign to alert citizens about the forthcoming display of PVCs at RAs for easy access and collection .

“ The 2019 Election Project Plan is on course. The cardinal objective of the 2019 election project plan is to conduct credible and peaceful election with an acceptable outcome that will inspire the confidence of Nigerians and all stakeholders .
“ INEC is committed to free , fair and credible election, ” he said .

A simple check at the international prices will show that even at the world market where gasoline is procured, it will cost not less than N158 to procure a litre of crude oil. When you add the cost of refining, plus freight, finance and port charges (premium), there is no magic that one would employ to supply the finished product at N145 a litre. Presently, the landing cost of the product in Nigeria hovers around N205 per litre."

Festus Keyamo, Director, Strategic Communications, of the President Muhammadu Buhari Campaign Organisation, on Monday night criticised ATiku ABubakar, presidential candidate of the Peoples Democratic Pary (PDP), over his claim that he would lower the pump price of petrol to N77/litre if elected President.
According to Keyamo, there is no chance any President could sell the product for any price in the region of what is being mentioned by Atiku, as the landing price is alone if N205/litre.
"Our attention has been drawn to a statement credited to the PDP a few days ago that its presidential candidate, H.E. Alhaji Atiku Abubakar will, if elected President, crash the pump price of petrol to N97 per litre. However, there is no better evidence of desperation and phantom promises by the main opposition’s candidate than this statement," he said.
"At today’s international price of gasoline, no supplier will ever contemplate any scheme that will deliver products at such ridiculous price. Those in the sector reading this must be having a good laugh at the opposition. A simple check at the international prices will show that even at the world market where gasoline is procured, it will cost not less than N158 to procure a litre of crude oil. "The claim by Alhaji Atiku Abubakar is opportunism of the highest order. Nigerians are aware that higher crude oil prices will translate to higher government revenues and a prudent administration will convert the resources to the benefit of the common man.
"This is exactly what President Muhammadu Buhari has done since he mounted the saddle in 2015. The President has worked out a transparent system whereby the whole subsidy regime and scam has been totally eliminated. There is no cash incentive or payment again to middlemen."
Keyamo then went on to itemise the President’s "transparent policy", in 20 points showing the impossibility of Atiku's postulations, as follows:


(1) What obtained under the past government was the ABUSE of the subsidy regime.
(2) The system under the past Government was that independent marketers and all sort of persons were allowed to import petroleum products on their own, declare non-existent volumes of these products and get paid for these non-existent volumes.
(3) In addition, government would then pay them cash for the “loses” (subsidy) in selling at fixed market price.
(4) Under this old system, more than N3trillion was lost.
(5) However, when these independent marketers could no longer bring in products due to high prices of crude and make profit at the fixed market price of N145 to a litre, President Buhari refused to further raise the price of petroleum products beyond the N145 per litre. The President was also not prepared to go back to the subsidy regime. Therefore, President Buhari stopped the scam of overblown volumes and subsidy payments to middlemen.
(6) As a result, NNPC took full charge of getting products for consumption.
(7) Under this arrangement, NNPC would swap crude oil for the exact value of finished products in refineries anywhere the products are available around the world.
(cool Middlemen are only allowed to go and ferry the products and bring into the country and hand over to NNPC.
(9) NNPC will only then pay them for the cost of the logistics of bringing the products in (this is what is called premium).
(10) Even this cost of logistics is now subject to competitive bidding unlike before.
(11) In the past, marketers used to charge $86 per metric ton as cost of logistics (premium) to bring in products.
(12) Under Buhari’s regime when it was subjected to competitive bidding, the highest the government got was $7 per metric ton as cost of logistics to bring in products. More than N3billion has been saved by this bidding process.
(13) Having gotten the value of the crude oil back in terms of finished products, NNPC will now sell at government controlled price which is far lower than the landing cost.
(14) Presently, the landing cost is around N205 per litre, but government sells at N145 per litre.
(15) Therefore, Government just records a loss in NNPC instead of paying cash to middlemen. That loss it suffers is fully reflected when NNPC pays money into the Federation Account.
(16) This also further affects the money accruing to States monthly from the Federation Account.
(17) As a result, this loss that NNPC suffers, (which is recorded as cost of operation of NNPC) is fully subjected to scrutiny by the National Economic Council which also includes the PDP Governors and the Federation Accounts Allocation Committee (FAAC), which includes Commissioners of Finance from PDP States.
(18) If anybody alleges a scam in the process, then the PDP Governors and the States would also be involved because they are involved in jointly scrutinizing the records of NNPC at NEC and FAAC.
(19) No cash settlement for any under recovery is involved, therefore there is no basis for any subsidy payments which is the avenue for fraud.
(20) Therefore, it is true that Buhari is not paying subsidy to anybody.

Maryam Uwais, Special Adviser to the president on National Social Welfare Programme on Monday says Federal Government feeds pupils with 6million eggs and 594 cows weekly under its Home Grown School Feeding Programme.

Mrs Uwais disclosed this in Abuja, when she received a delegation from the Democratic Republic of Congo on a study tour of Nigeria to learn from the social intervention programmes in the country.
She noted that 9 million children are currently being fed under the programme in 26 states as a way of encouraging schools enrolment.

She noted further that the programme had created a value chain in the agricultural sector and had also led to the employment of Nigerians thereby creating market for agriculture.

“Presently, each child eats at least an egg in a day, adding up to 6.8million eggs being consumed weekly by children under the programme in just 26 states.
“So, the poultry farmers are now doing so much to provide eggs for the schools because every meal is a balanced diet and every child must have at least one egg.
“We need to slaughter 594 cows every week for the pupils and 83 metric tonnes of fish is consumed weekly in just 26 states and more states are coming on board.
“Farmers are growing and requesting for rice meals now because they are saying I was growing 20 bags but because of the programme, I now provide more so I need a rice meal.”

Mrs Uwais said that farmers were now calling on the government to support them to engage in mechanised farming.
She added that the programme was helping the agricultural sector, by providing markets while women were also being employed as cooks and they in turn employ others.
“The cooks are employing people to wash and serve in class rooms ,so imagine a child being fed and the cook is the mother while the father is a farmer that provides the food stuff, ” she said.
Adesanmi Abimbola, Programme Manager; National Home Grown School Feeding Programme said 95,000 cooks had been employed so far.

Mrs Abimbola said mechanism had been put in place for the maintenance of quality standard, adding that the cooks were all trained on hygiene.

She said the programme was developing agriculture while nourishing the young minds and keeping them in school.
She said that the programme had been running for three years now, adding that efforts had been put in pace for its sustainability even at the end of the administration.

John Mugabushaka, Chief of Staff, Ministry of Social Affairs, DRC and head of the delegation said they were sent by the DRC government on an experience sharing tour.
“We have been sent by our Ministry of Social Affairs through the DRC government with the purpose of learning how Nigeria runs its social programme,” he said.

Mr Mugabushaka explained that the purpose of the visit was to learn from the way Nigeria runs its social programme with a view to domesticating it in the DRC, adding that so far, they have learnt a lot.

Who is Jafar Jafar?


I am a graduate of Mass Communication . I also hold a Master in Communication Studies. I was a journalist with Daily Trust for five years before I joined the government as Special Assistant to ( former Governor of Kano State , Rabiu) Kwankwaso for four years , from 2011 to 2015. Then I returned to the newsroom where I worked for one year at Premium Times as an assistant editor. From Premium Times, I established the Daily Nigerian , also an online news publication based in Abuja .

How did the video clips of Governor Abdullahi Ganduje, allegedly receiving bribes from a contractor, come into your possession ?

It is a long story. Being in government exposed me to the inner workings of the government and also gave me access . I became friends with a lot of contractors . One of the contractors in the current government , who was also a contractor during that ( Kwankwaso’ s ) government , had been complaining about how the governor forced them to give kickbacks from 15 up to 30 per cent in commission from contractors before any project is awarded. That is just the trend.
When did you start getting the complaints?
More than two years ago . Then I advised him , ‘ We can’ t just go ahead and write a story about it because everybody will consider it mere hearsay ’ . Everybody knows that Nigerian governors collect kickbacks. So , in view of this , I advised him that he plant a spy camera on his body because there are many. You can get one on your pen , your button or lapel . A lot of miniature devices can capture good shots nowadays. I gave him that advice and he gave heed to it. He planted the camera but he did not reveal to me that he had captured the shots.
At what point did you give him the advice?
Much more than two years ago .
So , did he immediately take to your advice?
He did not tell me that he did that. He just kept saying , ‘ I will see’ . I am in Abuja and he ’ s in Kano. We spent months without talking . Barely one year ago , we met in Kano and he told me he got those shots . But he didn ’ t give me immediately; he was saying he was a bit sceptical because these politicians can go after any perceived enemy .

Do you know how long he worked with the government ?

He ’ s been a contractor , I think , even before Kwankwaso — either before or during Kwankwaso’ s government .
So , it is because of the kickbacks he decided to expose the government?
Yes.

At what point did he present the videos to you ?

It was towards the end of September that I got possession of the videos . It was just weeks before I published the video . When I got hold of them , I started the stories about the videos.

Please, talk a bit more about the clips. How many video clips were you given and how long were the videos?

They were really brazen in nature because I had never seen that spectacle of a governor ( allegedly ) receiving bribes in hard currency , tucking them under his babanriga, tucking them into envelopes in different scenes. There were about 15 scenes of the bribe - taking process captured by the contractor. Out of the 15 clips, about nine clearly show the governor ’ s face ( allegedly) receiving the bribes and they are incontrovertible .

Is it his voice that is being heard in the videos ?

Yes, he is heard clearly in the videos. There was composition . I only released two . When I released the first one , I edited the composition in order to protect some people being mentioned and the voice of the contractor because they would easily have identified him . So , I had no option. They questioned the authenticity of the first one , just because of the absence of voice, despite the fact that I gave certain examples like the Offa robbery CCTV footage , where 19 people were killed . Nobody heard the shot of a single gunshot and the police used that footage to track down even the robbery suspects. So , I wondered why people questioned that bribe - taking video just because there was no voice composition. In view of that, in order to clear doubts, I released the second one, which contains the composition. You can hear the contractor telling the governor , ‘ You can just get up and take the money’ , and so on .

Did you approach the government at any point to confront it about the allegations in the videos ?

The thing is before I released the videos, I only released that a Nigerian governor was caught on tape taking bribes .
Were you saying it as an allegation or as a confirmed case?

It is confirmed because it is there . You can see; it is clear . For me , I believe it is true, really, but anything that is not proven by a court of law is refutable; you can dispute it . So , in the case of law , it is still an allegation , but in the public court , any right- thinking person knows . That is the fact I have said and I stand by it .
But the ethics of journalism require that you give each party in the report a fair chance to defend themselves.
Yes, I am coming to that. Have you read the story I published without balance in it? When you go to a press conference sometimes , we will be invited for the newsmakers to clear the air or explain certain grey areas. Sometimes, a statement is issued instead of the press conference. In the absence of that, then you can call them and ask them , what do you have to say about this ? Already , before I released the video, they issued an official statement saying I was a liar and that those people in the video were cloned . Then in my story, I built up with their reaction to ensure it was balance. Why should I contact them to hear again when they already supplied their side of the story ? What more do I need?

There ’ s also the question of you working under the government of Kwankwaso , who is Ganduje’ s political foe . What do you say to those who see your publication as politically motivated ?

Of course, proudly I worked with him ( Kwankwaso) and so what? In spite of my profession, whoever reads mass communication read some aspect of public relations . I practised what I studied , which is public relations . He appointed me, the way he picked Ganduje as his deputy . He worked with Ganduje for over 20 years . I worked with Kwankwaso for only four years. Because of the closeness and affinity between the two , he ( Kwankwaso) even anointed him ( Ganduje) among other people to succeed him . Who is closer to Kwankwaso — Ganduje or me – that he did not give any appointment ? In three and a half years , since 2005, I think I met Kwankwaso only twice, but I met Ganduje over 10 times.

Do you have any personal relationship with Ganduje?

Apart from if I need to talk about work or if I need to interview him , there is nothing personal . It is the same way I never engaged in anything political with Kwankwaso since his administration ended . He never sought my advice for once on any issue. During his presidential ( primary) campaign, he never involved me in anything and I never asked to get involved because I believed that I have fully returned to the newsroom and I didn ’ t have to partake in all their political activities anymore.

Can you talk about your invitation to the state House of Assembly while investigating the alleged bribe- taking scandal ?

I really enjoyed the way they handled the matter – how they guaranteed my security and how they gave me a chance to explain myself . It went well

You mentioned that you are speaking to your lawyers . What steps are you taking to guarantee your protection because as you have indicated , the political space is dangerous?


It is very dangerous . I am really concerned about my safety. That is my major concern now . It is one thing to spill the beans and it is another thing to protect yourself from those you trust. So , you have to be careful ; you have to take some steps. I am currently petitioning the Inspector-General of Police over some threats that I am receiving to my life.

What kind of threats are you receiving?

On four occasions , some hoodlums — unknown persons — have gone to my Kano home looking for me . I had not been to Kano since this issue started until when I went to testify before that committee . That was the first time I have been to Kano since this issue . So , I avoided Kano, knowing the fact that they have been coming to ask the gateman whether I am around , which is quite strange because I doubt even if people know that I was the Jafar they are talking about in the area . Nobody knows me; I only relocated to the house about six months ago .

LEADERSHIP - The Nigerian government has approved the donation of $ 500 , 000 , over 350 electoral kits and seven vehicles, to facilitate a successful conduct of Guinea Bissau legislative election, slated for November 18 , 2018 .

The Nigerian , Minister of Foreign Affairs , Geoffrey Onyeama , announced this when Special Representative of the UN Secretary General to Guinea Bissau , Mr . Jose Filho , visited him in Abuja .
Mr . Onyeama expressed delight that Nigeria was able to play that important role stressing that President Buhari in his capacity as the Chairperson of ECOWAS was watching the situation in Guinea Bissau very closely.

He said , “ It is in the framework of establishing peace and stability in Guinea Bissau that Mr . President has approved a substantial number of elections kits to enable them to carry out this election. “ Without those kits that are over 350 , it is going to be difficult to carry out the election.
“ The last batch of it is about to be delivered, and in addition, Mr . President has approved the supply of seven vehicles with about 500 , 000 dollars, ” Onyeama said .
According to Mr . Onyeama , the substantial amount of money and other logistics are to help Guinea Bissau get out of what has been a very difficult situation for a number of years .

“ Guinea Bissau is very important for the ECOWAS sub region as you know that President Muhammadu Buhari is the chairperson of the ECOWAS and interested in the political situation of Guinea Bissau . ”
Mr . Onyeama said Nigeria, UN and ECOWAS are determined to ensure complete political stability in Guinea Bissau to permit economic development that the country needs .

Mr . Jose Filho , thanked the Government of Nigeria for the role played in the preparation for the legislative election in Guinea Bissau , stressing that the presidential election will take place in 2019 .

“ We came here to exchange view and express appreciation , not in the name of Guinea Bissau , but in the name of the of the international community because I represent the UN in Guinea Bissau . I thank Nigeria for the assistance to Guinea Bissau , ” Mr . Filho said .
He said Nigeria is playing an important role in furnishing kits for the election, which according to him will enhance the successful conduct of the election in Guinea Bissau .

The Senator representing Rivers West , Osinakachukwu Ideozu , has defected from the Peoples Democratic Party (PDP) to the All Progressives Congress (APC ).

Majority Leader of the Senate , Ahmed Lawan, announced Osinakachukwu’ s defection at plenary on Wednesday .
Lawan, who was moving a motion for the adjournment of plenary till Nov. 6 , welcomed and congratulated him for joining the majority party .

With this , the three senators from Rivers , a PDP controlled state , are now members of the APC .
The others are Sen. Andrew Uchendu (Rivers East ) and Magnus Abe (Rivers South East )

The Minister of Transportation, Rotimi Amaechi, says the Federal Government is partnering with the government of Niger Republic to construct standard gauge rail-line to attract and facilitate businesses to Nigerian ports.
Mr Amaechi said this at the opening of the maiden edition of the International Association of Port and Harbours, IAPH, Africa Regional Conference, organised by the Nigerian Ports Authority, NPA, on Monday in Abuja.
He said that the rail line would start from Kano and pass through Dutse, Kazaure, Daura, Kastina, Jibia and terminate at Maradi in Niger.
“The Federal Government of Nigeria is partnering with the government of Niger Republic in the construction of a standard gauge rail line to connect Maradi in Niger and Katsina States.
“This is also part of our efforts to promote regional integration and trade between our two nations.
“The decision of the rail line getting to Niger was to try to get other neighbouring countries to transport their vessels through Nigeria, looking at the economic viability of that service.
“Having the train in Maradi will open up trade from other neighbouring countries to ship their goods through Nigeria, from Kano to Lagos without police checkpoints or traffic.
“We also do not have a seaport; we are trying to get the market.
“We have the capacity to do that, all those big vessels that are supposed to pass through Nigeria go to Benin Republic.
“Benin Republic has a Deep Water Port and we don’t have a sea port in Nigeria, what we have is a River port.
“So, that is the reason we want to build the 16 metres Lekki Deep Water Port and 17 metres Deep Water Port at Bonny to attract the market,” he said.
Mr Amaechi, however, said that the development of dry ports in Kano and Kaduna, with direct rail connection, would transit cargoes and containers easily to the nook and crannies of Northern Nigeria.
He said this would also extend to Chad and Niger Republic in determination to promote trans-shipment of cargoes to the neighbouring countries.

The Kano State governor, Abdullahi Ganduje, has finally picked his commissioner for Agriculture, Nasiru Gawuna, as his deputy, reliable sources confirmed to DAILY NIGERIAN.

The position became vacant, following the resignation of Hafiz Abubakar on August 5.
Mr Gawuna, a former local government chairman and onetime president of Youth Sports Federation of Nigeria, was chosen among at least four contenders considered by the governor.

“His name has already been forwarded to Kano State House of Assembly for clearance. He is expected to be sworn-in as deputy governor on Wednesday or Thursday,” said an inside source who preferred not to be named.

Already the governor had submitted Mr Gawuna’s name as his running mate in his governorship nomination form to the headquarters of ruling All Progressives Congress, APC.

The fact that the proposed new refinery in Katsina State is private- sector driven makes it acceptable under a new thinking that the private sector should be involved in running refineries in Nigeria, especially , against the backdrop that the monopoly of refinery business in Nigeria through the corruptible state - owned NNPC has not worked . According to reports , the $ 2 billion private sector- driven petroleum refinery sited in Mashi , Katsina State is facilitated by Niger Republic, Nigeria’ s neighbour to the north . The refinery , billed for completion in 2021, would have the capacity to produce 150 , 000 barrels per day .

The refinery story came to light when Nigeria’ s Minister of State for Petroleum Resources , Dr . Ibe Kachikwu and the Nigerien Minister of Energy , Foumakaye Gado, signed a Memorandum of Understanding (MoU ) on the construction of the refinery at the Presidential Villa in Abuja. Mixed reactions have , however, trailed the development about the refinery , apparently, due to the ugly experience with Nigeria’ s state-owned and operated refineries that have been mismanaged for so many decades.

While some stakeholders in the industry have commended the Federal Government for the initiative , others have expressed worries and dismissed it as a politically motivated project. Some of the concerns being expressed include how much crude oil is available from Niger; what size, complexity and scope is envisaged; what are the economics of the project like; who will own the refinery and what operating model is proposed? But these cloudy issues could be sorted out in good time .
On their part, the Pan Niger Delta Forum (PANDEF) have rejected the refinery on the ground that it could divert government ’ s attention from the refineries in Port Harcourt and Warri , which are, already neglected and ill-maintained. Some others think that government should have given gusto to the refinery in Kaduna that is performing far below installed capacity instead of embarking on a new one in the same northwest zone .

But Kachikwu has clarified the Katsina refinery as an extension of the refinery in Kaduna with great potentials . That clarification can ’ t be satisfactory since the Kaduna Refinery is a state- owned and the Katsina’ s new one is a joint venture between two sovereign nations. The minister further noted that the new refinery started first from a perspective of Niger Republic wanting to build pipelines from Niger to the Kaduna refinery but was shut down because the asset quality of the crude from Niger was not the same with our own , hence , the decision to target the crude from Niger through a new refinery .
On the question of ownership , a Nigerian investor , Alhaji Ibrahim Zakari pledged to spearhead the takeoff of the refinery . He announced that his company , Blak Oil Energy Refinery had mobilised substantial part of the two billion dollars needed for the construction of the refinery . The funds, he explained, are coming from the USA , Canada, India and the Middle East. According to him , the refinery which would provide over 2 , 500 direct employment and another 10 , 000 indirect jobs to Nigerians, would take about five years to be completed .

It is heartening that after decades of failure, fresh ideas are coming into the refinery subsector. The Lekki, Lagos refinery under construction being funded by Nigeria ’ s foremost business tycoon, Aliko Dangote is spearheading the shift from state - owned refinery business that has failed the nation . With the Katsina refinery now in the pipeline , there is reason to believe that in no distant time , the problem of frequent fuel scarcity would be resolved , specifically in the northwest zone .
It is on this note that the promoters of the project are encouraged to pursue it with vigour . Proper feasibility should be carried out to ensure its completion and hitch - free operation. Having multiple refineries run by private concerns is advisable in Nigeria’ s corrupt oil industry . The fact that the project is a partnership between Nigeria and Niger Republic sets it aside .
President Muhammadu Buhari , who doubles as Petroleum Resources Minister , sees this cooperation on crude oil export from Niger Republic as a “ win-win” affair for both nations . But the concerns of other stakeholders from the other zones and PANDEF should not be dismissed . Specifically, attention should be paid to the countries ’ four refineries . Last week , we recommended that the refineries should be sold to private investors . The initiative will not only provide a reliable market for the stranded crude from Niger Republic but also provide petroleum products for Nigeria as it pursues its aspiration to be self sufficient in petroleum products consumption.

In this regard , we need to stress a point that Niger Delta power elite should not just be agonizing over the Katsina refinery . They should be constructive in their strategic plans too . It is not altogether enough for stakeholders in the Niger Delta to lament the neglect of the refineries in the region. The people should be able to help themselves too by planning their own refineries. Whatever happened to the modular refineries dreams in the area !
For instance , why can ’ t the governors of the South - South join hands to build a refinery given the comparative advantage they have ? So , until there are functional refineries that would put a stop to fuel importation , any effort to establish refineries anywhere in the country should be encouraged . Nigerians stand to gain , after all. It should not be forgotten that absence of functional refineries is largely responsible for the gridlock in Lagos as the 36 states and Abuja depend on only the two Lagos Sea Ports in Apapa to convey imported products to all parts of the country .

Despite all the misgivings , we should be broadminded in building an elite consensus that it is time for private companies to operate our refineries for purposes of efficiency and productivity as in other countries . As we noted here last week , that is the only way the scam called TAM (turn - around maintenance) of the old four refineries will be a thing of the past.
