PREFACE
The concept of Citizen Diplomacy was introduced in 2007 by Chief Ojo Maduekwe under the watch of Late President Umaru Musa Yar’adua to serve as a new thrust, which aims at placing the interests of Nigerians both at home and abroad at a topmost profile. What this implies in the words of the originator is “…diplomacy of consequences, such that if you are nice to us, we will be nice to you; if you are hostile to us, we will be hostile to you.”

CONCEPTUAL ANALYSES
For the purpose of understanding which is among the rules and characteristics of academic research, it is expedient to analyze key terms central to this study.
CITIZEN: In its most general sense, an individual member of a given political society or state; by extension, one who owes allegiance to and may lawfully demand protection from the government of that state. (Microsoft ® Encarta ® 2009. © 1993-2008 Microsoft Corporation).

DIPLOMACY: These are practices and institutions by which nations conduct their relations with one another. (Microsoft ® Encarta ® 2009. © 1993-2008 Microsoft Corporation).
Citizen Diplomacy therefore involves the formation of an environment in which every citizen both at home and broad sees themeselves as a symbol of their nation's foreign policy objectives. In other words, Citizen Diplomacy is essentially a reflection of the governance system prevailing in a country. In addition, Ogunsanwo (2009) opines that, “it is whatever a country does outside its borders that must be in furtherance of the interests of her citizens.”
Thus, it can be inferred that the notion of Citizen Diplomacy is an indenture that has to do with the Citizens and the Government. And by extension, a mutual role between the two subjects comes under focus.
In view of the above, Citizen Diplomacy therefore can be examined from two standpoint - The citizens and The government
THE CITIZENS: It is pertinent to identify that citizens in real sense should act as good ambassadors. In a sense, they should indulge in permissible businesses. However, one would contemplate on the level at which citizens have become ‘hooligans’ by promoting vices such as: Stealing, Cybercrimes and Drug trafficking, to name a few.
THE GOVERNMENT: By virtue of the provisions of the Constitution, it is the sole responsibility of the government to guarantee the security and welfare of the people. The government should propagate order and equity as it would enable the citizens abide by the laid down principles and standards.
Nevertheless, the Citizens and government have their roles to play in enabling a “well-grounded society” and by so doing being a replica of either the good or bad image depicted by the government.
Pertaining to the foregoing analysis and judging from the Nigerian case point, it is distressing that the notion of Citizen Diplomacy is the “opposite”. For that reason, the subsequent segment of this piece of writing will focus on why Citizen Diplomacy is contrary to what it is meant to be.
THE DIGRESSION OF CITIZEN DIPLOMACY
Prior to this time, Citizens inside and outside the shores of Nigeria have been subjected to inhumane treatments from the government and thus raising questions such as the priority vested on citizens, among others.
Cases of Nigerians being denied of their rights are as follows:
Xenophobia in South Africa which started in 2008 and reemerged in 2015 and 2017, causing billions of dollars on Infrastructural damage, loss of lives and properties, among others.
Illegal detention of Citizens in the United Kingdom
Racial Discrimination in India
Killing of students, particularly in Ghana, among others.
It is therefore disheartening that the government has taken little or no steps in addressing the foregoing issues. Owing to that, it is vital to devise possible and workable solutions to tackling the issue as it is the central theme of this study.

RECOMMENDATIONS
Pertaining to the discussions in this piece of writing, the following are proposed:
The government has a significant role to play in this regard; by creating an enabling environment where both Foreign and local Investors can ‘capitalize’, by so doing, jobs will be created which will prevent the citizens from resorting to illegal means of livelihood. Also, reducing the rate of migration to other countries in search for “greener pastures" or a better life.
Secondly, the government should put in more efforts in protecting the citizenry internally (at home); as a result, other nations would see the need to respect Nigerians.
Thirdly, the Ministry of foreign affairs should have a data bank of Nigerians abroad as it is pertinent for communication purposes. In essence, the government would be accountable in guaranteeing the welfare of the citizens outside the shores of the country.
Furthermore, the government in its application of its policies should be pragmatic as opposed to being idealistic. In other words, the government should be more concerned with practical results rather than numerous paper works.
In the fifth place, the citizens as a point of fact should be good ambassadors and represent their country in positive light.
On a final note, all these recommendations would further promote an enabling environment where both parties cohabit peaceably.

Prices of Diesel has continued to extend the declines since last week as recent strategic intervention of the Nigerian National Petroleum Corporation (NNPC) has led to a 42 percent fall in the price of the Automotive Gas Oil (AGO) across the country.
A national survey by Oil and Gas Forum, NNPC’s weekly TV programme, indicated that in the last few weeks, the price of diesel has fallen steadily from between N175 and N200 per litre as at June 18, 2017, to as low as between N155 and N160 per litre in some stations across the country as at last week.
NNPC’s interventions included sustained improvement in the supply of the product and remodeling of the product distribution channels to address sufficiency issues across the country.
Another area of intervention that has enhanced supply and distribution of diesel is the corporation’s robust engagement with critical downstream stakeholders such as Major Oil Marketers Association of Nigeria (MOMAN), Nigerian Association of Road Transport Owners (NARTO), Petroleum Tanker Drivers (PTD) as well as Independent Petroleum Marketers, leading to the resolution of salient issues.
The corporation has also taken huge steps to resuscitate some of its critical pipelines and depots such as the Atlas Cove – Mosimi Depot Pipeline, Port-Harcourt Refinery – Aba Depot Pipeline, Kaduna – Kano Pipeline and the Kano Depot which have enhanced efficiency in the distribution of AGO. Efforts are also ongoing to revamp and re-commission other critical pipelines and depots across the country.
Studies showed that NNPC Mega Stations and its affiliates across the country sold the product for N160 per litre while many major and independent marketers in Abuja, Lagos, Kaduna, Onitsha, Enugu, Makurdi and most major cities were selling between N160 and N165 per litre. In Port Harcourt the average price is as low as N150 per litre.
According to Eyes Of Lagos, The Manager of a fuel retail station in Abuja, Ibrahim Isah, said the station had to reduce the selling price to N165 per litre in line with the prevailing market situation in order to sustain the turnover of the business. An independent marketer in Makurdi, Innocent Abbah, said the going ex-depot price of diesel from tarmac or local private depots is N155 per litre.
However, the situation is slightly different in Asaba and Warri in Delta State and Uyo in Akwa Ibom state where most independent fuel stations as well as major marketers sold the product for N180 per litre.

Most men that loves food (especially at Home) knows how to cook themselves. be plain, be truthful be be willing to lean. and mean it.

Second: Be willing to Learn... do not panic... take it easy and step by step. you will do whatever you set you mind to do. see it as an adventure, as a challenge. Cooking is simple and fun also. If you are happy and willing to do anything, help will come.

Third: Look for someone to teach you. If your husband is good at it, let him teach you... tell him by asking him to. Meet friends that knows how to cook and learn. if you have money, create time and attend a catering school. Food PREP is a continual processes. especially local delicacies. Learn all you can from all you can. Ones you learn the basic, other thing will come naturally.

Remember one thing: What you have is what you will pass down to your children .... Remember your Children.

N – Education

Any applicant possessing higher educational/professional qualification, i.e. HND, BA/BSc, etc other than those stated in Paragraph 1 (a-g) should not apply. Candidates are therefore warned that it is an offence to declare false educational/professional qualification. This attracts outright withdrawal or dismissal and hand over to Civil Police for prosecution.
Any certificate or qualification not declared or tendered and accepted during the recruitment exercise is not acceptable after recruitment and cannot be tendered for the purpose of change of branch or advancement while in the Naval service. Only qualifications obtained through proper service provisions are tenable after joining.
Applicants must be between the ages of 18 – 22 years at the time of entry into the Training School for school certificate holders, while 24 years of age is the acceptable limit for those with higher qualifications e.g. Nurses, NCE Holders, ICT Professionals, etc.
Applicants must not be married or have children before joining.
Applicant is required to print out Parent/Guardian Consent Form and Local Government Attestation Form.
Applicants must be of Nigerian origin by birth.
Applicants with any of the following problems are NOT to apply: short sight, ear problem, previous orthopaedic operation, flat foot, below the required height (Male 1.70, Female 1.67), fracture, stammering or any natural disability.
Applicants must be free from any previous conviction by court of law on criminal charges.
Applicants must come to the recruitment centres with the following documents:
Photocopies of Birth Certificate or Age Declaration.
Photocopies of Credentials.
Duly completed identification form to be signed by Chairman or Secretary of the candidate’s LGA or by an officer of the rank of Commander, Chief Superintendent of Police (CSP) or Equivalent and above from candidate’s State of Origin.
Duly completed Parent Consent form to be signed by Applicant’s Parent or Guardian.
Four passport photographs duly signed and stamped by any of the persons mentioned in Sub-Paragraph (c) above.
Candidates are advised to bring the scratch cards of their NECO and WAEC results to the recruitment centres.
Applicants are to bring the following to the Aptitude Test Centres:
Parents/Guardian Consent Form.
Local Government Attestation Card.
Acknowledgment Form.
Photocopies of Certificates including NYSC Discharge Certificate.
The completed application form is to be submitted online.
Applicants will be required to produce original of all copies of credentials listed in Paragraph 1 before recruitment.
Any applicant suspected to have impersonated, forged or submitted false document(s) shall be disqualified from the recruitment exercise. Such applicant shall also be handed over to the Civil Police for prosecution.
The date for the Recruitment Aptitude Test is 7 October 2017.
Please note that any attempt to inundate the Naval Headquarters with letters from any quarters by any applicant will be viewed as a ploy to undermine the enlistment process and will lead to disqualification of such applicants. FIFA have provided an explanation as to why the back to back World Cup 2018 Qualifiers tie between Nigeria and Cameroon was moved to Thursday the 31st of August and Monday the 4th of September respectively.



Nigeria presently lead group B of their group with four points more than second placed Cameroon, who are one point ahead of Zambia in third while Algeria occupies the basement of the group with one point.


Leadership of the group is looking like a straight battle between Nigeria and Cameroon, and the tie which will most likely decide who leads will be in the next round of matches.


The double header tie was originally billed for the 1st and 5th of September respectively but FIFA announced on their official website that the games have been moved for reasons bothering on television broadcast.


Toyin Ibitoye the press officer of the senior national team of Nigeria said, the reason FIFA gave for moving the games to week days is to give the game the much needed television broadcast based on the demands of the right owners of the broadcast.


Also the game in Nigeria will be played at 7pm‎ Nigerian time as opposed to the usually 4pm or 5pm that most games involving the Super Eagles are usually played.
