Please, which of the court did you use?

Your brother can pay your school fees on your behalf.

However, he has to pay using your details ( Student ID, name, etc as required).

To be cautious, please ensure you trust him enough to pay your fees (for instance, that there is no criminal records linked to him) since he will be using his card to pay for you.

IHS fee has to be paid individually.

And yes, you have to do your medicals (TB test) before visa application.

You will need the TB test result for your visa application (some schools request it along with your 28 days bank statement before issuing you CAS).

From my research Masters (Part time) is not for International students, because of UKVI visa policy.

Usually, it is written on the course requirements page.
