rasputinn: Mmmmmm I'm a card-carrying member of PDP, but lets leave Lagos out of the target equation Lagos is winnable but PDP is not a serious party unlike Ogbeni Ojuyobo and his slick propaganda machine with touts and thugs harassing and killing people to make their point. If PDP can start working NOW, mobilising people and exposing all the corruption, stealing and theft by JagaBandit and his boys since 1999, the All Poverty Congress, APC will be consigned to the dustbin of history in 2019. Did PDP not win five representative seats and Accord party won one in 2015 Asiwaju Asiwere of the Association of ProgreTHIEF Criminals, APC had to recruit his Oba of Lagoon to play the tribal card in order to avoid possible defeat. Nevertheless Jimi Agbaje made a good show. APC 812,394 PDP 659,738 PDP needs to get serious, clean themselves up and engage political strategists to exploit each and every Achilles' heel of the rogues who have robbed Lagosians for the past two decades. It is possible but requires plenty of work. www.nairaland.com/attachments/2761086_thief_jpegfa5a8983f640aa30ef083e7a4f98b900 |

Remember Buhari told us that he belongs to nobody but belongs to everybody, the die is cast!
Yes, Nigerians have huge reservations about the ongoing fight against corruption by this government, but this particle matter would either make or mar his perceived clean image! 'Nuff said!

Corrupt and Illegal Practices Prevention Act 1883
The Corrupt and Illegal Practices Prevention Act 1883 (46 & 47 Vict c. 51) was an Act of the Parliament of the United Kingdom of Great Britain and Ireland. It was a continuation of policy to make voters free from the intimidation of landowners and politicians. It criminalised attempts to bribe voters and standardised the amount that could be spent on election expenses.
Background
Despite the Ballot Act 1872, William Ewart Gladstone's Second Ministry (1880-85) knew that to make voting less corrupt, certain measures were required to eradicate intimidation and bribery. The act meant that the expenses of candidates were published and could be measured against a limit as to how much could be spent on "political campaigns". It laid down rules for the conduct of parliamentary candidates, including a strict limit on expenses. The limit was set at £710 for the first 2,000 voters in the candidate's constituency, and then £40 for every additional 1,000 voters. Note, also, that each candidate was limited to just one party agent (though in exceptional circumstances the candidate did have the right to petition parliament for more). Strict record keeping was required as proof that expenses were not being exceeded. Poorer men could also become parliamentary candidates and under the Act stiff penalties were imposed on those breaking it such as heavy fines and imprisonment.
Although it did not entirely remove corruption from the voting system, it strengthened the Corrupt Practices Act 1854 and was aided by a number of disenfranchised, small boroughs.
The Parliamentary Elections Corrupt Practices Act 1885 clarified that an employer was legally permitted to give paid time off from work to allow employees to vote, so long as this was given equally to all voters and not along party lines.
The Act, except section 42, was repealed by the Representation of the People Act 1949 (c.68), ss.175 & 176(2)&(3) & Sch.9; and the Election Commissioners Act 1949 (c.90), s.21 & Sch.

Daviddson: I don't think Buhari ever said he's against restructuring, he has always said such should be initiated by the national assembly not a team of randomly hand-picked people who came with the 2014 restructuring document. If NASS deems it fit to pass that document into law today, Buhari has no power than to either sign it or decline assent, after which it becomes a law after 30 days. Or am I missing something? You are missing a lot. NASS is currently majority All Poverty Congress, APC so barawo bubu can easily ask them to initiate the Bill, if he is interested in fulfilling his campaign promise on restructuring, not so Moreover, he does not need to wait for the NASS to initiate the Bill. He can send a Bill to the NASS for consideration, which is what Jonathan did with the PIB that the northern owners of naijeriya blamed him for and started undermining his government with Boko Haram and Chibok girls kidnap. President Jonathan sends PIB to National Assembly July 19, 2012
President Goodluck Jonathan in Abuja yesterday forwarded the final copy of the Petroleum Industry Bill (PIB) to the National Assembly, Minister of Petroleum Resources, Mrs Diezani Allison-Madueke had said.
Madueke made this known after the Federal Executive Council (FEC) meeting, noting that what was sent to the National Assembly was the only authentic copy of the bill and that it contained some security features to guard against circulation of fake copies.
According to her, an electronic copy of the document would be available on the website of the Petroleum Ministry yesterday (Wednesday) evening.
Her words, “There is no other Petroleum Industry Bill for 2012. We have seen various adaptations appearing in the media, particularly online, that did not come from the Federal Government of Nigeria and we are unaware of who posted them on these sites.
“There is only one Petroleum Industry Bill 2012 which has been released today for the first time to the National Assembly and will, therefore, be available on the Ministry of Petroleum Resources site by this evening (yesterday) for down-loading.

Jirate: 1. Commissioning of Prison Inmates... Recently, while visiting Kano state, Mr President Commissioned the Release of 500 Prison Inmates, Which other President had been able to achieve such a "Landmark and Gargantuan" Project if i may ask? Barawo bubu is a vision-less man who has no idea how to run a government. Thankfully sha he has simply continued what Jonathan initiated unlike when he was cancelling projects in the 80s as a military dictator. nawtyme: Previous Govts Initiated ‘Most Of The Things This Administration Is Doing’ – Adesina
A majority of the projects the Muhammadu Buhari administration is working on was inherited from previous administrations, the Special Adviser to the President on Media and Publicity has said.
Mr Femi Adesina said this when he appeared on Channels Television’s special Independence anniversary programme on Sunday.
“Most of the things this administration is doing – 60 to 70 percent of them – were initiated by previous governments,” he said.
“That shows you that in the past a government will come and say ‘this is not our project’ And it will discard what was being done and start fresh ones.”
As a result, Mr Adesina said there are many half and quarter-completed abandoned projects. But rather than abandon the project, he explained that the current administration will complete it.
An example is the Abuja-Kaduna rail project which the Presidential aide said was up to maybe 60 to 70 percent complete when the last administration left.
“This administration came, completed it and inaugurated it. Then you will still find some people shouting, ‘they are claiming credit for what the past administration started,” he said.
“It shows there is a mentality in Nigeria that makes governments not want to complete what previous governments have started. But this administration is not going that way at all, it is just doing what needs to be done for the good of the country.”
https://www.channelstv.com/2017/10/01/previous-govts-initiated-most-of-the-things-this-administration-is-doing-adesina/ www.nairaland.com/attachments/2087214_buharimetro_jpeg0139273fe26a1325be266ba40c34a836Splashme: The first civilian governor of Lagos State, Alhaji Lateef Jakande, on Tuesday, said that the cancellation of the Lagos metroline project in 1985 was a major mistake and disservice to many Nigerians.
Jakande spoke in Lagos during the launch of a book which chronicled his life in politics and journalism.
The book, entitled, ‘Jakande: Leadership in Action’ is written by Dr. Bola Olaosebikan, who told the audience at the event that the All Progressives Congress presidential candidate, Maj. Gen. Muhammadu Buhari (retd.), was not responsible for the cancellation of the project.
Jakande said, “Reflecting on the metroline project, I think it is a major disservice to many Nigerians. Imagine how many people would have benefitted. It would have made life easier and changed the face of transport in Lagos. Whoever cancelled it or gave the advice towards its cancellation didn’t do right.”
The former governor asked Nigerians not to vote for unserious leaders in the coming polls, saying the elections presented Nigerians with a good opportunity that should not be squandered.
Expressing the hope that Nigeria would soon overcome its developmental challenges, Jakande said hope would be actualised faster if credible people emerged as leaders in the next dispensation.
He said, “This book comes at a very auspicious time in Nigeria’s history as we need leaders who can act. We need leaders who would not compromise the standards of good governance. God has blessed this nation the most in Africa, although we have not reached where we should be; with the right leaders, Nigeria would overcome its challenges.”

Amaechi is high on grade 1 Buhari urine.
https://www.monorails.org/webpix%203/cnstRivers02.jpg ijekul: As the Judicial Commission of Inquiry set up by the Rivers State Government to probe the sale of valued assets of the state and other matters continued its sitting on Friday, the technical consultant to the state on the monorail project, Arcus Gibbs revealed that he advised former Governor Chibuike Amaechi against continuing with the project.
Managing Director of Arcus Gibbs Nig Ltd, Wiero Viguezang, however said his company gave the advice only after collecting N22.9bn from the Rivers State Government since its services were enlisted in March 1, 2010.
Viguezang spoke when he appeared before the commission to explain the role played by his company in the monorail project being probed by the commission.
While being cross-examined by counsel to the commission, Dr. Zaccheus Adangor, Viguezang, stated that the monorail project was no longer tenable considering the shortfall in the state’s revenue and the inability of its original technical and equity partners, TSI Nig Ltd, headed by the former military administrator of Rivers State, Brig-Gen Anthony Ukpo (Rtd.), to fulfil its obligations to contribute 80 per cent of its equity holdings.
He disclosed that the state owes his company N1.1bn for its services. He also said the company had in a letter to the Rivers State through the ministry of transport, in April, made a six-point recommendation to the Rivers State on how to unbundle the monorail project in such a way that the state government can salvage some financial benefits out of the N33.9bn so far invested in the project. The monorail project was originally estimated to cost about Euros2250m.
The technical partner had in its sixth point of recommendation suggested to the Rivers State Government to unbundle the monorail project and approach the manufacturers of the mechanical components and rail tracks in Germany and exploit the possibility of reselling components at a lower price to the manufacturers.
He said the company also advised the state government to consider the option of using the monorail facilities for other commercially viable purposes, mentioning the spaces between pillars and surrounding areas of the monorail project, stressing that the area between Azikiwe Road and the UTC axis could be put into very fruitful commercial purpose. Viguezang also told the commission that his company and the state government had planned to unveil the monorail project last April specifically to mislead the people of Rivers State into thinking that the project, which has gulped N33.9bn, was still on course.
He admitted that his company wrote a memo to the commissioner for transport to arrange the unveiling of the project essentially for media coverage since the project was “technically uncompleted”.
According to Viguezang, “We actually wrote to the ministry of transport in January, to arrange for the governor to unveil the monorail project in April for the attention and coverage of the media based on the expectation of the people of the state.”
When asked to clarify if the unveiling was to deceive the people of Rivers State into believing that the controversial monorail project was ready, Viguezang admitted; “It was to deceive the people into believing that the monorail project was at last ready”.
The managing director, however, stressed that “apart from the media coverage and public attention that it is expected to generate, the monorail was not technically and commercially ready. Only phase 1a within phase 1 of the project was ready. So, there was no way the public would have been able to use the monorail as at April when we asked the ministry of transport to unveil the project to the media”.
Viguezang admitted that the Rivers State government enlisted services of Arcus Gibbs at the cost of N600 million from March 1, 2010 to December 1, 2010, after the memorandum of understanding (MoU) with TSI collapsed because TSI could not raise revenue to fulfil the payment of its 80 per cent equity share capital.
He stated that part of its role as the technical service provider to the Rivers State government concerning the monorail project was to evaluate and assess the activities of TSI and give an independent opinion to the Rivers State government.
