There will not be a run off election. Run off would have happened if Buhari wins overall majjority but fail to secure 25% in 24 states. In this situation both candidates will secure 25% in 24 states. So it all comes down to who win the popular votes. That's why numbers matter here. The SW and the north central will determine the winner. NE and NW will go to Buhari and SS and SE will go to Jonathan
