Foreign AffairsEthiopian Mega Dam To Start Producing Power Next Month by Arizoner(op): 11:36am On Sep 11, 2021
Ethiopia says a controversial mega dam it’s building over the Blue Nile will start generating electricity in a month.

The announcement by the country’s water ministry comes as the two downstream countries, Egypt and Sudan, continue to raise concerns that the dam will impact their essential water supplies.

The $5bn (£3.6bn) project is aimed at providing power to tens of millions of Ethiopians, which could transform the
people’s lives and the economy.

Speaking to the BBC, Water Minister Sileshi Bekele said that an initial 750 megawatts of electricity will be produced by two of the dam’s turbines.

When it’s finished, the dam is expected to generate eight times that amount.

The project has caused tension between Ethiopia and its neighbours, with Egypt and Sudan worried about droughts and water security.

But, at a time when Ethiopia is enmeshed in a costly civil war, this is a rare bit of good news for many in the country.

CrimeNDLEA Intercepts Illicit Drugs Worth ₦5.8 Billion At Apapa Port by Arizoner(op): 2:21pm On Sep 08, 2021
The National Drug Law Enforcement Agency, NDLEA, on Wednesday announced the seizure of large quantity of Captagon, a brand of Amphetamine drug, valued at N5.8 billion at Apapa Port, Lagos.

Chairman of NDLEA, Buba Marwa, who disclosed this to newsmen in Lagos, said that the seizure of Captagon, with one suspect in the net, was the first in Sub-Sahara Africa.

He said the agency in March 2021, had intel from its international partners, on the shipment of the illicit narcotic to Nigeria from the Middle East, through the Apapa Port.

Mr Marwa noted that the container passed through three countries, and was transloaded in a North African country, while the agency kept tracking it, in collaboration with its partners.

He explained that, the agency attempted to examine the container on Aug. 26, but found three pieces of marble polishing machines, also called Sanders.

The chairman further said, on August 31, the Agency’s sniffer dogs turned up a positive indication on the rotor coil of one of the three machines.

“On Sept. 1, 2021, 18,560 tablets of a drug, suspected to be Amphetamine (Captagon), weighing 3.2kg, was found deeply concealed in one of the coils.

“On Sept. 2, the other two machines were dismantled, and in all, a total of 451,807 tablets, weighing 74.119 kilogrammes, were discovered hidden inside the rotor coils.

“Going by the street value of about 25 dollars per tablet, the importer would have raised 11.3 million dollars, about N5.8 billion,” he said.

Mr Marwa pointed out that if not for the intelligence of his men and the support from their international partners, the drug would have caused serious havoc in Nigeria, as such highly addictive pills were mainly available in the Middle East.

“The pill produces a euphoric intensity in users, allowing them to stay awake for days, making them fearless, and pre-disposes them to danger.

“The production and sale of this pill is controlled by militias and large criminal groups in the Middle East and beyond any doubt, Captagon has been linked to the escalation of the Syrian Civil War.

“A lot of the seizures have been made since 2017, mostly in Arabian Peninsula, Italy and Turkey, and its origin is traced to Syria and Lebanon.

“This gave rise to the theory that ISIS is behind the production and sales, to generate funds for weapons,” he noted.

The chairman said given the dangerous background of Captagon, it was obvious that the destination for the drugs was the camp of insurgents and bandits all over Nigeria.

He commended his men and other sister security agencies at the port that assisted in intercepting the drug, stressing that the agency was on the trail of suspects involved in the importation of the illicit drug.

PoliticsAnti-open Grazing Law Is Satanic – Miyetti Allah Dares Southern Governors by Arizoner(op): 1:27pm On Sep 07, 2021
The National Secretary of Fulani Socio-Cultural Association, Miyetti Allah Kautal Hore, Saleh Alhassan, says members of the association won’t obey the anti-open grazing laws enacted by some Southern governors.

Alhassan also described the law as “satanic and empty.”

SaharaReporters had earlier reported that the 17 Southern governors led by Rotimi Akeredolu of Ondo state met in Lagos on July 5, 2021, and “set a timeline of Wednesday, 1st September, 2021 for the promulgation of the anti open grazing law in all member states”.

On August 31, 2021, Akeredolu signed into law, the Anti- Grazing Bill passed by the State House of Assembly.

“This is worthwhile and a very laudable development aimed at stemming needless instances of skirmishes, conflicts as well as infractions on the enviably peaceful disposition of the good people of Ondo State,” Ondo State Commissioner for Information and Orientation, Donald Ojogo, had said in a statement.

Some other governors in the Southern part of the country had also signed the bill into law in the last few weeks with a move geared towards curbing farmer-herder crisis and attendant insecurity in the region.

Speaking to SaharaReporters on Tuesday, Alhassan condemned the move by Akeredolu and his colleagues.

He said, “As far as we are concerned, the anti-grazing bill is a satanic bill. We have already initiated legal actions both locally and internationally against Akeredolu and other governors trying to destroy our means of livelihood.

“All the people promoting the law are in connivance with the devil. How do you disturb people from their normal business without providing alternative? It’s an empty law, it’s just a political body they are using to steal money in the name of security votes. Most of the cows you see in Southern Nigeria belong to Yoruba and Igbo merchants; they are the ones that owe these cows. This hype about anti-grazing is just political.

“Even in Benue that it has been implemented, what are the consequences? It’s such a devilish law, you see crisis all over; there is no secret grazing since the time of Moses.

They should provide the ranches, we are ready to even hire the ranches if available. Cattle rearing is not okada business you can ban by law. This is the culture of the people, you can’t change it overnight.”

When asked by SaharaReporters if the association was ready to comply with the law, he said, “How will you obey an empty law? The law is satanic, it’s not implementable, it’s a negative law, so how do you implement that? Do you start arresting people with their cattle? Where are the ranches you have created for them?

“We know that we are serving a living God. We are warning seriously that any tribal security outfit that will listen to their Governor that they want to illegally eject our herders or steal their cows, God will be deal with them in numerous ways. We are peace loving.”

HealthPoor Pay: Kwara Doctors To Go On Strike September 13 by Arizoner(op): 7:37am On Sep 01, 2021
The Nigeria Association of Government Medical and Dental Practitioners (NAGMDP), Kwara chapter, has threatened to down tools over poor pay.

The association warned, “If our demands are not met by September 13, 2021, we shall have no alternative than to withdraw the service of our members across all the
hospitals in the state.”

Their threat is contained in a letter addressed to Governor Abdulrahman Abdulrazaq and other stakeholders. It
was jointly signed by the chairman and secretary of the association, Saka Agboola and Ayinde Musa.

According to the medical practitioners, the threat to withdraw their services is also due to poor condition of service.

The association said the poor working conditions had “resulted to a major cause of mass resignation and brain drain which we are currently experiencing among doctors and other health care workers in the state.”

“With reference to the letter sent to your Excellency dated June 16, 2021, titled ‘Letter of request’ and subsequent
reminders dated July 13 and July 27, 2021, respectively, drawing your attention.

On Friday, August 27, 2021, an emergency general meeting of NAGMDP, Kwara state chapter was held,’’ it said.

The association insisted the government must recruit more medical officers in addition to the constant replacement of those resigning on a daily basis.

“There should be provision for adequate security in all of our hospitals to avoid breaking down of law and order by patients and their relatives,” the association added. “The state government should provide patients relatives building in hospitals, where relatives can be in comfort, while health workers take care of their relatives on admission.”

The association also urged payment of COVID-19 allowances to members and other health care workers and provision of a vehicle and housing loan facility at a single-digit interest rate.

Reacting to the development, Oladimeji Sa’ad-Aluko, the Kwara State Hospital Management Bureau director-general, said the governor was considering their demands.

PoliticsEpileptic Power Supply: Company To Generate 10 Megawatts From Waste by Arizoner(op): 7:08am On Sep 01, 2021
The Chief Operating Officer of Capegate Investment Limited, Bello Abba-Yakasai, has said that the company plans to generate 10 megawatts of electricity from waste in Kano.

Mr Abba-Yakasai made the disclosure while briefing newsmen on the company’s investment plan, on Tuesday in Kano.

He said that the company was planning to set up three waste conversion industries in 2022 to generate power and produce fertilizer.

“Next year, we will generate 10 megawatts of electricity and in the next five years will yield 150 megawatts for Kano and Jigawa.

“We intend to establish three major industries; one is what we call a transfer station where all the wastes which include, plastic, metals and aluminium among others, will be sorted. The waste sorted out will be recycled or transformed into other products.

“The next phase is the diversification industry, where we turn the non-usable materials into gas to power our turbine and provide electricity. Under this industry, we hope to generate 10 megawatts by next year.

“The third industry is the fertilizer industry. Food wastes and bio-waste would be turned into organic fertilizer which is more safer health wise on crops and human consumption.

“The fertilizer produced will be easier to absorb into the soil and has no hazardous side effects on consumers of the farm produce,” Mr Abba-Yakasai said.

He added that the company would also refine human waste and turn it into fertilizer and gas for cooking.

“Farmers use human faeces on their farms in its raw form which results in cholera, typhoid and other diseases. We will process it to eliminate these dangers,” Mr Abba-Yakasai said.

The duo used the stolen personal information of individual victims.

The Department of Justice said in a statement that “Ogunlana and Oguntuyi each face a maximum sentence of 30 years in federal prison for conspiracy to commit bank fraud and mail fraud.

Oguntuyi also faces a maximum of 30 years for bank fraud. Ogunlana faces a maximum sentence of 15 years in prison for access device fraud and a maximum of five years in federal prison for theft of mail by a postal employee.”

PoliticsGodswill Akpabio: Oil Companies Owe NDDC Over $4 Billion by Arizoner(op): 2:36am On Aug 20, 2021
International oil companies operating in Nigeria are owing the Niger Delta Development Commission (NDDC) over $4 billion, the Minister of Niger Delta Development, Godswill Akpabio.

Mr Akpabio said this Thursday while briefing journalists at the State House in Abuja at the weekly briefing organised by the presidential communications team.

He said the NDDC law mandates IOCs to pay three per cent of their revenue to the agency, but oil firms have been defaulting for years. The NDDC was set up in 2001 as an interventionist agency to aid the development of the oil-rich Niger Delta.

“All of them have been defaulting and efforts are ongoing to get them to pay,” Mr Akpabio disclosed.

PoliticsFG To Borrow N5.62trn To Finance Deficit In 2022 Budget —finance Minister by Arizoner(op): 6:55pm On Aug 16, 2021
The Federal Government has submitted a proposal to borrow the sum of N5.62 trillion to finance deficits in the 2022 budget, and also slash capital expenditure in 2022 by N259.315 billion.

The budget for 2022, as proposed by the Federal Government, is N13.918trillion.

Besides, the Comptroller General of Nigerian Customs Service, NCS, Col. Ahmadu Ali(rtd), has advised the Department of Petroleum Resources, DPR to issue licenses to petrol stations in neighbouring countries, to check the smuggling of petroleum products to those
countries.

The minister for Finance, Budget and National Planning, Zainab Ahmad, while presenting the 2022—2024 Medium Term Expenditure Framework (MTEF), and Fiscal Strategy Paper(FSP), before the House Committee on Finance, stated that the reduction became necessary given economic volatility occasioned by unstable global oil market as well as effects of the covid-19 pandemic.

According to her, “on capital expenditure, the sum of N1,759,804,022,579, as opposed to the N2,019,119,204,546, will be available to Ministries Department and Agencies of government in 2022.”

On the exchange rate, the naira is being pegged at N410 to $1(US Dollar), just as that minister told legislators that the projection is likely to come down in favour of the naira in 2023.

Explaining the deficit, the minister said: “the budget deficit and the financing items for the expenditure. The budget deficit that is projected for 2022 is N5.62 trillion, up from N5.60 trillion in 2021.”

“The deficit is going to be financed by new foreign borrowing. And domestic borrowing, both domestic and foreign in the sum of N4.89 trillion, then privatisation proceeds of N90.73 billion and drawdowns from existing project titles of N635 billion.

“This amount represents 3.05 per cent of the estimated GDP, which is slightly above the 3 per cent threshold that is spent recommended in the Fiscal Responsibility Act.

On revenue projections, the minister in the document stated that based on the decision of the Federal Executive Council (FEC) the sum of N6.54 trillion is expected to be realised for the 2022 fiscal year, adding that it was projected to increase in 2023 to N9.15 trillion.

“The revenue that we expect is N6.54 trillion N2.62 trillion to accrue to the Federation Account and VAT respectively,” she said.

She disclosed further that net oil and gas revenue which will be available for the Federation Account for distribution will be N6.151 trillion in 2022.

The key macro-economic assumptions contained in the MTEF/FSP include a crude oil benchmark price of $57 per barrel for 2022, crude oil production of 1.88 million barrels per day, and a dollar exchange rate of N410.15 to one US dollar, an inflation rate of 13 percent in 2022, and a nominal GDP of 149.369 trillion.

“What is interesting is that the non-oil GDP continues to grow at 169.69 trillion compared to oil GDP of 14.68 trillion included in the nominal GDP. Nominal consumption is 130,49.36 billion.

On unemployment, the documents revealed that 82.9 million Nigerians are adjudged to be living in poverty.

According to the minister, the global economic growth is projected to moderate to 4.9 per cent in 2022, just as she warned that Nigeria continues to be exposed to risk aversion in the foreign exchange market and devaluation of the naira.

The MTEF/FSP are documents that describe the Federal Government’s socio-economic and developmental objectives and priorities for the reporting period of 2022 to 2024.

It also has the financial strategies to put in place and policies to achieve government economic priorities, including highlights of the key drivers of government’s revenue and the spending plans.

Also at the hearing, the CG Customs, advised that, “to check cross border smuggling of petroleum products and improve on government revenue, the government, must establish filling stations in neighbouring countries like Togo, Benin, Chad, Niger, Cameroon and other neighbouring countries”.
