Former Niger Delta militant leader, Mujahid Asari-Dokubo, says that if President Muhammadu Buhari, respects the rule of law, he would pay the contractors of the oil pipeline surveillance for their service. Asari-Dokubo, who is one of those awarded pipeline surveillance contract by the Federal Government, revealed that the three-month deal elapsed on June 15 and that the ex- minister of Petroleum Resources, Diezani Allison-Madueke, did not sign for the payment before she left office. The former militant vowed that he and other contractors would follow due process to get their money from the Federal Government. “Diezani (Allison-Madueke) did not sign payment for the contract before she left. All across the six states (Lagos, Ogun, Ondo, Rivers, Delta and Bayelsa) where the contract was awarded none of us were paid; none of the companies were paid. The Federal Government should do what is needful by paying the money they owe. The same mandate that was given to Buhari to become President was the same mandate that was given to us in a legal and binding contract. If Buhari is law-abiding and if his government respects the rule of law, the contractual obligations will be followed. The contract was awarded to corporate entities by the Nigerian National Petroleum Corporation. We did not go in as individuals and the corporate entities are regarded as individuals under the law. No contract was awarded to any specific individual. The same way they give contract to people to lift oil; the same way they give Julius Berger contracts to build roads; the same way they give people contracts to build houses; that is the same way pipeline surveillance contracts were given to us. But they (FG) are not paying for the work done. It is against the law of the land. After three weeks of consultations with international and Nigeria’s political leaders, President Muhammadu Buhari appears set to effect major changes in the administration of the country in a bid to translate the ‘change’ mantra of his party into reality. To start with, the President is said to have accepted the recommendation of the transition committee he raised a few weeks ago to slash the number of ministries from the present 42 to 19 with a view to saving cost and making them more effective and responsive to the needs of Nigerians. In the same vein, many of the ministries have been merged to ensure proper coordination of duties and ensure greater efficiency and service delivery. A source close to the Presidency told Sunday Vanguard that the number of Federal Government departments and agencies had also been trimmed in line with the policy of the administration. Effectively, it means that no fewer than 50 of the MDAs that were not backed by relevant laws might be scrapped and their staff moved into relevant departments to save cost. The Presidency source hinted,”But the point being made is that relevant MDAs that will exist under the present administration must be those backed by laws. “What that means is that the era of doing things the wrong way to please certain persons in positions of power is over.” Shedding light on some of the ministries that had been merged, the official pointed out that the Ministry of Aviation and relevant agencies had been subsumed with Inland Waterways and associated agencies. Similarly, the Ministry of Agriculture has been merged with that of Water Resources under what the Presidency source described as the consolidation of larger ministries. It was learnt that under the administration of Buhari, only 19 ministers and 17 ministers of state would operate as opposed to the previous arrangement where there were at least 42. It was further gathered that some ministries would be run by senior ministers while others would be manned by junior ministers to save cost. On the fight against corruption, the source disclosed to Sunday Vanguard that the Economic and Financial Crimes Commission (EFCC) is to be merged with the Independent Corrupt Practices Commission, ICPC, to tackle graft in a new way that would be prompt, fearless and decisive. Buhari, who travelled out of Abuja since returning from the African Union meeting in South Africa, late last week, is expected to join his wife, Aisha, at the Presidential Villa, for the first time after being sworn- in on May 29. The wife had moved into the Villa on Thursday ahead of the President to prepare the ground for his formal assumption of work at the seat of power. He has been operating from the Defence House in the last three weeks. A top source also said Buhari was expected to make some key appointments this week so as to get the machinery of his administration running. President Muhammadu Buhari has already done in three weeks what ex-President Goodluck Jonathan couldn’t achieve in six years, this is according to the APC. The National Publicity Secretary of the APC, Alhaji Lai Mohammed, made this known in a statement. The statement read, “Within three weeks of President Buhari’s inauguration, he has done what the PDP government could not do in six years: Invigorate the fight against Boko Haram by rallying a regional and global front against the terror group. “Today, the United States has pledged $5 million to the fight against Boko Haram, in addition to other material support. This is apart from the support that has been pledged by the G-7 to strengthen Nigeria’s efforts to quell the insurgency. “Thanks to President Buhari’s shuttle diplomacy, the Multi-National Joint Task Force that the PDP government could not bring together for all of six years is ready to deploy more soldiers next month, while the President has ordered the release of $21m to facilitate the establishment of the headquarters of the force in N’Djamena, Chad. “Since assuming office about three weeks ago, President Buhari has visited Chad, Niger, Germany and South Africa, winning support and friends for Nigeria all over again and returning the country to the comity of respected nations. “Those who were put off by the PDP government’s resort to politicising the fight against Boko Haram – even as the insurgents grew stronger – are now joining President Buhari to battle the terrorists. Ahead of the relocation of President Muhammadu Buhari to the Presidential Villa, arrangements have been concluded for the Nigerian military to take over the activities of the Strike Force, The PUNCH has learnt. The Strike Force, which is a special security outfit saddled with the responsibility of protecting the President and the seat of power, is currently comprising only officials of the Department of State Services. A top Presidency official, who pleaded anonymity, told our correspondent on Tuesday that soldiers might take over their responsibility very soon. The source said a Lieutenant who will be leading 21 other military personnel had already been transferred to the Strike Force with an instruction to take over from the DSS officials. He said, “DSS officials are the ones that have been serving in the Strike Force. “With this development military personnel will take over from them henceforth. “We are aware that the situation is causing a palpable tension as there is a possibility of a showdown. But we are working hard to ensure that the situation did not degenerate.” Operatives attached to the Strike Force are always trained abroad on counter-assault and other techniques aimed at making their jobs easier. In explaining their duties, the source said its operatives were the ones former President Olusegun Obasanjo erroneously referred to as snippers in his widely-publicised open letter to former President Goodluck Jonathan. Another official, who is aware of the arrangement, also said that machinery had also been put in place to change the new Presidential Villa’s Administrative Officer, who was deployed by the DSS about two weeks ago and replaced with a military officer. He said all DSS officials currently serving inside the Presidential Villa were not sure of their fate yet. “The truth is that we are not sure of anything yet. Whichever way, we will only act based on signals from our headquarters whether to leave or remain inside the Villa,” he said. Meanwhile, a major disagreement broke out on Friday between DSS officials drafted from the Presidential Villa, Abuja to the National Mosque, Abuja and some officials of a private security firm. The PUNCH had reported last week that DSS officials were having a running battle with officials of the security outfit who were reported to have been securing Buhari before he was inaugurated as the President on May 29. Their two earlier encounters in the same mosque were settled amicably with officials of the firm asked to leave the premises for DSS officials. Our correspondent, however, learnt that trouble started again last Friday when DSS officials also sighted the officials of the private firm in the mosque. A source claimed that trouble started when one of the officials of the firm was asked to identify himself. “The DSS officials had asked the private guard to identify himself. One thing led to the other and the private guard was said to have held the necktie of one of the operatives. That led to a fisticuffs. Deputy Speaker of the House of Representatives, Yusuf Lasun, has justified the annual budget of N150 billion for the National Assembly since 2010. The amount was reduced to N120 billion in the 2015 budget in the face of dwindling federal revenue. Lasun said the N150 billion, which many Nigerians have criticised, is not much, compared to the entire budget of Nigeria. According to him, the amount is less than three percent of the total budget of the federal government, and the legislature, as a separate arm of government, has its own peculiarities. “For the last three years, with the exception of 2015, the budget of National Assembly has been N150 billion, that is exactly 2.67 per cent of the total budget of the federation. “The budget of the National Assembly is 2.67 per cent of the budget of the federation and so it is not overblown. “People have suddenly forgotten and don’t know that there are 469 members in the National Assembly with each one having five aides paid from the N150 billion, with their technocrats. “We have National Assembly commission, all of them draw their salaries and allowances from the N150 billion. “When people talk, they say it is only the House of Representatives members and the Senators that collect the N150 billion but they forget that in the 2015 budget, the money has been reduced to N120 billion,” Lasun said. dailyindependentnig.com/2015/06/deputy-speaker-justifies-n150b-nass-budget/ |

The Enugu State House of Assembly at its plenary on Tuesday, June 16, 2015, approved the list of 12 Special Advisers submitted to it by Governor Ifeanyi Ugwuanyi, Presenting the Governor’s request on the floor of the Assembly, the House the Leader, Hon. Ikechukwu Ezeugwu, urged the lawmakers to approve the advisers so that the new administration could take off without delay. Although the names of the 12 advisers were not disclosed, Ezeugwu said there was urgent need for them to assist the governor to deliver democratic dividends to the people.
