Position Summary

General Context of the Mission
Intersos is operational in Nigeria since September 2015 to contribute to the humanitarian response to the Boko Haram crisis. Our intervention, through a coordination office in Abuja and a field base in Maiduguri (Borno State), aims at supporting IDPs and other affected people by enhancing food security status, ensuring better shelter conditions and ameliorating the coordination of humanitarian actors. Given all the humanitarian needs still to be addressed, Intersos is willing to further develop its presence and activities, by identifying news interventions (concerning both the above mentioned sectors and new ones) and playing an even more active role within the humanitarian coordination.

Tasks and Responsibilities

The Head of Mission (HoM) legally and officially represents the Organization in Nigeria and acts in accordance with specific directions from and supervision of the Regional Director.
The HoM manages and coordinates the operations and human resources in the country and is responsible to:

Establish and maintain collaborative relations with Local Authorities and Institutions, Donors, International Agencies, NGOs and other stakeholders.
Follow up, guarantee and monitor government recognition procedures for the organization in compliance with the host country formalities.
Define country priorities based on context and needs analyses; monitor donor intervention strategies in the country; design, promote and elaborate new interventions.

Required Profile/Experience

Advanced university degree. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
At least 5 years of professional work experience as Head of Mission or other management/ coordination positions in humanitarian/development contexts.
Knowledge of UN system (UNHCR; OCHA; UNICEF; WFP) ECHO and other majors donors.
Strong experience in project design, monitoring and evaluation, and data collection and analysis is required.
Experience in humanitarian assistance, e-voucher and nutrition is desirable.

Jhpiego, an Affiliate of Johns Hopkins University is implementing a 3-year Bill and Melinda Gates funded project in Nigeria and Kenya. The Nigeria project is being implemented in Nassarawa State. The project proposes to develop a group care model for ANC appropriate to the Nigerian contexts that will support the MOH to operationalize its guidelines and test whether this alternative model of ANC is more effective, feasible, and acceptable than the current standard of care at achieving better coverage and quality of ANC services.

The project is designed for high-volume government health facilities and will explore the opportunities and challenges of different settings (urban, pert-urban, and rural) to inform scale-up. The Group ANC study is designed to evaluate the effectiveness, acceptability and feasibility of Group ANC as compared to traditional ANC. This study introduces a group care model in two phases: - Improve the quality of facility based ANC, Increase retention in care and the use of key services during pregnancy, childbirth and the year following birth among women over the standard care available.

Reporting to: the INGO Forum Executive Committee The Nigeria INGO Forum (NIF) was established in 2014 and currently brings together 19 international organizations (16 members + 3 observers) working in Nigeria through both development and humanitarian interventions with a stronger focus on the latter. NIF exists primarily to serve the needs of its members and to act in their interest for the betterment of serving beneficiaries. The main objectives include information sharing/ communication; coordination; policy development and advocacy; engagement with national civil society; and external representation of the INGO community. With 2 current team members (Coordinator and Support Manager) the NIF plans to expand to include Advocacy/ IM/Engagement team members, with the goal of improving services to its members and increasing advocacy related to identified key priority issues. As of May 1 , NIF will be hosted by Oxfam International in the central Maitama district of Abuja. While the position focuses largely on coordination and representation duties, practical management skills, policy drafting experience and a level of protection expertise will prove invaluable.
INGO Forum Coordinator The INGO Forum Coordinator engages with: INGO Forum Executive Committee – reporting, information, collaboration, cooperation INGO Country Directors – coordination, collaboration, information INGO Technical departments/Sectors – information, collaboration, coordination Government Ministries/Agencies/Departments – liaison, lobbying, representation, advocacy, information, collaboration, cooperation UN agencies – lobbying, representation, information, collaboration Donors: Lobbying, information, collaboration
Main tasks and responsibilities Objective 1: Coordinates INGO Forum members recognizing different programmatic focus, agendas and ways of working Convene and set agendas for regular meetings of the INGO Forum, the wider INGO work group meetings and any ad hoc meeting, chairing meetings as needed in consultation with the Forum members. Increase and enhance engagement of and input from Nigerian NGOs and liaise with others for representing NGOs in Nigeria. Work closely with INGOs, UN agencies, Government and other international (Donors and Embassies) local stakeholders in gathering information, seeking input and feedback.
Objective 3: Liaises with key international and national stakeholders to strengthen the network of contacts of INGO Forum members Provide a conduit for the UN, the GoN, donor representatives and other stakeholders to communicate and coordinate with INGOs. Promote the role of local NGOs, help to forge links between international NGOs and local organizations Maintain and/or develop productive relationships with key individuals in relevant government ministries, foreign and local NGO community, including UN Missions, Diplomatic Corps, donors, etc.
Objective 4: Represents INGO Forum members to influential external contacts and advocates for the same cause. Develop, maintain and actively employ advocacy strategy in line with identified INGO Forum priorities.

Required skills and experience Master’s degree in international relations, political science, journalism, sociology or equivalent through experience. Experience in political analysis and conflict prevention. Five to ten years professional experience in government, academia, international organisations, NGOs, advocacy or journalism. Excellent writing, editing and analytical skills and ability to formulate well-targeted policy recommendations. Written and spoken fluency in English. Good knowledge of international humanitarian architecture, institutions and donors. Ability to work in a matrix management environment.
