Before abacha died no civil servant was on 10k it was abdusalam dat introduced 5k min. Wage and later reduced it to 3.5k. Obj took it to 7.5 and later 12.5. Jona now took it to18.5k. But a lot of people won't believe cos it sound strange that a prof was not collecting up to 10k as at 1998. Tks to ibb and abacha. The rot these guys created will take a generation or two to clear. That was the beginning of impunity and insensitivity in the Nigerian civil service and every facet of our lives.

Tony Obuh can be spotted easily in a sea of heads. His chocolate complexion and trademark smile ensures that. But it is not the colour of his skin or his friendly mien that has made him unique. The peculiarity of his personality as embedded in his strength of character, legacy of achievements and vision in public office is what has set him apart. He has etched indelible footprints on the sands of time in every endeavour he has ventured into and since emerging on the political scene has brought a refreshing touch to the game. This is a statement of fact. Yes verifiable facts as different from opinion or mere posturing.

But where is Tony Obuh’s strength of character? Before I address this question let me put the question broadly: wherein is the politician’s strength of character in a country where the political stage is seen to be fouled by the antics of the players themselves? So if the broad perception of the average Nigerian politician by the general public is swathed in mud and dubious accolades at best, where then is the strength of character being attributed to Tony Obuh who is by every means a politician? Except it is accepted that there are exceptions to the rule, this line of reasoning is permissible within the prism of the fallacy of generalization and the reflex mentality of the mob.

History has a rich number of tecnocrats and professionals who brought their experience and honesty to bear. There are also politicians who have stood out from the crowd. And it is not because they were devoid of foibles nor had careers lacking in setbacks. This is not an attempt to canonize Tony Obuh. No, never. Rather, it is an effort to open our eyes to the rising star that the former Permanent Secretary is and strengthen the optimism that because of politicians like him, the political space can be perceived in a positive light.

Leadership is not a tea party. For one to get into the annals of good leadership, one must have something to offer. It may not always be praise and halleluiah songs. Sometimes, the situation is grim and solemn, but a good leader makes the best of all situations whether good or bad. According to Nelson Mandela, ‘There are times when a leader must move out ahead of the flocks, confident that he is leading his people the right way. In the Bible, Moses, a crisis leader of the Israelites made a choice whether to live in comfort while his people suffered, but he rejected princely and urbane comfort to suffering as to liberate his people.

Democracy is a difficult kind of government, and requires important qualities of self-discipline and restraint, a willingness to make commitment and sacrifices for the general interest, and also it requires knowledge. Tony Obuh has offered himself to serve. He has left the safe terrain of the civil service to the risky and near lawless and conscienceless terrain of politics. Here the rules and practices are different. He has stood still like the sun under the command of Joshua. He has remained unwavered in the midst of hot blackmail and mudslinging.

How has Tony Obuh been able to cope when it is widely believed he is not a politician? Tony Obuh through the years has interacted with the political class. As their engine room, he has been in touch with the political class. It is significant to note that Tony Obuh maximized the opportunity of working closely with the who is who in the political circle while serving as Director and Permanent Secretary to this class of persons. That is why till date, he continues to retain the confidence and trust of these men who wield enormous powers and influence at one time or the other. While building enormous State-wide political contacts during this period, he also sufficiently learnt the ropes in public service on how to make it beneficial to the electorate such that when he arrives the scene on his own right, he will not have to grope in the dark.

Tony Obuh has a great personality. He is sympathetic, empathetic, steady, kind, assertive, integrous, proficient, efficient, competent, aggressive, experienced, intelligent, mature, humble, attentive, generous, God fearing, broken, educated, honest, trust worthy, loyal, not greedy, and modernized. These are attributes of a great leader.

Birth and Education
My life’s journey began on 27th January, 1957, when I was born to the family of Mr. George Obuh, who numbered among the pioneer educationists of Ika Nation in the pre-independence era. Mr. George Obuh was also a devout Catholic and his career as a teacher took him to many towns in Ikaland, and beyond, with his immediate family always in tow. Being under the Catholic Missionary Service, Pa Obuh was also obliged, along with his teaching duties, to assume minor religious roles in the various towns and villages where he served. This early experience of moving through the various clans of Ika nation and being under the constant influence of missionaries had a lasting effect upon me. It helped to shape me towards the ideals of human fellowship and service which have flowered through the years.
I attended St. John’s II Primary School, Agbor from 1964 – 1969 from where I obtained the First School Leaving Certificate. Thereafter, I proceeded to St. Anthony’s College, Ubulu-Uku in 1969 and passed out in 1974 in Division 1 category. Almost immediately, I commenced the Higher School Certificate programme at Government College, Ughelli, but, encouraged by my West African School Certificate Result, I terminated this programme midstream and advanced to the University of Ife, Ile-Ife, from 1975 – 1979, earning a Bachelor of Arts (Combined Honours), History/Political Science. As part of my occupational development, I later attended the University of Ibadan for a Masters degree in Industrial and Labour Relations (1986/1987). Subsequently, and as my career progress necessitated, I also attended many other short-term Managerial and Executive Training Programs both in Nigeria and Overseas. To this day, I have enjoyed and continue to cherish the support of my wife Mrs. Esther Ogor Obuh, an Accountant in the Delta State Civil Service, with whom I have four children – two boys and two girls.
My Philosophy

I have always had a strong aspiration to be involved in Public Service. Right from when I attained the age of personal discretion, I have felt a strong and inseparable tie to my fellow humans irrespective of their place of origin, beliefs, sex or other characteristics. This is why I have a very wide circle of friends and acquaintances across the State and beyond which I have always maintained with no motive of personal advantage.
For me, humanity is one family and I have always found myself drawn to the side of those who give an indication of this orientation and commitment especially when it is channeled as a medium for service. It has always been a cause of joy to be able to promote understanding and fellowship as well as mitigate human suffering. This, for me, is the essence and meaning of Public Service.

Sir Anthony Obuh, a leading governorship frontrunner for Delta State under the Peoples Democratic Party (PDP) for the forthcoming primary election said he has the requisite experience to be the governor of Delta State come 2015.
Speaking during a media interactive session with journalists in Lagos, Obuh said he had32 years cognate experience in the public service, eight of which he spent as permanent secretary, thereby being the most eligible person to seek election for the office of the governor of Delta State.

Obuh, who holds a master’s degree in Industrial and Labour Relations from University of Ibadan and a Bachelor of Arts degree from University of lie Ife, retired voluntarily as permanent secretary in charge of Government House, Delta State in August 2014 after 32 years of distinguished service, told journalists that he should be seen as a symbol of unity for the state, adding that he has what it takes to preside over the affairs of the oil rich state.
“As someone who has been part of government for the past eight years at the level of permanent secretary, and earlier as director at various levels of administration and in addition to other capacities in the state, amounting to 32 years, I understand the workings of government and no one would be more experienced than I on issues concerning governance,” Obuh said. “In the past 32 years, my forte has been responsive policy formulation and management to meet exigencies and long-term well being of our dear state.
“I promise to run an administration that will bring about the sustenance, extension, development and diversification of the many policies and programmes for economic transformation which has been firmly planted in many sectors of the state economy. My deep inside knowledge of these policies is an advantage that I want all Deltans to particularly note.”
As permanent secretary, Government House, Obuh galvanised and restructured the machinery of the Government for improved productivity, according to sources in Government House, Asaba. Obuh has promised to run an all-inclusive and responsive government, building upon the very strong foundation already laid by previous administrations in the state.
He noted that Delta State needs someone who understands governance, an experienced administrator who understands Delta State, someone who has been part of the system, to take over in 2015. “I have been part of the policy formulation in the state, I have headed many government initiatives aimed at building the Delta of our dream,” Obuh said, stressing, “I am not a stranger to governance.”
Obuh explained that his decision to contest the governorship election is a commitment to further contribute to the development of the state for the improvement of the living standard of the people.
“I began holding sensitive positions quite early in my career,” he said, “In 1993, while as a principal personnel officer, I was posted as director of personnel management of Governor’s Office. In this capacity I was co-coordinating the careers of senior management group of the entire public service, including processing the appointments in the Governor’s Office which subsumed a large number of departments at the time. These duties afforded me profound understanding of the machinery of government, its strengths and weaknesses.”
He rose through the ranks steadily and served in directorial positions cutting across various ministries and parastatals, including director of planning, research and statistics in the Ministry of Finance and Economic Planning; acting chairman, Bendel Insurance Company Limited; acting chairman, UIDC; alternate director, PAMOL Industry Limited; director, Public Service Matters, Office of the Head of Service; General Manager, Delta Transport Service Limited; director, Office of the Secretary to the State Government, Governor’s Office.
Having served in all the critical departments where he distinguished himself as assiduous and indefatigable technocrat, Obuh gained the confidence and trust of the state government to serve in higher capacity where his experience and knowledge was of greater value to the state. In June 2006, he was appointed Permanent Secretary in the Delta State public service and retained in the Office of the Secretary to the State Government, where he had served as Director before his elevation to the pinnacle of his career. Obuh was the pioneer permanent secretary in the office of the Secretary to the State Government. By June 2007, following his superlative performance, Obuh was posted to the Directorate
of Government House and Protocol, but has retired voluntarily to contest for the Office of the Governor of Delta State.

Top government officials steering the nation’s response to the catastrophic spread of Ebola in western Africa admitted Friday that health officials made “missteps” in responding to a case of the deadly disease in Dallas.

But the officials, holding what was clearly meant to be a reassuring briefing at the White House, promised that there would be no “outbreak” in the United States.

The health care systems in afflicted African countries are "inadequate and incapable of actually handling the kind of identification, isolation, rapid treatment, [and] protection of the people who come into contact [with infected people] and contact tracing,” Dr. Anthony Fauci, the director of the National Institutes of Health, told reporters.

“We have a case now, and it is entirely conceivable there may be another case. But the reason that we feel confident is that our structure, our ability to do those things would preclude an outbreak,” he added.

The officials laid out measures meant to keep infected travelers from boarding airplanes bound for the United States. Those screenings – like testing would-be passengers for fever and other symptoms – have kept “dozens and dozens” of people from leaving affected countries, said White House Homeland Security Adviser Lisa Monaco.

Monaco also rejected growing calls, including from some in Congress, to impose a travel ban on people from the region.

“We believe those types of steps actually impede the response. They impede and slow down the ability of the United States and other international partners to actually get expertise and capabilities and equipment into the affected areas,” she said. “The most important and effective thing we can do is to control the epidemic at its source.”

The officials insisted that the known case in Dallas, where health care providers initially turned away a man with Ebola who then potentially exposed more people to the disease, was an exception.

“This outbreak began in March of this year,” Monaco underlined. “And since that time and since the screening measures that we’ve discussed from this podium began over the summer, there have been tens of thousands of individuals who have come to this country from the affected region. And we have now seen one case.”

Sylvia Burwell, secretary of the U.S. Department of Health and Human Services (HHS), expressed “confidence” in the system of tests and alerts devised by the government.

“These processes work,” she said. But “we are going learn every time at every step.”

Still, Fauci admitted “there were things that did not go the way they should have in Dallas.”

“Certainly it was rocky,” Fauci said. “There were missteps there, there were good things that happened also” after the initial error.

The other officials at the briefing were Raj Shah, administrator, U.S. Agency for International Development (USAID), and General David M. Rodriguez, commander, United States Africa Command (AFRICOM).

The briefing came as the Pentagon announced that 1,800 more troops would head to West Africa to help with the response effort, which could eventually require 4,000 Defense Department personnel

I know for a fact that Nigerian Army is not reliable except when they want to torture innocent citizens

Buenos Aires (AFP) - Argentina's President Cristina Kirchner charged in an emotional address that domestic and US interests were pushing to topple her government, and could even kill her.


Kirchner said that on her recent visit to Pope Francis -- a fellow Argentine whose help she has sought in Argentina's ongoing debt default row -- police warned her about supposed plots against her by Islamic State activists.

"So, if something happens to me, don't look to the Mideast, look north" to the United States, Kirchner said at Government House.

Argentina exited recession with 0.9-percent economic growth in the second quarter, national statistics institute INDEC said Wednesday, a rare bit of good news amid the country's new debt default.

But with inflation estimated at more than 30 percent and the value of the peso tumbling, Latin America's third-largest economy is still mired in a slowdown after averaging 7.8-percent annual growth from 2003 to 2011.

Argentina is still struggling with the aftermath of a default on nearly $100 billion in debt in 2001, with the two hedge funds it labels vultures battling the country in US courts.

But it has been blocked by US federal judge Thomas Griesa, who has ordered the country to first repay two hedge funds demanding the full $1.3 billion face value of their bonds.

Griesa ruled Monday that Argentina was in contempt of court after it passed a law allowing the government to repay creditors in Buenos Aires or Paris -- skirting the New York judge's freeze on the bank accounts it previously used to service its debt.

Argentina has been locked out of international financial markets since its 2001 default.

More than 92 percent of its creditors agreed to take losses of up to 70 percent on the face value of their bonds in 2005 and 2010 to get the struggling country's debt repayments back on track.

But the two hedge funds, US billionaire Paul Singer's NML Capital and US-based Aurelius Capital Management, which had bought up defaulted Argentine bonds for pennies on the dollar, refused to accept the write-down and took the country to court.

The strategy, which stands to make them profits of up to 1,600 percent, has earned them the label "vulture funds" from Buenos Aires.

Blocked from paying its restructured debt, Argentina missed a $539 million interest payment and entered default again on July 30.

It is now trying to buy time until the end of the year, the expiration date for a clause in the restructuring deals that entitles all bondholders to equal treatment.

Argentina is meanwhile lobbying to create a UN convention to prevent a minority of bondholders from scuppering struggling countries' debt restructuring plans.

A resolution to negotiate such a framework passed the United Nations General Assembly earlier this month.



Economic analysts are forecasting the economy will shrink two percent this year, though the government is forecasting a return to economic growth of 2.8 percent in 2015.

The end of the boom has revived the ghost of Argentina's 2001 economic crisis, when it defaulted on $100 billion in debt and deadly riots erupted.

That violence, in which at least 26 people were killed, led to the resignation of president Fernando de la Rua, who was replaced by Adolfo Rodriguez Saa. He resigned a week after taking office amid more unrest.
