A Federal High Court sitting in Lagos has ordered that the assets of late billionaire businessman, Alhaji Abdul-Azeez Arisekola-Alao should not be sold. The court ordered parties in an alleged N7 billion debt suit to maintain status quo and stop the planned sale of his companies and personal assets. Mentioned in the suit was the Lister Oil Tank Farm at Creek Road, Apapa. The suit was filed by Guaranty Trust Bank (GTB) against the Estate of Arisekola Alao and two of his companies, Lister Flour Mills Nigeria Limited and Lister Oils Limited, over the alleged indebtedness. The court directive read: “By this Order, the Estate of Late ALHAJI ABDUL AZEEZ ARISEKOLA ALAO and the Companies are directed not to dispose their assets (including the personal assets of Alhaji Arisekola), especially a Tank Farm owned by Lister Oil Limited situate at No. 21 Michael Ibru Boulevard (formerly Creek Road) Apapa Lagos, pending the determination of pending applications to restrain disposal of these assets. “GTB by the action claimed the sum of about N7 Billion plus accrued interest being outstanding loans granted to Late ALHAJI ABDUL AZEEZ ARISEKOLA ALAO through his companies, Lister Oil Limited and Lister Flour Mills Limited.” The bank claimed that the late businessman had executed a personal guarantee in favour of GTB to repay the loans. The Personal guarantee is expressed to be continuing against his Personal Estate in the event of his death. The Federal Government has formally reached out to Russia for assistance in its fight against terrorism in parts of the country. Based on the government’s request, Russian authorities have offered to assist the nation’s security forces in terms of logistics and equipment to win the war against Boko Haram. Special Adviser to the President on Media and Publicity, Dr. Reuben Abati, disclosed this in an exclusive interview with SUNDAY PUNCH on Friday. He was answering questions on whether the government will comply with Russia’s condition for military assistance to the country, which is that Nigeria should make a formal request. Abati said the issue had been properly dealt with during the just-concluded 69th session of the United Nations General Assembly which President Goodluck Jonathan attended in New York. He said the security challenges in the country were one of the issues discussed when the foreign ministers of the two countries met on the margins of the assembly. He said one of the fallouts of the meeting was a pronouncement by the Russian Foreign Affairs Minister that his country was ready and prepared to provide logistics and equipment support to the Nigerian Armed Forces and security agencies. He said, “Nigeria and Russia had a strong relationship in the past. Both countries have a joint commission under the auspices of which they cooperate in various areas. “When the President went for the 69th session of the United Nations General Assembly, the Nigerian Minister of Foreign Affairs and the Russian minister met on the margins of that assembly. “One of the issues they discussed was the security challenge in Nigeria. The Russian Foreign Minister told our own Minister of Foreign Affairs that Russia was ready and prepared to provide logistical and equipment support to the Nigerian Armed Forces and security agencies in executing the war against terrorism in Nigeria. “What I have told you is the latest action in that regard. Your own report says poverty is extreme in rural areas and that poverty reduction has been extremely slow where you are.Since there're more people like you in rural areas, 70% of Nigerians,it therefore means poverty rate is still chronic at 70%.And that's the reality. Emm,get your head out of the hole,your behind is showing. Your president has reduced poverty in urban areas where the politicians(his friends) are,where there was always less poverty anyway. This means your president is elitist and out of touch with the reality of most Nigerians. And I've not even added the glaring poverty and squalor in urban areas, it's already 70%.Read your own report before posting it.Don't misinterpret the report, the overall theme of the report, is a reduction of poverty in Nigeria. There is nothing to spin here. The fact is,poverty is higher in the rural areas. The north/south divide accounts for most of that. Yet, the World Bank reckoned that the poverty headcount in Nigeria (based on a US$1.4 per day threshold) fell to 33.1% in 2012‑13, compared with 61.2% in 2010. Poverty figures computed from the GHS panel (Table support the hypothesis that poverty rates in Nigeria are significantly lower than estimates based on the 2009/2010 HNLSS. At the national level, the GHS-computed per capita poverty rate registers at 35.2 and 33.1 percent of the population in 2009/2010 and 2012/2013, respectively. This can be compared with the 2009/2010 per capita estimate of 62% based on the HNLSS. Chapter 2: Poverty In Nigeria: A Partial Reassessment 4. Recently announced re-based GDP figures that increase the estimated size of the Nigerian economy have again drawn attention to official poverty statistics. Data from the last comprehensive household survey (NHLSS) in 2009/2010 indicated that the official poverty rate3 remained stubbornly high at 46% of the population (adult equivalent approach)4 , or 62% in strictly per capita terms. This indicates only a slight decline from 48% and 64%, respectively, that were recorded from the NHLSS in 2003/2004. These poverty numbers raise two major economic questions. Firstly, why has the rapid economic growth in Nigeria not generated greater poverty reduction? Second, how could an economy of the size and wealth of Nigeria have such high poverty rates? The country’s performance is at odds with the general international trend of poverty reduction, in particular in other countries experiencing rapid economic growth like Nigeria It appears increasingly likely that consumption of Nigerians was underestimated in the 2009/2010 NHLSS. A World Bank report of 20135 raised the hypothesis that consumption may have been significantly underestimated in the 2009/2010 NHLSS. This report noted an unusual sharp decline in monthly consumption in this survey in early 2010 relative to the second half of 2009 that would seem to have little economic rationale. The newly re-based GDP numbers increase suspicions in this regard, as the average level of consumption reported in this survey would appear to be inconsistent with the newly estimated size of the Nigerian economy. This Chapter provides a partial reassessment of poverty in Nigeria based on recent information. This note makes use of new National Bureau of Statistics (NBS) data has become available on the web from two smaller General Household Surveys (GHS) in panel format6 conducted in 2010/2011 and 2012/2013. It should be emphasized that this reassessment is only a very partial analysis, and its confirmation or refutation will need to come from the next comprehensive HNLSS in 2014/2015 by NBS. Nigeria Economic Report No. 2 July, 2014 Nigeria Economic Report Introductory Note 1. The Nigerian Economic Report (NER) is a regular publication of the World Bank. Each edition of the NER includes a macroeconomic overview and gives special attention to an additional topic of high policy relevance. 2. In addition to macroeconomic performance, this edition of the NER focuses on recent releases of new statistical information. First, newly re-based Gross Domestic Product figures indicate a larger, more diversified, and complex economy in Nigeria than was hitherto reported, with significant contributions to growth coming from manufacturing and some services not captured in previous data. Second, Chapter 2 provides an analysis of recent NBS GHS household survey data, which supports the hypothesis that the larger NBS HNLSS survey of 2009/2010 may have underestimated consumption. 3. NBS GHS surveys from 2010/2011 and 2012/2013 would suggest that the national poverty rate could be significantly lower than indicated by the earlier HNLSS, and that the dynamic of poverty reduction in Nigeria may also be stronger than previously thought. Both the new GDP numbers and GHS-based poverty numbers also support the notion that growth and poverty reduction are primarily an urban phenomenon in Nigeria. It would appear that, in rural areas, growth is slower, poverty is higher, and poverty reduction is slower. The new living standards estimates contained within also imply an even stronger divide between the North and South in Nigeria than do previous figures, with the North experiencing significantly higher poverty and, with the exception of North Central, a lack of recent progress in poverty reduction. In addition, a large number of Nigerians are clustered around the poverty line, implying a high degree of vulnerability for a large part of the population. 4. Together, these new sources of information give a clearer and more consistent story of growth and poverty reduction in Nigeria relative to previous data. It should be noted, however, that this analysis should be considered only partial and preliminary. The conclusions in this Report concerning poverty and living standards will need to be confirmed or refuted by the next comprehensive household budget survey (HNLSS) of 2014-2015 to be conducted by the NBS with assistance from the World Bank and other development partners. The new re-based GDP figures may also undergo further refinement in the near future. 5. This report was prepared by a World Bank team led by John Litwack (Lead Economist). President Goodluck Jonathan on Saturday in Benin said the country had reduced its poverty rate by 50 per cent. Jonathan said this while speaking at the South South Peoples Democratic Party political rally in Benin, tagged ‘Unity Mega Rally.’ He said that the PDP, as a party, believed in stomach infrastructure because the party must ensure that there was food security and job creation in the country. He noted that any leader who claimed not to believe in stomach infrastructure was not ready to lead, as “you cannot lead hungry people.” He desrcibed the PDP as the only stable party since its formation that had never changed its name, logo or motto, adding that it is the only paty that gives its members the freedom to climb to the highest level. He said that all the nation needed was unity, and gave the assurance that although all the roads could not be rehabilitated at once, his administration would continue to improve on all infrastracture in the country. He also gave the reassurance that since the nation was able to conquer the Ebola Virus Disease, it would also conquer the Boko Haram insurgency. The president however appealed to the party loyalists to be decent in their variuos electioneering competitions in order not to create enermies among themselves. Earlier, Vice President Namadi Sambo said the presenet administration had completed seven power projects with a total of 2,000 mega watts for the South South under the Transformation Agenda. Similarly, Senate President David Mark described Jonathan as “a good sell” hence his unianimous adoption by the party as its choice candidate for 2015. The PDP National Chairman, Alhaji Adamu Mu’azu, described the president as a bridge builder and unifying factor. He reassured that all defectors to the party would be reintegrated into the party without bias. The Chairman of the Board of Trustees of the party, Chief Tony Aneneih, said the zone had every reason to be proud of its contribution to national development. He also said that the zone had made sacrifice to keep the country together as well as contributed to the economic growth. The News Agency of Nigeria reports that, the president had earlier inaugurated the Benin-Ofusu Dual carriage, where Gov Adams Oshiomhole of Edo State, described the quallity of work as impressive. Oshiomhole also congratulated the president on the massive road construction and rehabiliattion across states in the country. Very huge allocation these south south governors receive from the federation account, yet with very mediocare and laughable development to show for despite the small land mass and population. No one among these state governors can be said to have performed if we consider what they receive. If track record matter to us, even the incumbent president should be asked to provide document record on achievement when held sway as governor of Bayelsa state as a pre-requisite for a reelection, but unfortunately, such civil call may be taken as an attack on the president.
